The regular quarterly meeting of CA WORLD SERVICE BOARD OF TRUSTEES, at the Red Lion Hotel was called to order at 7:15 PM.

  3. Trustee election – all voting done by secret ballot including ratification’s (TEC). Trustee election process – Scott
  4. Eliminate all phone interviews for prospective trustees as they exist now. If phone interview is completely unavoidable, make it through a conference call with the entire committee. (TEC).
  5. Provide a letter to the fellowship that states it is illegal to use the CA logo to make money. Clarify use of CA logo by areas. (Legal Committee)
  6. What are legal rights of copyright infringements for on-line use of CA Logo and copyrighted literature by third parties, “what constitutes fair use?” Meredith via PI Conf. Committee.

2. TRUSTEE FINANCE COMMITTEE – SUSAN & SCOTT

Took existing budget and increased it by 50% to accommodate change in six month budgeting schedule. This is a one time timeline budget adjustment, changing to fiscal year.

Joe spoke with Tom Spokes, the new chair and found they are trying to get ready for the December mailing.

4. WS CONVENTION COMMITTEE

A. DENVER ’97 – STEVE The final net is $30,388.74

IRVINE 1998 – JOE

Registration forms are done and going out to the outreach people, Trustees and the December mailing. They have had two fund-raisers so far: men’s retreat and upcoming women’s retreat.

C. MILWAUKEE 1999- SCOTT

All key positions are filled, fund-raisers are happening and T-shirts are done. The committee meets monthly and everything is going along on schedule.

D. PHOENIX 2000 – STEVE

Burton has been elected as chair. He is collecting resumes for Vice-Chair, Treasurer, Secretary, Hotel Liaison. The steering committee should be in place by the first of the year. Members from all over the Area are submitting resumes, so the mix should be representative of the Area.

5. WSC CHIP, LITERATURE, FORMAT COMMITTEE – SHARON

The following pieces are in various stages:

Anonymity: Ready to go to the Trustees

Group Inventory: Sub-committee is still working on this piece. It should be ready to the Trustees by their February meeting.

The 12 Traditions: Ready to go to the Trustees.

The 4th Step Guide: The committee voted to remove from the Literature Approval Process.

Helpline Guidelines: A sub-committee was formed and this will be worked on as two –Dealing with Helpline Volunteers and Actual Helpline System Information.

Youth in Recovery: A sub-committee is going to interview young people in recovery and get their feedback about what they would like in a piece. They currently have six possible titles and will poll the youth about these.

Storybook Process: Chris P. Will work on this.

Unity Piece: The Unity Committee asked the Literature committee to look at this which they did, made a few suggestions, and will give to the Trustees.

Storybook Sub-Comm. The Literature committee was asked by the Trustees to look into the possibility of a second edition. The committee voted to form and Ad-Hoc book committee to investigate the possible publication of the second edition. This Ad-Hoc committee will look into the cost, how often we want to update the book, how often we want to add new literature to it and the possibility of adding or removing stories.

  1. WSC PUBLIC INFORMATION COMMITTEE – MEREDITH

Items pending: 1. Beginning reading and digesting all the PI material that is WSC approved. 2. Review WEB email meeting loop. No contact with the committee since the Conference.

  1. WSC STRUCTURE AND BYLAWS – ANDY

The committee has update 1995 WS Manual to 1996. The motions have been collected form the Conference through Saturday and changes made to the Manual. Those changes have been mailed to the members of the committee for review. They are now waiting for the transcripts prior to making final changes to the WS Manual file and sending it to the WSO for distribution. The committee hopes to have this done for the December mailing, but since they are awaiting the transcripts still, it may not happen.

  1. WSC HOSPITALS AND INSTITUTIONS – WALTER

Walter spoke with the committee and found things a little slow at this time. The committee was able to cover everything on its agenda at the Conference. There will be a committee meeting at the WS Convention. Efforts are being made to keep ongoing contact with committee members.

  1. WSC UNITY COMMITTEE – STEVE

Steve has attended a few Unity days. Steve was told in a limited response that the World Unity day was well received, and most people enjoyed a day when finances were not the focus.

  1. WSC CONFERENCE COMMITTEE – CHARLES, MEREDITH

The delegate phone list has been updated. Working with committee regarding standard form for Conference Committee minutes and motions,

  1. TRUSTEE ELECTION COMMITTEE – STEVE

Southwest: Selected Jay Finsilver and Steve Sullivan to the Trustee at Large slate with Diane Dick the only other candidate to receive 2/3 ratification.

Pacific South: Have not held their elections yet.

  1. TRUSTEE NEGOTIATION COMMITTEE – MEREDITH, SHARON

The 1998 Conference site hotel contract was signed, with the Red Lion in Culver City.

  1. Began final negotiations with Convention 1999 Hotel.
  2. Work with Steve re. Closed bid format suggestions for Conference Committee.
  3. Finalize Negotiating Committee guidelines.
  4. Research for TV and video equipment for 1998 Conference.

13. TRUSTEE ORIENTATION COMMITTEE – STEVE

Welcoming of the new Trustees to extend to at least until the first WSBT meeting.

The theme of service has been selected for the next four issues. Andy will now get a rough draft of the NEWSGRAM a few days before the WSO meeting that NEWSGRAM is discussed before printing.

Sharon went to Toronto, Canada for their first Convention, where about 100-120 people attended. Sharon did two workshops about the WSO and WSBT bringing answers to questions. The exact questions were reviewed with the other Trustees.

