The regular quarterly annual meeting of COCAINE ANONYMOUS WORLD SERVICE BOARD OF TRUSTEES, at the RED LION, SALT LAKE CITY was called to order at 7:15 pm.

COMMITTEE REPORTS

  1. WSC FINANCE COMMITTEE – CHRIS PHILLIPS

No formal report.

  1. TRUSTEE FINANCE COMMITTEE – CHRIS PHILLIPS

Chris submitted an expense proposal for Trustee budget, travel reimbursement and committee expense.

  1. WSC CONVENTION COMMITTEE

A. UTAH’95 – MIKE PINE

Mike has been attending bi- monthly convention meetings, and the minutes of those meetings are being distributed to the Trustees. There are over 800 hotel nights booked, which is more than was needed. The convention has 290 currently registered. The final stages of the convention are begin completed. The committee is very enthusiastic and everyone is very positive about this being a great convention.

B. ATLANTA ’96 – JOHN HENSON

The committee has met in the Doubletree hotel the last two months with good attendance and enthusiasm. They are currently meeting every other month as a whole committee and meeting every month as sub-committees. This seems to be working quite well, as a lot of work is being accomplished. The committee voted to ask the WSO to give Atlanta $2500.00 seed money in order to get things moving. Minutes of the meetings will be forwarded to the Trustees.

C. COLORADO *97 –

No formal report.

  1. WSC LITERATURE COMMITTEE – CRAIG HARRIS

There was no report, the committee will be meeting during the WSOC.

  1. WSC PUBLIC INFORMATION COMMITTEE – JIM SCOTT

The PSA ESCAPE FROM COCAINE is done and available for distribution. Final revisions on the fact file were given to Jim Scott on 5/21/95. The PI workbook will be given to the Trustees for review and comment. It will the be submitted to the WSC in August. The committee will meet in Salt Lake City during the convention.

  1. TRUSTEE AND WSO PUBLIC INFORMATION COMMITTEE – LEE ARTER

Lee brought three new form letters that the committee uses to respond to different issues. These were developed by the committee and given to the Trustees for their perusal.

  1. WSC STRUCTURE AND BY LAW COMMITTEE – BOB CAMPBELL

There was no formal report, the committee will meet during the convention in Salt Lake City

  1. WSC UNITY COMMITTEE -JOHN HENSON

They will have a workshop at the Utah convention. Work is being done on a pamphlet.

  1. WSC CONFERENCE COMMITTEE – LEE ARTER

The 1995 Conference will be held at the Raddison Hotel in Manhattan Beach, CA. The outgoing Trustees will speak Wednesday night of the Conference.

  1. WSC HOSPITALS AND INSTITUTIONS COMMITTEE – SHARON SMITH

There was no formal report, though the committee will meet during the Salt Lake City Convention.

  1. TRUSTEE NOMINATING COMMITTEE – MIKE PINE

Three interviews are scheduled to take place during the WSOC. If the Trustees have any new questions to be used in the interviews, please submit in writing to Mike. The committee will meet several times during the convention.

  1. TRUSTEE NEGOTIATING COMMITTEE – JIM SCOTT / BOB CAMPBELL/ JOHN HENSON

No formal report.

  1. TRUSTEE LEGAL COMMITTEE – BOB CAMPBELL/LEE ARTER

A. CA Canada

This project winds towards completion as scheduled.

B. Pro-Bono Legal Firm (INCL. CAWSO/CAWS issues)

Need the issues to be submitted in writing.

C. Need to investigate tax ramification of a California Corp. having events outside of California in regards to sales tax.

TRUSTEE REPORTS

  1. WORLD SERVICE OFFICE TRUSTEE REPORT – BRIAN NORTH

PROJECTS COMPLETED –

-A “Letter of Agreement” has been drawn up between CAWSO<INC and Coast to Coast Audio Productions. This is a one year agreement, beginning with the Conference. The agreement as it stands now, should be renewed every year for subsequent year. The agreement may be changed to cover two or three years at a time. The agreement will be signed after the CAWS ’95 Convention to

commence at the CAWS ’95 Conference.

-Group registration cards have been coming in at a steady pace since the Conference. 436 cards have been received from the US and 24 from Canada. An ad was placed in the Newsgram to remind groups to register.

-After an extensive search an Office Assistant, Lenny Schachter has been hired to assist the Office Manager and fill in while she is on leave.

-The 3rd quarter Newsgram is complete and will be at the Convention.

FOR YOUR INFORMATION –

-PSA’s were sent to Montreal for a national Canadian broadcast.

-New Convention Committee Guidelines have been received from the WSC PI Committee, approved by the Trustees, and is being distributed by the WSO.

-An updated PI Fact File and the 1995 PI Workbook have been received from the WSC Public Information Committee and are awaiting sign off by the WSBT.

