Daily Minutes

Day 5 – September 5, 2021

Session to open at 8am

Trevor S. calls to order at 8:00am

Trevor S.: We are in session. Let’s open with the “we” version of the serenity prayer.

Before we begin. We are under a mask bylaw. Remember the rules regarding the mic. We have a lot of business to get through today. Please remember why we are here. Let’s respect each other. God is in the room. Curtis is going to come read A Vision for You.

Curtis reads A Vision for You

Trevor S.: Johnny will read Reaching Out

Johnny reads Reaching Out

Trevor S.: Thank you. First, thank you for being here and helping those who are online. For those online, my hat is off to you. The dedication to this fellowship is amazing. I am blown away by the sacrifice and dedication. Thank you to Russell S. for his continued help and busting his butt for the last 6 months. Also the hard work of the Conference Committee. They prepared for the 4 eventualities. All minutes are out, both full and redacted, within an hour of conference close. Time for roll call.

Vote Count: 166

Quorum: 111

Trevor S.: I am planning on getting through as much business as possible. We will finish with LCF, then elections, conference, finances and PI. WSOB and WSBT have their reports online if you have any questions. TEC will be right after the first morning break.

Point of Order: Tom T.: I believe we have motion on the floor.

Trevor S.: I ask by unanimous consent… that we allow debate at 5/5. I will also limit time to 3 minutes each speaker.

Seeing no objections, this is the ruling. Please ask your question and be silent.

We will resume with LCF

Justin C.: introduces members & officers of committee.

As we move into the next working year, your LCF Committee continues producing materials that bring Hope to the hopeless, reveal Faith to the faithless, and inspire Courage in the still faint-of-heart. This work, that you so graciously allow us to perform, will endure long after each of us have completed our individual programs and been promoted to our eternal homes. That’s the true legacy of literature, the nature of what we do here, the essence of the program of Cocaine Anonymous. We realize that still, we know only a little and that we are merely willing vessels being used to pour out what has freely been given to us. Our prayer is that through this work, and the work of our Fellows, a life will be saved and forever changed.

It has been both my honor and privilege to serve as Chair of this wonderful committee. I have learned and grown so much as the result of my involvement here on LCF. Thank you so much for allowing me to be of service to this Fellowship which I love so dearly and which saved my life.

Claudia W.: Thank you for your hard work. This is my 5th statement. We voted on item 11 and we did not mention at all that this companion guide would be written by a non addict. All important matters should be debated, discussed and voted on by our membership. This is my personal grievance.

Trevor S.: Thank you to LCF.

Trevor S.: Next on the agenda is elections: Chair, Vice Chair and a Secretary.

Anne M.: my qualifications remain the same.

Kenney S.: The only reason I am here today is because of CA. Aug 17, 2005 – I have 16 years of sobriety. I have been running the detox and have over 60 sponsees. I was SOCA chair, parliamentarian and secretary. I am on the CC as a non-delegate. I am aware of all the RR and CA charter etc. the more unity we have, the better we can carry the message of CA. We can make this all happen.

Dwayne M.: morning. Ty for my nomination. 1986 is my clean datte. I have served on all levels of service ever since. I have been in many positions. I believe in the 12 concepts etc. I will fulfill my commitments and I am a great team player. Thank you again for this opportunity.

Jessi G.: I would be honoured to serve. 11/16/2005. I am sponsored and continue to sponsor. I have researched what it takes for the parliamentarian. Position. I have learned by messing up and using the RRO. I am in love with the business side of CA. Conference charter and SR’s. I work with my service sponsor on impartiality. I allow others to be wrong. I can memorize and absorb information. 27 areas of law were learned in my studies. I am humble and can ask for help when I need it.

Dawn M.: ty for the nomination with grace 2005 is my clean date. I am sponsored and I sponsor. I am currently on the trustee slate. I meet all of the qualifications on page 37 and I have always fulfilled all of my commitments. We had 200 meetings and that experience has given me parliamentary inquiry experience. I served on several committees of the world service conferences. I meet the qualifications as a result of the SR 14’s. At the close of 2019 and I declined the nomination I received at that time. I am now prepared. I have met and worked with my service sponsor. I have studied parliamentary Procedures. Regardless of today’s outcome, I will continue to work with CA. I am imperfect. I have integrity and patience. I bleed green. I want to serve for you. It can be fulfilled from the floor. I will do everything I can do to ensure the work of CA. I want our new delegates to know they are loved and we want them here.

