OPENING REPORT C.A. WORLD SERVICE CONFERENCE 2019

WORLD SERVICE BOARD OF TRUSTEES REPORT

INTRODUCTION AND OPENING COMMENTS:

Your WSBT has worked diligently throughout the year within what our World Service Manual defines as ‘the broadest scope of any branch of our service structure.’ Our WSM goes on to state that it is the responsibility of your WSBT to help deal with anything that affects C.A. as a whole, either internally or externally.

All things that may endanger the existence of our Fellowship or limit our growth is of concern to your WSBT.

As the principal financial planners for the Fellowship, we routinely review revenue and expenditures, and we diligently address fiscal concerns as they arise. We have been mindful of our budget, holding our Spring Quarterly by video conference over two weekends. The WSBT has continued to remain under budget for the year.

Some highlights for the year:

• The block letters C.A. and the C.A. logo have been registered in South Africa
• Implemented a robust Long Term Planning projects chart plan of action now involving a broader base of our Fellowship
• Updated our internal documents
• Added a new WSBT Subcommittee, External Communication, where we are working in collaboration with the WSC PI Committee
• Our connection with Loner Groups has increased, having talked with groups in Central and South America as well as Asia and Oceania

CAWS 2019 in Stockholm was a very successful innovative Unity event! It was our first world convention held in a non-native English speaking country! Bravo Sweden and thank you for your service!

We have received a significant number of inquiries from within the Fellowship and also a significant number of inquiries from individuals and organizations outside the Fellowship. Each inquiry received is given our individual attention and answered with thoughtful consideration.

The WSBT and the WSOB were ratified and both Boards are fully staffed. We would like to thank Randy M, WSOB Chair, for closing the gap during the first half of the year until a new Treasurer was elected. Michael T has been elected as the WSOB Treasurer. We look forward to Michael getting up to speed quickly and engaging fully in the financial matters of the WSO. Trustee Election

Committee is actively in the process of conducting interviews for a Non-Addict Trustee and a Midwest Regional Trustee. It has been an honor to serve you as the MWR Trustee these past four years.

The WSBT has been fully engaged in supporting C.A. throughout all World Service levels. The members of the WSBT have also participated throughout the year on nearly all WSC committee meetings and online business where they are assigned.

The World Service Manual’s SR 21 reads, “Materials to be distributed to the fellowship by World Service Conference Committees shall be approved on the Conference floor prior to distribution with the exception of financial budgets.” Please adhere to this guideline in order to maintain the integrity of our World Service Structure and avoid any potential ambiguities.

This year your WSBT participated in the following activities and business:

• Regular Quarterly WSBT meetings and conference calls
• One Board to Board meeting and meetings with individual members of the WSOB
• Ratified the WSOB
• Participated in CAWS2019 in Sweden
• Addressed trademark and copyright issues around the world

Overview​:

It is an honor and a privilege to serve as the Southwest Regional Trustee. We had great participation from the local fellowship 2019 Texas Service Gulf Coast Area Convention. I serve on the WSBT Sub-committees-TNC, TEC, Long Term Planning and Finance. For Conference committees, I serve as lead Trustee on the Finance Committee and second on Structures and Bylaws Committee. I have worked close with the office this year to ensure we were prepared for Sweden Convention count room and convention financials and the filing of our tax returns and consolidated financial statements. The 2020 World Service Convention Committee (Austin, Texas) is off to a great start. We are over 75% of our preconvention fundraising goals! The excitement in Texas is off the charts! If you are interested in being of service for the 2020 WSC in Austin Texas, please contact Susan L.- Convention Chair. Once again we had a great and financially successful Southwest Regional Convention in Denver Colorado. We had a net profit of $27k. We forwarded $9k to the World Service Office.

Comments:

Three years down, one to go. This is the first full year that I have telecommuted to the Office from my new home in New Mexico. I had some worries about whether it would be possible, or if I could effectively do the job without a physical presence. It’s become clear, both here and in committee meetings, that ​with both video and audio ​one can be effective and participate fully. The technology and the availability of good bandwidth limit this still. Audio alone is very limiting.

I came into this job with what I thought was a lot of useful experience (Group, District and Area service, Delegate, P.I. Chair, WSO Director, Conference Parliamentarian and later Chair). And right off the bat I felt like a newcomer. Again. Each job I’ve held has required a new pair of glasses, and while the history is useful it doesn’t always apply. The Principle of Rotation doesn’t mean you leave, just that you go find a new area for understanding, and let someone else improve on what you did.

