INTRODUCTION:

What follows in this compilation are reports submitted by each of the respective World Service Conference Committees as well the World Service Board of Trustees and the World Service Office Board. The reports set forth what occurred within that specific World Service Committee or World Service Board during the past year and at this year’s 2021 World Service Conference, which was held in late August 2019 in Los Angeles California, USA. Also detailed are the efforts which each Committee and Board will focus upon during this upcoming year. Contact information of the respective trusted servants of each World Service Conference Committee and World Service Board are also included.

For those in our Fellowship that may not know how the World Service Conference is structured, it is a yearly five-day business meeting where much of the business of our entire Fellowship is considered and addressed. It is the one time a year where the area delegates from around the world, the World Service Board Trustees and World Service Office Board members meet as a group. The World Service Conference is held the week before US Labor Day every year in Los Angeles. At the World Service Conference this year, there were general sessions, committee meetings, fellowship opportunities and the chance to express opinions about and debate a wide variety of issues. There were also opportunities to welcome new delegates and thank rotating out delegates and Trustees for their love and service to our Fellowship and to the World Service Conference itself. And for the first time our conference was conducted remotely as well as in person.

In this Report, each Committee and Board is asked to highlight its experiences from the World Service Conference and goals for the next year and beyond. All of this information is assembled to help members of the Fellowship understand more of what is happening at every level of service within the CA service structure.

It is our earnest hope that this information is useful to the general Fellowship both in terms of increasing participation so that other members might want to join the Conference committees (anyone can join), as well as to broaden the familiarity by the Fellowship of the great work, dedication, and countless hours contributed by the Conference members, delegates, and trusted servants.

There is a separate Report for each Committee and Service Body, presented in alphabetical order for ease of reference.

We appreciate the opportunity to compile this for the Fellowship and to be of service to the Fellowship and the World Service Conference itself. We remain humbled to experience each year the love, passion, growth of our Fellowship and its members. This year was no exception.

GENERAL REMARKS

The detective work of the Archive Committee is comprised of perseverance and tenacity as we continue to collect relevant C.A. documents and items pertinent to the history of Cocaine Anonymous. The undertaking of such tasks are global in scope and require an active and dedicated Archive Committee. We of the Archive Committee look forward with much excitement at fulfilling referrals from the fellowship and will approach them with thoughtful consideration and timely execution.

For the past two years the Archive Committee has worked extensively on maintaining open lines of communications with Archive Chairs and C.A. archivists from around the world. Our monthly (1st Sat. of the month) Archive Committee meeting, “For The Record,” offers a forum for meeting and greeting with one another, provide opportunities for show and tell about what is going on in our respective Areas, have questions and concerns addressed, watch tutorials on archiving procedures and listen to to guest presenters. Furthermore, the Archive Committee has been actively engaged in accumulating early C.A. documents, especially WSOB and WSBT minutes for the document library and building a listening library of recorded CAWS Convention speakers and workshop facilitators. We are also busy expanding the scope and breadth of the C.A. Virtual Museum by engaging the entire fellowship across the world to submit and upload images of various C.A. objectives throughout our entire history.

POST-CONFERENCE REFERRALS RECEIVED

Referral #ARCHIVES 2021-02: Create guidelines/procedures for the consistent maintenance of the C.A. Virtual Museum. In these guidelines/procedures, please include the following points:

Procedures for multiple Admins who have full access to the database to assist with ease of WS Archives Committee leadership transfer, knowledge of backup schedules, location of said backup storage, etc.

  1. Naming convention procedures.
  1. Procedures for how to handle submissions from multiple people of the same item/image.
  1. Procedures for how to address the need to update/correct naming and/or tagging errors on images already named/tagged.

We’re excited with this referral since we’ve already have been working on these matters as part of our “pass-it-on” documents and procedures.

Referral #9205405: From the WSBT to Archives: Please would you consider the adoption of the ‘Uniform File Naming Convention Guidelines’ that were developed with your assistance through the WSBT Long Term Planning Sub-committee. We hope that this document may form part of your committee guidelines and may also be available for guidance as a world website download. This referral works in conjunction with the Post-Conference referral and the Committee plans to add this LTP Sub-committee’s document as an Appendix to WSC Archive Committee Guidelines and Archiving Guidelines for Areas and Districts and submit them as SR14s for the 2022 World Conference in Dallas.

GENERAL REMARKS

On behalf of the entire Conference Committee, thank you for allowing us to be of service and host this first time ever hybrid Conference! This would not have been possible without the support of the Trustees and Directors as well as the patience and understanding of all our Delegates and attendees. We made history this year!

