WORLD SERVICE BOARD OF TRUSTEES REPORT

INTRODUCTION AND OPENING COMMENTS:

Your WSBT has worked diligently throughout the year within what our World Service Manual clarifies as ‘the broadest scope of any branch of our service structure.’ Our WSM goes on to state that it is the responsibility of your WSBT to help deal with anything that affects C.A. as a whole, either internally or externally. All things that may endanger the existence of our Fellowship or limit our growth is of concern to your WSBT.

As the principal financial planners for the Fellowship, we have continued to review revenue/expenditure and discussed options for remaining within the Fellowship’s budgetary parameters.

Your WSBT had a ratification per the WSM. The WSOB Chair was not ratified. We have a new WSOB Chair, Mr. Tim A. Please join me in welcoming Tim A.! The goal to strengthen the working relationship between your WSOB and WSBT continues. Our new WSOB Chair will be vital in achieving that goal and is already proving himself a great asset. The spirit of rotation is alive and well on both boards. There is a possibility of as many as five new WSBT members shortly. Two new WSOB Directors have been elected recently. Please join me in welcoming Kevin M. and Allison M. We had two trustees resign from the WSBT this year. We’d like to thank Frank P. and Deborah G. for their service to the fellowship.

The WSBT has decided to reactivate the TAL-2 due to the dynamic growth that is occurring in the European region. We anticipate the TEC will be selecting both TAL and TAL-2 at next year’s conference.

Your WSBT has experienced change and growth individually and collectively. We continue to assist in our Fellowship’s effectiveness regarding our principal spiritual aim…to carry the C.A. message to the addict that still suffers around the world.

We have spent time this past year giving our attention to International growth. An unprecedented trip to the UK to provide support was one goal to help our mushrooming European Region. I wouldn’t be surprised if two new Areas have been created during this opening report. We are open to your ideas and suggestions to support the continued International growth.

This year your WSBT participated in the following activities and business:

First, I would like to give thanks to my loving higher power, which I call God, for allowing to me to have such an incredible roller coaster of a ride as your World Service Trustee. It was an “E” ticket without a doubt.

I’d also like to thank my wife Caroline B., who hates the term Trustee widow, but has been required to understand the nature of this commitment and has allowed me the freedom to fulfill my four-year commitment.

I want to thank my area-the SGPVCA, region-the PSR, and the TEC for allowing me the honor and privilege to serve you. Not having a Regional perspective, as do most of the other Trustees, has allowed to me to be more of the conscience of the fellowship. I always tried to be mindful of that heavy responsibility. I would also like to thank all the members of our fellowship, on all the Committees that it has been my pleasure to serve- Structures and Bylaws, Archives, Public Information, Convention, and those who work so hard to put on this show- Conference Committee. You all have worked so hard are so incredibly dedicated. In addition, as your WST, I have sat on the World Service Office Board for 4 years and it has been my pleasure to work there with many tireless and fully committed members. Then, there is the World Service Board of Trustees, past and current, (I truly love you guys) who I must thank for their patience and mentoring and for being the great examples of educated members of our fellowship whose only wish is to make the best possible informed decision for our fellowship. To all of you, I hope that I have been able to contribute just a little, as you have given so much to me and added to my life.

I have learned so much from you all. I have learned that the democratic nature of our fellowship, at all levels, may be the strength and quality I most admire about C.A. I love that there is healthy debate, up and down the service structure, before any decision is made, hopefully by substantial unanimity, which educates and prepares other members for the inevitable rotation or absence of our trusted servants. I have learned that a crisis is just an opportunity for positive change. We have some change. I have learned to be more assured than ever, to paraphrase a past President of the United States, that there is nothing so wrong with Cocaine Anonymous, that C.A. members can’t correct. And, I leave, sadly, but gratefully, seeing so much good has been done by us all.

Last year at this time I became a mommy by giving birth to my son Jonathan. Within one week I received a phone call informing me that I had been elected as the European Regional Trustee. The process of giving birth was easier and quicker, but both have been intensely rewarding. And both contributed to my involuntary quest to the absolute lowest, minimum amount of sleep the human body needs.

