Explained were voting procedures and who is qualified to vote. As adopted by NARCOTICS ANONYMOUS AND ROBERT RULES OF ORDER.
Any business that did not go out to the fellowship can only be voted on at this Conference as temporary. It must go back to the fellowship for their approval. This is the only way that the fellowship’s voice can be heard, as was discussed at the last Conference.

Discussion of voting – 90 day cut off.
– Motion – Amendment that we table for the Conf. the 90 cut off date for voting delegates to turn in their name. We also ask that your conscience be your guide, because last time a few people voted that didn’t have the right to vote.

Minutes will be mailed out a month or so after the Conference as was the last Conference.
By-Laws Committee is the only Committee that got their material out in time for us to send it out. Ray G. – Thanks Committee. Have 11 page report ready which we are calling a temporary working guide to the Service structure.
A breakdown of World Services and its 3 Branches, which is The Conference, The World Service Office, and the Board of Trustees. Also written in there is a guideline to Delegates, how they are elected, what they represent, and where they come from. Also included in that which is probably the most important part of the business that we hope to accomplish at this conference is the expansion of the Board of Trustees.
The agenda moves on to the Finance Committee while the 11 page By-laws Committee report is being circulated to all attendance.
Finance Committee, Bill B., Chairman stated the Committee would need a meeting to get the finances in order for World Services. And that the last Conference minutes that werer mailed out were inaccurate. they did not state that Bill B. took over as head of the Finance Committee when the former head stepped down.
Literature Committee, Reggie, Chairman, reported that they had worked thoroughly through one piece, “To the newcomer”, the Committee thanked the San Francisco contingent for their cooperation at the meeting in San Francisco.
Hospitals and Institutions, Ross, Chairman, reported they have come up with a package of a Statement of Purpose, a Statement of Limitations of why the Committee was formed, a set of suggested By Laws, a definition of facilities which are served, a suggested panel meeting format and a chart of the structure of the panel

board. They thanked the San Francisco contingent again. They are in the process of putting together a training manual.
Public Information Committee, Bob, Chairman, reports need to get together with the Committee.
Internal Affairs Committee, Mike, asked if everyone had a copy of CA guidelines. they had been working on it and had sent it out.
Conference Committee, Willie, reports the conference is doing fine. The next Convention is planned to be in San Francisco next year.
National Directory Committee, Chairman is absent, will be in later this afternoon.

By-Laws Committee, Ray G., Chairman read Cocaine Anonymous World Services “Temporary” Working Guide to the Service Structure”, July, 1986.
A Motion was made to accept Ray and Johnny as our current Trustees. The motion was seconded and carried.
(The Microphones were not turned on during the above motion.)
There was a motion made to Accept the package “Temporary Working Guide” to the service structure as was read with changes to World Service Conference Amendment #1 “Procedures for delegate election to the Cocaine Anonymous World Service Conference”. Changes are: To eliminate Item #4. Item #5 would the become Item #4. After the first sentence in Item #4 and add “And who is eligible to vote for a delegate.” Item #6 reads “delegate elections, when necessary, are to be held 120 days prior to the World Service Conference meeting.” On page 2 of “World Service Office (W.S.O.)”, paragraph 2, change first sentence to: “The W.S.O. has a 5 member board of directors selected from the

fellowship;”, on page 2 of the “World Services Board of Trustees”, under the heading “Qualifications of Addict Trustee;”, in #2 eliminate the second sentence. On page 4 of the same document, change the last sentence of the last paragraph to: “Our Second Tradition insures that major policy decisions can only be made by the group conscience of the World Service Conference.” Change to be made in the “World Service Board of Trustees Amendment #1, existing Trustees and election of new Trustees.”, Item #6, precede the first sentence with: “For this Conference only, July 1986,”.

To accept the “Temporary Working Guide to the Service Structure.” As read with the changes made.
41 votes for 3 – votes oppose.
Motion – All delegates from this Conference take copies of the “Temporary Working Guide to the Service Structure,” back to to the meetings that we represent and see that they are desiminated to the entire fellowship and that we all then report back for discussion at the group conscience that is taken at each of the fellowships together with any suggestions, changes of comments for our next meeting.