Justin C.: I don’t have prepared remarks. It is an honour to be nominated. I have the ability to fulfill the qualifications of this position. I learn by doing and I have learned so much over the last 6 years. I

I am a paralegal and my typing skills are adequate, 1/31/2009 sobriety date, service work is paramount to my recovery. I continue to serve in my area continuously. I’m not sure what else to say but I am 100% willing and honored to serve you for another 2 years.

Jeannette J.: I love this fellowship and I would love to serve in this position. I have served many roles in the fellowship and am sober since 1989, and I’m an EA by trade. I’m willing to serve. Thank you.

Jessi G.: Thank you for allowing us to be of service and host this first time ever hybrid conference. We worked hard putting this together. At this time, I’d like to thank the whole conference committee for their hard work, dedication and the sacrifice of many hours. There are some new exciting changes to come as our Fellowship continues to grow and evolve.

Motion 96

Jessi G. Motion: To relocate the World Service Conference for the years 2024 and 2025 to a city further away than the 50 miles set forth in the Conference Guidelines, with the cities to be selected from Washington D.C., Dallas/Fort Worth, or St. Louis.

Seconded

Trevor S.: debate?, seeing none, please vote.

Motion passes with substantial unanimity

Motion 97

Jesse G.: The Conference select the City and the Hotel for the 2024 and 2025 Conferences, choosing only between the Hyatt Regency Dulles (DC), the DFW M.iott, or the St Louis Renaissance Airport; with the winning vote from the Conference floor selecting the Hotel/City for those two years.

Point of Order: Jay F. – are we not going to have any debate on this?

trevor S.: debate

Jason L.: I am concerned with the way the bids are being submitted. It looks like Washington DC is the best choice based on the cost analysis and I’d like to know how the cost analysis works. I would hope that we can choose something that works and it’s more informative.

Jay F.: I was involved when this came to the floor, during this time Dallas was ruled out because of several things (Dallas has no restaurants nearby). Shuttle bus’ take 15 minutes to come so we had to take Uber constantly, getting to the hotel is not convenient. The Dallas hotel works for meeting space requirements but not for other areas for the needs of the conference. Between Dallas and St. Louis, Dallas is much more cost effective for travel.

Kim C.: Question – is there a way you could tell us the cost of each hotel, per night?

Robert B.: the spreadsheet that was sent out with this information had all this information on it, down on the bottom. The cost per participant was $193 for DC $180 Dallas $164 st louis per night.

Jonathan H.: Question – in regards to contracts, which one is better?

Robert B.: there is a better opportunity to negotiate with Dallas although they are all well but Dallas is better.

Dawn M.: I would like to make a motion to suspend the rules, eventually. I am concerned about this election due to the time left on the floor, can this come back.

Seconded

Daily Minutes

Day 5 – September 5, 2021

Trevor S.: Give me a minute please. I’m going to allow them to make a statement regarding this.

Jessi G.: In light of the opposition, we had contracts in 2022/2023 for 2024/2025 I would support the decision to move forward with Dallas. They have the room for us and we would have more

Rose J.: parliamentary inquiry how far out do we have to the contract with the hotel?

Jessi G.: if we don’t do it today, we would have to start over.

Dawn M.: I would like to hear from the director; our main concern is that we are going to rush through this decision and I understand that there are negotiations matters. We should take the opportunity to negotiate the contracts.

Daniel: my question has been answered

Kevin M.: my only concern with this offer is that we got trapped into LA hotels for a long time and there might be a problem with the next contract that is signed. We really need more time to sign contracts with hotels especially since this is the first time with the hotel. I’d like to find a way to avoid being trapped.

Robert B.: The efforts have been led through the hotels, we came down to this group of 3 and we do feel the Dallas hotel is the best option for the conference. I took an average for 3 near airports in the US and Europe and these were the items that we came up with. I understand the concern and we put a lot of work into this and we would like to not have to start over with the process. This will give us 4 years to look elsewhere if needed.

Sarah T.: I appreciate all the proposals, what are the possibilities of a virtual component?

Trevor S.: up until now, no

Sarah T.: I would like a FA that the virtual component be put into it once one is selected.