The last few years have been about our sudden growth overseas, and the stresses it has put on everyone, both there and in the Office, to adapt to and

manage that growth. As someone might point out in the next few days, the problems are far from solved. Translations are key, and they require an integrated process that includes the local service workers, the Office and professional support. And, of course money. Another subject that may come up.

We’ve worked through a few projects in the last couple of years that showed where our bottlenecks are and suggested some solutions. I hope that we can use this experience to set the proper priorities and speed the translation process, particularly for first-contact pamphlets. We are also talking to NA and perhaps

• about their experience in their wild growth phases, in hope of avoiding the avoidable.

When I was a new delegate (100 pounds lighter and not yet bald), I saw the UK area admitted to the Conference. It was a watershed moment. People cried. Now the UK is I-forget-how-many areas and Mainland Europe is petitioning to become our second European region. It’s almost too much to keep up with.

This has been a great journey and I hope that everyone here can experience it like I have. For fun, and for free.

Overview

The past year has been very exciting, with the prospect of a new Region and several petitions for new Areas. I have had the privilege of serving as the Trustee assigned to the WSCPI committee for the past two years and the work of that committee is mind blowing. Gratitude in action doesn’t suffice to describe the amazing work that is carried out. The ‘Paint The World Green’ poster campaign week was a fantastic success. The PI summits have worked up new documents and guidelines, several of which will be presented as motions at this Conference. The New PI Rocks Roadshows format has been rolled out and inspired the formation of new local PI committees. The work is just awesome. I expect to see

a huge growth in our numbers due to the work of the PI committee members. Having served two years on the committee it is time for me to rotate off. I look forward to working with whichever committee I am assigned.

Being the Chair of the WSBT LTP I have worked to make the function of that Sub-committee a year-round endeavor. There have been several conference calls and an enthusiastic response from members, who have not only joined in on the calls but offered to serve on the various project groups. An LTP meeting was held at the World Convention and that was well attended with lots of new ideas for future projects. If you would like to participate please email me at the address below.

One of the most inspiring aspects of my role as Trustee at Large has been the opportunity to assist new Groups and fledging Areas in Asia & Oceania. Indonesia is flourishing with several meetings in Jakarta. C.A. is now up and running in Australia, with a meeting in Melbourne and another planned for Sydney soon. The C.A. Australia website is live. The World Service Office is our hub for Starter Kit requests and general queries and communications from around the World and their tireless assistance is priceless.

I have just completed my First year as Trustee and it has been an amazing spiritual journey. I have done service work in Cocaine Anonymous on all levels district, area and world. But becoming a Trustee, I felt like a newcomer all over again. I’m thankful for the Trustee Board and former Trustees who have sponsored me through this first year.

I didn’t know all the work that had to be done all year from conference to conference. I was on a sub-committee or committee call every weekend, answering email and talking on the phone to WSO on a regular basis. No one had informed me that I had obtained a second job. But, I am so grateful to be able to serve Cocaine Anonymous on this level.

As I come to an end of my second year as ANRT I am reminded what an honor it is to serve our fellowship. I have endeavored to do so with love and humility. The region is gearing up not only for our Regional Convention slated for March 13​^th -15​^th 2020 in Niagara Falls NY, but for CAWS2021 as well. This years NADCP was held in my region and I was fortunate to attend. CA was not only an exhibitor, but we had the honor to present, sharing the podium with AA. (This was a first). Rose J. and Darline L. were our speakers and they both did a great job. Richard B. presented them. Kudos to them all. Special thanks to the WSO for the logistical support. We also had help from the local fellowship and some not so local.

Our region is healthy, but growth has been coming in spurts. I’m challenging myself and our Areas to do more Outreach, PI, and H&I to bolster our membership.