Motion – This Conference Pick 5 Trustees
The two current Trustees would not like to pick two trustees, that is not our function, to pick two trustees and have guys pick four trustees. What the original paper stated was that the Conference does not simply nominate, what happens is a person is nominated and seconded and then talks to you “The Conference” about what service he’s done, what he’s been involved with and what he’s done and why he wants to be a trustee. Then this Conference as a whole votes on whether or not they, and by a two thirds majority think that said person should be a trustee, then he becomes a nomination from the Conference, we get a number of people as these already elected, already verified, voted on by the Conference approved poeople. There becomes a slate, then the present trustees interview the slate and pick from the slate. Pick from a slate that has already been approved by the Conference, so the power of choosing is not in the hands of the trustees. The power of decifering which of the accepted trustees from this already approved Conference become trustees is their function and that is the function. You have given them by being Trustees. Thats what is already been said in the paper we have already voted on.
Amendment: For this meeting only, have the slated, who;, elected by this group and two existing trustees, four selected by this group and the two existing trustees, together will select the remianing trustees of two.

Motion – For this Conference only – this Conference pick six Trustees from the Conference’s nominee’s with the recommendation of the two existing trustees, will draw by lot: two, three, four and five year terms.

Qualifications for a Trustee:
1. Willingness to serve
2. Nomination at the “World Svc. Conference.”
3. A committment to service shown by experience: working as a member of other C.A. Service Committees and the Member’s contributions to the continuation and growth of the Fellowship.
4. The time and resources for active Trusteeship.
5. A minimum of 2 years of continous abstinence from cocaine and all other mind altering substances.
6. A good working knowledge of the twelve traditions.

Hands out “World Services Hospital and Institutional Committee Cocaine Anonymous” Handbook to the delegates for overnight review.
Public Information – Bob, Chairman
A letter was read by Bob, completely inaudible and uanable to translate contents of the letter. Very poor taping quality. A copy of the letter was not given to the secretary.
Motion – Letter of anonymity be sent out annually to the media.
“Subject: Anonymity – Anonymous – A word so important it is 50% of our name. The most important Tradition of our organization is anonymity. We ask for your invaluable assistance to preserve the anonymity of our recovering addicts by not identifying them as a member of cocaine anonymous. Using their name or full face photograph in any facet of the media. From past experience we found that many potential newcomers in Cocaine Anonymous were extremely wary of any organization that might reveal their identity. We or course always welcome any _______ in the media concerning our fellowship as long as they avoid mention of specific personalities. We appreciate the media’s cooperation over the years and the essential role it plays in making Cocaine Anonymous visible to large numbers of still suffering addicts seeking help. Thank you for your understanding and ongoing assistance throughout this matter. For further information in your area please contact the local Public Information Committee noted below:” Passed

Amendment to the motion that we adopt, in its entirety, the public information workbook of Alcoholics Anonymous with the exception of the words AA to CA. Seconded and passed.
An official note for the record, that the above amendment regarding the adoption of the public information workbook of Alcoholics Anonymous is that the book is not for publication but for internal use only.
Internal Affairs Policy and Communication – Mike, Chairman
Motion – 1. Accept “C.A. Guidelines, Central or Intergroup Officers” as stated and 2. Adopt a registration card which would list the state on top in ? ??????? file. The World Service Office with each delegates’s name, area, home address, their city, state, zip code, home phone number and if applicable, their hotline number. Amendment Failed.
Motion – That the Conference accepts this as a plan of discussion for communication group not an amended issue, but as a point of discussion. (Conference accepts group or area communication as point of discussion.)
Amendment was passed.
Literature Committee – Reggie, Chairman
Motion – (Definition of literature committee purpose)
1. Any item that will expand the inventory of materials adopted by the fellowship that aid members of the fellowship in an understanding and application of the 12 Steps and 12 Traditions.
2. The proposed item carries the message of CA to the addict who still suffers from active addiction.
3. The proposed item supplies valuable information to the professional fields with whom addicts would most commonly com in contact.
4. The proposed item clarifies the nature of addiction to the general public.
Motion carried.
Motion – 1. We are asking Conference approval for World Service Literature Committee to authorize the items that we approve in our committee. The pieces will display the words “Temporary Conference Approved”. We will set up small working groups to expedite processing to review and modify and to circulate to committee as a whole before it meets at the next World Service Conference for final Conference approval.