When the 2020 Conference was cancelled, no one suspected that Covid-19 would continue to plague our world and affect the 2021 Conference as well. However, the whole committee came together with much hard work, dedication, and the sacrifice of many hours to plan, organize and produce this year’s world service conference.

We would like to thank those of you that took the time to raise your concerns to this committee by submitting a referral and to those attendees that submitted evaluations. We considered the information carefully and have, or will, address those items.

Here are some interesting facts from this year’s Conference:

We had 177 total registrants with 40 New Delegates that participated as 115 In-Person, 55 Virtual and 7 Day Passes. The attendees were from 63 areas of which 4 were newly recognized Areas, broken down by Region as follows:

The average length of sobriety was 15.25 years!

There are some new exciting changes to come as our Fellowship continues to grow and evolve. We would love to have you come help us make next year’s conference even better than this one. You don’t have to be a Delegate or even attend Conference to help, we meet all throughout the year on the 4th Sunday of each month via zoom, so anyone with a desire to help organize the next conference is welcome.

MAJOR ITEMS COMPLETED

  1. Worked earnestly to evaluate and plan the addition of a virtual component to create a hybrid Conference.
  2. Requested pricing from over 80 hotels all over the world for the 2024 and 2025 conference and narrowed down to the three best options. This year’s conference selected the DFW Marriot.
  3. Continued to manage the on-Line Referral process for the fellowship to catalogue and track over 100 new referrals in 2021 as well as the existing open referrals. Diligently worked to verify the status of any outstanding open referrals from previous years (shown below).

  1. Managed the on-Line accreditation process, meticulously reviewed and consulted with Areas to ensure the credentialing of their delegates was accurate and complete.
  2. Analyzed the accreditation process, drafting and sending several referrals to S&B concerning standing rules, responsibilities and definitions.
  3. Strived to provide thorough communication with all delegates and conference attendees about the plans for and business of the conference.
  4. Registration: meets weekly to facilitate a smooth registration process working hand in hand with the programs liaison for the facilitation of the dinners and other events during conference. Reformatting of ‘The Box’ to include adding new members and granting appropriate permissions. Weekly monitoring of registrants on RegFox platform to ensure registration on-site is as smooth as possible. Consistent communication with hotel staff concerning room count, meals, BEO’s and other hotel related issues.
  5. Revised and updated the New Delegate Orientation to the New Delegate Workshop covering additional topics and hosted virtually.
  6. Revamped and updated the on-site meals. Two dinner meals, Meet & Greet Dinner and Love, Service and Unity Dinner, were included with registration and the breakfast was eliminated.
  7. Researched and provided memorabilia that was pre-sold as well as a non-dated t-shirt for sale on-site.

  1. Planning has already begun for the 2022 Conference in Dallas, Texas set for August 31, 2022 through September 4, 2022.
  2. Review of the Conference Committee Guidelines will be undertaken and prepared for the

  1. Contracts for the 2024 and 2025 hotels should be completed during the next quarter.
  2. Revisions to the standard forms will be ongoing, including the forms for Petitions.
  3. Feasibility of future hybrid conferences will be evaluated in conjunction with the Trustees and Directors.
  4. Refinements and enhancements of our on-line processes will be considered.

MOTIONS PASSED AT THE 2021 WORLD SERVICE CONFERENCE BROUGHT BY THIS COMMITTEE

The Conference Committee submitted details and data for recommendations for the three best options for the 2024 and 2025 Conferences of the Hyatt Regency Dulles, the DFW Marriot, or the St Louis Renaissance Airport; with the winning vote from the Conference floor for the DFW Marriot in Dallas, Texas.

OTHER ITEMS OF NOTE

We cannot pay our debt to those who came before us, we can only pay it forward. However, we would not be where we are today without their efforts. So, we would like to thank those whose service these past two years we are so grateful for. We shall be with you in the Fellowship of the Spirit.

POST-CONFERENCE REFERRALS RECEIVED

We received three post-conference referrals.

  1. In reference to Standing Rule 13, the request was made that all referrals to be provided to every committee that might be affected to prevent a motion from being considered out-of-order due to a committee not being informed.
  2. In reference to future hybrid conferences, the request was made that the hours of the conference be between 6 am Pacific time and 9 pm Pacific time regardless of the location of the conference.
  3. In reference to break out sessions at conference, the request was made that the sessions be reduced to two half-days to provide additional time for conference business.