Trevor S.: the virtual component will be largely considered.

Dawn M.: Motion to suspend the rules to put this out until the end of the business.

Trevor S.: out of order, since you are not a voting member of the conference.

Motion 98

Justine K.: motion to suspend the rules to take it into new business.

Seconded

Trevor S.: Debate?

Point of Order: Kevin M. – At the last conference we decided that all suspensions are just suspensions.

Day 5 – September 5, 2021

Tom T: I speak against the motion, this isn’t in the best interest to the conference, they have done the work.

Point of Order: Cynthia CronK.: this debate is not debatable.

Trevor S.: suspend the rules is not debatable.

Motion fails with substantial unanimity.

Trevor S.: no new debate, let’s choose between DC, Dallas and St. Louis. Prepare to vote on motion 97.

Choice of new venue for conference: Dallas for the next 4 years.

Jesse G.: Introduces new committee.

It is time, as one might say, for a changing of the guard. As you can see in the new committee structure above, there are many new persons serving on this committee, which has been a committee goal for the past two years we have worked together. I personally am excited to see what new changes this new “guard” will bring and how they will move us forward and the committee looks forward to seeing you in Dallas.

Trevor S.: Any questions for the conference committee? Seeing none.

Russell S.: question – are you aware of all your hard work done during this time?

Jesse G.: Yes, I am.

Trevor S.: Thank you very much, I will see you down the road.

Return from break: 11:03am

Call to order

Duane M.: Finance will be up next

Russell S.: I find us in a situation, I can’t facilitate online and in person so I would like to ask that Duane M. sit in position of chair while I focus online. There is no debate on this.

Duane M.: I have a request to ask, can we please get straight to the business of finance since we are on limited time. Thank you.

Jonathan H.:

The Finance Committee is here to develop and implement policies and procedures and oversee all matters concerning the finances of Cocaine Anonymous and help to examine methods to generate additional income for the fellowship. And we would like to thank all those who have taken an interest in the finances of Cocaine Anonymous.

World Service Conference of Cocaine Anonymous

Daily Minutes

Day 5 – September 5, 2021

The Finance Committee has worked diligently throughout this conference and over the last two years meeting monthly. During Conference we spent a majority of our time reviewing the financial health of Cocaine Anonymous and providing an accurate budget for 2022.

Additionally, we have brought a prototype of the “Sobriety Chip” iron-on logos that can be seen on the shirts of members of the finance committee, and we have worked with the WSOB to provide more insight and direction into an online donation platform. The idea for the new platform will help to provide ease of access to making donations to CA, and online management of your donations on a one-time and recurring basis. This should help to increase recurring donations, and cut office time and costs for the processing and management of the recurring donations.

We have brought to the office in regards to online donations and we feel strongly that this should be brought in and this is something that should be worked on. Please take this back to your meetings as it’s an important issue to be discussed in regards to our financves.

Motion 99

MOTION: TO APPROVE THE FINANCIAL GUIDELINES AS SUBMITTED IN SR14.

Duane M.: debate? Seeing none, please prepare to vote.

Motion passes with substantial unanimity.

Jonathan H.: As you can see from the attachment (1) we have had major losses in the past few years and our finances are down (went through attachments)

Motion: A. MOTION: TO APPROVE THE 2022 BUDGET AS SUBMITTED.

Duane M.: Is there any debate?

Jonathan H.: I speak for this as the fellowship is going through a hardship right now and it’s not like there are funds in the bank that can keep us going.

Tom P.: I speak in favor of the budget, and although I’m not a fan of negative budgets, it is accurate. The Austin convention will probably do much better than anticipated, therefore I’m not concerned about the deficit at this time.

Tyronne H.: Question – Were those cash numbers done on a basis?

Jonathan H.: Yes they were.

Duane M.: Is there anymore debate, none seen, please prepare to vote.

Motion passes unanimously

Jonathan H.: Please take all these concerns back to your areas. Let them know that World Services is need of donations.

Day 5 – September 5, 2021

The Finance Committee was greatly excited about this year’s hybrid conference, and it did not disappoint. The work we have done over the past 2 years and during conference has been impactful. With the submission of updated financial guidelines, new and continued fundraising efforts, and the potential for an updated and streamlined online donation platform with the potential to change the fundraising for CAWS, we are excited for the results. The committee continues to monitor the finances, the lifeblood of the operations of CAWS. We would like to extend an ongoing invitation to all Delegates to join the committee to see where the donations starting from your local meetings go, and what it takes to run an organization of this size.

