  1. Amend Existing Internet Committee statement of purpose on page 3.4 of the World Service Manual “To provide assistance to the CA fellowship as well as service Areas on matters relating to the Internet.” To read as follows “Responsible for assistance and direction to the CA

fellowship, Districts and Areas in matters relating to web sites linked to www.ca.org. Further responsible to assist WSOB in Internet related matters.”

Kellie F: Would like to make the motion to amend Existing Internet Committee statement of purpose on page 3.4 of the World Service Manual “To provide assistance to the CA fellowship as well as service Areas on matters relating to the Internet.” To read as follows “Responsible for assistance and direction to the CA fellowship, Districts and Areas in matters relating to web sites linked to www.ca.org. Further responsible to assist WSOB in Internet related matters.”

  17. Motion to amend as follows:
  18. “To provide assistance to the CA fellowship as well as service Areas on matters relating to the Internet.” To read as follows “Responsible for assistance and guidance to the CA fellowship, Districts and Areas in matters relating to web sites linked to www.ca.org. Further available to assist WSOB in Internet related matters.”

  20. Kellie F., Motion 1: That the WSO adopt the following policy for referral #1067. ( #1067 – Provide in any policy for de-linking a ca web sites from ca.org an emergency de –linking by the WSO chair and WSBT Internet trustee for blatant tradition violation.)
  21. The WSO chair may terminate their link from WSOB home page (www.ca.org) to any CA web site immediately under any one of the following conditions.
  22. Direction from the WSBT as the result WSBT vote.
  23. Notification from the affected Area/District officers that they do not authorize the site.
  24. Material that is clearly illegal. (e.g. Drug sales) or totally unrelated and/or bringing disrepute to CA (e.g. Pornography).
  25. In all cases above, the WSO Webmaster, Regional Trustee, affected Area/District Chair and Area Delegates will be immediately notified by all available methods of this action and the reason.
  26. Proposed effective date for implementation is upon close of current conference.
  27. Scott: Is this guidance or a policy?
  28. Leon: Wanted policy in internet guidelines so that everyone can see and understand.
  29. Motion 2: ( #1067 – Provide in any policy for de-linking a ca web sites from ca.org an emergency de –linking by the WSO chair and WSBT internet trustee for blatant tradition violation.)
  30. Add to the internet guidelines, the following policies:

  1. Motion 3: That the WSO adopt the following policy for referral #1009. (#1009 Internet Web Motion passed to refer to WSOB requesting to do work with Internet Committee preparing procedures relating to Web page violations of traditions and report back through WSBT the results.):

Add to the internet workbook, the following:

All non-compliance issues of web sites will be relayed to the World Service Board Trustee assigned to Internet issues. These issues will be relayed to the WSOBT, WSO webmaster and WSCIC for review and feedback. After receiving this feedback the WSB Trustee assigned to Internet issues will make a decision on the web site’s compliance. WSB Trustee assigned to Internet issues will inform the WSOB and WSCIC of the decision.

If the site is found to be non-compliant, the WSB Trustee assigned to Internet issues will authorize the WSOB Chair to issue a 30 day notice to come into compliance. The 30 day notice will be sent to the webmaster of the site, the web site’s Area/District Chair, Delegates and Regional Trustee. If the web site doesn’t come into compliance after notifying the webmaster of the site, the web site’s Area/District Chair, Delegates and Regional Trustee, then the WSB Trustee assigned to Internet issues will authorize the WSOB Chair to direct the WSO webmaster to de-link the non-compliant web site from www.ca.org. Proposed effective date for implementation is upon close of current conference

Kevin: withdraw friendly amendment. Motion to refer back to committee.

Leon: This is an example of parliamentary procedure slowing the process. This committee worked very hard to bring this policy to the conference floor. The policy in place did not work. I can guarantee that one person will not make the decision.

Point of order: Amy B: Question asked was a point of information and cannot be used as a method of debate.

Chair: Roy, are you for or against the motion to refer.

Joe S.: Speak against motion to refer. Committees have done much work and taken group conscience. Have not seen committees bring back unnecessary motions.

LaDon: Speak against.

Karen: Speak against. Should be included in committee guidelines. Very important and needs to be passed.

Scott S: Speak in favor. Reads conference charter 6.1 WSM.

  1. #1057 Can the WSCIC create its own web site for centralization of all Internet guidelines. Web site creation kit, referrals for compliance, maintenance. To be linked (a new button) from ca.org. This was referred to WSO. The WSCIC finds it unnecessary to create a separate web site and its being referred back to the WSO for inclusion on the suggested upcoming ca.org service pages.
  1. #1467 Please investigate the possibility of using the internet to facilitate the work of the

conference and conference committee throughout the year. No action taken on this item. See referral #1057 regarding WSO creating a service information page. Once this is done that information can be accessed at the conference.

382.REFERRALS THAT DID NOT RESULT IN MOTIONS:

  1. #1093 Create a secure website to allow the use of credit cards for the purpose of CAWS convention registrations only. No memorabilia sales, etc. The WSCIC has taken no action on this referral as it has already been referred to convention committee and WSO.
  1. #1123 Look into suggested sobriety guidelines for web master. The WSCIC finds its unnecessary to suggest a sobriety time, this is a responsibility of your local Area/District. 
  1. #1187 Establish procedures to ensure each are has a place on the web site with current meeting schedules, events and phone numbers. Specifically, CA infoline the Wichita, Kansas. S.W Regional in Wichita, KS October 20, 21, 22, 2000. Except for current meeting schedule procedures already exist for placement of Area/district information on the WSO site. One can either call WSO @ 310/559-5833 or write webmaster directly at webmaster@ca.org. At this time WSO does not post local meeting schedules. These are the responsibilities of local Area/District web sites.
  1. #1409 That the Internet Committee add to the Internet Committee Guidelines Workbook a clear statement/policy with regard to use of Music on CA Web sites. No action; the committee guidelines already state on page 8 “no site may post material in violation of copyright law”. This includes copyrighted music just like any other copyrighted material.
  1. #1425 Why is there a difference in the literature piece “Who is a Cocaine Addict” that is read in meetings in so far as the piece on the internet home page doesn’t match word for word what is printed in our literature piece (pamphlet) that is available in all our meetings. The committee after careful checking and review, has determined that the “Who is a Cocaine Addict” on the WSO web site is accurate and reflects all revisions. It’s possible that older formats might not contain recent changes.
  1. #1006 All conference committees to adapt the 12 point approval process for all publications, including PSAs and instructional videos. The WSCIC votes no, because we are unclear how this pertains to our WSCIC.