GENERAL REMARKS

The World Service Conference Convention Committee (WSCCC) has met on Zoom during the past couple of years and worked together on referrals since the 2019 World Service Conference. We have worked with the CAWS 2022 Committee, CAWS 2023 Committee and CAWS 2024 Committee. We are happy to have many new members that have joined our committee at Conference, and we had our elections for the upcoming steering committee for the WSCCC. We are excited to announce that the World Convention bid for 2025 has been awarded to Arizona and look forward to working with the CAWS 2025 Committee. We have started working on, and will continue to, revise the WSCCC Guidelines.

MOTIONS PASSED AT THE 2021 WORLD SERVICE CONFERENCE BROUGHT BY THIS COMMITTEE

A motion was passed at Conference to change the amount of time that bank accounts are set up for the newly awarded Conventions. We have changed our Statement of Purpose to include “to carry the message to the addict that still suffers”. The CAWS Convention 2025 has been awarded to Arizona! We are very excited to begin the process to help determine the Convention Steering Committee and to work together with them for the 2025 World Convention.

GENERAL REMARKS

The Finance Committee has worked diligently throughout this conference reviewing the financial health of Cocaine Anonymous and providing an accurate budget for 2022. And we would like to thank all those who have taken an interest in the finances of Cocaine Anonymous.

During conference, we worked with the WSOB to provide more insight and direction into an online donation platform. The idea for the new platform will help to provide ease of access to making donations to CA, and online management of your donations on a one-time and recurring basis. This should help to increase recurring donations, and cut office time and costs for the processing and management of the recurring donations.

Additionally, we brought a prototype of the “Sobriety Chip” iron-on logos that the committee was wearing during conference, however due to time constraints we were unable to bring this motion to the floor.

MAJOR ITEMS COMPLETED

During conference, the Finance Committee completed the budget for 2022 and provided reporting to present to the floor about the financial health of CA. The presented budget was not balanced and showed a loss for the 2022 year based on the most accurate projections we could establish. We also reviewed the losses CA had over the past 5 years and discussed the importance of having appropriate methods of review for conventions and also the strong need for an update to the online donation platform making it easier for our members to donate on a recurring basis to CA World.

We have two main items still in progress that are going to be a major focus over this year outside of conference. We will work with the WSOB to help establish the new online donation platform and will continue to refine the idea of a “sobriety chip” fundraising concept to present at next conference.

We will also continue to focus on reporting for the fellowship about the financial health of CAQ for presentation at every conference.

GENERAL REMARKS

As another conference has come and gone, the H & I Committee is grateful and blessed to have gained many new committee members from all around the world. With new ideas from all, each new member will better help the fellowship as a whole continue to carry the message of Cocaine Anonymous to those in hospitals and institutions. If you have a desire to give back to the greatest fellowship in the world, please feel free to join our committee. If you want to see what its all about, anyone can join our monthly GoToMeeting phone conference.

We received friendly amendment suggestions from other WSC Committees and we were unfortunate not to be able to bring this back to the conference floor during New Business, due to time constraints. We look forward to getting this approved next year at conference. We will be working closely with PI and the OSA to better serve our online needs. Each H & I Subcommittee have listed their goals to work on throughout the year and can be viewed below.

Subcommittee goals for the

year: Correctional Referrals –

    • Prepare new introductory letter of service members, explaining new sub-committee and goals
  • Work on / update H & I contact list.
  • Put out a suggestion letter to encourage Region and Area CA participation in correctional facilities.
  • Quick CA introductory with contact information, encouraging reminder to contact institutions with panels.
  • The goal to add our logo to court cards, court sign pamphlets and correctional facilities contacts.

Creative Writing –

  • We will continue in our efforts to reach out to the fellowship to further increase News Gram submissions for the H&I Corner. We will also follow up on all commitments from our members to provide articles for publication. We also will help in preparation of submissions for those seeking help. We will aspire to keep the News Gram circulating worldwide. The articles in the News Gram have already been proven to help save numerous lives.

Guidelines –

  • Continue to review and correct any housekeeping issues within the H & I Guidelines, which includes grammar, spelling and formatting. Make any conference approved changes and updates.

Outreach –

  • Track H&I within our fellowship by maintaining regular contact with our Regional Trustees, Area Chairs and H & I Chairs.
  • Encouraging growth by assessing both our strengths and weaknesses to determine solutions.
  • Create and send out a new survey to track the H & I community.
  • Continue to support & collaborate new ideas with OSA.
  • To support struggling and new Area’s in their H & I pursuits.

