Proposed Minutes: 9th WS Conference (1992)

Wednesday, September 2, 1992

Lucy Snider, the Conference Chairperson, opened the Ninth World Service Conference with a moment of silence and The Serenity Prayer.

Gary from Ohio read The Twelve Traditions,

Kandy B. from Pasadena, California read The Twelve Concepts of Service.

Formal Roll Call revealed 77 Delegates carrying 100 votes, 7 Trustees, 4 WSO Officers and 4 non-Delegate Conference Committee Chairpersons (w/1 vote @). The vote total was 115 with 77 votes being the quorum requirement.

Ronny M.’s motion to “suspend the rules in order to consider a motion banning smoking on the Conference floor” failed.

During the process to select a replacement Conference Vice-Chair, 4 candidates were nominated, 2 votes reduced the candidates to Heidi Jonathan and Jennifer Cole, a motion TO SUSPEND THE RULES TO CONSIDER CHANGING THE STANDING RULE PROHIBITING CONFERENCE OFFICERS FROM VOTING passed, a motion was made to “allow Jennifer to vote as Vice-Chair just this year in 1992”, and there was an unsuccessful motion to appeal the Chairperson’s ruling on the nature of the motion to suspend the rules. The final result was that HEIDI WAS CHOSEN TO SERVE AS THE 1992 CONFERENCE VICE-CHAIR.

Bob Steele requested recognition of the Austin (Texas) Area at the WS Conference, (Bob was later recognized as a voting member of the Texas Delegation.)

TRUSTEE REPORTS

Bill Zimmerman, in his World Service Office Trustee’s report, explained the role of the Trustees in the CA service structure, and how and when the Trustee meetings are held.

Lee Arter, in his Pacific South Region Trustee report, described his attending the WSO Board meetings, service on the WSO PI committee, his region’s activities and explained that he will be replacing H. Lee Slavin on the WSC H&I committee.

Mike Pine, Pacific North Region Trustee, reported that he will be moving from the Literature, Chips and Formats committee to the Public Information committee.

Craig Harris, Midwest Region Trustee, reported his activities on the WSC Finance committee and the revival of the Trustees Finance committee.

Jim Scott, Atlantic North Region Trustee, reported on the districting activities in the New York area, the growth in the region, and his moving from the Convention committee to the CA Storybook subcommittee.

Debbie Harris, Trustee-At-Large. reported on international contacts and meeting growth in London and Paris, on responses received from her “Trustee’s newsletter” effort, on her Trustee’s archives organization efforts, her activities with the PSA subcommittee of the Literature, Chips and Formats committee, and her work on the Trustee Nominating committee.

Bob Campbell, World Service Trustee, reported on his activities with the WSO, WSO legal activities and his work with the WSC Structure and Bylaws committee.

Bill Zimmerman, continuing his Trustee report, summarized the current Trustees rotation scheme (see chart on page 6), explained the Trustee’s procedure for responding to traditions questions and responded to questions from the floor.

Jonathan Davidson asked about a rumored ’’contingency” or “minority” Trustee position. Bill Z.’s response was that it had been discussed by the Trustees but no action had been taken and that the question had already been referred to the Structure and Bylaws committee.

WORLD SERVICE OFFICE REPORTS

Brian North introduced Carrie Calderone, the WSO Secretary, and Jerry Lischke, the WSO Director who gave brief reports. Brian explained that Neil Berlinsky would be assembling a World CA Directory and urged areas to send him current meeting schedules by Thanksgiving.

Brian North, WSO Chairperson, reported on WSO activities to reduce literature and chip order backlogs, the publishing of 3 new pieces of literature (“And All Mind- Altering Substances”, “Suggestions for Relapse Prevention and Recovery” and “What is C.A.?”), the Conference expense reimbursement procedure, the WSO address change, and encouraged members to submit items for the Newsgram.

COMMITTEE REPORTS

Burton Cagen, Conference committee chairperson, asked that all requests for special services from the hotel be directed to him as the Conference hotel liaison.

In response to questions from Melvin Mercer, Leon Mason and others, it was explained that currently there were no limits on the length or number of terms WSO Board members may serve, that Bill Zimmerman’s term as a member of the WSO Board had been extended by the Trustees, that the Trustees had voted to extend his term as Chairperson of the Trustees and that the Structure and Bylaws committee would be suggesting term limits and procedures for replacement of WSO Board members later at the Conference.

Chris Phillips, Literature. Chins and Formats committee chairperson, explained the classes of literature that LCF deals with and introduced Amy Blumenfield who gave the Storybook subcommittee report. Amy explained the history of the storybook, the procedures used to review and select the stories, that 28 stories (representing 11 states) had been selected from 158 stories submitted and the current status of the book (should be available by next year).

Tom Tabet, Structures and Bylaws committee chairperson, reported on the initial history of the CA service structure, how the committee does its work, previewed some of the work that his committee was going to present, requested updated Area boundaries and requested input from Conference members.

Susan Turnbull, Hospitals and Institutions committee chairperson, explained the purpose of the H&I committee and described their activities during the past year.

The Chairperson closed the Conference session with The Lord’s Prayer.