Of course it helps that I have the honor to serve in the most awesomest Region in the world. With 12-oh no 14 recognized Area’s. A big welcome to Central UK Area of Cocaine Anonymous and CA London!!! Furthermore the Region continues to be very productive in regards of translations, opening up new meetings (up to 70 in the last year) counting little under 600 meetings now and of course the 2019 CAWS Convention in Sweden!!! Last but not least I had the honor and pleasure of co-hosting, alongside with two other trustees, the European Regional Love and Service workshop, which was attended by members of 5 European Area’s and ALL the previous ERTs.

At this point I am looking forward to an exciting conference and anticipate a lot of creativity and innovation helping to facilitate the further growth and health of a dynamic region within our global fellowship. A truly international, global fellowship.

It’s been a pleasure serving the fellowship of Cocaine Anonymous this year, many exciting things have happened. Stepping into the role as a regional trustee again was a great experience. I would like to thank the Pacific North Region for their great unity and love of C.A. I was able to visit three Areas within the region and I’m proud to say that they’re doing a great job carrying the message of C.A. and expanding in many of those Areas.

Time certainly goes fast. It is my 4^th Conference as the Atlantic North regional trustee, usually the year when we rotate out, being part of the Six Pack, but at our last conference the WSBT board asked the Conference that both Rob as TAL and myself stay another year, which was approved. So it is an overwhelming privilege for me to be of service to my fellows addicts from my Region and for C.A.

What was the most gratifying for me this year is being in touch with our fellowship and feeling the love and unity in recovery, in Areas meetings and Convention and certainly in Chicago for CAWS 2016.

Our region is in good health, and growing one addict at a time: The Canadian Maritime area is rocking having held their 2^nd Annual CA Day. Quebec area held its 29^th Area Bilingual Convention and is working hard to complete their CAWS 2018 committee’s rosters, they also held their 1^st fundraiser, celebrating the 30^th anniversary of bringing C.A. internationally, in Montreal. New York held their Fall and Spring Retreats, and will be proposing a bid for CAWS 2020 and Southern Ontario held their 19^th Annual Convention. Finally, PA/NJ/DE (Eastern Pennsylvania, New Jersey, Delaware) and Washington DC areas are doing good. I am seeing more young addicts coming to C.A and this goes to my heart.

I feel that our fellowship is strong and healthy and where it need to be, carrying our message of hope, faith and courage

Finally, I would like to say a special thank you to Duane, Ira and Jay who are rotating out this year.

It has been a real gift for me to serve with you for these 4 years and I will miss you.

It has been an exhilarating year in the world of C.A. I am still shocked that my path of recovery has led me to this place. And, I find that there is no place else on earth I’d rather be. Thank you first to the Midwest Region for entrusting me with the position of Midwest Regional Trustee and allowing me to serve you. It’s truly an honor and a privilege I do not take for granted. I would not be living this life that has far exceeded anything I deserve. You all paved the way and I’m grateful I decided to stay.

The highlight over this past summer has been the three phone calls I received from individual members, two in West Virginia who have started new groups and the one from Iowa hoping to rejuvenate, connect and grow his district into an area. I was energized by their enthusiasm and surprise that someone was on the other end of the call for help. C.A. is alive and well!

About “Sweet Home Chicago”! Thank you for your support around the globe. You guys showed up and the CAWS 2016 Convention Committee “rocked” hosting the 2016 party of the year! Thank you each for your service.

Finally, the members of WSBT have been exceptional mentors and have sincerely served as beacons showing me the way! All I can say is, what an experience! Service at this level has been quite the learning opportunity! We are truly embarking on a new global horizon. I hope you too will stay for the ride!

I have to admit, there is some irony to me standing in front of you today. And let me tell you what that is. When I arrived at my first conference in 2003 as an Alternate Delegate, my sponsor, who was the Delegate rotating out, was sitting next to me. I sat quietly at the table just taking everything in that was going on. I hated it. I told her I never wanted to come back. Remember what they say, don’t quit before the miracle. By the end, I got it. I came back many more times after that.