Technology has played a vital role in a time when how we interact and participate in Cocaine Anonymous has been transformed. With this fact in mind, the IT Committee is focused on the completion and launch of a Cocaine Anonymous app, providing insight and guidance to the World Service Office for revamping the CA.org website, revising the IT Workbook to reflect current trends in the use of technology, and assisting other committees with tasks and topics related to web-based services.

We welcome the participation of any Cocaine Anonymous member regardless of IT experience. You do not have to be an expert; enthusiasm and a desire to be of service is all that is required!

Throughout the last two years the IT committee has continued work on key database design and development needed to support the “Meeting Finder” plug-in for the Cocaine Anonymous app. We also advised the Public Information and Long-Term Planning committees on the use of social media. We are working towards providing official guidance for online meetings and online C.A. groups, including guidance on topics related to data protection and privacy. We have responded to numerous referrals from the Fellowship and will continue to reply to new referrals in a timely and thoughtful manner.

GENERAL REMARKS

The C.A. World Service Conference Literature, Chips, and Formats (LCF) Committee has worked diligently throughout the past two years to deliver a significant number of materials for WSC approval this year. Often, our projects span multiple years, beginning as referral submissions to become WSC approved concepts, moving through the Pamphlet, Book, or Chip Approval processes, and into publishing or production. Most of your questions concerning how our processes work can be best answered by your referencing our WSC approved LCF guidelines which are included in your 2021 Conference Materials on Box and can also be found on ca.org in “Service Document Downloads” under the “Service” tab.

Our most significant accomplishment to report is the completion and publishing of the Twelve-Step Companion Guide, whose concept was approved at WSC 2004. The draft subcommittee has poured countless hours into completing this work during the past 4 years. The book is currently available for pre-sale from CAWSO at the C.A. Store in the lobby and online. We have also completed drafts of several other projects on which we will be seeking your approval and we will also bring other items such as prospective concepts, or updates to existing approved literature.

MAJOR ITEMS COMPLETED

At the 2021 WSC, the LCF had three (3) pamphlets approved, a pocket card, an update to the existing LGBTQ+ pamphlet and a new group reading for the Seventh Tradition. The pamphlets included one for C.A. Online Meetings. We also added an update to the Table of Contents for the recently published Twelve Step Companion Guide, that will add additional original writings for addicts to go along with the Guide.

MAJOR ITEMS BEGUN OR IN PROGRESS

  1. Twelve Step Companion Guide Update – This book project was approved as a concept at WSC 2004. Its purpose is to provide guidance for both sponsor and sponsee, working the 12-Steps together. The book has recently been completed and production is currently underway. Pre-orders are available from the CAWSO Store in the lobby or on ca.org.
  2. LCF  Committee Guidelines  Proposed Update: An  update to  our committee guidelines and  C.A.  Literature  and  Chip  Approval/Publication  Processes.
  3. Short Story Book: Approved as a concept in 2019, the book is nearly complete and now has 25 short-stories. All stories have been edited in the sub-committee and some feedback from other LCF members has been integrated. It is very likely that the Short Story book will be completed and forwarded to the WSBT for review soon after WSC.
  4. Twelve  Concepts  Inventory: Concept  approved  2014  WSC. Subcommittee meeting regularly to continue work, good progress reported with involvement from several former trustees. Project is currently at Pamphlet Approval Process Point 5. Est. draft completion by WSC 2022.

  1. Traditions & Concepts Illustrated: Another new piece, this is an illustrated pamphlet/booklet that addresses the Traditions and Concepts and was approved as a concept by the 2011 WSC. The draft of this piece is in its final stages as per Point 5 of the Pamphlet Approval Process. LCF is seeking for an illustrator from the Fellowship to assist with this publication. Est. draft completion by WSC 2022.
  2. “C.A. Twelve Steps & Twelve Traditions Book”: The concept for this book was approved by the 2003 WSC. Its purpose is to provide a book based on C.A.’s experience with the 12 Steps and the 12 Traditions. Over the passing years, many current and previous LCF members have contributed to its research and development. A primary focus of this year’s LCF breakout session is to emerge with a new subcommittee organized with a roadmap for work to resume in earnest.
  3. Anonymity Statement/Guidance: A new subcommittee was formed to examine the creation of an optional anonymity statement and to provide additional guidance on anonymity though use of all media.
  4. The Power of PI pamphlet: This is a pamphlet concept approved at the 2021 WSC. The pamphlet will use materials already created by the EuroPI and North American PI Summits to develop a pamphlet.
  5. Service Sponsorship Pamphlet: This is a pamphlet concept approved at the 2021 WSC to begin work on a new pamphlet about Service Sponsorship.

