SUNDAY SEPTEMBER 1, 1991

Lucy S. opened the Conference Session with The Serenity Prayer.

Roll Call showed 8 Trustees, 4 WSO Board Officers and 73 Delegates carrying 96 votes for a total of 108 votes (Quorum = 72 votes).

Rich L. read The Twelve Traditions.

************************ CONVENTION COMMITTEE ************************

Kevin F.’s motion to APPROVE THE WS CONFERENCE CONVENTION COMMITTEE BUDGET OF $2540 ($1100-DANCE-AROUND-THE-WORLD, $400-MAILING, $100-COPYING, $500-PHONE, $440-MISCELLANEOUS) passed.

Kevin F.’s motion to APPROVE THE TEMPORARY UNIFORM BIDDING GUIDE, AS PRESENTED passed. (8th WSC Appendix Page 5-10)

  1. PAGE 7, UNDER SPENDING COMMITTEE, REPLACE THE WORDS “PAST SEUVEE WORK REQUIRED” WITH “QUALIFICATIONS”.

  3. COORDINATES SPACE REQUIREMENTS WITH THE HOTEL LIAISON.

The WSC Convention Committee’s motion to ACCEPT THE BID OF HOUSTON, TEXAS FOR THE 1993 WORLD SERVICE CONVENTION passed.

A Conference Committee motion to DELETE “IF MADE PRIOR TO THE OPENING OF THE CONFERENCE DAY” FROM STANDING RULE #6 passed. (8th WSC Appendix C Page 34)

A Conference Committee motion to APPEND “UPON REQUEST FROM THE CONFERENCE FLOOR” TO STANDING RULE #13 passed. (8th WSC Appendix C Page 35)

A Conference Committee motion to DELETE “WAYS AND MEANS TO BE AT THE CONFERENCE” FROM PART C4 OF STANDING RULE #14 passed. (8th WSC Appendix C Page 35)

A Conference Committee motion to ADD STANDING RULE #20, “H&I PANEL MEETINGS DO NOT MEET THE REQUIREMENTS OF A CA MEETING AND THEREFORE DO NOT COUNT TOWARDS MEETING TOTALS FOR THE PURPOSE OF DELEGATE APPORTIONMENT” passed. (8th WSC Appendix C Page 36)

A Conference Committee motion to ADD STANDING RULE #21, “COMMITTEE BUDGETS SUBMITTED TO THE CONFERENCE FLOOR FOR APPROVAL WILL INCLUDE THEIR SUBCOMMITTEE BUDGETS passed. (8th WSC Appendix C P. 36)

A Conference Committee motion to APPROVE THE REVISED WORLD SERVICE CONFERENCE PARLIAMENTARY PROCEDURE GUIDELINES, AS PRESENTED WITH THE FOLLOWING FIVE AMENDMENTS:

  1. DELETE “INITIALLY” FROM THE PREFACE.
  2. REPLACE “BELIEVED” WITH “BELIEVES” IN THE PREFACE.
  3. REPLACE “MUST” WITH “MAY” IN THE LAST SENTENCE OF “FRIENDLY AMENDMENT”.
  4. APPEND “(Requires Simple Majority)” TO “SUSPEND THE RULES”.
  5. APPEND ANOTHER EXAMPLE TO “SUSPEND THE RULES” WHICH READS, “EXAMPLE: I move we suspend Standing Rule #11 to allow a motion to be displayed using an overhead projector. (Requires 2/3rds majority)” passed. (8th WSC Appendix C Page 53-57)

A Conference Committee motion to REPLACE PAGE 23 OF THE WS MANUAL, A PIECE TITLED “A DELEGATE’S JOB IS DEMANDING ONE!”, WITH “WORLD SERVICE CONFERENCE DELEGATE” AS PRESENTED WITH ONE AMENDMENT, INSERT INTO NUMBER 5 THE FOLLOWING, “DELEGATES MUST BE PREPARED TO ATTEND DISTRICT, AREA AND REGIONAL SERVICE MEETINGS.” passed. (8th WSC Appendix C Page 24)

After determining that it was not necessary to include all Conference costs in the original Conference Committee budget of $16,522, a Conference Committee motion to ACCEPT THE CONFERENCE COMMITTEE BUDGET OF $425 (PHONE, COPIES, POSTAGE, ETC.) passed.