Please ensure to inform your Areas, Districts, and Groups of the online donation process and encourage them to create a monthly recurring donation to CAWS to help ensure the future of the fellowship.

Duane M.: PI is up next and I ask that you please be considered of the time remaining.

Stuart J.: Firstly, let me introduce myself, I am Stuart J. the WSCPI Chair.

We have made some additions to our current team, so we can achieve even more great work. Now let me introduce you to this amazing team who have been working tirelessly and diligently on all these items and motions we will be presenting to you shortly.

Motion 100

Motion to approve the 2021 Public Information Handbook and appendixes.

Duane M.: Any debate?

Misty C.: question: are you keeping the handbook and appedacies as 1 book

Stuart J.: Yes

Daily Minutes

Day 5 – September 5, 2021

Claudia W.: I speak against the motion. We tried to look at this and it was impossible to review this with our fellowship. This reflects only for English speaking areas and does not translate well.

Misty C.: I speak against the motion. There needs to be reconsideration as this is being submitted as one whole document.

Kimberly C.: I speak in favour. This reflects a body of work that has been laborious and many people have worked on this. Areas are already using social media etc. the last year we’ve had has changed the whole fellowship.

Tom: I speak for the motion. Before we came to the conference I was receiving a lot of concern from members regarding online and I agree with it.

Susan B.: I speak in favour. This was vetted and approved by the PI Summit and we considered other languages. Precedents have been set to handle this as one document. When the last chair of the PI committee submitted similar work, it was so vast it needed to be handled as 1 document. We have to start somewhere. This has been a lot of hard work.

Motion 101

Justine K.: there is a lot of information. There is too much content and I’d like to make a motion to divide

the document into separate sections.

Seconded

Stuart J.: I don’t understand the motion

Point of Order: Barry H.: a motion to divide requires a….

Duane M.: please be patient. We need to know how Justine would like to divide this motion and can the committee divide this motion?

Justine K.: I was hoping for some guidance. I would like it divided into individual appedacies.

Stuart J.: Do you mean each appendice divided into each motion?

Duane M.: is the committee prepared to do this to move forward.

Stuart J.: from the front cover to page 35.

Point of Order: Cynthia C.: motion to divide is not debatable.

Duane M.: Prepare to vote on changing the motion into 5.

Motion 102

Barry H.: Friendly Amendment: to divide into 2 on page 35 para 2 and associated appendix 1 Accepted

Full Version Conference 2021 Day 5 – September 5, 2021 Page 12

World Service Conference of Cocaine Anonymous

Daily Minutes

Day 5 – September 5, 2021

Motion 103

Jason L.: I believe the division is not done correctly. It has a series of sections that it is all new language and there should not be an acceptance of 35 pages of new language. I motion we break this down into the new sections. The committee knew this was coming.

Point of Order to the mic: Susan B.: to accept an amendment would create at least 50 motions on this floor. This should not be accepted.

Motion 104

Rose J.: I make a motion to set this aside until next year. We missed one thing yesterday and I believe in

the faith of the work but it should be set aside.

Seconded

Point of Order Johnny: there is already a motion on the floor.

Duane M.: We are making a motion to lay aside. Any objections.

Kim C.: I object to setting this adise at this time.

Duane M.: not debatable. If we accept this motion to set aside, we will not go back to the underlying

motion.

Vote

Motion passes to lay aside.

5th concept state: Christy S.: in line of the fact that our committee was not provided with time to complete our work this is unfair to voice the necessity of this document. This is something that we want to bring to the fellowship. In PI it’s our duty to speak about the fellowship. I understand this appendix one is a sensitive issue. I’ve seen many posts on social media about events.

Duane M.: Do you have a 5th concept statement or a motion?

Duane M.: The 5th concept statement is about to lay aside. I understand your passion and commitment but please try to keep it to the concept.

Christy S.: the whole fellowship is being affected by this.

Simeone M.: motion to reconsider.

Duane M.: motion to reconsider is out of order

Johnny I: my 5th concept is that this has never happened in the history of CA. please reconsider. Can we please take a look at this document. We need guidance.