  1. WORLD SERVICE OFFICE TRUSTEE — SUSAN

PROJECTS COMPLETED:

  • Newsgram
  • Third quarter Financials, sent to the accountant
  • We are in good standing with the Franchise Tax Board
  • AA service manual are ordered

PROJECTS PENDING:

  • New phone system, still on hold
  • Kevin and KD are working on correcting Spanish Literature.
  • Montreal/French World Service Manual on hold
  • CAWS 1998 bank accounts are done. KD has talked to the Chair about insurance coverage. They will discuss this in more detail as events are planned.
  • CAWS 1999 bank accounts are open. Information about doing business in the state of Wisconsin is still be gathered.

FYI:

  • CAWS 1998 Registration forms should be ready by November 1, 1997. (Ready at this meeting).
  • CAWS, INC. Is financially inactive and therefore does not need to file a return but once every ten years,
  • The printer the WSO has been using has sold his business. KD will monitor the situation.
  • The typesetter of the Newsgram doubled his prices, so a new one is being used.
  • KD is researching new copiers for the office.
  • An overpayment of $368.15 made to the Manhatten Beach Hotel was returned.

  1. Review and provide a summary of all motions made at Trustee Quarterly Meetings.
  2. Review of Non-Profit status request. The company at issue is a Southern California company called “Center for Nonprofit Management in So. California”.
  3. Working with England regarding World Service questions, London is experiencing growing pains. The delegate has moved to Bournemouth and now wants to district London. The London area does not know how to proceed to accomplish this. The London area has been contacted about getting starter kits by people in Italy and Germany. According to the Area chair it seems as if London is looked to as a sort of central office as they have the biggest meeting area in Europe so far. More communication and responses needed.
  4. Review Trustee operating manual and job descriptions are in process.

Work has begun on reviving the Area convention as well as, forming districts. Area business meetings are on the first Wednesday of the month and officer elections are to be held at the November meeting. GA monthly newsletter is still alive and work continues on promoting unity in the area.

They are currently working on a 1998 Area Convention to be held in Alexandria. ASC is working to incorporate the Area. There was a reduction in the Area meeting count, due in part to a Baton Rouge group that met twice daily cutting 50% of its meetings after relocating.

They held their Area Convention (Serenity in the South) on Labor Day weekend and had a good turnout. Tuscaloosa had a 9 year anniversary function on October 19, 1997. They have a bid in for the 1998 Regional Convention to be held April 22-25 1999 in Gulf Shores at a beach resort. They are trying to coordinated a Unity Day function with Georgia and are working to bring outlying groups into the fold.

Walter spoke with Pauline and learned they are struggling to keep the doors open on their 4 meetings in Gulfport. They need World Service Manuals. They keep in touch with Pensacola and Mobile but have no contact with the northern part of the state.

  1. ATLANTIC NORTH TRUSTEE – CHARLES EASTERN CANADA

The Area is doing fine with strong membership and support throughout. Plans are being made for the District One Convention on November 14-16, 1997. Charles will be attending. They were not able to send a delegate to the Regional meeting but will be in attendance at the WS C Convention. Montreal will be working closely with Ottawa and support them in their growth.

TORONTO

New York hosted the Regional Assembly in October. This was the first time it has been held in the fall instead of spring. The New York winter Convention is in the planning stages, as well as the annual summer Convention in July.

The Illinois Area Convention Committee had decided to change the date of the 1999 Unity Convention to sometime in March. This decision was made to prevent convention burnout with the World Convention being held in Milwaukee in 1999/

9. PACIFIC SOUTH TRUSTEE – JOE

There are eight areas in the Pacific South.

1) Los Angeles

There are approximately 60 H&I panels in the greater LA area.

Service positions of H&I Chair, Activities Chair, PI Chair are open as of 10/31/97. Delegates:  MaryU., Ron H., Marvin,  David C.

The Area is holding a 15th anniversary celebration dance November 29. Ticket sales for the event are going well. The area has made the last of three payments returning the $9000.00 donation.

2) Orange County

There are 60 H&I panels and now has two in the State Prison System. There are 33 meetings held throughout the week form South to North county. The Area had made a new effort to spread the message through the use of Public Information. They have PSAs on five local cable companies throughout the County. They have been invited to speak at four of the five school districts in Orange County.

The area is very involved in the planning of the 1998 World Convention and the fundraising for it. The area is still planning its celebration for November, and is much involved in the planning and attendance of Campvention 98.

H&I now has 4 panels serving the Area. PI is working on a radio spot. There are 22 meetings in the Area. Nevada was voted in as an Area at the last Conference. They have come all the way to Long Beach for the INTERAREA meetings. The Region voted to include them in the proceeds of last years Campvention.

INTERAREA

They meet every two months in the city of Long Beach. Each of the 8 Areas send an elected representative to attend and exchange information. They hold a Regional event called Campvention in April at Lake Paris. Money raised by this event is divided into eighths including the WSO. The invited guest for the next meeting are the Structure and Bylaws chairs.

  1. Provide a letter to the fellowship that states it is illegal to use the CA logo to make money. Clarify use of CA logo by areas. (Legal Committee)

  1. What are legal rights of copyright infringements for on-line use of CA Logo and copyrighted literature by third parties, “what constitutes fair use?” Meredith via PI Conf. Committee.