This year, the LCF instituted the 2021 LCF Guidelines update. This update included changes to responsibilities of the committee’s trusted servants, as well as changes to the process of filling vacated or unfilled positions. Voting qualifications and procedures were approved to be added to the Guidelines. Other changes include updating the LCF peer review process and revisions to the pamphlet, book and chip approval processes.

MOTIONS PASSED AT THE 2021 WORLD SERVICE CONFERENCE BROUGHT BY THIS COMMITTEE

In 2021 the LCF Committee brought a total of ten (10) motions to floor of the Conference. All of these motions were approved. These motions included several concepts for new pamphlets. It is a multi-year process to create and deliver a pamphlet, beginning with a motion to approve the concept (at which point LCF begins to work on it) then another motion to approve the draft of the piece. At 2021 WSC, several drafts were also approved and have moved on to professional editing before publication.

Members of other WSC committees may also participate on our projects, though delegates are eligible to vote only on one committee. PUBLIC INFORMATION COMMITTEE

GENERAL REMARKS

The World Service Conference Public Information Committee’s primary focus is to raise awareness of Cocaine Anonymous to individuals, community groups and professional organizations, in order to reach more suffering addicts. We also assist the fellowship by creating tools and workshops for local Areas to use to increase exposure of CAs message. During the past two years, the committee worked tirelessly and enthusiastically on creating an updated public information handbook for the fellowship, It was an incredible labor of love, commitment, and a passion for our fellowship.

The European and North American PI summits resulted in amazing ideas and projects. This year our focus will be to finalize projects and tie up loose ends on the various works already created. We will also focus on developing a method to track, in a general way, the attendance and measurable benefits of our PI initiatives. This year’s committee is full of energy and excitement for the year ahead. I am so very thrilled to be serving with this creative, resourceful and dedicated team. Thank you to all those who took the time to send in referrals over the last 2 conference years, we look forward to fulfilling these over the course of the next year.

We were able to get our new Public Information Handbook approved at World Conference this year – this is a project that has been worked on since 2019 and we are excited to share it with the fellowship! We held 2 amazing online Public Information Summits – one for Europe and one for North America and continued to share a message of hope, faith and courage in a virtual way through online PI Rocks Roadshows.

STRUCTURE AND BY-LAWS COMMITTEE

GENERAL REMARKS

No words describe the electrifying atmosphere of recovered addicts coming together to do the work of building a bigger house for a bigger fellowship. We are humbled and grateful that we may serve on S&B. We are particularly thankful for the active participation of the fellowship in keeping our World Service Manual relevant and current. Thank you so much for every referral you submitted!

Our committee had two productive online years during the pandemic, and we evolved from a committee served largely by North American C.A. members to an international team around the globe, including Indonesia, Wales, England, Holland, Sweden, and Germany. We frequently looked at the WSM of Cocaine Anonymous through the lens of new areas’ needs and international growth.

MAJOR ITEMS COMPLETED

  1. The long-standing wish to make the WSM more accessible and translation-friendly for young areas was resolved by organizing it in three sections. Initially we had considered a new document under the working title “new area guidelines,” then realized that the first 38 pages of the WSM have the type of basic information we would consider entering into such a document. By labeling that first section “Cocaine Anonymous and our Service Structure,” we resolved the need. (Referral # S&B 2019-07)
  2. For a petition to form a new region, it needed to be clarified what constitutes the required 2/3 majority vote. A tweak in the WSM language resolved two questions, 1) “which areas have to form the 2/3 vote?” (answer: those that are petitioning) and 2) “if an area has say 60 meetings, but half of them don’t have a GSR, is 2/3s of the GSR votes in that case a vote of just 20 GSR?” (answer: no, the 2/3 would be 40 GSR votes). (Referral # S&B 2019-13)
  3. “Carrying out translations” got listed as an area function and area standing committee (if applicable). The WSM previously had no information who is responsible for translations, now it’s clear it’s area business. (Referral # S&B 2020-01)
  4. We re-arranged the sentence in the WSM group definition, to reflect that groups can chose to operate as multi-meeting groups, represented in the service structure by one GSR. The way it read before suggested that multi-meeting groups were not an option. (Referral # S&B 2020-04)
  5. S&B has taken on responsibility for maintaining Region and Area maps, to be accessible at ca.org, through a subcommittee responsible for these maps. (Referral # S&B 2021-24)

Do the votes per area represent areas of different sizes proportionately? How would a change potentially affect conference contracts? These questions cannot be addressed by one committee alone and S&B will consider liaising with other committees for further discussion.