So it is truly an honor to be here with you this year. It has been a wonderful and exciting year for me on the Board of Trustees. It has at times been overwhelming, but it has always been completely and utterly rewarding beyond my wildest dreams. And I continue to get so much more out of it than I could possibly give. It is indeed an honor to be chosen as one of the WSBT to ensure the continuation and growth of C.A.

As this conference comes on the heels of the Olympics, I can’t help but draw some comparisons to the amazing talent that we have here. It is so exciting to watch the endurance that many of you have as you push through hour after hour and suffer sleepless nights to complete the CA business at hand. It is completely mesmerizing and humbling and exciting to see that from that level of sacrifice, of sleeplessness, of hunger, of effort, of exhaustion, a loving God reveals himself within the group conscience. This is an amazing endeavor that we embark on each year. But the thing that is most awesome about this event is that we are all on the same team, driven by a common goal – Love of C.A.

Every day somewhere in the world a hopeless, helpless addict walks in the door of a C.A meeting for the first time and finds a safe place to call home. That is why we are here. That is why we do what we do. Not only to pay back what was so freely given, but also to preserve it, keep it well, and pass it forward to the next addict.

So I want to thank you all for being here. I want to thank you for the sacrifice you make in your personal and professional lives to be here. Thank you for so generously giving of your time and talent and skill set for the benefit of C.A. Thank you for bringing your heart and your soul and your mind to this process. It is because of your dedication that our Fellowship thrives. It is because of you that there is a WE. Thank you.

I have the privilege of serving the Southwest. The Southwest Area continues to grow and inspire. Here are a few examples.

Arizona, had its 30^h State convention a few months and the attendance was exceptional. During the main speaker meeting on Saturday night it was estimated to have 1200 people attending. The new Arizona Area in northern Arizona where some young members are carrying the message to the addict.

North Texas is continuing to grow and will host the 2018 Southwest Regional Convention.

Colorado’s Public Information Committee is on fire. They have been presenting to governmental agencies in Colorado

Texas Valley and the SCTA has agreed to merge. Sometimes we are better together.

I have had the immense pleasure of serving as the SWR Trustee over the last four years. The years fly by and while much was accomplished, yet there is always more to do. The job of CA is never ending. Perhaps leaving projects, and challenges unfinished will be the hardest thing for me to do as I step back and the next Trustee steps up. After debating and working on them for so long it’s hard to leave them. But what is super clear, is that the WSBT is filled with talented, and engaged people.

Service for me is like this. God let’s a group of his kids in a room and gives them a box of C.A. Legos. And his kids starts to build the best C.A. they can. Forever having to be reminded that the pieces are never to be glued together. The pieces of CA are meant to be taken apart and re constructed. And after a certain amount of time it’s time to for the room full of kids to leave.

And then a new group of his kids comes into the same room and begins to build the best C.A. they can with the same set of Legos. It’s perfect.

These last four years have been filled with emotions.

First when the Six Pack came to be part of the WSBT. (there were 6 new trustees brought on the WSBT at the same time) there was turmoil, the finances of CA were not in good shape We were in the middle of the recession and C.A. was learning how to cope with the realities of the outside world. Things have gotten better but there is always work to do.

I would like to thank the WSOB. They have tolerated me over the last 4 years of me always “wanting to help”. And I am certain that at times it seemed like I was being critical. I would like publically make any amends if I have created any harm.

I for one is very proud of our WSOB. Laurie our treasurer is a fierce defender of the C.A. dollar. Linda and her staff worked hard and was willing to challenge everything. We have had a few WSO chairs over the last four years. But Richard L. deserves special recognition from my point of view.

The WSBT experience has been one that I will never forget. My brothers and sisters on the board will forever be a part of me. Each and every one of you have taught me with your special gifts. Rob and I have conspired to change the world, Ira and I use to disagree on most everything and somehow we seem to become aligned over the last couple of years. Yves is a gentle strength, Duane and I had learned much from each other over the last four years. Anne, Jeanette and Susan are incredibility smart and dedicated and will serve you well.