-A 1995 run of English literature was printed for a re-negotiated savings of $975.00

-Ed Portales, WSC Literature Committee/WSO Translation Sub Committee Chair has translated “A New High From H&l” and “Crack” into Spanish. He will begin translating”Choosing Your Sponsor” (new version) and WSO hopes to have all three in print by the 1995 Conference. He also updated the Spanish meeting format.

-A diskette copy of the C.A. Logo in French, and the Bi-lingual English/French was created and sent to Montreal for use on their literature and local event flyers.

-A letter was received from Donnelley (the book publishers) offering a proposal of compensation for all the delays we’ve had.

MOTION: WE FORMALLY CONFIRM THAT SUSAN TURNBULL BE RATIFIED AS A MEMBER OF THE WSOB.

SECONDED AND PASSED UNANIMOUSLY.

  1. WORLD SERVICE TRUSTEE REPORT – BOB CAMPBELL

The majority of service has been working with the WSO. In addition to continuing work on the issues and/or projects described in the February report work was done on the following:

1. Revisited the issue of moving or expanding the WSO and decided such a move would be premature.

2. Added an additional member to the WSO Board, Susan Turnbull.

3. Worked on updating and or revising the various reserve fund categories held in trust by the WSO.

OTHER PROJECTS:

Continued contact with the Canadian attorneys to finish up dispute with the Canadian Certified Accountants.

Attended and participated in Pacific South Regional.

  1. PACIFIC NORTH TRUSTEE – MIKE PINE

ALASKA-

They are looking for someone to start a Co-Anon group.

They are not an Area at this time, but they plan to have new Delegate Amelia attend the Conference.

They did not have a CATW.

They have five meetings a week, three H&l meetings all in the Women’s Jail.

The meeting attendance has dropped off.

CANADA VANCOUVER BRITISH COLUMBIA

There are three meetings a week.

The contact person is Yvonne R. 604 454 1285. or Christine L 604 254 2779 Still having a hard time with meeting attendance.

Did not have a CATW.

CANADA

CALGARY, ALBERTA

There are six meetings a week with two H&l meetings.

They have a PSA on Cable TV.

They are not an Area at this time. They will attend the Conference and petition to become an Area.

This will make them one of two districts.

They had a CATW event.

They have good attendance at their meetings.

CANADA

EDMONTON, ALBERTA

They are not an Area at this time.

The Chairperson is Percy O. 403 435 9345.

There are six meetings a week, and are working on an H&l meeting.

They did not have CATW.

Edmonton will be one of two districts in the same Area as Calgary.

They will be at the WSConvention but not at the WSConference.

Working with Lloydminister on the border of Alberta and Saskatchewan.

UNITED STATES WASHINGTON

There are 35 meetings a week and five H&l meetings each week.

There are five districts.

The Area has two Delegates: Debbie A. 206 676 7164 and Jesse M. 206 822 6526. The info line number is : 206 722 6117.

The Area chair is Mike C. 206 787 6466.

They are still bowling in rotating districts.

They will host 1997 Regional Assembly.

Did not have a CATW event.

The size of the Area makes it difficult for them to have all the districts come to Seattle. They continue to send minutes to Spokane, but there have not been any communications from that district. Contact is Ron B. 122 E. Montgomery Spokan,WA 99207 509 327 7784.

OREGON

There are 23 meetings a week with nine H&l meetings.

The Area has two Delegates : Andy W. 503 665 7784 and Bud W. 206 695 4612. The infoline is 800/nocaine and 503 256 1666.

They had CATW bowling event.

Had a Campout that was well attended.

Regional 1995 (Feb 16-18) at The Mountain went well.

Will attend the WS Convention.

Making direct donations to WSO.

The Southwest WA, Vancouver is staying part of Oregon Area.

IDAHO

The Area has one Delegate: Rose C, 208 734 5807.

They will host the Regional Assembly March 29,1996.

They have six meetings a week and one H&l meeting.

Had A CATW.

Will attend the WS Convention.

UTAH

There are 21 meetings a week.

The WSC committee’s monthly meetings are going well.

They will had a CATW bowling event.

Will have heavy attendance at the WS Convention.

NEVADA

Talked with Doyle H. 702 345 1445, still no meetings in the Reno area.

NORTHERN CALIFORNIA

54 meetings a week with 17 H&l meetings.

There are eight districts.

The Area meets quarterly, which are well attended and rotate to a different district each meeting.