Making the WSM language gender-neutral was first voted on with substantial majority, no opposition, then ruled out of order as it could potentially change the language in the traditions and concepts. Our committee understands the importance of inclusivity and will follow up.

A referral from the Ohio area voiced understandable frustration that they still, after repeatedly writing to S&B, aren’t listed by their correct area name. Special thanks for persevering. This shows how important a methodical approach is, and we are optimistic that the S&B ‘Region and Area Maps Sub-committee’ will help.

UNITY COMMITTEE

GENERAL REMARKS

Greeting from your 2021-2022 CAWSC Unity Committee. We are extremely pleased to report a 16-member team with two trustees at the start of this working year. We would like to thank our previous two trustees, Tom P. and Kerry W., for their support and guidance during these past two years. We look forward to the same from our new mentors, George M. and Ruby C. “Unity is a common bond that transcends all differences” and what better way to see this statement in action then coming together amid a pandemic and connecting via zoom with those that can’t, yet want to, be a part of a committee that works with passion and enthusiasm for ways to connect, not just with their colleagues at conference, but also with everyone around the world. Due to the pandemic, Unity was challenged to stay optimistic and find new ways to introduce themselves to the world. We did that through two worldwide workshops. A Concept workshop and a Traditions workshop. We also met with Susan Loth and the CAWS Zoom Convention Prep Committee via WhatsApp to prepare to seek out and retrieve area shout out videos for the online convention being planned. We planned a game night for the event as well prior to it’s cancellation. We organized our Unity Breakfast and chose our speaker for the 2021 CAWS Conference. We continued to meet monthly to discuss plans for our in-person return to conference. We have already met since conference to discuss our 2022 goals.

MAJOR ITEMS COMPLETED

Throughout the years Unity has sought out ways to connect with areas and districts near and far. Two years ago, we create a Unity Liaison position. We then gained access to our Unity@ca.org emails and answered questions to those seeking help on how to start unity committees in their areas/districts or seeking workshops. Covid had everyone home-bound, so it challenged us, and outside areas/districts, to come up with ways to keep the fellowship enthused and connected. We realized that if an area/district would sponsor us we could help seek out speaker from around the world and provide workshops. On August 2020, we did just that for Colorado in the form of a Twelve Concept Workshop and on January 2021, for New York as a Twelve Traditions Workshop. Each workshop yielded approximately 100 participants on Zoom and the 7th Tradition was to be sent to CAWS. We recognized then that this is one way we can be of service to the extended fellowship going forward. We met with Austin’s unity chair and made plans for their CAWS Convention unity event. Additionally, we gathered all CATW Artwork Submissions and planned faithfully for our return to conference. Motions were made during our breakout sessions for the following: Motion: to read the Unity pamphlet at every WS Unity Event; Motion: to

submit chosen 2022 CATW Artwork for conference approval. Finally, we set our calendars to meet every first Saturdays of the month at 4:30PM EST.

Our goals for 2022 are to update the WS Unity Guidelines and establish a worldwide email distribution list. The Guidelines are outdated and are missing the qualifications and requirements for almost all the chair and co-chair positions for both the committee and sub-committees. We also created the liaison position two years ago which needs to be added. Housecleaning of areas that are incoherent will also be part of the task. The email distribution will be created through a list of delegates which attended conference and we will seek to get area web servant emails so that as Districts and Area rotate chairs and delegates the emails would continue to reach them. Our emails to them will contain reminders about submissions for the next CATW Artwork, sending them the jpeg for the current approved CATW Artwork yearly, reminders of the NewsGram deadlines, flyers for upcoming world and area conventions, reminders of conference info deadlines and the offer of assistance with workshops.

There was a motion that all World C.A. Unity events include a reading of the Unity Pamphlet. This included reading it at the WSC Unity Breakfast as well as the CAWS Convention Unity events. The motion was seconded and passed unanimously.

The second motion was to approve and accept the CATW 2022 Artwork. The motion was seconded and passed unanimously.

OTHER ITEMS OF NOTE

In the restructuring of the ca.org website, the guidelines for all committees have been moved to the tab labeled “service”. In the drop-down menu we must then select “service document downloads” then the committee of our choice. \ I mention this because it was difficult for me to find it. Typing “Unity Guidelines” in the search box did not help either. It would be helpful if an active link lived in the Unity page since the Search box does recognize a Unity page. A referral will be submitted requesting this upgrade before next conference. This year the Unity Breakfast was cancelled and instead Unity was asked to combine with the Love and Service Dinner Event. Unity was asked to provide the speaker. The new combined event was called the Love and Service and Unity Dinner. Unfortunately, there was no time for our speaker to speak

because the event started late and there was only enough time for our members to eat. It all went well, and everyone enjoyed their meals. Aside from wanting to assist with more workshops and exploring new avenues for more creative unity breakfast events, all other major projects can be found in the Major Items Begun Or In Progress section of this report.

