Read long form of Tradition 5 and discuss Chris read and discussed the tradition

Read Concept 6 and discuss Kerry read the concept, and also read the conference charter. He emphasized the relevance of this concept and its application in today’s world with current issues that need to be addressed. Jason added a thought that while the charter gives the WSBT the ability to make difficult decisions, there is also a spiritual need from the fellowship for its trusted servants to take the lead on difficult matters. Kevin, discussed the board’s responsibility to take action as guided by HP. He pointed out that this a time of “great emergency,” and the unusual situations being faced require board action, “it is on our plate.” Wade added that concept 10 is also of relevance in this discussion.

Chair’s opening remarks-Discussed thoughtful decision making. Chairs duties unless needed. the importance of unity and calm include guiding and not interjecting unless needed.

COVID-19: CAWS 2020 and WSC 2020 Status

Chair summarized events to date-WSBT, WSOB and 2020 chairs with SWRT and WST met March 19 to discuss options in response to request by Austin Hyatt for a meeting. Subsequent call/meeting March 23 including extensive representation from all committees WSBT, WSOB, 2020 WSCC. Discussed options for rescheduling convention, conference and future conventions. Also discussed communications to the fellowship. July 4 weekend not available in Austin. Labor Day 2020 timeframe is available and could accommodate the conference. Also discussed pushing conventions back a year. Wade described concerns about issues with respect to communication to the fellowship. Wade has been in regular contact with WSOB chair throughout this process.

Discussion-Kevin noted concern about the New York hotel contract. His real concern is about having the 2020 conference. Also mentioned the benefit of using virtual platforms for WSBT meetings. Bottom line is concern about holding a trustee election. Jason-asked for clarification on if the Austin hotel has cancelled. At this point, information was provided that the hotel has not terminated the contract. Jason argued that the conference can be skipped in 2020 with little major effect. As a board we should focus on the contracts at hand. Also mentioned that he would like to review the material provided by Jay in order be informed. Tom discussed fiscal concerns relating to the office and to the conventions. He suggested canceling both Hyatt contracts under force majeure. 7^th tradition is dramatically reduced at this time, no area or regional conventions and no meetings and the fiscal viability of CAWSO is in question. Kevin reiterated a rescheduling of convention and conference. He reinforced the idea of furloughing employees. Kevin noted that the conference must-do items can be accomplished in a day. Kerry-pointed out that pushing the Austin convention back to 2021. He noted that the office costs $14,000 a month. This number is expected to increase with a new DOO hire. He emphasized the financial hardships many are experiencing with the shutdown and the risk of a Labor Day convention due to members maybe not being able to show up.

Wade called meeting to order at 9:36 PDT-

Confirmed the materials supplied this morning have been reviewed. Sarah pointed out issues with respect to office issues. Concern about DOO and meeting retirement requirements. Jason-noted that on recent WSOB call Linda noted we can still access the office once a week to fulfill orders. Kevin-noted that under current unemployment and bailout, the employees will be better off than what the office pays. George and Yvette both noted that monthly pay will not be affected. Jason-discussed responsibility to the fellowship. Jason noted literature distribution as being important for revenue. Vanessa asked if we intended to bring the employees back. Yvette-clarified that Linda intended to visit office once a week and pick up mail.

Motion made to furlough employment for all employees from end of the month , made and seconded; Motion passed (unanimously).

Question, would this apply to Frank, the paid consultant? Frank is a contractor and it does not apply, currently there is no work for him. Substantial discussion took place.

Jason-discussed notification to all three hotels indicating that we are in a position of force majeure.

Motion-to notify Sheraton Gateway and Hyatt New York, respectively, that we are terminating the 2020 Sheraton contract and 2021 Hyatt contract in accordance with their respective termination clauses, made and seconded. Kevin noted that regardless of what happens in Austin, these items are necessary. Extensive discussion ensued including consideration of spiritual and practical concerns. Motion passed (substantial unanimity).

Open discussion about options going forward.

Motion to hold 2020 Convention and 2020 Conference in Austin this September dates TBD, made and seconded-see below.

Motion to divide the question between convention and conference, with second made and seconded. Motion fails.

Motion made demanding the motion be divided.

Chair upheld Jason’s demand.

Appealed based on the basis that these items are not separate issues. Kevin stated that the issues are naturally related and should be discussed together.

Appeal prevails with split vote decided by stand in chair.

