Opened with the Serenity Prayer.

Roll call, 106 votes present, 71 is the quorum requirement.

Questions entertained from Denver and Atlanta on the 1996 World Convention.

A vote was taken for the convention bid in 1996, this was done by election instead of by motion. 58 Votes for Atlanta, 40 for Denver. The 1996 convention will be held in Atlanta on the Memorial Day weekend.

Convention Committee motions continue.

Motion to accept the World Service Conference Committee Chair budget of $1400.00. Passed.

Motion to add after the statement of purpose on page 21 of the WS Convention Guide as follows: “These convention guidelines are not comprehensive and cannot cover all specific situations that might occur in the future. When questions arise that are not addressed in these guidelines, the host city sub­committee is encouraged to consult the WSC Convention Committee chair and the Trustee on that committee for guidance since many aspects of a World Service Convention have the potential to affect the fellowship as a whole.” The motion is passed after discussion on the types of things or situations that might occur.

Motion “to eliminate the financial general guidelines on page 20 of the WS Convention Guide”. (These guidelines where actually written for the group level and do not work well for running a convention.) Passed.

Motion item #6 on page 17 to read as follows: “Provide an opportunity for registrants to make a donation to sponsor newcomers registration fees on the registration form. After a motion to refer this motion back to committee and a motion to limit debate on the motion to refer back to committee, the motion to refer back to committee fails. A motion to limit debate on the motion to provide a space on the registration form to sponsor a newcomer, and a motion call a count is made, the motion referring to item 6 on page 17 passes. 65 votes for and 29 against.

Motion to add an item 14 to page 5, under chairpersons duties to read as follow’s: “Registration list to be forwarded immediately after convention to world service office, to be included in ongoing database for the purpose of promoting the following conventions”. (Note: mailing list approval box to be placed on registration forms.) After discussion and a motion to limit debate the motion about mailing lists fails.

Motion to add an item #9, to page 12 of the WSC Convention Guide, under Workshop Chairperson’s responsibility. “Cooperate with the Unity workshop and the point of that is so that the unity workshop can be at every future convention.” Passed.

Motion to add a #10, to page 12 of the WSC Convention Guide under Workshop Chairperson’s responsibility. “Cooperate with the World Service Conference Committee to produce the World Service seminar workshops.” Passed.

Motion to ” add on page 10, of the World Service Convention Guidelines, number 5, under Spending Committee to read as follows: Coordinate with the WSO on the taping of the convention. Maintain & adhere to the copy of the WSO & taping agreement. Discussion on rebates from taping companies being tradition violations and how bidding wras to be handled. Friendly amendment added to strike “and taping agreement” and make the statement “WSO taping agreement”.

Motion on page 8 of the World Service Convention Guidelines item #8 under Hotel Liaison, to read as follows: “Be sure all agreements with hotel are in writing and signed by appropriate hotel representative”. Passed.

Motion on page 8 of the World Service Convention Guidelines number 9, under Hotel Liaison, to read as follows: “Coordinate comp rooms to be used with the discretion of the convention committee. Any extra rooms will be sold at cost, Friendly amendment made to change the wording to; “the discretion of the World Service Convention Committee or World Service Trustee”. Amendment rejected. A motion to refer the motion about comp rooms back to committee is passed after a motion, call for a vote is made. The motion about comp rooms . will go back to committee and should be brought back to this conference floor for a decision.

Craig W., Dance Around the World sub-committee, presents Dance Around the World information for the conference floor.

The results of the Convention Committee elections are, Rich L., Chair, Vela C., Vice Chair, Mike C. Dance Around the World Chair, and World Service Office liaison is Kelly D.

Convention committee responds to items refereed to committee.

Added a spot in the guidelines that addresses “free” marathon meetings and that a spot be added to forms for a donation for others.

It is the committees opinion that it is against our traditions to sell “CA” stuff for personal profit. However what someone does in the privacy of their room can not be controlled, but the sale of CA merchandise by anyone but CAWS should be discouraged.

The committee suggests that you have the Dance Around the World in your Area. These moneys are the seed money for the World Conventions any money left over goes to the WSO. Please look at alternatives if dances don’t work in your area.

Conference Committee responds to items refereed to committee.

Janet T., Conference Committee Chair.

The use of a WSC Secretary from the Southern California Area was rejected. In order to receive the greatest expertise for this position the conference needs to be able to draw potential candidates from the entire conference floor.

Conference t-shirts are addressed on your questionnaire.

Other hotels will be reviewed for selection for upcoming conferences. The Raddison at Manhattan Beach has chosen not to renegotiate by making it to expensive.