WORLD SERVICE BOARD OF TRUSTEES

GENERAL REMARKS

The World Service Conference (WSC) is where the voice of our whole Fellowship is heard. The past two years since our last WSC have, by any judgement, been extraordinary. All the WSC committees have been very busy during that period and an incredible array of new and exciting ideas were brought before us. Your World Service Board of Trustees (WSBT) are the custodians of Cocaine Anonymous between Conferences and so we have endeavored to steer our ship with as light a touch as possible to the point where we could all come together again. We have had to keep a very close eye on our World Service budgets and thanks to the wonderful support of the whole Fellowship we are in a healthy position as we move forward. It was fantastic to see the Fellowship transition seamlessly to carry our message online, without missing a step. Unfortunately, we had to cancel last year’s Conference and postpone the World Convention, but now we look forward to having a fantastic party in Austin this coming May.

Members of the WSBT usually serve a term of four years however with no Conference last year several of our number have ended up serving an extra year. Being a member of the Board is a time consuming and demanding commitment and I would like to express thanks here for the dedication shown. Tragically two of our number contracted Covid 19 and passed away last year. Vanessa M J and Chris R will forever be in our hearts and minds. One of our number was unable to carry on for an additional year, due to personal responsibilities and therefore we worked through the past year with a somewhat reduced Board. We all picked up additional commitments and made it successfully to the election of seven new Trustees at this year’s Conference.

One of the new Trustee’s is from our newest Region in the World of Cocaine Anonymous, that of Mainland Europe. His name is Johan T, and he hails from Sweden. Thus, our Fellowship grows. It was also an absolute pleasure to be able to bring petitions for several new Areas to be recognized by the Conference. They are Wales, West Country, Indonesia, and China. We live in exciting times.

One of the biggest items that the WSBT brought before the Conference was new procedures for how we might address changes to our Traditions. “Madness” I hear you say. Well, a few years ago we were asked to look at revising Tradition Eleven, to simply conclude with a statement that we maintain personal anonymity at the level of public media instead of listing the different types of media. This is still being considered. However, we realized that we didn’t have a process to carry out such a change. It would require a large groundswell throughout the Fellowship and would take three consecutive Conference to bring about the change, but we do now have the ability if we so wished. An approved process is now in place.

MAJOR ITEMS BEGUN OR IN PROGRESS

The WSBT had the honor of reviewing the 12 Step Companion Guide, during lockdown. Pre-orders of this new C.A. book are coming thick and fast with a quarter of the first run of two thousand copies, expected at the World Service Office in the coming month, already spoken for. Sales of the Kindle version are also going very well. We are expecting to receive the manuscript of another book produced by the Conference’s Literature Chips & Formats committee in the next few months. This book of short stories relates how our Fellowship came into being through the words of our earliest members.

One of the major functions of the WSBT is planning, whether it be financial or anticipating needs and facilitating our Fellowship, as it grows in size and maturity. The WSBT has subcommittees dedicated to planning. One is International Structure & Development and the other is Long Term Planning. We are currently looking at several projects which we will either develop ourselves or engage the expertise of other Conference committees. We are looking at how our Fellowship is financed, how it is structured and whether or not we can really expect for the whole Fellowship to meet together every year. Some of these projects will take five to 10 years to reach the Conference floor, but the planning is already underway. Of course, the planning has to be done but as we all know the outcome will be down to our higher power as expressed in our collective conscience, at Conference.

This year, one of the projects we will be working on is revising our translations policy to ensure our World Services are able to support the amazing growth we are experiencing. Translations, started at Area level, are now being carried out in Mandarin, Bahasa Indonesian, Portuguese, Polish and Greek to name but a few. How we turn local translations into proofread, copyright materials available to carry our message to the addict and alcoholic around the World is of paramount importance. How we do this without busting the bank is a hurdle we have to leap.

ANY COMPLETED ITEMS THAT WILL CHANGE LITERATURE, GUIDELINES, MANUALS AND/OR WORKBOOKS

At this year’s Conference we were able to bring a C.A. Branding Guidelines document which steps up our game and affords us the opportunity to present ourselves in a well-crafted light or if you like a more ‘professional’ fashion. Our ‘brand’ hasn’t changed but what we now have is a comprehensive set of resources that can be used by Public Information, Area website designers, and memorabilia committees without having to create their own graphics. The guide and associated downloads will be available, in the coming days, on our website at ca.org.

