Rusty resigned as Chairperson. Bob C. has agreed to take the Chairperson position- Committee has a suggested structure for district and areas- Hope to meet with the committee at the (July 1987) Convention- Committee is working on By-Laws for the fellowship of Cocaine Anonymous. San Francisco area is working on the Conference Charter- The committee has not had a formal meeting –

Committee is meeting 07/03/87- They are also having structural problems, geographics – to meet is costly. Chairperson Alan S. is able and willing. Looking into the possibility of having the “Newsgram” and the “Connection” communicating with the trustee’s. Committee wants regionalized basic pieces, gather and give to a professional, There has been no meeting since the March conference- Metal Chips – W.S.O. has the dye. Selling price of $1-25 each was suggested,

Committee is in state of flux- Minutes from their meeting haven’t been put out. Board of trustee’s may have to push. Suggest minutes from W.S.0. be sent only to W.S.B.T- and finance committee.

Neil b. has taken over the project and won’t be able to meet, however there are area persons to communicate changes at meeting, information, etc. Neil will bring readout of all meetings and ask for any changes at the convention. He will also be taking orders -for the Directory at $2*00 per directory, quantity price break is at 100-pcs, or more $1*50 each- Design of the directory will be the same.

CONVENTION – FENN P.
Committee has done a great job. The contract with the hotel only guaranteed the lower rate tor 250 rooms/ For future if possible offer the lower rate for more rooms without being financially responsible if less than the minimum amount. Committee must have a finance committee for budgeting etc.
CONFERENCE – FENN P.
Have had no communication from the chairperson. Vice-Chairperson — Greg T., ParLiamentarian – P.Clay and Fenn P. had a conference call to organize a meeting at the Convention to get into action. Instructed Greg T. to contact all of the committee members.
PUBLIC INFORMATION – JENNIFER R.
Suggest that there be a Public Information Committee as part of the Convention committee and also release a press packet before the Convention- Discussion about announcements to radio and TV-

Communication with A.A. — C.A. Trustee’s requested attendance at an Alcoholics Anonymous World Service Conference and we were denied. Who attends the A.A. Conference is limited to only a selected amount of Delegates, Trustee’s, Officers and certain special workers.

Trustee’s speak in favor of summing up W.S.O. meetings results and including them in “The Newsgram”. Also a quarterly report from the Trustee’s should be included.

The meeting opened after a moment of silence followed by the Serenity Prayer.
H. Lee read the 12 Traditions.
Jennifer read the Concepts.

Ray G. brought up the following points:
Concerning inclusion of minutes in the next NewsGram: Perhaps this should be done because there is only one more issue before the Conference. Also, we do not want to hide anything from the fellowship. Maybe there could be an announcement to the fact that due to reasons of economics, minutes can be provided upon request.
What is in the best interest of the Fellowship as a whole? That should be our guidance in doing this.
Since we have the NewsGram, minutes will still be available upon request.
H. Lee made a motion: (1) The next mailing of the minutes with the NewsGram is to be the last mailing of the minutes, (2) In the NewsGram, there will be a statement that henceforth, abridged minutes will be published in the NewsGram. Full complete minutes are available from the WSO, Inc. upon request.

Next discussion from Reggie L, concerned possible thought about lack of confidence from the Conference.
Concerning election of new trustee: Ray G, requested report from Jennifer R. about people she had interviewed. Then, election of trustee would be held.
H. Lee talked about electing person Tor the term of five years.
Suggestion to elect a new trustee because another is needed very much.