  1. PACIFIC SOUTH TRUSTEE – LEE ARTER

INTER AREA GROUP: This is a loose confederation of all seven Areas within the Region. It hosts the annual camp out known as Campvention. This Is held in the Lake Perris area and is a combination volleyball/horseshoe tournament with Friday and Saturday night speaker meetings and a Sunday morning Spiritual speakers meeting. It provides inter area communication and the profits are split equally between the seven areas and the World Service Office (one share each). This year a proposal was made to hold a second event at Disneyland in honor of CATW, but the date selected is no longer available and now the whole event is questionable. There is also a movement to make a bid for the 1998 World Service Convention somewhere in the Southern California region. Tentative quotes are being sought from the San Diego Area.

SAN GABRIEL/POMONA VALLEY

The annual convention was on March 3-5 in Laughlin, NV. San Gabriel has 54 meetings, and 52 H&l meetings per month in some 15 institutions.

CENTRAL CALIFORNIA

They had their annual spring fling in April. In July they have a convention scheduled at the Madona Inn in San Luis Obispo. They have a Campout scheduled in Big Sur July 20-23. They have about 15 meetings and 12 H&l meetings per month at 6 different institutions.

ORANGE COUNTY

They’re having a summer camp out retreat at the beach July 14-16 . They have 35 meetings and 43 H&l meetings at 17 different locations each month.

INLAND EMPIRE

They had a CATW event in February. They conducted a relapse prevention workshop in March and have a spaghetti cook off scheduled at the end of May. They have 15 meetings approximately.

SAN FERNANDO VALLEY

They held their annual 4th Step Workshop in April. Their convention is scheduled for June 23-25 at the Red Lion in Costa Mesa. They have a 4th of July picnic scheduled and the Campout for August 5-6 in Malibu. They have 50 meetings.

LOS ANGELES AREA

The area’s big event is the August convention in Indian Wells , near Palm Springs. There are 5 districts overall in the LA area and they each have various events and meetings.

Total meetings are 160 for the entire area. South Central Los Angeles has 69. Westside Beaches has 28. West Los Angeles/Hollywood has 15. Long Beach/Compton has 32. South Bay Beaches has 15. New directories have been updated and are available at the Central Office.

Regional Assembly was held in February. The TAL candidates are Carrie Calderone and Roger Gray.

  1. ATLANTIC NORTH TRUSTEE – JIM SCOTT

Regional Assembly was held April 29 in Woburn, MA outside Boston. Trustee nominees are Charles L. from PA/NJ/DE (TAL as well) and Robert F. from Montreal. Excellent turnout from MA host area, proving benefit of rotating host areas to stimulate interest. Also represented in person were CT, PA/NJ/DE and DC with an excellent written report from Montreal’s Delegate who could not be there in person. Next year’s assembly will be hosted by PA/Nj/De on Saturday 4/27/96 in Philadelphia.

MASSACHUSETTS

Minutes of Assembly minutes were given to the Trustees.

CONNECTICUT

Assembly minutes were given to the Trustees.

State Assembly 4/8, new Treasurer elected, new Area Chair is needed.

MAINE No contact.

NEW YORK

95 meetings with broader geographic distribution.

Finances getting better, special events helping.

Service positions have new people, which seems to equal new energy (the benefit of rotation).

Meetings at the Area office have many newcomers ( 6 months sober is an old timer)Picnic will be 6/4 and Convention 6/30-7/2.

Rl

There are four meetings, but Area structure.

No telephone but meetings are listed in several newspapers.

Five H&l commitments.

Several people planning on attending WS Convention.

PA/NJ/DE

Assembly minutes were given to the Trustees.

Unity breakfast 6/25 and convention 8/18-20 both in Philadelphia.

MONTREAL

Delegates reports was distributed to the Trustees

  1. ATLANTIC SOUTH TRUSTEE – JOHN HENSON

FLORIDA

They increased meetings from 47 meetings to 70 meetings.

The state is districted with several hot lines across the state.

Maybe they can soon start some meetings in Miami.

They plan on sending 3 Delegates to the Conference .

Ft. Lauderdale has 18 H&l meetings.

GEORGIA

There are 67 total meetings.

Several members will be attending the Convention in Utah.

Georgia will be sending three delegates to the Conference.

ARKANSAS

There are 24 total meetings and monthly area meetings.

A resource center (club house) has opened in Little Rock with meetings that have over 100 in attendance.

Joe McQ brings and trains counselors from all over the world and he makes sure they go to that CA Friday meeting to see what CA is all about.

Arkansas plans to send 3 Delegates to the Conference.

They will have their Area Convention August 25-27

LOUISIANA

There are 58 total meetings, three districts with quarterly area meetings.

Baton Rouge will be hosting Louisiana’s 1st Area Convention the weekend of July 7-9,1995.

TENNESSEE

There are 41 total meetings.

Memphis will be hosting the 6th Area Convention on Sept. 22-24,1995.

SOUTH CAROLINA

There are seven total meetings.

Spartanburg is forming an Area with Charlotte and John will work to help get them recognition at the Conference.

They hope to send one Delegate to the Conference.