Kevin spoke in favor of holding the convention and conference together in Austin. Jason noted that there is no terrible need to hold a conference. Jason pointed out that the only real need to hold the conference is to approve a budget. He emphasized the concern that paying for the conference is coming out of prudent reserve, we don’t have the money.

–Friendly amendment to remove conference from the motion. Accepted by maker and second.

–Restated motion– Motion to hold 2020 Convention in Austin this September dates TBD, made and seconded-Yvette noted that the revised contract included the conference and she inquired as to the potential impact not having the conference would have. Kerry replied that the hotel offered concessions

regardless of whether or not the conference was included. Extensive discussion followed.

–Motion passed unanimously

–Motion to cancel the 2020 World Service Conference, made and seconded. Discussion ensued because of TEC concerns. Extensive discussion followed mostly in favor of the motion. Motion passed unanimously

–Motion to raise maximum individual contribution for one calendar year from $5,000 to $10,000 with review of at the next conference, made and seconded.

.Jason spoke in favor. It was noted that with previous motions to eliminate expenses, the point is that the fellowship doesn’t need to do this.

Motion passed unanimously.

–Motion to continue with the existing trustee terms as stated in the world service manual, made and seconded. Discussion ensued mostly clarifying the motion.

Finance Kerry presented the finance report discussion ensued about 7^th tradition and the Freedom Fund with possible change in name to “Online Basket” being proposed by Finance committee

–Motion made to suspend all conference committee spending over $150-made and seconded, motion withdrawn after discussion

–Motion to ask PI to suspend any purchase of airline tickets or hotel reservations at this time, made and seconded; passed unanimously.

–Motion to conduct WSBT 2^nd quarterly meeting on-line, made and seconded; passes unanimously.

–Motion to ask the conference committee to suspend any purchase of airline tickets or hotel reservations for committee members at this time, made and seconded; motion passes unanimously.

Legal (Vanessa/Yvette) Yvette presented issue about registering European marker renewal. Discussion ensued with respect to ensuring that areas are properly registered; the change of the UK not being in EU; also to add Switzerland. Timing of expenses are of concern.

–Motion to delay on EU renewal, made and seconded, passes unanimously.

–Motion to have Yvette request a cost estimate from Bernie for researching UK status, made and seconded; passes unanimously.

NewsGram Clay noted editor’s concern that no articles submitted by WSBT-Tom will write on Traditions and Kevin will write of best practices for online meetings for next issue.

MARKER 2009.05.09 Status of WSO – Yvette, noted that the office is running smooth. Kevin expressed concern about follow-up on special projects. Reported progress on DOO transition process. Extensive discussion took place with respect to the World Service Manual and DOO job description and method of selection and relationship of WSBT to the office.

Meeting reconvened 7:03 am PDT March 28, 2020

Sarah expressed concerns about the DOO job description and WSO plans to fill the position. Conversation also took place regarding about fulfilling literature and chip orders in Europe and UK. Should there be a paid employee function in Europe? Discussion continued and Yvette indicated plans were shaping up to include an increase in staffing. Jason focused on roles being planned for managing the office. Concern was expressed that the WSBT representatives have not been given clear descriptions of the jobs being fulfilled. With a potential $48,000 increase in salaries, there should be a clear description of the job descriptions. Went into executive session. Concern was raised that what was called the ad hoc committee has now become something like a steering committee. Question was raised whether the WSOB intends to eliminate a director position on the board and concern was raised that such an elimination is currently outside the intent of the manual.

MARKER – TEC George indicated that we are on hold until Mainland Europe holds its assembly next week so that the Jason can poll as to whether the current trustee assignment is sufficient given global circumstances and the inability to hold a conference this year, however the possibility exists of trying to hold the TEC without the conference. Kevin noted that the slate approval process currently goes through delegates, however approval could come directly from ASC’s thus keeping group conscience intact. Jason noted that such a process would prevent discussion of each candidate. Extensive discussion took place with respect to the difficulty in holding a TEC without a conference. Conversation concluded with acceptance that with no conference in 2020, no TEC can take place either.

Hello.

I’m an alcoholic named Chris. I’m a member of the Happy Hour Discussion Group in Port McNicoll. My sobriety date is October 11th 2004.

I’ve been a member of A.A. for over 15 years.

I did lots of cocaine well I was drinking.

When I first got sober I went to one CA meeting.

I recently was talking to a friend who attends C.A. and I was completely blown away that C.A. meeting and members use the book Alcoholics Anonymous.

