52. REFERRALS THAT DID NOT RESULT IN MOTIONS: Response to referral 1381: Please review the status of the 12 Principles and consider
53. whether establishing any official set of “CA Principles” interferes with the right of CA members is to form their own beliefs, as suggested in the 3^rd and 11^th steps, the preamble, and several of the traditions and concepts. The WSBT has reviewed this issue and, in its opinion, the 12 Principles do not interfere with CA members’ ability to form their own beliefs as suggested in the 3^rd and 11^th Steps, the CA Preamble and several of the Traditions and the Concepts.
54. Response to referral 1099: Write guidelines regarding trustees accepting personal gifts and/or gifts of recognition for their service, keeping in mind the 12^th Tradition (and any others that may apply.) This has historically not been a An unexpected show of appreciation is not a violation of the letter or the spirit of the Traditions, in our opinion. Thus we do not believe a guideline or policy is necessary.
55. Response to referral 1451: We would like for a liaison officer between Canada and the WSO in order to promote greater unity. This position could be for the same duration as a trustee’s term. This liaison officer would ensure that the Canadian issues be addressed in all due speed and all due regards. In respect of the 1st Tradition and the 5th Concept. Since this referral was made, the Canadian delegates communicated that they have selected someone to be

a liaison among the areas in Canada and we welcome communication to the WSO and WSBT by this liaison. The WSBT will continue to serve the areas of Canada with Regional Trustees.

56. Response to referral 1407: To create a Canadian Liaison Position for a term of not less than two years. After which time, the WSBOT would review the position, to evaluate the effectiveness of such a position and either create a Canadian Trustee Position, continue with the Liaison or abolish the position. Same as item 3, referral 1451.
57. Response to referral 1081: Regarding the last page of World Service manual index. Strike the “Special Note” regarding that the manuals is just a suggestion. We feel that Structures and Bylaws is adequately addressing this If the maker of the referral is not satisfied with Structure and Bylaws’ solution, then the WSBT will consider it further at its quarterly board meetings. 

58. Response to referral 1189: To address establishing website guidelines. The Internet Committee is currently writing guidelines outlining responsibilities and compliance pertaining to the removal of links to websites. 

59. Response to referral 1064: Provide the Board of Trustees with a secretary to assist them during the extremely busy week of the conference. The WSBT would welcome secretarial assistance during the conference.
60. Response to referral 1029: To assign the Trustee(s)-At-Large to directly serve the needs of the home areas of the Regional Trustees. The WSBT believes it is important for all areas within a region to be served by the same Trustee, although the Trustee-At-Large and, indeed, all Trustees are available to all areas and members of the fellowship for assistance at any time, pursuant to the WSBT Service Structure, World Service Manual page 4.2.
61. Response to referral 1109: To approve Co-Anon literature for distribution, reading, and handing, to make items for sale at C.A. meetings. The WSBT feels this is a clear violation of Tradition 6 and our Preamble regarding affiliation.

62. Response to referral 1138: To allow Co-Anon literature on our C.A. tables. Same as item 10, referral1109.
63. Response to referral 1408: That the WSBT create a Canadian Trustee-At Large Position. No action taken. Withdrawn by maker.

64. Response to referral 1454: We would like WSBT to look into the possible application to form a new region that could be called “Canada Region”. No action taken. Withdrawn by maker. 

65. Response to referral 1465: That it no longer be acceptable for a committee to come back to the conference floor stating “No Action Taken” on a referral without some kind of explanation. The Conference Committee is addressing
66. Response to referral 1063: To establish a children and family events coordinator position for World Service Conventions. Responsibilities of this position would include coordinating independent babysitting services and family-oriented activities and outings. No action taken. The Convention Committee is addressing this.

67. Response to referral 1380: Consider the development of a “C.A. 12 & 12” or other recovery book aimed at cocaine & crack addicts, perhaps written by a Trustee-appointed “Concept Eleven” committee. We have a literature process in We will allow the process to take action.

68. Response to referral 1016: Gather information from any and all sources in order to create a C.A. “History” or C.A. “Comes of Age” book. We have a literature process in place. We will allow the process to take action.
69. Response to referral 1058: To create a new region called “The Canada Region”. No action taken. There is a procedure in the World Service Manual for this purpose.
70. Response to referral 1184: To do a feasibility study on opening a Chips & Literature depot in Canada, helping Canada to spread the C.A. message of recovery for a reasonable price. (This would mean Canada may be allowed to print chips as well as literature.) No action taken. The WSO is addressing this.

71. Response to referral 1115: A clear definition of guidelines by which we can print submissions to free, local recovery newspapers. No action taken. There are currently sample letters in the Public Information Workbook.
72. Response to referral 1481: Prepare a letter from C.A. to advice columnists (such as Dear Abby) which would include general info about C.A. and statistical regarding our membership. No action taken. Public Information is addressing this issue

74. Response to referral 1388: Clarify whether C.A. has adapted an official “12 Principles” or simply sells a “12 Principles” medallion. Referred to WSO for research into previous conference minutes regarding “principles”.
75. Response to referral 1207: To reconsider what the “12 Principles” are. To read as: Honesty, Hope, Faith, Courage, Integrity, Willingness, Humility, Brotherly Love, Justice, Perseverance, Spiritual Awareness, Service. Referred to WSO to research if the “12 Principles” as printed on the medallion were approved on the conference floor.

76. Response to referral 1006: All conference committees to adapt the 12-point approval process for all publications, including PSAs and instructional videos. Referred to WSO for guidelines concerning PSAs, videos and presentations. The WSO is the body that manages the production process for those items.
77. Response to referral 1098: Develop hotel-negotiating guidelines for the CAWS Convention host city. This has been referred to the World Service Conference Convention Committee for guideline changes.

79. Referral 1252: To allow a budget extension for Trustees responsible to Canada and the United Kingdom to spend specific time in Canada and the United Kingdom to address their international concerns.
80. Referral 1445: To have teleconference via audio and/or visual, the main open speaker meeting at CAWS Conventions to institutions (i.e. correctional, overseas countries).

81. Referral 1228: Please consider approving the book “Back to Basics” by Wally P. The goal is to use this book to take newcomers through the steps with a sponsor, in four one-hour meetings that can be listed on a C.A. meeting schedule as newcomer meetings.
