Steve spoke with chair of the committee and discussion involved the place and budget for the Unity breakfast.

Steve sent out the packet containing current resumes. There will be seven interviews. Steve will give copies of the revised questions to everyone before the interviews begin.

Andy will start requesting articles from different parts of the fellowship. Andy and Sharon both volunteered to write articles for the Newsgram.

8. WSC CONFERENCE COMMITTEE -MEREDITH, SHARON
Agenda for Conference has been mailed. Delegate registrations were due in WSO by 5/1/98,. Continue working with Committee regarding standard form for committee minutes, motions and referrals, Continue hotel considerations for 1999 Conference.
9. WSC PUBLIC INFORMATION COMMITTEE – CHARLES
10. WSC STRUCTURE AND BYLAWS COMMITTEE – ANDY
Two issues need to be discussed regarding changes made to Charter without a 2/3 vote. Some discussion has happened with Amy B.
At WSC the committee will discuss items referred by the Conference and get started on these.
At WSC the committee will begin to look at the WS Manual construction to make distribution of the yearly changes faster and cheaper.

It was reported that Tom Stokes has done an excellent job of staying involved with the Irvine Convention. The WSO processed 400 pre-registrations.
14. WS CONVENTION
A. IRVINE – JOE
Things are all in place for a great convention. There will be a Press Conference at 1:00 on Thursday, May 21, 1998.
B. MILWAUKEE – SCOTT
The CA lawyer recommends that the committee buy a voucher for the Harley. The tickets will be priced at $5.00. They have $3000 in pre-convention fund-raisers.

The Area is trying to raise the money to send their delegates to the Conference. There are new people getting involved in service and there is a new Chair for Special Events. H&I has been contacted for the purpose of getting members into the local penal systems. There is a drive to raise people to sit on panels. The registration forms for the delegates are ready to be mailed to WSO pending the final decision to send one or two delegates to the Conference.

Sharon went to London, England and attended the United Kingdom’s 6th Convention. The convention was a great success. There is a lot of concern about how to unify London and Bournemouth. There are questions about the need and desire to have a Trustee that could serve the European countries. They have questions about districting and growth, as well. Sharon is continuing to correspond with the people in the United Kingdom.
Sharon also remains in contact with the Canadian fellowship.
3. WORLD SERVICE OFFICE TRUSTEE – SUSAN

- Mary will be attending a seminar on Sales Tax and has enrolled in accounting classes.]
- The second quarter NEWSGRAM will be available at the WS Convention. Steve Edwards, Director on the Board is the new Editor.

World Service Conference Committee
Continue working with Conference Committee regarding standard form for committee minutes, motions, and referrals. Continue hotel considerations for 1999 Conference.
Negotiating Committee
Completed Milwaukee Hotel contract. Negotiated overflow hotels for CAWS 98. Reviewed and signed re-engagement letter from copy right attorney (Bernard Gantz). Continue to finalize negotiating committee guidelines. Begin collecting bids for TV and video equipment for 1998 Conference
World Service Office Board
Attended all regularly scheduled WSO board meetings. Recorded, typed and circulated the board minutes. Reviewed resumes and interviewed Office Manager candidates. Continue to learn and train Mary on the accounting system at WSO.

The Unity Convention was held in Itasca on May 1-3 1998. Attendance was down a little from last year. The Illinois Area Convention Committee has decided to change the date of the 1999 Unity Convention to sometime in March, which will take place in Rockford. This decision was made to prevent convention burnout with the World Convention being held in Milwaukee in 1999.

The State Convention Committee was held February 6-8 1998 at the Park East Hotel in downtown Milwaukee. The Area netted over $3000 from the event. The Wisconsin fellowship has relocated its Central Office. The Wisconsin Area Service Committee signed a three year lease with minimal rent increases. These will be distributed to 8,000 locations countywide.

The area is very involved in the planning of the 1998 World Convention and the fundraising for it.

INTERAREA
They meet every two months in the city of Long Beach. Each of the 8 Areas send an elected representative to attend and exchange information. They hold a Regional event called Campvention in April at Lake Paris. Money raised by this event is divided into eighths including the WSO.

5. NEGOTIATING COMMITTEE GUIDELINES – MEREDITH & STEVE (MA 97 NEW) Keep on old business, Meredith and Steve are revising draft.
The guidelines are to be revised to include three extra taperecorders for TEC. Keep on old business.
6. TEC ELECTION PROCESS -STEVE (November 97) Ad Hoc committee consisting of Scott, Andy, Steve and the Delegates on the TEC will come up with some different ideas and procedures. A. Eliminate all phone interviews for prospective Trustees as they exist now. If phone interview is completely unavoidable, make it through a conference call with entire committee.
Three new candidates will go into three different rooms. Each room will have three Trustees and two delegates. 27 questions will be divided into three sets. Questions and answers will be taped and destroyed after the selection is made. The above process with be implemented at the Conference with minor tweaking as needed,

Stay in touch during the year with committee chairs and encourage them to do the same;
It will be illustrated in the job descriptions.
4. WSO Financial Reports-Meredith
Much discussion. Some topics included: Need of a self-generating accounting system. Trustees would like to have a copy of the contract we have with the accounting firm. Where are the bank statements mailed? What system is in place for accounting procedures. Sharon will call Scott Stevenson and ask him to explain the Financials. The Trustees will discuss all the concerns at that time. Meredith and Scott will write detailed procedures regarding the accounting practices. The Trustees would like to receive a full Financial statement every quarter. They also discussed bringing in paid staff to reorganize the office and bring accounting standards to acceptable levels.

5. Change outgoing Trustee meeting to discussion about concepts – Charles, Walter
MOTION: ELIMINATED THE OUTGOING TRUSTEE SPEAKER MEETING. SECONDED AND PASSED UNANIMOUSLY. MOTION: RECOMMEND TO THE CONFERENCE COMMITTEE THAT THE OUTGOING TRUSTEE SPEAKER MEETING BE ELIMINATED. They discussed replacing the speaker meeting with a Concept discussion. Sharon will assign a Concept to each Trustee. It will be a written draft to be reviewed by all Trustees. Meredith has a list of things being referred to Conf Committee.

MOTION: JOB DESCRIPTION BE WRITTEN AND APPROVED BY WSOB BEFORE THE OFFICE MANAGER HAVE A VOTE ON THE WSOB. SECONDED AND PASSED Discuss with Scott Stevenson that his interpretation of the vote given without a job description in place needs to be revisited.

Now that there is an Office Manager the go through Scott rule has been suspended.

Recommend to the WSOB that the Board get a tape recorder for backup.
12. Trustee slate process – Scott
Refer to Structures and Bylaws that they add to the process that the Area be on the approval process formally and clearly for the Trustee candidate.
13. California Department of Correction meeting – Andy
Andy attended the first meeting and recommends that we continue to participate in these quarterly meetings. The goal of the committee is to make it easier for 12 Step programs to be in the prisons. The Trustees asked Andy to write an article for the NEWS GRAM about this meeting.