Greetings, I would like to take this opportunity to thank you all for letting me be of service to the fellowship I crave. It has been an honor and privilege to assist with the business of Cocaine Anonymous. Year number 3 has come and gone. My experiences, my challenges and my “Ahh Ha” moments have brought me full circle, to this place right here and now. I have learned so much about myself on this journey. I see clearly that humility and service go hand and hand. I believe it is hard to be a trusted servant without humbling yourself. I still cannot believe that God has chosen me to be one of his humble servants. My service work gives me the opportunity to get outside of myself, my problems, my situations and to help others. I love this fellowship more and more each day for what it has given me, and that would be, ACCESS to a power much greater than myself and a life beyond my wildest dreams. They talk about “Living My Best Life”, well I’m not going back and forth, because it does not get any better. Service is all about LOVE. The love and dedication that each and every one of you bring to this fellowship is transcendent. I understand today that we are all TRUSTED servant. Thank you for working side by side with me doing this laborious work. Thank you for keeping the doors open for the ones that are coming after us. I see distinctly that service work has NOTHING to do with me. It has everything to do with LOVE. I often drift off in my own thoughts and ask myself, why am I doing this? Then I see that DAY 1 newcomer receive that sheet at a Convention or an old timer that keeps coming back to show me how it works. This is nothing but PURE LOVE. Service work is Pure Love, Commitment and Accountability. I appreciate you all for sharing these traits with me.

Now that I have complete my 3rd year as the World Service Trustee, I can truly say that I have learned a lot but still I know a little. I continue to listen and learn. I often feel by the time I know something; I will be rotating out of the position. I really think that is how this works, you learn just enough, then it’s time to go. I have found my voice, although I do not speak on everything. I know I cannot learn if I am always speaking. I am learning to use my voice conscientiously. I remain teachable and humble while learning the different aspects of my role as the World Service Trustee and how my role intertwines with the WSBT, WSOB and the fellowship as a whole.

I am excited to see what my last year as WST will reveal. I will be a better trusted servant than I was last year. As my journey continues I will seek strength from God to be the best that I can be. I will do my best to assist in helping CA grow. I will work hard to attract the next suffering addict to Cocaine Anonymous. I am excited about the blossoming of the new regions and areas throughout CA. We are flourishing. My HOPE is to leave Cocaine Anonymous, better than I found it. I also hope I leave this commitment a better person than I was before I came. I love Cocaine Anonymous and I thank God and all of you for letting me be a part of such a marvelous fellowship.

Comments:

The European Region continues to thrive in many ways. We have 16 areas now including the two newest areas to be created at this WS Conference in 2019, namely Portugal and Thailand who both have sent delegates this year! In addition, many existing areas are expanding the world of CA to new cities and locations. Starter kits have been sent out in many parts of the European Region and now deep into Europe, South Africa and even the Orient. I am heartened by the growth and continued maturation of the entire European Region.

We all attended this year’s European Caucus in Berlin in May, 2019. We enjoyed going back to Sweden for CAWS 2019! Our Region will meet again at the WSC next week in August, 2019.

Our European Regional Trustee Slate for this year has one name on it, Stewart J. from Scotland. Our Regional Trustee Election Committee representative is Justine K from the UK.

On a personal note, I am just completing year one of my trusteeship and what an experience it has been. I could never have imagined one year ago when I was selected that I would have completed my first year as the European Regional Trustee, God always knew the plan. It makes me realise the importance of having a dead slate. Thank you, Suzanne V, for the service you did as my predecessor for the European Region.

I am in awe of the level of commitment it takes to serve our CA fellowship. I am humbled by the experience of other trustees and office board members the

examples of which I aspire to follow. I continue to have an honest desire and willing heart to serve our fellowship. I am most honored to serve on a board with such talented, dedicated, spiritual trusted servants. These members have become very special to me as well which is a wonderful byproduct of this service commitment.

Sweden hosted the CAWS 2019 convention and did the European Region really proud. We all thank the Convention Committee for their love, dedication and commitment to our fellowship. The Convention brought Unity, Service and Recovery to both old-timers as well as new Convention attendees. I was

heartened by seeing and experiencing how much our fellowship and our Region have grown as a fellowship and in their service.

The European Region continues to grow in over 850 meeting and 14 areas soon to be 16 (recognised post conference) God willing. We have the opportunity to discuss and vote on a potential new Region which is now a part of the European Region but those areas would form a new separate Region on part of the Continent. This is all very exciting. This also means that there will be another Trustee selected at the 2020 WSC if the new Region passes. To me, this expansion process has been a magical time to be part of the discussion and debate along the way.

I am looking forward to the TEC where we get the opportunity to interview for the MWR Trustee position and a non-addict trustee. A non-addict Trustee has only happened one other time, and not in a long time and surely not since I have been in CA. This is where I believe we as trustee need to be prudent to ensure that our finances are in order that we are fully self-supporting.

Looking forward to WSC seeing the collective conscience of Cocaine Anonymous in motion. Always remembering Love and Tolerance is our code!

