This past quarter, I saw an exceptionally larger volume of online work than in the past. The care and the attention from the board is very much appreciated. Board to Board meeting is tomorrow. We need to be at the World Service Office by 11:30 a.m. I have posted the agenda for tomorrow’s meeting. We will have the International DAL’s on a conference call participating in the meeting tomorrow. We will spend some time in the morning to review the agenda.

Jason discussed the Long Term Planning meetings that were held at the 1st European Regional Convention and the WS Convention in Montreal. Discussed in length the LTP Project Chart and regional boundaries map. The TAL’s will provide outreach to the members that requested starter kits outside of the Regional Trustees boundaries. We receive starter kit request from Mexico, South America, Bali, South Africa and Thailand. WSBT members volunteered to take the lead on projects on the LTP Project chart. There will be a conference call on January 6, 2019 at 9:00 a.m. PDT.
OLD BUSINESS
• Need for translation and proofing of Service materials and pamphlets (Jason/Kevin)
Holland is translating the World Service Manual. There is a big need for translation. Sarah is dealing with a lot of non-English speaking Areas. She said that maybe the Areas will pay for their translations.

There was a conference call to discuss a revised draft of the Trustee at Large responsibilities. It was suggested not to create another WSBT sub-committee.

Motion made to accept the revised TAL responsibilities document as presented. Seconded. Friendly amendment to strike everywhere that Awareness & Communication appears and add WSBT External Communication. Motion passes.

Wade will make the revisions.
• Correspondence Tracking (Wade/Vanessa)
Wade put together a draft for a correspondence log and tracking system. Jason asked Wade if he would accept an amendment and add a tracker to the year, date and month on the correspondence log for i.e. 1812-01, 1812-02, and 1812-03. Wade added this to the correspondence log. Kevin suggested another tracking system called WordPress. It is a tracking system that would allow us to go back even years from now to review correspondences. Kevin was asked to create a tracking system for the WSBT in WordPress.
MOTION:
Motion made that we adopt the WSBT Correspondence Log and tracking system as proposed. Seconded. Motion passes unanimously.
The secretary can create a yearly folder for the correspondence log and tracking system for 2018 and 2019.
NEW BUSINESS
• 5th Concept Statement from WSCC (see attached)
Executive Session
MOTION:
Motion made to respond to the two new hotel contracts with “Thank you for your efforts. The WSBT has determined that we are not prepared to consider contracts for 2022 and 2023 at this time for policy and financial reasons. Seconded. Motion passed.
Vanessa will respond for the WSBT. She is the lead Trustee on the WSCC.
• Area Convention Shares. Are we as trustees responsible for what is being aired at Area level.? (Sarah)
Areas are advised to seek Regional Trustee’s approval of certain content on Area Websites, as per page 10 of the WSCITC Workbook & Guidelines. Pages 6 and 7 of the WSCITC Guidelines provides further guidance about websites.
• As financial planners for Cocaine Anonymous do we as WSB Trustees
take some responsibility as well as WSOB for conventions/ conferences. (Sarah) (Lengthy discussion)
Discussed WS Convention in Montreal. Reviewed the upcoming 2019 WS Convention in Sweden. Some additional ideas were discussed. Sweden has a timeline and are very close to making their room block. The Regional Trustee will give regular updates to the WSBT.