Improper use of mailing list, was addressed. This list is for conference use only.

A room for 12 step meetings in the morning, will be made available for your use.

VCR instead of audio tapes, cassette tapes will still be used, a VCR audio recording will also be used.

A Macintosh computer and different software will be made available next year.

Smoke free meetings, each meeting to be autonomous. Take a vote on smoking.

The rule that the conference be held within a 50 mile radius of the wso to be refereed to Structures and Bylaws.

To have the World Service Conference at the World Convention is not feasible, to many distractions, to long a time and it would add additional expense.

Conference committee motions:

Motion to approve the dates of Wed., Aug. 31, through Sun., Sept. 4 1994 As the 11th WSC. Passed.

Motion to approve the conference committee budget of $510.00. Passed.

Motion to approve the Sheraton LAX as the sight for the 1994 WSC. After discussion on this motion a motion is made to limit debate. Passed. The cost of the hotel in ’94 is to be around $7000.00, With 10% discount of restaurants in the hotel, room rates to remain at $72.00, and a shuttle service to mall will be offered.

A motion that the WSC Chair and or the Trustees’ decide which committee decides on the 50 mile rule. (Page 48, item 7, of the World Service Manual.) Is seconded and passed. The Conference Chair with the concurrence of the Parliamentarian rules that the Conference committee will consider the question whether or not we have the conference within 50 miles of the WSO before the conference is over.

Finance Committee addresses items refereed to committee:

Dennis, Chair, Finance Committee.

In regards to charging a registration fee, please state on the questionnaire that the finance committee has provided your feed back on a this issue. The committee, itself felt that the areas were taxed and that it was a great commitment on many parts to just provide a delegate to this organization.

The cost of the Newsgram is approximately $8,000 a year. The feeling of the committee is that the service provided by the information included in the Newsgram far out weighed any affected proceeds generated from its distribution and that there will be no charge at this time.

Dennis introduces Steve L., WSO treasurer to address some issues referred to committee prior to conference session.

In regards to the question of what to do if your committee goes over budget: If your committee goes over budget and we have the money, and you have been in contact with the WSO that should not be a problem. However, if we do not have the funds you will have to stop spending until we have the money for you to continue.

The CAWS tax number may not be used for individual groups at this time, more on receiving deferrals from service charges at next years conference. You may fill out a form SS4 for your group to have service charges deferred. Check with the WSO for clarification.

Point of Order made by Ronny M. in regards to the Conference Charter. That a two thirds vote of a conference quorum shall be considered binding upon the World Service Board of Trustees and its related corporate services, etc. and that this paragraph applies to the pricing of the book.

Leading comments from Bill Z. regarding; Hazelden, NA, AA, and merchandise sales, before the question referencing the storybook and its pricing.

Hazelden recommended a price of $10.95 – $12.95 For a single book.

AA Big Book 3rd edition came out almost 20 years ago at $4.95

NA came out 17 years ago at $8.80

OA is raising their price by $5.00 to 13.95 this year.

All these prices are plus shipping and handling.

The largest source of AA and NA income is from the distribution of materials and literature over the past 10 years.

The raw cost of producing the our book is $1.38, before packaging and distribution. Type setting is not included in that cost. Editing is $2500.00. We have had 4 years of expenses to get this far. With these costs totaled the raw cost of the book is now somewhere around $4.00. (These figures are not audited or correct to the penny, but where used in the information from Bill.)

1-9 Books – $12.95 Ea.

10-27 Books – $11.65 Ea.

28-111 Books (in case lots) – $10.36 Ea.

112-251 Books – $9.07 Ea.

252 And up $8.42 Ea.

These prices where agreed upon completely by Trustees, and the WSC Finance Committee.

Questions from the conference floor about the pricing structure and Storybook

C.A. has $22,000 in a reserve account for publication of the book. $2500.00 in editing fees have been paid out of the general fund. $1200.00 also from the general fund for type setting.

Finance committee motions:

Motion to approve the budget for the World Service Office for 1994. Motion withdrawn, so that the floor could review the spreadsheet.

Motion to accept the 1994 World Conference budget of $12,123.00. Passed.

Motion to accept the World Service Office budget for 1994. After a question 207.4 and answer session on the budget as proposed a friendly amendment is added to exclude committee budgets. The motion is passed (with amendments).

Questions to the Finance committee about Tax numbers, and what happens when a 208 committee goes over budget.

Hospitals and Institutions Committee addresses items refereed to committee.

The pamphlet titled “H & I and You”, retitled to “New High From H & I”, and submitted to the LCF committee.