Overview

I am humbled and honored to serve the entire fellowship of Cocaine Anonymous. I just completed my second year. I was very busy year with additional board responsibilities. I was elected WSBT Secretary, and Trustee Election Committee (TEC), Chair. It has been an amazing year. The responsibilities for Trustee at Large have been updated to include a new WSBT sub-committee, External Communications. I am chair of this committee. I will be working with the WSC PI Committee. The more service work I do, the humbler I get. I love working with the members of our board. I worked closely with Jeannette and Wade this past year.

Hello. It is an honor to stand before you as the Cocaine Anonymous WSBT Chair. Last year I said, there is nothing wrong with taking calculated steps. But step we must if we are to grow. Well, this past year that happened. This conference will be filled with lots of newness – new ideas, new processes, new concepts, new ways to continue our growth. The way this happens is through the 36 principles which light our paths. Most times, we embrace them and other times we are tangled to decipher, understand and act. “We are obliged to choose

between the pains of trying and the certain penalties of failing to do so.” (12&12 p.74) It has been true in my personal recovery and no doubt will mark history through our strife to grow. But grow we will. I intend to infuse a spirit of positive outcomes into the work we have before us. And, I am convinced because I trust our 36 principles the outcomes will be good.

There has been a high level of emotion in the service work conducted throughout this past year. Healthy debate is good. In that process, we must remember to emerge unified. Or, we die. I do understand the spirit of rotation, and considering the work we have before us, we have to ‘service sponsor’ our newcomers [new delegates] into our structure. When that happens, we will thrive and live. This Fellowship gave me a life to live and I am indebted to it.

I would like to thank the WSOB for its commitment and dedication to the operations of our World Service Office! Thank you to our World Service Office Board Chair, Randy Moss. Job well done this past year! And, thank you Linda Francisco for your continued attention to the details in helping our members keep the lights on around the globe! I am mentored by our present board, who has completed a tremendous amount of work this past year, as well as past board trustees, my home group, sponsor and sponsees and the newcomer. Prudence in action and fiduciary responsibility are a must. I am truly humbled to work with you.

The term ‘back to basics’ is a generic expression that denotes a return to ​concentrating on simple or important ideas or activities, and it has long been understood as such prior to any other organizations that may now use the term in their name. Each C.A. Group is

autonomous with respect to their group name, and each C.A. Area also has autonomy over their processes for approval of/listing of local groups on their meeting lists.

If you refer to (WSM, page16)​“DEFINITION OF A COCAINE ANONYMOUS “GROUP””

A meeting is when two or more people gather together to share their experience, strength and hope with each other. A meeting may call itself a C.A. Group when:

1. The only requirement for membership is a desire to stop using cocaine and all mind-altering substances.
2. It is fully self-supporting.
3. Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
4. It has no outside affiliations.
5. It has no opinion on outside issues.
6. Its public relations policy is based on attraction rather than promotion

THE C.A. GROUP The basic unit in C.A. is the local Group, which is autonomous except in matters affecting other Groups or C.A. as a whole. The Group has but one primary purpose, which is to help others to recover through the suggested Twelve Steps. Each Group is self-supporting through its own contributions. As the Twelve Steps are our guide to recovery, the Twelve Traditions are our guide to Group unity, growth and discipline. Its members maintain their personal anonymity at the level of press, radio, television and films.

The importance of the Group, what it constitutes and its functions cannot be stressed enough. Maintenance of our recovery depends on the sharing of our experience, strength and hope with each other, thus helping us to identify and understand the nature of our disease.

Most addicts in C.A. achieve and sustain their recovery as a result of their participation in the activities of the Group. The Group is the heart of Cocaine Anonymous and it is vital to the new member. It is equally important to those who

have achieved recovery as a result of the program. They may continue to participate and receive assistance from the Group. The Group’s total responsibility is perhaps best expressed by the First Tradition:

“Our common welfare should come first; personal recovery depends upon C.A. unity.”

Most meetings follow a more or less set format, although distinctive variations have developed. It is our experience that many meetings begin or end with some form of prayer. While each C.A. group is autonomous, and adopts its own format, C.A. as such never endorses, opposes or affiliates, expressed or implied, with any sect, denomination, politics, organization or institution. A leader describes the C.A. program briefly for the benefit of the newcomers, and then turns the meeting over to a speaker or to participation.