Not sure how long C.A. has been around, I’m sure 40-50 years. However, my question is, why doesn’t C.A. have their own book and step to follow as a program of recovery.

I’m sure I’m not the first or the last to ask this question.

Thank you for your enquiry. The idea of Cocaine Anonymous creating our own basic text is one that has been discussed, with reasons for and against being put forward. As it stands it is the conscience of our Fellowship, as found at our Conference, that we are not creating a basic text. This is not a fixed position and may change in the future. Regarding the Steps, we do have The Twelve Steps of Cocaine Anonymous which are adapted, by permission of Alcoholics Anonymous, and are specific to our primary purpose.

Thank you for your inquiry. Your question regarding posting pictures of a 21 year C.A. coin on social media touches on principles contained in the following traditions:

Tradition 11 – Our public relations policy is based on attraction rather than promotion; we need always maintain personal anonymity at the level of press, radio, television and films.

Tradition 12 – Anonymity is the spiritual foundation of all our Traditions, ever reminding us to place principles before personalities.

With respect to these traditions, the Cocaine Anonymous group conscience with respect to “Anonymity” is expressed through its annual World Service Conference and has been summarized in the C.A. World Service Manual. The manual on page 10 under the heading “Anonymity” offers the following:

“Traditionally, C.A. members have always taken care to preserve their anonymity at the public level: press, radio, television and films. We know from experience that many people with drug problems might hesitate to turn to C.A. for help if they thought their problems might be discussed publicly, even inadvertently, by others. Newcomers should be able to seek help with complete assurance that their identities will not be disclosed to anyone outside the Fellowship. We believe that the concept of personal anonymity has a spiritual significance for us: it discourages the drives for personal recognition, power, prestige, or profit that have caused difficulties in some societies. Much of our relative effectiveness in working with addicts might be impaired if we sought or accepted public recognition.

While each member of C.A. is free to make his or her own interpretation of C.A. Tradition, no individual is ever recognized as a spokesperson for the Fellowship locally, nationally or internationally. Each member speaks only for themselves.

Cocaine Anonymous is grateful to all media for their assistance in strengthening and observing the Tradition of anonymity. Periodically, the C.A. World Service Office sends to all major media a letter describing the Traditions and asking their support in observing it.

Tradition, no individual is ever recognized as a spokesperson for the Fellowship locally, nationally or internationally. Each member speaks only for themselves . . . My son is currently back in Rehab. He is 24.

I gave up drinking 4 years ago on my own and do not do CA.

My Son went to CA, and im shocked at what transpired around him , at your groups. that (in my opinion contributed greatly to him relapsing ) he nearly died . He Took an overdose of Painkillers.

After a short spell at Rehab , he was staying at my sisters in Kent, and started your groups in XXXXXXX XXXXXXXXX meeting of Cocaine Anonymous.

He Started a few months ago and came across a bible nutter called XXXX who uses a XXXXXXXXX, he told my son ‘ if you dont find god and jesus you will die ‘. My son is agnostic, just what he needed to hear, please thank XXXX!

He started telling me all this after the recent relapse and I then spoke with his sponser who has stopped drugs for 1 year. A nice man called XXXX..

XXXX told me alarming things that are listed below.

XXXX now goes to meetings in London and said meetings are different in london. The controlling behaviour of a man called XXXX, who apparently runs that group with an iron fist at XXXXXXXX XXXXXXXX group who has been trying apparently to get rid of the secretary called XXXXX. ( because XXXXX isnt ‘ god enough ‘ )

XXXX had been telling my son to find god or ‘ best not to share ‘ at meetings. Until he did find god.

My son wanted to make the teas but this XXXX told him he wasnt ‘ well enough’ XXXX then sacked another man. My sons sponsers friend who is recently clean from crack cocaine.

XXXX made his sponsees and his XXXXXXX XX XXX called XXXX (apparently most of these men do a friday and sunday night XXXXXXXXXX meeting) to get them to oust the Wednesday night secretary ! XXXXX , XXXX, and a few others apparently did not succeed.

They were according to my son literally ganging up on the current secretary who has reached out to my son. And im very lucky he met him. My son witnessed all this over 3 of your business meetings, all trying to oust the current secretary.

All the while this was going on at a recent group concience that XXXX made happen , it lasted for nearly 2 hours.

XXXX was alarmingly controlling with my son. So too Was XXXX brother in law

XXXXX.

