Note – Due to issues experienced with the Electronic Voting on Thursday, vote numbering was started over at Vote 1.

Vote 1 – Test of electronic voting system.

Motion – The theme of the 2018 World Service Conference will be: “Service Work is Gratitude in Action.”

Seconded.

Vote 2 – 129 for, 0 against, motion passed.

Motion – Attached is the draft of the logo to be approved as the 2018 Celebrate around the World art work. Seconded. (reference Celebrate Around the World 2018 logo attachment) Seconded.

Vote 3 – 136 for, 8 against, motion passed.

Motion – To amend the existing Unity guidelines read as follows: It is the responsibility of the WSC Unity vice chair to work with the WSC CAWS Convention Unity Chair to create an event at the WS convention. A suggestion for this is 2 to 4 hour maximum event which should include meet and greet, fun and games, and an educational side concerning traditions and/or concepts.

(section heading – Unity Event for World Service Convention.) Vote 4 – 148 for, 3 against, motion passed.

Motion in reference to S&B 2017-1 to change on Page 30 of the World Service Manual Item 1:

If an Area has more than 75 meetings per week of its groups that meet per week (excluding H&I), then that Area will be entitled to one additional vote for every fifty (50) meetings per week of its groups that meet per week (or portion thereof). If an Area has any question concerning the number of votes to which it is entitled, that Area should contact its Regional Trustee or the WSO.

Seconded.

Friendly amendment made and accepted.

Amended Motion: If an Area has more than 75 C.A. meetings per week of its groups that meet per week (excluding H&I), then that Area will be entitled to one additional vote for every fifty (50) C.A. meetings per week of its groups that meet per week (or portion thereof). Motion in reference to S&B 2017-3 to change on page 46 Standing Rule 5, Point A: Complete names, complete mailing addresses, and phone numbers of Conference Delegates and Alternate Delegates, with the number of votes being carried by each, must be submitted in writing to the World Service Office 120 30 days prior to the World Service Conference.

Motion in reference to S&B 2017-7 to change on page 46 Standing Rule 6 –

Only elected Delegates or Alternates registered with the World Service Office 120 30 days prior to the Conference will be certified as a Conference Delegate or Alternate. Reasonable exceptions to the above may be made, for good cause, by the Conference Chairperson.

Motion in reference to S&B 2017-8 to add new language on page 46 of the WSM, Standing Rule 3 –

3. Each voting member is responsible for attending all Conference sessions and must be physically present on the Conference floor to vote. There will be no absentee voting. Voting methods may include the use of wireless based voting devices, unless otherwise directed by the Conference Chairperson.

If there is a decision to take no action, the WSC Committee must give a detailed response in the referral. It is important that each Committee respond to each referral each year. Referrals which were referred to a second WSC Committee are considered In-Conference referrals for the following Conference.

Pre-Conference

A “Pre-Conference” referral is any referral submitted following the close of the WSC, but prior to 120 days before the next WSC. These referrals are generally received at the World Service Office throughout the year. They are logged by the WSO on a master list and then sent out to the appropriate committees. The master list is copied to the WSC Conference Committee Chair for the tracking purposes.

Motion 15 to change on page 49:

Special Note: All referrals are now submitted on-line through the applicable on-line Conference portal.

Chairperson ruled all motions were out of order as they deviated from how the information was sent out in the SR-14 document.

Motion in reference to S&B 2017-10 to change on page 24 of the WSM –“Any group or District seeking to change Areas must complete a “Petition for a District or Group to Change Areas” form, and the change must be recognized by the WSC.”

Motion in reference to S&B 2017-16 to add language on page 63 of the WSM – Each CAWSO board member shall serve a two-year term and be ratified no less than once per year at a meeting by each of the CAWSO board and WSBT. Such ratification vote or votes can be called for by a two-thirds majority of members of either board. If a CAWSO board member is not ratified and does not resign at the request of the WSBT the WSBT may remove said CAWSO member by a two-thirds majority vote. The first term of each CAWSO Board member begins upon ratification by the WSBT and ends at the close of the third WSC. No member shall may serve more than three consecutive terms either consecutively or non-consecutively. For the purposes of this paragraph the term “CAWSO Board member” shall not include paid Directors, nor the World Service Trustee. In the case of the World Service Office Trustee, when elected Trustee, the WSO Trustee shall not serve more than four consecutive years on the WSBT and:

Motion: To approve referral number LCF 2017-3.

. . . have decided after discussing with many members that our whole fellowship would be helped by making a pamphlet/brochure or whatever the correct terminology would be. So this referral is a suggestion of making such a publication. It is to explain group level in detail and how the area with broad strokes from a service perspective, but not the whole manual, if you are to do district, area or world service it is suggested that you get the WSM. I am sure that this would be a great help to the member to understand how groups works, to the group of how the service structure is built and to the area to achieve growth and stability. I suggest that a table of contents could be:

9) All bid packets (PDFs, PowerPoints, Videos, etc.) must be submitted to the WSCCC steering committee 24 hours two (2) weeks prior to conference kick off.

Motion: In the Cocaine Anonymous WSCCC Guidelines, on page 32, under SUGGESTED CONVENTION CONTRACT NEGOTIATING TOOLS:

Whenever possible, hotel room rates should not exceed $125 per night. Vote 24 – 135 for, 12 against, motion passed.

Motion: In reference to Referral Convention 2017-6, to approve the new document ‘WSCCC Internal Guidelines’ submitted in SR-14.

Vote 25 – 145 for, 1 against, motion passed.

Motion: In the Cocaine Anonymous WSCCC Guidelines, on page 40 under BIDDING GUIDELINES, bullet 15:

All areas/regions submitting bids to host the CAWS Convention should also put forth a slate of at least three (3) nominations, with a minimum of two (2), for the convention Chairperson position. Service resumes will be included with submitted bids, in addition these candidates should be ratified by city/area/region submitting the bid. This helps the WSCCC when evaluating the preparedness of the potential hosting city.

Use this digital repository site for the most up-to-date a reliable history of Cocaine Anonymous. This site is hosted by the C.A. Service Sponsorship Group, which is a member of the C.A. Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A. Area Archivist, Online International Area (formerly the OSA) Archivist and the Online Recovery Area Archivist.