Sometime during the meeting, there is usually a period for C.A. related announcements of interest to the meeting. A collection is taken to cover rent, literature and chips, refreshments C.A. World Service Manual 2018 Edition 17 and contributions to the District, Area and World Service Office as per the 7th Tradition. Many groups hold a business meeting monthly or at other intervals to discuss such items as: group finances, distribution of 7th Tradition, meeting format, election of trusted servants, etc. It is suggested that records be kept of group business meeting decisions. Each group is autonomous, and the group conscience decides how business meetings may be conducted.

Those attending meetings are reminded that any opinions or interpretations they may hear are solely those of the speaker or participant involved. All members are free to interpret the recovery program in their own terms, but none can speak for the local Group or C.A. as a whole.

As the guardians of the Twelve Traditions, I would appreciate your weighing in on Referral S&B 2017-15 regarding the process to change the Steps or Traditions. A lengthier referral was also submitted to S&B, but I believe there is a critical first question to be answered: 1 Does the existing language in the first paragraph of Article 4 of the Charter set a threshold of 3/4 of the C.A. Groups known to exist, or only those Groups voting as stated in the referral? Other thresholds in the WSM are explicit, as in further down in section 4 (“a three-quarters vote of all the voting Conference members registered and present”) and the TEC process (“Abstentions will not be considered a vote, and the election will be affirmed by two-thirds of the voting members”). For a decision of this magnitude, I believe the existing language should be construed literally to mean three-quarters of *the* C.A. groups, not just those voting. It seems to me that anything less would not provide the group conscience originally envisioned when the Charter was drafted. Thank you for your consideration.

Thank you for your comments. As you may know by this time, the S&B Committee withdrew that proposal for further work, and there was some discussion of the proper voting criteria in the decision to withdraw. Recently, the S&B committee referred the matter back to the WSBT.

Some history:

A.A. has never used this process and has (therefore) never created a detailed method to carry it out, so an inquiry to them regarding their experience was inconclusive. The language in our Charter was taken from the A.A. Charter which reads (at the end of Section 3):

But no change in Article 12 of the Charter or in the Twelve Traditions of A.A. or in the Twelve Steps of A.A. may be made with less than the written consent of three-quarters of the A.A. groups, as described in the Resolution adopted by the 1955 Conference and Convention.

The final clause in that was removed as no such resolution exists in our Conference history. AA’s resolution from 1955 (which established the Conference as the successor to the co-founders and can be found in the AA WS Manual as Appendix B and is now incorporated into the current AA Charter) says the following [emphasis ours]:

…AND IT IS UNDERSTOOD: That neither the Twelve Traditions of Alcoholics Anonymous nor the warranties of Article XII of the Conference Charter shall ever be changed or amended by the General Service Conference except by first asking the consent of the registered A.A. groups of the world. [This would include all A.A. groups known to the general service offices around the world.] ^​These groups shall be suitably notified of any proposal for change and shall be allowed no less than six months for consideration thereof. And before any such Conference action can be taken, there must first be received in writing within the time allotted the consent of at least three-quarters of all those registered ​groups who respond ​to such proposal.

So, the Committee’s original proposal, referring to responding groups, was in line with the A.A. Charter. Our Charter is silent on this matter.

Some practical considerations and concerns, however, arise.

First, how does the office identify or count C.A. groups? Is this best left to Areas? Do even Areas have a good count? Recently one Area audited its listed meetings and found about 10% of them had gone dark, while some new ones were not listed. This makes any absolute count difficult, although estimates could be made. Further, there is some confusion between “meeting” and “group.” In this process one might want to limit votes to groups during their business meeting.

Second, not all groups will be informed, and of those which are informed not all will act within the timeframe desired. Are these to count as automatic “No” votes? That would seem a formula designed to defeat any initiative (and subject to gaming by opponents).

Third, we would not want to make any change without as complete a response as possible, so some threshold of response was suggested to validate the vote. Since, under the A.A. guidelines, the Conference needs to take final action after gaining consent, that might be a sufficient safeguard. Others have suggested a minimum percentage (or hard number) of responses.

Fourth, such a question requires as informed a Group Conscience as possible, so the method of polling the groups should include written arguments pro and con, as complete and fair as can be devised without being overwhelming.

All of these issues are known and will be considered as we revise the original proposal, and the Conference (and your World Service Board) can be relied upon to discuss this with due care and concern.

At this point, our best advice is “Trust the process.”