NORTH CAROLINA

There are now 13 total meetings.

Charlotte=four meetings. Hicory=two meetings.

John confirmed that there are 7 meetings in Raleigh and he has a contact person there.

ALABAMA

There are 10 total meetings.

They are hoping to send a Delegate to the Conference.

Mobile had difficulty getting the rest of the state involved.

VIRGINjA

They’re up to 25 meetings.

John recently made a contact in Roanoke where there are 7 meetings a week. MISSISSIPPI

There are seven total meetings.

Little contact this quarter.

  1. MIDWEST TRUSTEE – CRAIG HARRIS

ILLINOIS

There are 88 meetings listed in most current directory.

In addition there are 5 meetings in Bloomington and six more in Peoria. There is a lot of growth occurring in the Metro Chicago area Districts. Area PI is very active.

Will be sending 4 Delegates to the Conference, three of them first-timers.

MICHIGAN

38 meetings in 3 Districts: Lansing, Flint, and Saginaw.

Area Meeting rotates between Districts.

Sending 1 or 2 Delegates to the Conference.

MINNESOTA

11 meetings.

Will send at least one Delegate to the Conference.

MISSOURI

30 meetings in two Districts (St. Louis and Kansas City) on either side of the state are working on how to have a working Area structure. Will send two Delegates to the Conference.

NEBRASKA

Was not present at the Assembly but Is in contact with Craig. 10 meetings

Will probably send one Delegate to the Conference.

They are having their first Convention in September.

OHIO

175 meetings in 7 Districts.

Will have 5 Delegates at the Conference.

Active PI, good response to billboards.

Spanish language meeting in Youngstown,

WISCONSIN

48 meetings in the Area.

Raising funds to send 3 Delegates to the Conference.

Milwaukee will be the site of the Midwest Regional Convention Oct. 27-29.

Much progress has been made towards Unity and renewed enthusiasm.

INDIANA

No formal Area Structure, but working on it.

33 meetings in Indianapolis 8 meetings in Fort Wayne

They plan on being represented at the Conference to formally request recognition as an Area.

Active PI.

IOWA

There are meetings and efforts continue to establish regular contact

  1. SOUTHWEST TRUSTEE –

Trustee resigned, no formal report. The Trustees – At -Large are working to help with this Region. Bob Campbell will take over Convention responsibilities until August.

  1. TRUSTEE AT LARGE – SHARON SMITH

WASHINGTON DC AREA

There are 16 to 18 meetings. There is a new womens meeting on Sundays at 12:30 pm.

New meeting sites are being investigated.

Committees are working with little support.

H&l has 8 facilities, 2 are new.

New H&l Chair.

Special Events is having “Opportunity Drawing”.

One Delegate is being sent to the Conference, funds are low Delegate names submitted late this year: Carol J. and Dwayne B.

Group inventories are being done.

Sharon also contacted Dan Fisher in Salsiury, MD. The Eastern shore has one CA meeting with average attendance of 30 people. There are also 15-20 meetings in Virginia Beach, and 14 in Tidewater Area. Sharon attended the Regional Assembly in Boston and the one in Pensacola.

  1. TRUSTEE AT LARGE – CHRIS PHILLIPS

Chris attended the Colorado State Convention. He wrote 132 letters to parties that received Starter Kits 17 of which were returned and no responses the other letters. He notified the Regional Delegates of Jennifer Jones resignation. He attended the New Mexico Area meeting in Albq.

  1. NON-ADDICT TRUSTEE ABBOT FRANCIS

Francis is looking forward to his first CA World Convention and will be doing a workshop on Spirituality vs. Religion.

  1. WSBT SECRETARY REPORT – JOHN HENSON

Need to immediately start setting up publication of French Translation assignment: will most likely go to Director at Large. Brian will report progress at the next meeting.

Sylvie believes they are current. Scott wrote letters to Calgary and Montreal. Brian will research and report progress.

  1. TRUSTEE EXPENSE (HOW OFTEN SHOULD TRUSTEES TRAVEL?) CHRIS & CRAIG

The expense reimbursement policy was passed out. Much discussion and suggestions for revisions. Bob will be working on this. Need to send original receipts not copies to WSO. Need to submit within 90 of incurring expense.

Jim will remain on committee and will coordinate with WSBT to pick a member and a WSO member to be working members on this committee. There will be the three persons previously mentioned and Burton C. The committee is to learn from Burton and Jim will report back.

Problems of a California Corporation holding a raffle that may be illegal in California or other states.

Convention Guidelines need some guidance about looking out for potential problems. Make sure Atlanta and Colorado know about possible restrictions with raffles. Need to investigate local laws and make sure we are in compliance. Request both Convention Committees suspend any raffle activities until at least after the Conference. Investigate if mail-drawing raffle is OK if confined to mail only.