Of course, we didn’t create this on our own, so a big ‘shout out’ is due to the Long-Term Planning Branding Guidelines subcommittee and its Lead, Joe B. The first phase of this project has consolidated our current brand. In the next phase the subcommittee will look at finding out from the Fellowship how our brand might develop in the future. MOTIONS PASSED AT THE 2021 WORLD SERVICE CONFERENCE BROUGHT BY THIS COMMITTEE

We brought three motions to Conference this year and have already spoken about those. The WSBT is not a committee that usually brings a lot of business to

Conference. Our main job is to steer the ship from one Conference to the next and do our best to ensure our Fellowship remains healthy in between. We work throughout the year answering question, dealing with business matters, and working closely with our World Service Office and Conference committees.

OTHER ITEMS OF NOTE

We would like to take this opportunity to express our gratitude to all the folk at the Office. Thanks goes to those that steered us through, hopefully, the worst of pandemic, some of whom have now rotated out of position. We would like to pause and remember Linda F, who was our Director of Operations for several years and who was a much beloved honorary member of our Fellowship. Unfortunately, only about a year after retiring Linda passed away. Her ever effervescent personality and wonderful smile will be sorely missed.

We have some relatively new team members, with a new Director of Operations, who manages the Office on a day-to-day basis a new Treasurer and a new World Service Office Board Chair. Their efforts have been tremendous bringing us out of a period of lockdown, closure, and furlough and setting us up for the big adventures ahead.

POST-CONFERENCE REFERRALS RECEIVED

We receive Referrals (ideas and suggestions form members and other Conference committees) throughout the year. If you would like to look at these in more detail speak with your local service representatives and they will be able to obtain a copy of our closing report from Conference, that describes all of these and our progress on them.

On of the most recent suggestions that we have received asks us to look at revising our Fellowship’s Preamble to change ‘men and women’ to ‘people.’ We will be reviewing this over the coming months and consulting with others before deciding what action to take, if any.

GENERAL REMARKS

The WSOB has worked eagerly throughout the year to listen to the needs of the Fellowship and respond quickly to requests. We have created several process improvements to benefit the operations of the WSO. We would like to thank each individual and committee for taking the time to submit referrals to help improve the WSOB or the Fellowship. We’d also like to thank those that shared concerns to make us aware of what new process improvements were and are needed the most.

MAJOR ITEMS COMPLETED

During 2020 and 2021 the WSOB Board successfully achieved the following:

  • Created Office Procedure Manual
  • Implement Covid-19 office and employee protocols
  • Updated Servers and Applications
  • Updated the Phone System
  • Cleared Warehouse for optimal space
  • Attended Regional Caucuses to listen to concerns and extend invitation to attend the WSOB meeting.
  • Created a more transparent and inclusive protocol for recruiting new Board Directors.
  • Appointed new Director of Conventions and Conferences and developed strategies for the role.
  • Developed Pie Chart to communicate financial expenditure to our members (See attached)
  • Worked with World Service Conference and Finance Committees on a motion to reinforce the World Convention vetting process.
  • Purchased the Quick Book account software to the convention treasurer for a more-timely report
  • Developed new strategies to advertise the Freedom Fund for sustainable income
  • Implemented conference decision to increase literature prices in affordable increments and committed to ongoing review.
  • Area licensing agreements are in place to allow more control to print translated pamphlets
  • Worked with Canada to publish the French translation of A Quiet Peace
  • Currently working on The Twelve Step Companion Guide
  • Vendor Review resulted in new publishers and editors
  • Hired Office Manager (DOO)
  • Offered Medical Insurance to employees
  • Reduced the number of paid staff
  • Implemented performance reviews for all employees
  • Updated job expectations for volunteer

MOTIONS PASSED AT THE 2021 WORLD SERVICE CONFERENCE BROUGHT BY THIS COMMITTEE

Motion for WSOB Convention Financial Vetting Committee (WSOCBFVC) – WSOBFVC will be responsible for reviewing all convention bids for financial feasibility prior to submission to the World Service Conference (WSC) for bid consideration. No bid shall be presented to the WSC without approval from the WSOCBFVC.

Motion for Date Change for 2024 CAWS Convention (Netherlands) – to allow the 2024 Convention occur anytime between 1-May-24 and 15-Jul-24 to allow more flexibility in negotiations.

OTHER ITEMS OF NOTE

The WSOB is researching creating a new online donation platform and potential platforms to save members money on shipping products.