A pamphlet Reaching Out for H & I , was submitted to the committee from LCF, this pamphlet was rejected because this information may be included in the upcoming “H & I Workbook”.

In regards to allowing H & I meetings in hospitals to become open CA meetings, it is the committees opinion that H & I is to serve the institution, not the institution serve the H & I committee.

A sub committee was formed to write a pamphlet titled “H & I and the Correctional Facilities”, it will be ready for presentation to the 1994 conference.

Referencing the question “How to do Twelve Step calls”, the committee feels that there could be no better guide then the Chapter, “Working with Others” in the AA Bigbook, however this matter was refereed to the PI committee for further work.

H & I formats revised to reflect prayer of his or her choice as opposed to the Lord s Prayer at the end and in addition, if you wish, you may join us, was inserted as will or formats have been changed accordingly.

A H & I Newsletter has been formed.

Any requests for meetings at correctional facilities will be referred to the appropriate area and district H & I committees.

Hospitals and institutions committee motions:

Motion to accept the proposed H & I budget for 1994. Passed.

Motion to amend our statement of purpose to the following: The sole purpose of the Hospital and Institution Committee is to carry the message of Cocaine Anonymous to those confined in hospitals and institutions. Institutions served may include but not limited to correctional facilities, sanitariums, detox units, juvenile detention centers, halfway houses and shelters, either governmental or private, confinement may be voluntary or involuntary. The committee has organized under the Ninth Tradition of Cocaine Anonymous, which states; CA, as such, ought never be organized; but we may create service boards or committees directly responsible to those they serve. CA H I meetings are held at the invitation of the hospital or institution ever mindful of the admonition, cooperation, not affiliation. Passed. (This statement of purpose will be placed in the H & I Manual.)

Unity outreach committee motions:

Motion in the interest of clarity, to change the committee’s name from “Unity Outreach” committee to “C.A. Unity” conference committee. Friendly amendment added to include World Service Conference in the new name. Passed.

Motion to accept the committee’s proposed budget as follows: Mailings $250.00, Phone contact $250.00, W.S convention workshop $400.00, Travel expense $600.00 (For chair person to attend meeting), for a total of $1500.00. Passed.

Motion to approve the concept of “The 7th Tradition” pamphlet, is passed with noted opposition.

Motion to return “26 Tips for Staying Sober” to the literature approval process for revision, and after discussion and a motion to limit debate is passed, the motion to return the pamphlet to the approval process for revision is passed.

Motion to remove “How to do a 4th Step Inventory” from currently approved concepts. Passed.

Motion to approve the concept of “A Big Book Guide on How to do a 4th Step Inventory”. Passed.

Items referred to the LCF Committee.

The LCF Committee had 19 items refereed to it. 15 from the conference floor, 2 from the convention in Houston, and 2 from members of the committee. 6 Of this items where tabled. The unity pamphlet was refereed to the Unity committee. The questions of prayers, books and books to use in meetings was refereed to the trustees. The LCF committee will investigate the concept of a meditation book. Work is being done on updating Meeting formats. They are going to address a moratorium on literature rewrites. The idea of a’phone book was rejected. A piece on tradition violations was thought to be to negative in nature, however there is a piece of literature on the LCF table that may help with this.

Motion to reconsider the revision of “26 Tips”, for the purpose’ of inserting ‘Work the Steps” as number the one of the 26 tips. After discussion a motion to limit debate is passed, and the motion to reconsider fails.

Verification of quorum after returning from dinner, the quorum requirement is satisfied.

Ronny M. makes a motion to suspend the rules: To require the World Service Board of Directors to grant a 50% discount from the, $12.95 suggested list price on the CA book as a minimum discount.

The Chair rules motion 83 out of order.

Ronny appeals the chairs decision.

Vote taken on appeal. The vote is a tie, chair votes to appeal.

Jennifer C. presents the first four motions.

Motion, clarification of an Alternate Delegate election W.S. Manual page 26, change title to: Procedures for Delegate / Alternate Delegate election to Cocaine Anonymous World Service Conference. Passed.

Motion, clarify Alternate Delegate election. W.S. Manual, page 26, paragraph.7 3, add to first sentence: Delegates and Alternate Delegates are to be elected. Passed.

Motion, clarification of Alternate Delegate responsibilities and term of office. W.S. Manual, page 26, add new paragraph (4) and renumber following paragraphs accordingly:

The purpose of the Alternate Delegate is to assist the Delegate and to assume the responsibilities of the Delegate when necessary. Suggested requirements and qualifications are the same as those for Delegates. Any Alternate who replaces the Delegate at the WSC will remain on the WSC and Regional mailing list as that Area’s Delegate for the balance of the unexpired portion of the original Delegate’s term until the WSO and the Regional Trustee is informed otherwise by the Area Chairperson. Such an Alternate Delegate succeeding to a Delegate position is eligible to run for election to a full Delegate term.

