CONVENTION COMMITTEE REPORT
INTRODUCTION AND OPENING COMMENTS:
The World Service Conference Convention Committee (WSCCC) has continued to work on referrals since the 2019 World Service Conference. We have continued to have our monthly calls and work on revisions to the WSCCC Guidelines.
SUMMARY OF COMMITTEE MOTIONS:
CONV 2020-1 From Robert Bird of the Texas Area Service Gulf Coast Date 1/12/2020
Working on the 2020 CAWS Convention in Austin as the Treasurer; I have worked very closely with the Registration Committee. Per the current approved Convention Committee Guidelines, the Registration Committee falls under the Program Steering Chairperson. It seems to make more sense to me; with regards to how closely Registration works with the Treasurer, that the Registration Committee should fall under the Treasurer. We have made this change for the 2020 Convention and I would suggest that it be permanently moved in the Conference approved in the Convention Committee Guidelines.

In order to make CAWS more accessible and less vulnerable to financial risk we suggest the words “events venue” are added to the WSCCC Guidelines Bidding Process page 41 bullet point 11. We believe this would give an alternative option to Areas bidding for the CAWS World Convention to hold the event at a less expensive and more inclusive venue in the best interest of CA both financially and spiritually. This would not replace the existing “hotel” option simply provide an additional choice. Should this proposal be acceptable, as has been indicated in discussions, with WSCCC, we also suggest the WSCCC Guidelines are edited to reflect this change.
RESPONSE: MOTION to insert new language
To change the language of Page 41, Bullet Point 11 of the World Service Convention Committee Guidelines to read: Each Host City/Area/Region should obtain written bids from 3 different hotels/events venue in their Area. Hotel bids should be valid for at least 6 months following Host City selection.

STATEMENT OF PURPOSE (as stated on page 5 of the current World Service Convention Guidelines) The purpose of the World Service Convention is to promote enthusiasm and unity within the fellowship of Cocaine Anonymous and financially support World Service’s effort to carry the message to the addict that still suffers.
MOTION: Approve the Statement of Purpose to read as:
The purpose of the World Service Convention is to carry the message to the addict that still suffers and promote enthusiasm and unity within the fellowship of Cocaine Anonymous, and financially support World Service’s effort to carry the message to the addict that still suffers.

This referral is about a motion that passed in 2019. it was related to the prohibition of having a member of a CAWS steering committee also being a Conference Committee Chair.
Here was from your report:
Convention 2019-12: Under steering committee please add that steering committee not hold any other world service level positions to ensure the focus on our largest fundraising event. MOTION: In the Convention Committee Guidelines on page 5 under Convention Steering Committee: The Convention Steering Committee will consist of the following: Chairperson, Vice-Chairperson, Treasurer, Secretary, Program Chair, Hotel Liaison, and Regional Trustee. It is suggested that any Host Area/Region Convention Steering Committee member not be selected for more than one steering committee position. In addition, that member should not hold election to an officer position on the any WSC Convention Committee.
To me, this would be contrary to the right of participation by the Conference Committee involved, the individual being excluded/prohibited, and perhaps the Steering Committee also. Further, I can see a strong argument that this prohibition might run contrary to the teachings in the 9th Concept about selecting the best leader as well as contrary of the well-reasoned selection/conscience of that trusted servant’s Conference Committee.
Were these considerations factored in when this came out of your committee, please, if not, can you perhaps as a group reconsider this motion again in Committee.

CLOSING COMMENTS:
The committee made adjustments to the internal guidelines. We went through and addressed all of the referrals. Had elections for upcoming committee. We added quite a few more members and had a great time!