A Conference Committee motion to THAT PETITIONS FOR WORLD SERVICE CONFERENCE RECOGNITION OF NEW AREAS REQUIRE A TWO THIRDS MAJORITY passed.

A Conference Committee motion to HOLD THE 1992 WORLD SERVICE CONFERENCE FROM WEDNESDAY, SEPTEMBER 2, THROUGH SUNDAY, SEPTEMBER 6, 1992 passed.

Susan T.’s motion modified to THAT THE WSO DISCONTINUE THE PRINTING OF AN H&I PIECE TITLED, “HOSPITALS AND INSTITUTIONAL COMMITTEE OF COCAINE ANONYMOUS AND YOU passed. (WSO will continue distribution until all existing copies are gone.)

Walter J.’s motion that THE NEW PSA, DEVELOPMENT AND PRODUCTION APPROVED IN THE PI BUDGET, BE DESIGNED TO REFLECT THE DIVERSE ELEMENTS OF CA AS A WHOLE IN THE SPIRIT OF UNITY passed.

Chris P.’s motion including amendments that THE NEWCOMER KEYCHAIN BE WHITE, THE 30-DAY KEYCHAIN BE WHITE AND THE 60-DAY KEYCHAIN BE RED passed.

Darryal W.’s motion to FORM A STANDING CONFERENCE COMMITTEE, CALLED “UNITY OUTREACH COMMITTEE” passed.

Darrayl W.’s motion modified to ACCEPT THE UNITY OUTREACH COMMITTEE’S STATEMENT OF PURPOSE AS “TO ENHANCE OUR COMMUNICATION AND OUR OUTREACH IN ORDER TO UNIFY AMONG THE ELEMENTS OF THE FELLOWSHIP IN THE INTEREST OF CARRYING COCAINE ANONYMOUS MESSAGE” passed. (8th WSC .Appendix C Page 33)

Darryal W.’s motion modified to APPROVE THE UNITY OUTREACH COMMITTEE BUDGET FOR 1991/1992 OF $1000 passed.

Jim V. motion to RESCIND THE PI SUBCOMMITTEE BUDGET OF $14,600 passed. (That budget was included in a complete committee budget passed later)

Jim S.’s motion modified to EACH REGIONAL ASSEMBLY ANNUALLY SELECT TWO OR MORE UP TO FOUR CANDIDATES FOR THE WORLD SERVICE BOARD OF TRUSTEES TO FILL VACANCIES passed.

Ben L.’s motion to “Rescind S&B motion number 12, which was the three Delegates from each Area motion” was thrown off the floor by a successful MOTION TO OBJECT TO THE CONSIDERATION.

Richard W.’s motion to “that regional Trustees must be nominated by the region that they represent to serve” was thrown off the floor by a successful MOTION TO OBJECT TO THE CONSIDERATION.

Richard W.’s motion to “Bob C. shall return to the position of Trustee-At-Large per 1990 World Service Conference” was thrown off the floor by a successful MOTION TO OBJECT TO THE CONSIDERATION.

Richard W.’s motion that “the World Service Board of Trustees shall select a Trustee to represent the Pacific Southwest Region from the Trustee nominations delivered by the Pacific South Region at this 1991 World Service Conference” was thrown off the floor by a successful MOTION TO OBJECT TO THE CONSIDERATION.

Mitch B.’s motion that “the Structures and Bylaws Committee submit to the Delegates no later that 120 days prior to the 1992 World Service Conference a policy prohibiting couples or significant others from serving on or at the level of Board of Trustees or the Board of Directors at the same time” was thrown off the floor by a successful MOTION TO OBJECT TO THE CONSIDERATION.

Mitch B.’s motion “To delete paragraph 3 on page 24 of the CA Manual and replace it with the following language, ‘Delegates are to be elected to the WSC by each District, beginning with the 1993 World Service Conference. Each District shall be represented by a minimum of one Delegate vote, with each Area having a minimum of three Delegate votes'” was withdrawn.

A motion to “Suspend the Rules to make Old Business the first thing on the 1992 Agenda” failed.

The Chairperson adjourned the 8th World Service Conference with The Serenity Prayer.