In closing – We have a lot of work to do. We are a capable fellowship. We have a message that is available to all. We have the willingness to allow our members young and old to have a voice here. Let’s continue to nurture the first Tradition, C.A unity.

First, I thank God, for allowing to me to have my experiences and live to talk about them.

I thank my area, region and the TEC for allowing me the honor and privilege to serve you as your Pacific South Regional Trustee. I thank our WSBT for selecting me as their Chair. It is my hope that my peers find my service adequate. Can we once again welcome our new area Antelope Valley to World Service Conference?

Mr. Jon H. You have been my secretary since S&B. You have meant a lot to our region. People may not be aware of how much of a team we are. We do not get to finish/transition line without you. Your leadership and heart are vital to this region. Thanks Bro.

We believe that everybody has the right to come and find out if CA is the right place for them. “Cocaine Anonymous believes that no one can decide for another whether he or she is addicted.” We do not believe there is a requirement, or even a way to measure or evaluate what type of addict comes through our doors. We believe these types of questions are of a personal nature and should be part of a discussion between a member and his/her sponsor.

My name is Ray R., and I’m a journalist and author working on a book entitled “The White Plague” about cocaine and coke addiction worldwide (focusing primarily on the U.S.). It will cover the history, the rise, the fall, the comeback, the victims coke has claimed, the toll (financial, logistical, psychological, spiritual) it has exacted – and the success stories of those who have survived to tell their tale.

I’m looking to speak with addicts (active and recovering), drug counselors, government officials, rehab specialists, health experts and educators, historians and economists — anyone who can weigh in with an educated opinion on where cocaine falls today in drug the addiction scheme.

I am also obviously interested in having CA weigh in. (Full disclosure: I am a recovering addict myself.)

We wish to thank you for your correspondence and following is our response as approved by the World Services Board of Trustees. It is our understanding that you were able to attend the convention in Colorado and speak with members at that time. We hope attending the convention proved informative and helpful to you.

Traditionally, C.A. members have always taken care to preserve their anonymity at the public level: press, radio, television and films. We know from experience that many people with drug problems might hesitate to turn to C.A. for help if they thought their problems might be discussed publicly, even inadvertently, by others. Newcomers should be able to seek help with complete assurance that their identities will not be disclosed to anyone outside the Fellowship.

We believe that the concept of personal anonymity has a spiritual significance for us: it discourages the drives for personal recognition, power, prestige, or profit that have caused difficulties in some societies. Much of our relative effectiveness in working with addicts might be impaired if we sought or accepted public recognition. (C.A. World Service Manual, 2016, p. 10)

With regards a recent ‘correspondence & response’ within the minutes from the Dec 2015 WSBT Quarterly I would like some further clarification of the WSBT’s understanding of Tradition 5, there seems to be a desire to answer questions about tradition 5 with an answer about Tradition 3.

There seems to be some misunderstanding amongst some with regards ‘an individual deciding they are a member [the spirit and intent of tradition 3] and the purpose of the fellowship [tradition 5]. Whilst this misunderstanding amongst younger/newer members is understandable I believe it to be extremely disturbing when members of our WSBT, and other WS entities/committees, tip-toe around a simple clarification* of our purpose. I ask you don’t confuse your response around the 3^rd Tradition when the question is around a request for clarification* of Tradition 5.

the action of making a statement or situation less confused and more comprehensible.]

As part of the WSBT’s responsibilities it is clear that

The responsibility of this Board is to help deal with anything that affects C.A. as a whole, either internally or externally. All things that may endanger the existence of our Fellowship or limit our growth are of concern to WSBT. [ref;WSM]

By not clarifying our purpose and by continually ‘seemingly’ avoiding standing firm by it the WSBT are, or are seen by some as, denying the fellowship the opportunity the preserve its sole purpose and reason for existing.

It is also important to note that…

Its nature is that of custodian only, providing guidance. [ref;WSM]

So, I request you consider your response based on the responsibility of the WSBT to help clarify an already clear tradition that seemingly gets lost due to an unhealthy desire to put forward a fluffy response that would seem to be grounded in a fear of upsetting some members….surely the welfare on the fellowship comes before the wellbeing of individual members, although understandingly the welfare of the individual member [anyone who says they are a member of course] comes close after.

