April 25, 2002

Meeting called to order at 7:40pm.
Kevin read the 1st Tradition;
Mike G read the 1st Concept.

  • Approved as corrected.

OLD BUSINESS:

  • H&I Video: Slowly receiving more funds.  Not enough yet.
  • RAZ Transportation (CAWS2002) (from 4/11/02):
    • Withdrawn

OFFICER REPORTS:

Chair: Written report attached.

Vice Chair: Completed review of all past office board minutes for policy decisions.

Treasurer: Absent.  P&L and balance sheets submitted.

Secretary: Position vacant.

Director-At-Large: 1st quarter NewsGram at printer.  Second quarter NewsGram now starting.  Discussion of future direction of NewsGram.

World Service Office Trustee: Written report attached.  Office believes that, given outstanding expenses not yet submitted, that several Trustees are now over budget.  Office does not want to get all the expense reports at the end of the year.

World Service Trustee: Written report attached.  Discussion of new, revised golf tournament terms.

Pacific South Trustee: Position vacant.

Office Manager: Written report attached.  Patty discusses finances and the typical pre-convention difficulties.  Sales down and not being made up by 7th Tradition.  H&I sales up, rest down.

COMMITTEE REPORTS:

Conference: Research being done about accommodating unusual procedures at this year’s Conference.  Signing 2004 agreement with 4Points.

LCF: Status of draft literature pieces discussed.

PI: Question regarding media at Convention.  Suggested that either PI Trustee or host committee handle local media.

Internet: Question regarding ca-online @ca “logo”

  • No action  Referred to WSBT for review of trademark issues1

Delegate Mailing Guidelines ad hoc committee: Questions regarding rulings on SR 14.  Several members cite their understanding of 2001 Conference action and resulting implementation.

CAWS2002: Check requests are now including much greater detail.

NEW BUSINESS:

Logo for CAWS2003: Motion:  (Patty/Elizabeth): Accept logo design for CAWS2003 (“Miracle Mile” skyline).  Passes.

CAWS2003 Registration Form bids: Motion (Patty/Mark): Accept bid for 17,000 registration forms from Marketing Source for $2395.

  • Four bids submitted
  • NY printed 10,000
    • Motion: (Elizabeth/John): Suspend rules to extend time. Passes
    • Motion (Elizabeth/John): Extend until end of new business & executive session. Passes

CAWS2003:  Motion (Patty/Elizabeth): Approve CAWS2003 registration form as submitted.

  • Needs some typos corrected.
  • Passes with noted opposition
    • 5th Concept (John): While we would not wish to affect the success of the event by delaying approval, the committee did not give us ample time (less than one day) to consider the bid.
    • 5th Concept (Kevin): There were other bidders with shorter time requirements, we should have made the committee scramble rather than rewarding this short notice request.

CAWS2002:

Motion (Patty/Elizabeth): to approve check request to Oregon Screen Impressions in the amount of:

$1089.50 for Pre-registration T-shirts
$1023.16 for Mt Hood T-shirt
$408.00 for Fun Run T-Shirt

Motion (Patty/Elizabeth): to approve check request to Studio Concepts in the amount of for $1239.40 for centerpiece glass etching & $240.00 for Gobo Logo

Motion (Patty/Elizabeth):  to approve check request to Seattle Imprints in the amount of

Motion (Patty/Elizabeth): To approve check request to Ralph Holland for $640 for items for opportunity drawing items.

Motion (Patty/Elizabeth):  to approve check request Irwin – Hodson  $225.00 for “I shared” buttons

Motion (Patty/Elizabeth): to approve check request Evergreen Publishing for $1163.16 for Programs

  • Passes

Motion (Patty/Elizabeth): to approve check request to D Andréa for $72.00 for water at fun run.

Motion (Patty/Elizabeth): to approve check request to Scott Tom for $450 for DJ.

Motion (John/Elizabeth): Approve not more than $1800 for Mt Hood bus transportation.

  • Passes

Motion: (Elizabeth/John): To rescind motion of 4/1/02 regarding sending WSOB Chair to National Drug Court Conference.

  • WSBT should be the ones to deal with this, as, excepting for during the Conference they are the accepted voice of CA.  This is the way it has been done in the past.
  • But the main job of the Trustees is policy, contracts and guardians of Tradition, not necessarily public information, which is routinely delegated throughout the Fellowship.  The WSO is the published contact point for CA, and must be able to speak for the Fellowship to do its job.
  • Would be cheaper to send an east coast trustee on a day trip.
  • Is it a good idea for the WSBT to continue to be the actors rather than the policy-makers?
  • Bill W’s comments on the need for Trustees to exercise restraint in their ultimate authority over their subordinate committees and corporations discussed.
    • Fails

Motion: (Mark/Patty): To create an ad hoc committee to compile a CAWSO policy manual.

  • Passes.
    • Chair appoints Mark as chair

Motion: (Mark/Elizabeth): To require that the WSOB Secretary e-mail proposed minutes 4 days prior to each meeting.

  • Passes unanimously.

Motion (Patty/Mark): Amend current reimbursement policy to change reimbursement request window from 6 months to 60 days.

  • Motion (Kevin/Elizabeth): Amend 60 days to 90 days.  Passes.  Motion now reads: Amend current reimbursement policy to change reimbursement request window from 6 months to 90 days.
  • Passes.

Motion (Elizabeth/Kevin): Refer CAWS2003 web site to WSCIC and Internet Trustee.

  • Passes

Executive session begins at 12:05AM the next day.
