Aug 30, 1996 – Day 3 – WS Conference Minutes

63. Roll call completed.

64. Quorum established.

65. First order of business is the Motion to reconsider the defeat of the approval of the minutes. This Motion was seconded, then tabled for first order of business this morning.

The Conference Committee is now requesting that this Motion be further tabled until after the Conference Committee has made their report. In other words, the Conference Committee is asking that the maker of the Motion allow a deferment of the Motion to that committee. There is no objection by the maker of the Motion.

66. MOTION 19: Effective immediately, all Motions which offer advice and direction to the World Service Board of Trustees or its related service bodies shall contain language within the body of the Motion to that effect, and that the number of votes on the Motion be properly recorded in the minutes.

MOTION FAILS. (22 abstentions)

67. The chair accepts as an order of business the Trustees slate for the Midwest Region to consider ratification.

The Midwest Regional Slate is to include:

Spencer Barton

68. MOTION 20: To ratify the slate for the Midwest Region.

THE SLATE IS RATIFIED. Five abstentions

69. MOTION 21: To rescind the Motion which approved the minutes of the 1995 World Service Conference, for the purpose of completing and adding Motions from Structures & Bylaws, which were omitted from the minutes.

MOTION PASSES. Three abstentions.

70. MOTION 22: To amend the minutes of the 1995 World Service Conference, to add the remainder of Motion number 7, from Structures & Bylaws and to include Motions 8 through 13 .

AMENDMENT: To amend the proposed minutes of the 1995 World Service Conference to include the incomplete Motions of Structures & Bylaws Committee in Motions numbered 7 through 13.

MOTION PASSES. 15 abstentions.

71. MOTION 23: To approve the amended minutes of the 1995 World Service Conference.

FRIENDLY AMENDMENT: To approve the amended minutes of the 1995 World Service Conference, with the following condition: If any question arises concerning the accuracy of these minutes, the actual tapes of the 1995 World Service Conference will control. MOTION PASSES. 1 opposition noted. 3 abstentions.

72. Hospitals & Institutions Report (Committee presented hand-out to conference members)

73. MOTION 24: To add the following language to the Cocaine Anonymous left page H&I Link: “Develop a text for the use by the C.A. Public Information Committee to add to the C.A. Web-site.”

74. MOTION 25: To limit debate.

MOTION PASSES. Clearly by 2/3. 2 abstentions.

76. Vote on Motion 24 presented by H&I.

MOTION PASSES.

77. REQUEST FOR A COUNT.

84 in favor. 27 opposed and 9 abstentions. Motion passes.

78. MOTION 26: This body to approve the 1996-97 H&I Budget of $980. (Breakdown: Telephone-$150; Postage-$120; Miscellaneous-$50; Travel/Air/Ground $400, Hotel/per diem-$260.)

MOTION PASSES. 2 oppositions. 7 abstentions.

79. MOTION 27: To suspend the rules, so that way we can go longer.

This Motion was withdrawn by its maker after clarifications.

80. MOTION 28: To suspend the rules, in order to extend the time tonight, until 10:30 so that we can complete the two committees scheduled for tonight.

MOTION FAILS. 86 in favor of suspending the rules. (2/3 needed (88))

81. MOTION 29: To suspend the rules in order to extend the time until 10:00 p.m.

MOTION PASSES. 102 in favor.

82. MOTION 30: To extend the time until 10:00 p.m.

83. CALL FOR VOTE.

PASSES. Debate now limited.

MOTION PASSES.

84. MOTION 31: To have the World Service Conference recommend that the area or district levels of Cocaine Anonymous institute and promote an H&I day, once a year, to establish a world endorsed fund raiser for H&I. The proceeds to go to your local district and area H&I Committee.

MOTION DEFEATED.

85. H&I Housekeeping matter: In the guidelines for H&I, on page 21, section B, number 4: We are making an addition to it. The addition is to include the name “wardens, sheriffs, etc. ”

86. Question the Quorum.

88. Public Information Committee Report

89. MOTION 32: To approve the C.A.W.S.O. use and distribution of C.A.W.S. Help Line Guidelines, to assist areas in setting up telephone help lines.

MOTION PASSES. Several abstentions.

90, MOTION 33: To suspend the rules, in order to make a Motion that we will end the session immediately, not to belittle our responsibility to our area. It would be better if we come back tomorrow morning at 8:00 a.m., an hour early.

AMENDMENT: To suspend the rules for the purposes of adjourning immediately and commencing the Conference tomorrow morning at 8:00 a.m.

MOTION PASSES.

91. MOTION 34: To immediately adjourn, to reconvene at 8:00 a.m. to take up the business at hand.

MOTION CARRIES. Several abstentions. We will reconvene promptly at 8:00 a.m.