So, in order to assist I have prepared some questions that I would like some yes/no answers.

1. Does the WSBT have sufficient abilities and confidence to give simple ‘Yes or No’ responses to clear and concise questions about the 12 Traditions of Cocaine Anonymous when questions are written in a manner that allows the WSBT to answer as such.

Thank you for your correspondence. We respect and appreciate your passion and concern for the Fellowship of Cocaine Anonymous and its continued growth. As the former Chair of the Board of Trustees, we are sure that you are keenly aware, as are we, that the WSBT’s function, as you pointed out, is that of custodian only, providing guidance.

We thank you for your feedback in response to our correspondence regarding Tradition 3. While we appreciate the time and effort you spent formulating yes/no questions, we feel to answer them as such does not lend itself to the spirit of providing the clarification you have requested. The WSBT would never want to be a producer of confusion rather than harmony, and responding yes or no to certain queries could have that result.

We understand from the questions you have posed that you seek a strict interpretation and enforcement of Tradition 5. The WSBT feels that the Traditions contain a spiritual aspect that does not allow for that kind of rigidity. We believe there is no need to respond with a set of defensive restrictions which may have the effect of preventing an addict from finding recovery in the rooms of CA.

The WSBT stands behind all the conference-approved literature. The WSBT supports all the Traditions as written. The WSBT believes that as the guardians of the Traditions it is for us to help guide the Fellowship, and to nurture the spiritual entity of each Group, District and Area as it reveals itself within the group conscience.

We believe the Traditions, when taken as a whole, can help us in our relationships with each other, with other groups, and with CA as a whole. They are designed to help promote Unity among us, and, moreover, to help us in carrying out our primary purpose.

The future of Cocaine Anonymous is always driven by the Second Tradition which states “For our group purpose there is but one ultimate authority – a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.

I would like to clarify that your conclusion on what it is I’m looking for [We understand from the questions you have posed that you seek a strict interpretation and enforcement of Tradition 5] is wrong, unfair and in my opinion another demonstration of an unwillingness to act as guardians of the traditions [as per WSBT role/duty/responsibility].

The intent and spirit of my enquiry is grounded in love and gratitude for Cocaine Anonymous and its purpose. I want nothing more than to look after this fellowship to allow the baby being born tonight, destined for drug addiction, to be able to find, at their time of need, the same solution as we found.

If the WSBT are unclear of the purpose of Cocaine Anonymous, our principle spiritual aim, and the scope and/or parameters of the fellowships collective understanding of such, may I be suggest you make some time at your next quarterly to consider a workshop and study group to look at our 5th tradition as I’m unsure how you feel qualified to guide when there is a reluctance

When I send a referral about the TEC election process, why does it get kicked to the Trustees? I understand that the conference charter and bylaws are legal documents and not changed by S&B, but the rest of world service manual has is worked on by S&B. The problem is the conference body never gets a chance to change this process. It could look poorly that the Trustees are manipulating the process for their own purpose.

The TEC is a subcommittee of the WSBT, all referrals get sent to the WSBT. Any changes to the TEC process must be voted on by the conference floor.

2015WSBT-03

Start considering non-addict trustees. I believe it would be invaluable to have a non-addict brain to give a different perspective.

No Action Taken

The WSBT is always considering Non-Addict Trustees. The position is part of an ongoing discussion. When a person shows interest, we can then help said person go through the process of Trustee Selection. Please see WSM page 56.

2015WSBT-04

I am concerned with the fact the direction of the Trustee Negotiating Committee’s current practices. There seems to be a significant disconnect between the negotiation needed and the needs of the applicable Conference Committee. The trustees have to communicate with the Committee along the way to make sure that what they are negotiating makes any sense and is not done in a vacuum. I could give very specific examples related to the Meditation Book editor process and the contract negotiation for the Conference Contract. In the case of the Conference contract, the TNC took the contracts for the three years negotiated with the hotel and the committee heard nothing again until the contracts were signed. This left the committee in an untenable position at several levels. There has to be better communication back and forth and some concrete time frames on when the responses will be forthcoming all well before the respective contracts are finalized and signed. The TNC has to be and remain keenly aware of what the committee needs and why at every step of the way.