A woman at the meeting called XXXXX told 2 newcomer women who initiallty went with my son, to ‘ not wear tight tops, short skirts or revealing clothes’ ! the 2 newcomer women left CA /. Apparently XXXXX was the treasurer!! is this common place for CA?? for your staff.??

The secretary said XXXX another local secretary had been having sex with a female newcomer from a local rehab in XXXX. And all the other men knew, is this why the secretary is being ousted? because XXXX is preying on vulnerable women ! and apparently the woman is only 20 ! and a self harmer ! the controlling behaviour of these men is disgusting. Another women in rehab said that another XXXXX secretary XXXXX XXXXXX has been bullying the women and sending very innapropriate texts and odd messages on facebook. / driving the woman home after meetings and emotionally blackmailing her!

I have been talking to one of the men who came to CA with my son, a nice man who is now 15 months sober and goes to another CA group in XXXXXXXX, he said that what he heard is ‘ sick ‘ and told me to report it to whoever will listen. apparently the CA Friday and Wednesday groups have lots of old men from AA attending , being predatory with young women.

My son will i hope be ok. I am also sober and hope he never goes back to your groups. ever. I do not feel safe sending my son to CA groups. I have him safe in the Priory, however, i do wonder about the 2 women who left those groups, as vulnerable looking for help, being treated like crap in your groups, are they now dead on the streets.?? I can only hope this email makes you think and make changes to your very strange groups. Which i was under the impression was a place of safety for the desperate and needy and vulnerable. In my 25 years of practising teaching at a comprehensive i have never come across such a horrible description of people abusing power, acting disgustingly, and using levels of emotional abuse thats more fit for the 1920’s against very gentle, fragile and vulnerable youngsters.

I wanted to give this XXXX XXXX XXXXXX and others a piece of my mind, but chose this way instead.

As an Anonymous Fellowship we endeavor to follow the guidelines laid out in the Twelve Steps and Twelve Traditions, a copy of which can be found at the following link. https://ca.org/service/12and12/

In particular it is expected that Groups will follow the precepts laid out in the Twelve Traditions. The first tradition states that; ‘Our common welfare should come first: personal recovery depends upon C.A. unity.’

The other eleven traditions describe how this ‘Unity’ is to be practiced. Although it is unfortunate that some member and possibly a whole Group may stray from this desired path for a period of time it is our experience that balance is soon regained with a more reasonable state of affairs reacquired.

Our second tradition states that; ‘For our group purpose there is but one ultimate authority – a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.’ Although this tradition does refer to ‘God’, for the purposes of the individual this could be a higher power of their own definition and not any concept for another member to place upon them or insist that they adopt. The second half of the tradition clearly states that although we do have leaders, elected by their peers to act as servants, they certainly are not expected to govern as was apparently your son’s experience of a couple of members.

Our third tradition states that; ‘The only requirement for C.A. membership is a desire to stop using cocaine and all other mind-altering substances.’ We hope you will understand that this makes clear that other than the desire to stop using there are no other requirements and certainly no need to believe in God, of any description, or adopt any other behaviours or beliefs.

We hope that these three guiding precepts make clear that the behaviours expressed in your email are not those desired within our Fellowship. Although we do not wish to expound on all of the Twelve Traditions it is probably necessary to note tradition four as it states that; ‘Each group should be autonomous except in matters affecting other groups or C.A. as a whole.’ In accordance with this tradition it is not our role, or any others, to direct or police the behaviour of a group. We do not have that authority, nor do we think it would be helpful if we did.

In recovery we each have to grow and develop our ability to interact with each other, in unity. If we do not do this then invariably the illness of addiction overtakes us and we return to using. In that way we are all individually self-regulated. We have faith that by following the path of those that have successfully gone before that we can grow and not return to old behaviours.

All this being said we would also like you to know that safeguarding of vulnerable individuals is close to our hearts and that it is important that any issues can be raised within the Fellowship and hopefully dealt with to a satisfactory end. Each group has a Group Service Representative, who is charged with upholding The Traditions. If it is not possibly to find a suitable solution at the Group level then any member has the right to express a personal grievance at either District or Area level. Both of these service bodies will invariably have a Unity Chairperson who could be engaged to visit groups and assist in restoring unity.

Good Day and I Hope you’re enjoying life as much as I am,

My home group passed two rules saying “if you have recovered, by using the 12 Steps, from alcoholism only (no drug addiction issue) you may not speak at their open meetings nor can you chair any meetings.