Nominating Committee who will adapt from the other Fellowships how to accomplish the electing process was brought up.
Ray G, elected Bob L, as the Nominating Committee for procedures on doing this. Bob then asked Fenn P. to assist, (The purpose of this is only to come up with information — not the nominees themselves).
Bob and Fenn will do the research on replacement and nomination of Trustees.
Also, they would look into the procedure for electing non-addict Trustees, Main focus is research and replacement.
A motion was made by Jennifer R. to elect a new Trustee today. Fenn seconded the motion and it passed unanimously.
Jennifer reported on interviewing of potential Trustees. She read names of those to be considered.
Then, a tape of the interview with Mike Rainwater (Seattle) followed.
After the tape was finished, a general discussion followed about some of his responses and whether or not he might work out as a Trustee.
Other nominees at this time include:

3. Lucy S. from San Francisco with 3 years.

A vote was taken to elect a new Trustee.
Jack Perry was elected for a terra of five years (elected by majority vote).

There was discussion about how to get existing information (minutes, etc.) to Jack so he would could “catch up” on what had previously transpired with the Trustees.
Copies of past minutes will be provided to Jack for his information.
Discussion came about concerning practice of singling out certain groups and/or districts (areas) with respect to contributions they make to WSO.
Question about this pertained to “promoting” (in the “NewsGram”) these groups who can afford to contribute large amounts, while ignoring groups who can’t afford to donate. This practice needs to be looked at.
Break for lunch.
Return from lunch began with a moment of silence at 1;25 P.M., followed by the Serenity Prayer.
Jack P. joined the meeting as a new trustee at this point.
Ray G. brought up the subject of the name “Cocaine Anonymous”. He had obtained information to the effect that: “If the name is not protected (by a copyright), we can lose it”. Therefore, the name should be protected.
There have been meetings who used the name Cocaine Anonymous but never contributed any money collected. Therefore, do they have a right to use the name?
What if an “Alano Club” for C.A. is started? Can they use the name, too? What about profits? How much should rightfully go to WSO.
Are there guidelines for using the name? What requirements and/or regulations are there?
There was a suggestion that each situation be looked at individually. In other words, determine if a break of Traditions has been made before any type of confrontation.
But, the name has to be copyrighted before any type of control can be exerted.
Jack P, offered info about other 12-Step programs having conventions, etc. Initially, they apply for their own tax I.D. and then conduct the convention (or whatever) using their own I.D.
Bob L. said it would mean operating as a separate corporation. The legal aspects of this needs to be looked at so the correct information is available for all.

Question: What action can be taken if a particular group does not follow guidelines and/or rules laid out by C.A. WSO?
Ray G. proposed this matter be turned over to Jack P. to find out what other 12-Step groups do to handle this situation. In the spirit of learning from their experience, any ideas, suggestions, rules, etc. should be reported on.
Question of liability came up. Should C.A. have insurance as a safeguard against accidents?
Info was offered that A.A. has their own insurance and is covered for all functions.
Ray G. created a Legal Committee who will investigate this issue, as well as consulting with attorneys, to obtain different legal opinions/advice. The Committee will be headed up by Jack P., who will enlist help from other people in this endeavor.
New issue: Finance Committee needs another member to be more efficient and carry out all necessary functions.
Fenn P. discussed the importance of having someone serve on the Finance Committee who can devote energy, time and have motivation to move the Committee to perform its necessary tasks.
Then, so everyone could be updated about which Committees the Trustees serve on, every member volunteered info about themselves:

Bob L. — Structures & By-Laws and National Directory.
Reggie L. — Chips, Literature and Format, “The Connection” and the “NewsGram”.
Greg D, — H. & I.(temporary),
H. Lee S. — Finance.
Jack P. — Finance.
Fenn P. — Conference and Convention.
Ray G. — Structures & By-Laws.
Jennifer R. circulated a copy of a letter from P.I. pertaining to some questions and concerns they have.
Bob L. suggested that this is an administrative matter to be handled by the office.
Greg D, said it is a matter of policy that should be handled by the Finance Committee.
In the interest of distributing the PSA, the price should be set to cover expenses without making too much profit.