MOTION:
Motion made that the WSBT make-up an ad hoc committee to develop a document to present to the board regarding safety in the rooms. Seconded. Motion passed.
• Hold Q12019 Quarterly by conference call (Jeannette/Yvette/Kerry)
Jeannette stated that we have conducted our business well online and on conference calls. In reviewing our financial situation, we need to consider not having a face to face meeting for our Q1 2019 Trustee Quarterly meeting.
WSBT discussed that this could save the fellowship money. The four to five hotel rooms can rollover to the WS Conference without a financial effect on the fellowship with the Sheraton Gateway Hotel.
The Q1 2019 Trustee Quarterly Meeting Conference Call should be broken up into (2 or more) 3-hour phone calls over the weekend. We will use Go to Meeting.
MOTION:
Motion made to test the videoconference call on January 6th LTP Sub-Committee Meeting Conference and if it is successful then we will do a video conference call for the Q1 2019 Trustee Quarterly Meeting in March. Seconded. Motion failed.
MOTION:
Motion made to eliminate the Q1 2019 face to face meeting. Seconded. Motion passes unanimously.
Jeannette proposed to have two conference calls one on Saturday, March 2nd and one on Sunday, March 3rd. We will start our meeting at 8:30 a.m. tomorrow and work on a response. After, that we will do our inventory.

Sarah was nominated. There were no other nominations or volunteers. nominations closed.

Please consider removing the name Back to Basic or B2B from meeting names and meeting lists because it refers to an organization outside of CA that sells books and give consultations that we CA should not endorse as per our 6th Tradition.
Kevin-WSBT 2018-2 From Cynthia C. Washington State Area (In-Conference)
As the guardians of the Twelve Traditions, I would appreciate your weighing in on Referral S&B 2017-15 regarding the process to change the Steps or Traditions. A lengthier referral was also submitted to S&B, but I believe there is a critical first question to be answered: 1 Does the existing language in the first paragraph of Article 4 of the Charter set a threshold of 3/4 of the C.A. Groups known to exist, or only those Groups voting as stated in the referral? Other thresholds in the WSM are explicit, as in further down in section 4 (“a three-quarters vote of all the voting Conference members registered and present”) and the TEC process (“Abstentions will not be considered a vote, and the election will be affirmed by two-thirds of the voting members”). For a decision of this magnitude, I believe the existing language should be construed literally to mean three-quarters of *the* C.A. groups, not just those voting. It seems to me that anything less would not provide the group conscience originally envisioned when the Charter was drafted. Thank you for your consideration.

C.A. is not accessible to those addicts with disabilities who need available technology to interact with the world around them. Although addiction could be seen as a disability on its own, we are neglecting those with sight, sound and mobility challenges on our website, thereby not fulfilling our primary purpose. The OSA website faces these same issues.

I am writing to enquire if CA has any disclaimer policy (e.g. if a member shares their story and that story is now available online or on any Social Media platform) does CA request that that member sign a disclaimer to say it is then the property of CA?
We would be very grateful if you are able to share CA’s experience in this area.

A sponsee has started a meeting in his house.
The meeting started with 2/3people a few weeks ago.
The 2nd week there were 6 people at the last meeting earlier this week. There was 10 people. Its establishing itself as a healthy strong meeting of CA.
When going to list the meeting on the CA website. He is told he is breaking traditions by having the meeting in his house. By his area webmaster and other area delegates. And therefor it cannot and will not be listed.
This has raised me curious. As me personally I have seen and heard of many CA meetings started in peoples homes. My sponser tells me there is nothing wrong with it. A few other strong long time members also re: assure me too.
However i would like the facts straight from CA world Services as soon as possible Please.

Meetings have been happening in the homes of members since 1935, according to AA’s history. Our WSM states:
DEFINITION OF A COCAINE ANONYMOUS “GROUP”
A meeting is when two or more people gather together to share their experience, strength and hope with each other.
A meeting may call itself a C.A. Group when:
1. The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances.
2. It is fully self-supporting.
3. Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
4. It has no outside affiliations.
5. It has no opinion on outside issues.
6. Its public relations policy is based on attraction rather than promotion.
THE C.A. GROUP
The basic unit in C.A. is the local Group, which is autonomous except in matters affecting other Groups or C.A. as a whole. The Group has but one primary purpose, which is to help others to recover through the suggested Twelve Steps. Each Group is self-supporting through its own contributions. As the Twelve Steps are our guide to recovery, the Twelve Traditions are our guide to Group unity, growth and discipline. Thank you again for your inquiry. This question is a very good one. As a general rule, no one has the authority to reproduce C.A. copyright protected literature without prior written permission from Cocaine Anonymous World Service Office, Inc. However, exceptions to this general rule are necessitated given the spiritual structure of the Cocaine Anonymous fellowship. Specifically, your inquiry addresses the relationship between C.A. groups and the various service committees organized to serve those groups.