Day 5 – September 5, 2021

Stuart J.: 5th concept – I believe that people are stifled. We need to break up this document into pieces. I believe that this is being cut short due to time constraints. The size of the document has happened before. This has been done before. It went out in SR 14 and the fellowship had plenty of time to review. As PI we need to get this document out to provide direction and guidance.

Motion 105

Jason L.: I motion that we approve the PI Handbook in sections.

Seconded

Duane M.: We made a motion to set aside. The PI committee has worked really on this handbook. Question: is there a way we can offer this up in chunks to get it approved today? If we can find a way to get through this.

Objection from the floor: Wesley Blount: I understand there is a time constraint and we may not get through everything but that shouldn’t take us away from continuing on with the business at hand.

Parliamentary Inquiry: weren’t we in the middle of a 5th concept statement?

Point of Order: Judd Wayne: what happened to elder statesmen?

Duane M.: Out of order

Point of Order: Ty Stoval: 5th concepts can be heard until the gavel falls.

Duane M.: do you want to get stuff done or not.

Jason L.: repeats motion. I think some of the sections need to be divided. I see 9-13, 14, 15-16, 17, 18-21, 22-24, 25, 26, 29, 30-32, 33 and 35-37. Stuart has these things ready to go. I think we can get through it all.

DUANE M.: We will still start with pages 9-13. Are there any objections? Prepare to vote. Pages 9-13 – motion passes with unanimity

Motion 106

Motion to approve page 14

Motion 107

Claudia W.: There are two places in where I would like to suggests a friendly amendment from “sometimes to always:

Parliamentary Inquiry

Justin C.: Was the friendly amendment accepted by PI?

Duane M.: yes it was

Sarah T.: on page 20 it is suggested to take BB into the prison, I’d like to see CA literature taken into the prison.

Claudia W.: Friendly Amendment: to take CA literature and not the Big Book into prisons Accepted.

Friendly Amendment: to add BB and CA literature as we do use the BB.

Sarah T.: I speak against that as we want CA literature.

Friendly Amendment made (with no name called out): all conference approved literature seconded.

Stuart J.: I don’t see a problem with adding all conference approved literature.

Parliamentary Inquiry: Tammy Lusk: I’ve lost track but how many people have spoken to this motion?

Duane M.: I’m not sure.

David C.: I believe that we are rushing through this and people are speaking without identifying themselves.

Duane M.: Yes they are and please understand that we are trying to do business. Please state your name when identifying yourself.

Sarah T.: I did not accept conference approved literature, I accepted CA literature.

Stuart J.: During my term as WSCPI Chair, which is now coming to an end I have found the dedication, a willingness to serve of its members awe inspiring, through a very difficult time, the committee has pulled together and got on with the business of reaching out to the fellowship, the public, and the professional communities around the world, so that the still suffering addict can find the fellowship they crave. To say that I am thankful to have had the opportunity to serve our wonderful fellowship in this capacity is an understatement. I will leave this position with my heart filled with gratitude and look forward to the next challenges.

Duane M.: I have to get WSBT up here. We have 2 more committees to go. WSBT then WSOB.

Russell S.: WSOB will just take a bow

WSBT

George M.: The World Service Board of Trustees thanks all that participated in this World Service Conference both in person and virtually. We understand how difficult it may have been for some of you. Many thanks to the World Service Office Board for their continued commitment to the fellowship. We look forward to continuing to work together. We will continue to be prudent with the trustee expenditures. The Trustee Election Committee conducted business and followed the process of electing new trustees. The Board looks forward to attending CAWS 2020/21/22/ in Austin.

As Conference comes to a close your World Service Board of Trustees has worked tirelessly with the Trustee Election Committee Delegates to fill the vacancies on the Board. Our thanks to those Delegates that participated in the process. The Board members have attended breakout sessions of the Conference Committees when time allowed. The current would like to acknowledge Vanessa Matthews-Jackson and Chris Redd who will forever remain in our hearts. I would like to thank our outgoing Trustees: Kevin M. World Service Office Trustee, Tom P. Pacific South Regional Trustee/Acting World Service Trustee, Wade S. Pacific North Regional Trustee, Kerry Wesley South West Regional Trustee, and Yvette Holman for her service. Kudos to the World Service Conference Committee in coordinating this Conference, which in my estimation was a tremendous undertaking and a job well done.
