Nick A. – MOTION: Add new Point 14 in C.A. book approval process: The book is labeled “Draft” and distributed to the delegates by the WSO as a draft piece of literature with the legend: “This draft is pending WSC approval. We solicit your feedback.” The draft should be accompanied by instructions regarding where and when to submit feedback. For categorization purposes, feedback should be limited to one of two options: 1. approve the draft as is; 2. disapprove the booked project all together with specific comments.
Brian T. – Point of Order – Is this SR-13?
Jay F. – Point of Order – Is this SR-14?
Tony D. – No to both
Nick A. – This gives the body the ability to approve the draft. There were books printed for HFC II and we never got to see it first, all we could do was sign off on it. This allows that pre-approval.
Morgan T. – Against. I understand the reason why it was made. We had heard about a proposed book, there was concern, but the response was that it takes a long time to get the books done. It is a difficult process to get books approved. If we add a new step to the 16 point process, we will never have a new book again. We need to trust the LCF committee to produce the literature.
John W. – I was on LCF in the past. I am against the motion. I’ve seen the work that this committee does. I don’t believe any of our literature has gone before this body in the past. This would change a number of pieces of the process. We would never get anything done.
Jay P. – Against motion as written. Agree with previous stated opinions. Any new book goes before the WSBT to be checked for Tradition violations, etc. The LCF has been very responsive to our input.
Michael C. – In favor of the motion. I have trust in LCF, but I think the motion does have merit. This Conference is trusted to have the oversight over committees.
Jay F. – Against motion. I’ve seen all 3 books come out. I’ve served on LCF and the process is very long the way it is. I’ve met with people at NA and they don’t even do it this way and they put out books all the time. The WSBT and WSOB both have input before a book goes out.
Lauri C. – Been on LCF for 4 years. This Conference body is too large to edit a book together. It is hard enough to edit a book with 15 people on a committee. I think you should trust the LCF.
Henry A. – There is enough 12 step literature, but would love to see CA have more stuff. If it takes a long time to make new literature that we are all happy with, then that is what it takes.
Sheyan S. – Against the motion as currently worded. I’m concerned about protection of our intellectual property. Points as laid out now is when LCF had the intellectual property of the meditation book, once they were done with the edit, the main committee

had it, then the book when tot the WSBT. They took possession of the intellectual property. Preserving the intellectual property of this book is very important. Giving a paper copy of a draft book to every delegate in the Conference, that could threaten that intellectual property.
Devin R-F – Against the motion, think the intent is well-meant, but previous reasons state good points. It is not practical or feasible to craft a motion tonight that fits all the needs.
Scott S. – Motion to refer to WSBT.
Tony D. – Motion made and seconded.
Scott S.- Excellent points being made here for and against. These need to be reviewed more closely in regards to Traditions and protection of intellectual property. Given that these points have been raised, let the WSBT look at this first. There are some major points that need to be looked at in depth.
Tony D. – Any other debate? Prepare to vote.
Vote 102 – 112 for, 12 against — motion to refer to WSBT passes.
Lance D. – Motion to have LCF provide a draft of 12 Step Workbook to the Conference before it goes to printer.
Tony D. – Motion made and seconded. Any debate on the motion?
Tom P. – This falls under the context of the previous motion. Whatever book we talk about, it all falls under the Book Approval Process. I am against the motion. What is exactly the motion? Is it to amend the book approval process? Tony D. – It is specific to the 12 Step workbook process.
Maria K. – For the motion. There was a lot of contention on the floor about the concept of the 12 Step workbook. Considering how close the voting was, it shows the Fellowship is very torn on this project. I would like to participate in reviewing a book like this.
Nick A. – Point of Order – With this motion so specific to the Workbook, does this fall under SR-14?
Tony D. – Yes, and probably SR-13 too. Motion is out of order.
Tony D. – Any other pieces of new business.
Laurie R. – Motion to the Convention guidelines, under Cash Handling Procedures, page 31 : 1, The on-site Treasure Committee shall consist of Host City Treasurer and up to 2 assistants, and WSOB Treasurer and up to 2 assistants to work in the Treasury Room at a WS Convention.
Tony D. – Motion made and seconded. Do you want to speak to your motion? Any debate?

Stu E. – In favor of motion, intent of the original motion was to fix the problem that is seemed serious enough to be taken care of now. As we didn’t have the correct language at the time we presented the original motion, we withdrew the motion. This is good language and we support it.
Scott S. – In favor. An example, as tired as you all are now, that is how it is being the Treasurer at a WS Convention. Everyone working in there needs to have time to get a break.
Tony D. – Prepare to vote
Vote 103 – 121 for, 2 against – motion passes.
Tony D. – Any more new business? The Conference committee will walk around and collect the clickers. Please stay in your seats while this happens.
Jay F. – The 2016 Conference will be at this hotel August 31 to September 4, 2016.
Tony D. – Has everyone turned in the clickers? It is $40 to replace a clicker.
Brian T. & Richard L. – Motion to close.
Tony D. – Motion made and seconded.
Conference closes at 12:10 AM.