Attention to the nature of this relationship guides our response. Cocaine Anonymous groups and C.A. service committees (areas and districts) formed to serve those groups have the authority to reproduce C.A. literature given the following considerations:
1. That the reproduction be used for purposes of discussion and for furthering the primary purpose of carrying the message to addict who still suffers.
2. The reproduced literature should be distributed only within that group.
3. The text of the reproduced literature should not be altered in any way.
4. The copyright for the item being reproduced should be affixed to the copy and be noted as “Copyright (first
year of publication), Cocaine Anonymous World Services, Inc. Reprinted by permission. All rights reserved.” Specifically, in response to your question, as relates to C.A. books, the entire text should never be entirely reproduced at one time. Further, a reprint should never exceed 25% of the original publication. With these considerations in mind, an area web page is within its authority to reprint one page a day of the C.A. book A Quiet Peace.
Please keep in mind that sales of literature are an important source of revenue for supporting the CAWSO, Inc. operations and many groups are aware that their purchase of these materials is important in contributing to the purpose of carrying the message to the addict who still suffers thus aiding in the fellowship efforts to achieve unity.

My Name is Nuri and I am a member of CA Germany in Frankfurt.
We opened a new meeting which is taking place in the house of a CA Member. We asked our Area to register it on the Meeting List but they say they can’t do it yet because they don’t know if Meetings in private rooms can be listed and they have to check that. Can you please tell if in the Service Manual or somewhere else there is a rule that Meetings in private rooms can not be listed?
Our aim is to grow and we started a new meeting in a private house but we want to move in a official room as soon as we have found one.

I am an active member of CA from the Netherlands. And I have a question about conducting an Area meeting via Skype. The purpose of the meeting is to vote on a number of candidates, so in fact it is an election of persons as candidates to be presented to “a board consisting of the Trustee of the region, the WSCCC Chairperson, Vice-Chairperson and Secretary(ies)”. My question is what the CA guidelines as per the CA World Service Manual and other relevant documents suggest for such an election of persons, in this cases as candidates and not in service positions as part of the Area service committee of CA Holland.
Our Area guidelines suggest any election of persons should be conducted in a face-to-face meeting.

The World Service Board of Trustees, Cocaine Anonymous would like to thank you for your inquiry regarding this issue. As far as the Area meeting via skype is concerned, we find no problem with this format, as there are On-Line meetings and many committees hold their committee meetings via Skype or platforms such as GoToMeeting. If your area guidelines suggest a face to face meeting regarding elections they should be followed. If there is sufficient cause for an accommodation you may need to amend the guidelines or suspend the rules on this occasion.

a meeting because its started in a private home. and wants to talk about it at and get it voted at next area meeting.
My understanding is its not a discussion for Area.

By not recognizing and listing the Meeting is this not breaking traditions and harming C.A. ?

To answer your first question
1) Would starting a meeting in a home, harm any other C.A. groups. or C.A. as a whole.
If you refer to (WSM, page16) “ DEFINITION OF A COCAINE ANONYMOUS “GROUP””
A meeting is when two or more people gather together to share their experience, strength and hope with each other. A meeting may call itself a C.A. Group when:
1. The only requirement for membership is a desire to stop using cocaine and all mind-altering substances.