Motion, clarification of participation on WSC Committees. W.S. Manual, delete page 32, 6th paragraph and add following:

Each Delegate serves on a designated.Conference Committee of his or her ora selection. It is suggested that each committee contains at least one Trustee. Any member of Cocaine Anonymous may serve and vote on any World Service Conference Committee. Non Delegates may serve as Committee Officers.

Friendly amendment offered to strike the last sentence.

Amendment accepted.

A motion to limit debate is made and passed.

Motion on clarification of participation on WSC Committees is passed.

Jay F. presents the next two motions.

Motion, definition of WSC Committee Officers. W.S. Manual, page 34, end of page, insert a new section as follows: Duties, qualifications and selection of wsc committee officers.

WSC Committee Chairperson

  1. Preside over all committee meetings.
  2. Appoint subcommittees and designate subcommittee chairs as needed.
  3. Prepare committee agenda.
  4. Delegate committee business at regional levels.
  5. Oversee all committee budgeting matters.
  6. Interact with other WSC Committees, the Trustees and WSO.
  7. Prior service of at least one year on the WSC Committee.
  8. First term is for two years, one year term at a time thereafter.

Vice Chairperson

  1. Becomes chairperson and assumes all chairperson responsibilities for balance of chair term in event of chairperson vacancy.

Secretary

  1. Keeps accurate minutes of each meeting of the WSC Committee.

The motion about the definition of the committee officers passes, with amendment.

Motion, defines the time of Committee Officer elections. W.S. Manual, page 34 at bottom add:

Each year, it is suggested that each committee nominate and select its own officers prior to presenting its motion(s) on the conference floor.

After a motion to limit debate, the main motion is voted upon and passed.

Howard J. Presents the next five motions from the Structure and Bylaws Committee.

Motion, area votes carried in person or by proxy. W.S. Manual, p.26, Paragraph 3, delete second sentence and add:

Each area shall have three (3) votes which may be carried by up to three (3) area delegates/alternate delegate in person or by proxy, as set forth in the standing rules for the Cocaine Anonymous World Service Conference.

Passed.

Motion, matching delegate registration to form. W.S. Manual, p. 35, Paragraph 5(a) after the word “Alternate Delegates,” add:

with the number of votes being carried by each           ‘

This is a standing rule and requires a 2/3 vote to pass.

Passed.

Motion, proxy procedure change (not required for alternate delegates). Delete current W.S. Manual, p. 35, Paragraph 5(b) and replace it with:

If an area desires to send its votes other than by its Delegates designated in subparagraph 5(a) above, it must send a written proxy to be submitted with the Conference Chairperson by the beginning of the World Service Conference. If, prior to the WSC, an Alternate Delegate replaces a duly designated Delegate, the Chairperson of the area shall submit a written certification of transfer form to the Conference Chairperson by the beginning of the WSC.

Friendly amendment offered to change, “with the Chairperson” to, “to the Chairperson.

Motion, clarifies Trustee participation in Regional Assemblies. W.S. Manual, 28, first paragraph under “Regional Service Assembly”, third sentence delete “World Service Trustee (or Trustees, if that Region has more than one Trustee),” and replace with:

Motion, clarifies distinction between “meeting” and “group”. W.S. Manual, p. 14, add the following sentence after the title:

A meeting is when two or more people gather together to share their experience, strength and hope with each other.

Motion, addition to qualification for World Service Office Board of Directors. W.S. Manual, p. 45, next to last paragraph, add after first sentence:

Friendly amendment offered, WSOB should not exceed 6 members, qualifications to be selected as WSO director shall include membership on a WSO Committee, or prior Area or District Service Committee.

Friendly amendment offered, to change the word “shall” to “may” so as not to be a mandatory requirement.

Friendly amendment offered, The WSOB shall consist of: (those individuals as listed in the manual.)

The new paragraph to read (with accepted amendments in place):

WSOB should not exceed 6 members. Qualifications to be selected as WSO Director shall include membership on a WSO Committee, or prior Area or District Service Committee. The WSOB shall consist of the following members: Chairperson, Vice Chair, Secretary, Treasurer, and Directors At Large.

Motion, disqualification of WSO Trustee acting more than temporarily as WSOB Chairperson. W.S. Manual, p. 47, insert as third paragraph:

The WSO Trustee shall not concurrently serve as Chairperson of the WSOB except on a temporary basis, not to exceed 120 days.