To be a member of CA the Third Tradition states to be a member I have to have a desire to stop all mind altering substances. It doesn’t say alcoholics will be a partial member. Also our main purpose is to carry the message to the still suffering. If after attending AA and not finding the solution as in my case what happens to the new comer that finds out about these rules and thinks I guess I’m not like them.

I understand groups are autonomous and ruled by group conscience. Would you clarify if this affects CA as a whole. There are a couple of meetings in Toronto that have similar rules.

The C.A. World Service Conference has long held that:

A meeting is when two or more people gather together to share their experience, strength and hope with each other.

A meeting may call itself a C.A. Group when:

The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances.

(World Service Manual, 2019, page 16)

While the word “cocaine” occurs in this requirement, it is not exclusive to that substance. A number of members have never used cocaine, yet have found a home in C.A.

As our pamphlet “… And All Other Mind-Altering Substances” states:

Many people come to Cocaine Anonymous thinking one of two things: “I rarely (or never) even used cocaine. I don’t think I belong here,” or “What exactly does the ‘and all other mind-altering substances’ part mean? I came to Cocaine Anonymous because cocaine had become a problem in my life.”

Those of us who have been C.A. members for a while have heard questions and statements like this before; perhaps the words were even our own. Over time, virtually every single one of us has realized that our real problem is not cocaine or any specific drug, it is the disease of addiction.

Some of us never even used cocaine. Some of us used a variety of drugs, and for others it was combining cocaine with alcohol and/or other drugs that got us into trouble and made our lives miserable. Many of us rode drug roller coasters; there were drugs to come down with, drugs to go up with, and drugs to mellow out with. …

At some point we finally realize that we cannot control our use of any mind-altering substances. The problem isn’t the drug of choice; the problem is the disease of addiction. With its Third Tradition and all-inclusive First Step, Cocaine Anonymous welcomes anyone with a drug or alcohol problem and offers a solution.

Now, can some members be given privileges, such as sharing, or attending closed meetings, or voting in a Group Conscience that other members are denied? If there is any meaning to the discussion of the 3^rdTradition in the A.A. “12 & 12” the answer must be a firm “No.” It is perhaps permissible to ask those still under the influence to refrain from sharing, but that is because they are still under the influence, not because they are not members.

Having reviewed the available Conference approved guidelines it is apparent that there is no ‘Home Group’ membership requirement for Hospitals & Institutions service. Please see the excerpts from the World Service Manual and World Service Conference (WSC) Hospitals & Institutions Committee Guidelines below.

We hope this clarifies the situation.

Description of H&I meetings from our World Service Manual Page 17:

“H&I meetings are often restricted to patients or residents only, and not open to the community as a whole. “These meetings are brought into facilities by local C.A. members through the H&I committee”. H&I meetings are basically beginners meetings; with the chairperson of each meeting providing the speakers. They are not usually listed in the area or world directory; and they do not observe the 7th Tradition. Certain facilities may require H&I participants to be subject to sobriety requirements, dress and conduct codes”.

Suggested H&I Committee membership qualifications from the WSC H&I Committee guidelines Page 7 which can be found on the CA.org web site

It is suggested that a member of Cocaine Anonymous who wishes to qualify for committee membership be sober a minimum of three months. Longer terms of sobriety may be

That was not the question I asked.

As I look at my question I realize it leaves the possibility for misinterpretation. My group has voted and accepted a motion to prevent those who recovered strictly from alcohol from being a “chair person” at our closed meetings. They also will not accept a “Speaker” at an open meeting if they have only recovered from alcoholism.

We are still allowed to share at open and closed meetings.

If they can ban alcoholics from “Chairing” a meeting through group conscience what else is possible? Can they be denied being the secretary, librarian, treasurer, general service rep, making coffee etc etc. If I’m a member based on step 1 and tradition 3 can my role within a CA group be limited by group conscience in any way, or is a member a member with the same rights as all others?

Does a group conscience vote on any of these definitions/services roles/activities remain the providence of the group or does it affect CA as a whole?

First of all, thank you for your enquiry. The World Service Board of Trustees (WSBT) will take every precautionary measure to proofread and ensure proper usage of C.A. on our Opening and Closing Reports, Board forms, minutes, and Trustee Reports. We are not at liberty to make any changes to our “fellowship’s correspondence” that are emailed to the WSBT@ca.org. The correspondence and WSBT response will be included in our “Summary of WSBT Quarterly Minutes” that is sent out by our World Service Office (WSO) in the Delegate’s mailing.