2. It is fully self-supporting.
3. Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
4. It has no outside affiliations.
5. It has no opinion on outside issues.
6. Its public relations policy is based on attraction rather than promotion
THE C.A. GROUP The basic unit in C.A. is the local Group, which is autonomous except in matters affecting other Groups or C.A. as a whole. The Group has but one primary purpose, which is to help others to recover through the suggested Twelve Steps. Each Group is self-supporting through its own contributions. As the Twelve Steps are our guide to recovery, the Twelve Traditions are our guide to Group unity, growth and discipline. Its members maintain their personal anonymity at the level of press, radio, television and films.
The importance of the Group, what it constitutes and its functions cannot be stressed enough. Maintenance of our recovery depends on the sharing of our experience, strength and hope with each other, thus helping us to identify and understand the nature of our disease.
Most addicts in C.A. achieve and sustain their recovery as a result of their participation in the activities of the Group. The Group is the heart of Cocaine Anonymous and it is vital to the new member. It is equally important to those who have achieved recovery as a result of the program. They may continue to participate and receive assistance from the Group. The Group’s total responsibility is perhaps best expressed by the First Tradition:
“Our common welfare should come first; personal recovery depends upon C.A. unity.”
Most meetings follow a more or less set format, although distinctive variations have developed. It is our experience that many meetings begin or end with some form of prayer. While each C.A. group is autonomous, and adopts its own format, C.A. as such never endorses, opposes or affiliates, expressed or implied, with any sect, denomination, politics, organization or institution. A leader describes the C.A. program briefly for the benefit of the newcomers, and then turns the meeting over to a speaker or to participation.
Sometime during the meeting, there is usually a period for C.A. related announcements of interest to the meeting. A collection is taken to cover rent, literature and chips, refreshments C.A. World Service Manual 2018 Edition 17 and contributions to the District, Area and World Service Office as per the 7th Tradition.
Many groups hold a business meeting monthly or at other intervals to discuss such items as: group finances, distribution of 7th Tradition, meeting format, election of trusted servants, etc. It is suggested that records be kept of group business meeting decisions. Each group is autonomous, and the group conscience decides how business meetings may be conducted.
Those attending meetings are reminded that any opinions or interpretations they may hear are solely those of the speaker or participant involved. All members are free to interpret the recovery program in their own terms, but none can speak for the local Group or C.A. as a whole.
If the individuals or group take their own “collective conscience “to determine whether they are a C.A. group or not, they will clearly have the answer they seek.
With regards to the 2nd question
2) Does an area have authority over listing this group started in a home on its website or not?
Again, each Area is autonomous and is at liberty to decide for itself with regards to the meeting list.

Thank you for your inquiry in this matter. First, groups are not required to send memorabilia they create when using the C.A. logo and registered trademarks to the World Service Office. The only time this request is made is when an area is hosting the World Service Convention. Though a group may choose to send the memorabilia they create using the C.A. logo and registered trademarks to the World Service Office, it’s not a requirement. As per the Statement of Policy on page 13 of the World Service Manual (points A & B specifically):
STATEMENT OF POLICY
Who may use the name “COCAINE ANONYMOUS,” the block letters “CA,” the official COCAINE ANONYMOUS LOGO* (hereinafter “logo”), future variations of the logo, the book titles: “A QUIET PEACE”, “HOPE, FAITH & COURAGE II,” “HOPE, FAITH & COURAGE: STORIES FROM THE FELLOWSHIP OF COCAINE ANONYMOUS,” and the motto “WE’RE HERE AND WE’RE FREE:”
A. Cocaine Anonymous “Group” as defined herein, for its function of organizing and operating a regularly scheduled C.A. meeting. A C.A. Group may not use the name, letters or logo for any other purpose (including without limitation, dances, conventions, memorabilia, or fund raising events) without the prior written consent of its Area/District Chairperson after a vote taken by the Area/District Service Committee.
B. A C.A. District/Area has the ability to delegate the use of the C.A. name and/or logo on memorabilia. Proper discussion at the Area/District service committee meeting shall be part of the process.
By following this process an Area/District Service Committee should decide for itself what is an appropriate theme and logo when using the C.A. logo and registered trademarks.