Motion, WSOB eligibility for WSO Trustee position. W.S. Manual, p. 44 delete paragraph 1,-and replace it with:

All members serving on the WSOB may be considered as candidates for any World Service Office Trustee vacancy.

Motion, WSOB term of office. W.S. Manual, p. 47, delete the second paragraph

and add the following:

Each WSOB member shall serve a two-year term and shall be subject to an annual ratification by the WSOB and WSOBD on the anniversary date of the member’s election. No member shall serve more than three consecutive terms. The WSO Trustee shall not serve more than four consecutive years on the WSOBD. All actions regarding WSOB terms, nominations and elections shall be reflected in the WSOB minutes.

Discussion from the floor about who qualifies for a WSOB position, how long they should stay and how long it takes to understand what needs to be done as a WSOB member.

An appeal from the floor to challenge the chairs decision to limit debate.

Chair withdraws decision to limit debate.

Discussion continues, with a two minute limit for each person.

After a motion to limit debate is passed, the motion regarding WSOB terms of office is passed.

Motion, WSO Manager vote. W.S. Manual, p. 35, Paragraph 1, first sentence add after the words “world service office directors”, the words:

World Service Office Manager

After a motion to limit debate is passed, the motion to give the WSO Manager a vote at the WSC is passed.

Because of some of the actions taken previously some housecleaning is needed in the manual, removal of duplication re: WSOT term of office. W.S. Manual, p. 41, under “World Service Office Trustee”, delete the remainder of the sentence after the word “Directors.”

Motion, to change the Trustee term of office. W.S. Manual, p.43, Add to the  title “Trustee Nominee selection and election process”, the words “and Trustee terms”. Add to the last sentence of the first paragraph, the following:

The term of such Trustee shall commence immediately following the close of the WSC at which that Trustee was selected as Trustee for a term expiring at the end of the fourth successive conference. No Trustee shall serve two consecutive terms.

After some discussion on this motion, a motion to limit debate is made and passed. A vote is taken on the motion to change the Trustee term of office and it is also passed.

Brian N. gives notice of intent to rescind motion 107 during Sundays business.

Chair asks for a motion to adjourn, and a motion is made. The motion to adjourn is seconded and debate about adjournment begins. A motion to limit debate is made and passed. The motion to adjourn fails, and after some further discussion a motion to suspend the rules to continue the session until 11:00 pm is made and passed.

Motion, additional duties of Regional Trustee: W.S. Manual, p. 29, second paragraph under election of Trustee candidates, delete the second paragraph (identical to the first paragraph) and replace with the following, at the end of the first paragraph:

Where possible the Region should also elect first and second alternate candidates.

The Trustee from the Region shall maintain continuous contact with

the Areas during the election process and monitor the status of candidates in order to act accordingly if a candidate becomes “unqualified” or withdraws from candidacy. If a nominee candidate is not present at the Regional Assembly the candidate shall be contacted and candidacy confirmed within 7 days of the assembly. The Regional Trustee must submit names of the candidates to the Trustee election committee within 15 days after the Regional Assembly.

Motion, to clarify Trustee qualifications: W.S. Manual, p. 42, item #4 – add to the end of the sentence the following:

At the time of the election to the Regional slate.

A motion to limit debate is made and passed. The vote is taken on the motion clarifying Trustee qualifications. The motion carries.

Motion, to clarify trustee qualifications, part II: W.S. Manual, p. 42, item #6 – delete the sentence and replace with the following:

Has to have served as a voting member or committee chair at a prior WSC.

Passed.

Motion, emergency Regional slate: W.S. Manual, p. 43, second paragraph, add 278 the following paragraph:

If a Region has followed the Regional election process and at the time of the conference does not have a minimum slate, then the Delegates at the Conference from the Region can select sufficient candidates to satisfy the minimum slate.

Passed.

Motion, approval of Regional slate at WSC: W.S. Manual, p. 43, fourth paragraph, add to the end of the paragraph the following:

Each Regional slate shall be presented for approval by a single vote of the conference. If there is an objection to the slate or any individual on the slate than each individual on the slate will be considered separately.

A friendly amendment is offered and accepted to change the word than to then, in the third line. Main motion passes. (The fact that this motion is passed is not reflected in the transcripts, but is reflected in the real time minutes.

Motion, add C.A. Unity Committee as an Area and District committee. W.S. Manual, p.24, add as a suggested Area and District committee the “CA Unity Committee”, utilizing the same description as stated in paragraph #8 pg. 34.

Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A. Area Archivist, Online International Area (formerly the OSA) Archivist and the Online Recovery Area Archivist.
