FEBRUARY 8-9, 1986
Conference was celled to order at 9:16 a.m. by Willie. Delegates introduced themselves and placed a push pin on the map from their area.

Jerry explained the Parliamentiary, voting and election procedures.
Jerry then read the 12 Traditions.
CONFERENCE
A discussion about who has the right to vote then began.
MOTION
A motion was passed that for voting rights for internal purposes of this conference only:
- Each delegate will have one (1) vote for each 10 meetings or part thereof;
- Any individual, as elected, can represent more than 10 meetings and have a proportional number of votes.
- Each trustee will have one vote (3 trustees).
- The World Services Board, as a whole, will have 1 vote. Chairperson will have 1 vote in the event of a tie and only in that instance.
New York – 17 meetings – 2 votes
Atlanta – 21 meetings – 2 votes
Chicago – 3 votes
MOTION WAS UNANIMOUSLY PASSED.

Delegates met back after lunch. 1:20 Roll Call
Laurie then read the suggested outline for each committee to follow and what the committee would accomplish.
MOTION:
Jerry made a motion to have an adhoc committee for the term of this conference. Motion passed.
— The meeting was then opened for discussion and voting on the topics for this conference — topics were suggested, put on board and then voted on. The following topics were unanimously passed for this conference:

MOTION
Motion was passed that each committee would nominate and select their own head or chairperson.
It was also decided that the committee head has to be a participant of this conference and must have one year of sobriety. This is a one year committment.
A problem came up regarding (the delegate from San Gabriel Valley and whether she should or should not be allowed to vote. She was told she would be a voting delegate.
MOTION
A motion was passed that the trustees would handle this.
The Trustees decided that the person be allowed to participate but not vote???
Question came up as to why the Adhoc committee was one that was not part of our topics. Gil then took the floor and explained what an adhoc committee is.

MOTION
A Motion was made that the adhoc committee be tabled. It was unanimous.
– a discussion about who should be chairpersons on committees then took place, whether voting delegates only or all participants of the conference.
MOTION
A Motion was unanimously voted on and passed that all participants and voting delegates could be Chairpersons of a committee and that they have one year of sobriety.
Jerry then read from Narcotics Anonymous Handbook about making up committees.