NO ACTION TAKEN:

Good communication between the Trustee Negotiating Committee and the Conference Committees regarding contracts is extremely important, this is why there is a Trustee assigned to each Conference Committee to act a conduit of information during any negotiation period whether that Trustee is on the TNC or not. Communication is a two-way street, and is very necessary before, during and after contract negotiations.

As per the WSM, The Trustee Negotiating Committee assists the World Service Office Board and with all World Service Conference Committees in the review of all contracts needing to be negotiated on behalf of Cocaine Anonymous, involving amounts of $500 USD or greater prior to

our engagement on the part of Cocaine Anonymous. A contract is defined as any signed document between Cocaine Anonymous and any other person(s) or business(es), that indicates a commitment of services or goods between the two defined entities.

When presented with the contract for the editor of the Meditation Book by the WSOB, the TNC was enlisted to sign the contract.

The new Conference Contract for 2015-2017 was signed more than one and a half years before taking effect, on Nov. 22, 2013, and was sent to the committee in January 2014. The Trustees on the Committee made their connection to the Committee during that month’s Conference call, advising them of the signing of the new contract. The timetable of events would seem to suggest that there was ample time for additional communication, discussion, debate, and/or amendments, if necessary.

It is always our desire to facilitate this process with the committees to the best of our ability. We will continue to make every effort to immediately advise every committee of TNC approved contracts so that any necessary amendments may be discussed and processed.

2015WSBT-05

I am concerned with the fact that the WSBT Chair is given his/her own room at the Conference and CAWS Convention. This is now given even when there is not an odd man out situation. I’d like us to go back to honouring the inverse pyramid please and do away with this practice which makes no sense to me at any level. Please re-examine. Thank you.

Thank you for your referral and concern. The current practice of the WSBT Chair having his or her own room only occurs if there is an odd man/woman out situation as the Trustees pair up at our quarterly meetings whenever possible.

The fellowship no longer uses the reading “How it works” in it’s adapted form. Do we have permission to use AA’s Preamble in it’s adapted form?

Please change the name of Cocaine Anonymous incorporated to CAWSO incorporated to protect the fellowship from potential controversy that may follow if the company was to default on filing tax returns, etc. or possible lawsuits. In the UK, our company was names “Cocaine Anonymous England & Wales.” The company defaulted on its tax returns, as a result, the Company name was then published in the national press (as per English Company law) as a company that had defaulted on its tax returns. This brought the good name of Cocaine Anonymous into disrepute in the public eye. We resolved to protect the name Cocaine Anonymous by renaming our company

This is a follow up to a previous referral. I know you like suggestions so I suggest we replace our adapted version of AA’s Preamble with something like this: Preamble: Cocaine Anonymous is a Fellowship of addicts and alcoholics who meet together to share our hope, faith, and courage for the purpose of staying sober and helping others achieve the same freedom. Everything heard at our meetings is to be treated as confidential. There are no dues or fees of any kind. To be a member, you only have to want to quit. We also exchange phone numbers, and give and seek support from one another between meetings. We are all on equal footing here. We are men and women of all ages, races and social backgrounds, with the common bond of addiction. Many years of experience have demonstrated the value of one addict helping another. We use the Twelve Step Recovery Program because it has already been proven that the Twelve Step Recovery Program works.

There are two references in those minutes about changing the name of our fellowship. Please clarify these comments.

Ginger L. – I was concerned when I heard that Scott was not ratified. What was the reason?

Duane M. – The World Service Office Board had much debate/discussion, there are some times when board members are not ratified. We do not go into the details. It is not personal, just business.

Jason L. – Thank you for your report. About the Trustee-at-Large-2 position, the report states that is because of increased growth in the European Region. Would that position be dedicated for that region? Does that effect how many people we put forth on the slate?