If a price is set too low, will there be room to allow for changes, updates, additional recordings, etc.
Jennifer R. suggested this matter be turned over to another committee — Finance.
With respect to changing the price, Jennifer R. suggested that the price be left at $50.00 until more information could be obtained about this.
In order to make a public service announcement, there needs to be a number which identifies the corporation with their own tax I.D.
This number identifies the corporation as a non-profit organization in order to be eligible for a public service announcement (PSA).
Ray G. suggested that P.I. Committee investigate what A.A. does for their PSA. Jennifer R. agreed to do this.
Price of metal chips. In an attempt to find out what it costs to buy and sell, Bob L. determined it will cost $.78 (approximately).
The cost of $1.25 was determined as the cost needed to make the chips available and obtainable for all.
Structures & By-Laws. Bob L. asked for direction as to what needs to be achieved immediately (within the next three months).
1. Conference Charter.
2. CAWS, Inc. By-Laws.
3. Definition of “area” and “district”.
4. Definition of “service”, fellowship.?
What should be done to consolidate this Ray G. suggested the Structures & By-Laws Committee look into these issues and then they will be discussed at the Conference.
A situation arose at the Convention concerning selling of non-C.A, literature and tapes. Some of the items were from Hazelden, however, other items included things that were discouraged by members because of their controversial content.
Question: Decision needs to be made about the non-C.A. literature. Should we advise the company selling the merchandise that they will not be able to do it at the Convention?

Because the company had been engaged solely for the purpose of making and recording tapes of the speakers, they need to be asked to stop selling the non-C.A. material. Only C.A. tapes (present and past) will be allowed.
(Some of the members then left the meeting to accomplish the above).
Fact File — Pertaining to chips, literature and Starter Kits.
Reggie L. suggested that C.A. enlist the services of a professional writer to cone up with some new literature. The immediate need has been recognized due to the length of time since any new literature has appeared.
Ray G. described the history of literature for C.A. and stated that the only way to update the literature is to do it!
Emphasis should be on new pieces and updating the existing ones.
Jennifer R. recommended that an advisory board be created to put together information and notes about past Conventions in order to help out people in charge of future Conventions (i.e., Chicago). The experience of others would help them to plan and put on a better Convention, hopefully, avoiding some of the bad experiences of past Convention-planners.
Greg D. said he would handle this with the Conference Convention Committee.
The Trustees who left to handle the non-C.A. literature situation returned, stating that a new agreement would have to be worked out the the company doing the recording and selling of the tapes because he now, obviously, would be realizing a smaller profit due to less items for sale. This would be worked out to the approval of all concerned.
New business (will be old business next time):
P.I. letter for interviews. Release letter sent out by Jennifer regarding the Convention.
Fact File — For Starter Kits, the three different ones (San Francisco, Los Angeles and Chicago) should be consolidated and made available to all for starting new meetings within the guidelines and rules set forth by WSO.
60/30/10 Plan for Contributions — Suggested amendment would be concerning a local area who does not have a central office for C.A. A 75/25 plan would be an alternative to the foregoing.
Amendment could say, “Use the pamphlet”. If it is re-written, it should not be called the 60/30/10 Plan because of all the other options available besides this one.

Next order of business — Trustee Expenses.
H. Lee discussed the possibility of putting a “cap” on spending.
Bob L. looked at the budget which shows $7,300 as the cost allowed for Trustee’s expenses. This was based on two meetings in the Los Angeles area. Obviously, this is not now the case; therefore, the budget needs revision.
Suggestion was made that the budget be revised and expenses “upped” to reflect available expenses of $2,500 per quarter, which would at least offset a greater percentage of the total than in the past.
Finance Committee will bring this out at the next Conference and get it approved.
Last item: World Services Office.
Support of the WSO. Need to drum up money for the Office. More support of the Office is needed.
Fellowships need to be encouraged to donate money to the Organization (Corporation), Get the word out that funds are required to keep it operating. Also, this encouragement should be made mindful of the fact that it is done in a spirit of unity.
Next Conference date: November 11 and 12, 1987; Los Angeles, CA.
