C.A. WORLD SERVICE CONFERENCE 2001
INTRODUCTION AND OPENING COMMENTS: The Board of Trustees has received approximately 60 referrals, with some committees referring matters to us as late as last night.
Our responsibilities here at the Conference, which include working with Conference Standing Committees, the Trustee Election Committee and various individuals and groups of Conference participants concerning many different issues, has not left us with any time to meet and consider the items referred to us.
We will begin our review and consideration of all the referrals at our next quarterly board meeting after the Conference and will respond to them in a Delegate mailing and make any motions arising from the referrals at the 2002 Conference.
ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR:
1705 – To allow websites (Area and Reg.) to link to Co anon in their local areas/regions. This is our sister fellowship that provides recovery for many addicts who live with other addicts. As well as recovery for our families. Co anon is allowed rooms at CAWS conventions and space on our CAWS convention registrations.
1609 – Our area and district is being bombarded with potential members who refuse to identify as an addict/alcoholic during open CA meetings. They are being instructed by their sponsors to state their name only, followed by, “I’m seeking my truth,” opposed to traditional “I’m an addict/alcoholic.” We realize each group is autonomous, yet this is beyond the scope of a meeting. This is spreading like a wildfire throughout our Area. Question, is it written or stated that one must identify as an addict/alcoholic in any of our formats?
1540 – That the trustees prepare a statement addressing non-CA related announcements at CA meetings as they relate to traditions 4,5,6, and 10.
1516 – CONVENTION, CONFERENCE, S&B, TRUSTEES – All air miles acquired on any flight paid for by the WS office become property of the WS office.
1509 – Allow office to use CAWS database for donation letter.
1953 – To compose and produce a CA basic text, including 12 Step guide, as a supplement to the Big Book of Alcoholics Anonymous. See attached.
2081 – Appoint an ad-hoc committee, reporting to the WSBoT, to write a CA 12 and 12. Said manuscript to be subsequently processed through the LCF 12-poing process.
1611- To add an International Director to the WSOB who would be available via tele-conferencing and e-mail and attend the WSC. This position would enhance communication between international areas and World Services.

1700 – To address the name of our fellowship. Many people are coming into the program addicted to other substances. Are we limiting the growth of our fellowship by maintaining the name Cocaine Anonymous?

1720 – To have the World Service Convention every 2 years.
1746 – Please take a serious look at the Unity pamphlet – it appears that several pieces of literature are moving through 12 point approval process rather quickly, while the unity pamphlet has remained or returned to point 6 of approval process for over 6 years.
1782 – That the third legacy procedure of AA for election of trustees be adapted and adopted for use by the TEC, specifically choosing by lot if all successive ballots fail to elect a candidate from the conference approved slate. See pp. 520 and 521 of AA service manual, attached.
1877– I would suggest the creation of a CA steps Book study Workbook talking the Addict/Alcoholic through the Big Book from the cover page and Bill’s story, CA History and to create the addition of the history of CA then going through the steps.
1878 – Reconsider trustee approval (under LCF point 7) of the pending guide to the 12 Traditions as several comments indicate great disagreement with the interpretation of the traditions contained in the guide.
1825 – Review practice of the projection of future revenues in CAWS budgets. Recommends revenue projections be made based on actual revenues from the previous year without substantive increases, as has been the practice in the past.
2038 – That the reimbursement procedures for the Trustees be changed. Upcoming unknown expenses should be paid ahead of time, to be followed by receipt. It is a tragic day when a member of the fellowship can not participate on this or any other level due to their financial status. Not every member of Cocaine Anonymous has the luxury of being able to lay out cash to be reimbursed later.
2026 – To allocate a per diem fund for the Trustees to be given per diem prior to any functions in which the trustees are required to attend.
2067 – Allow use of a WS Convention meeting room for any CA group complying with Tradition 3 and WSM pg. 2.1, for use in a CA meeting.
2069 – Accept and include the WSBoT interpretation of standing rule 14 into the WS Manual (See Amy B. for details)
2075 – Could we please formalize the Canadian liaison. Including reference in the WS Manual which would include duties, responsibilities, qualifications & the election process.

2078 – I would like to see some uniformity in the registered trademark on our literature, memorabilia and the necessary items that require the logo. There appears to be two types that is being circulated (please see diagram on original referral form).
2091 – As chair of the WSOB Archive Committee, I am making a referral to create a new standing committee of the World Service Conference. This new standing committee would be responsible for all of the duties of the WSOB Archive Committee plus other responsibilities listed on my attached proposal. The new committee would be responsible to the preservation of CA’s archives and memorabilia as a whole and not limited to the narrow scope of theWSOB archive committee.
2125 – To support the theme of this Conference “Unity has no borders “ I would request that the BOT and or the BOD and or WSO or WSOB (Possibly an Ad-Hoc Committee or unity)( or whomever/however the aforementioned trusted servants feel it best) To create either a committee an ad Hoc Committee or together such group of interested members with support from the WSBOT,BOD,WSOB, whose purpose would be to consider petitions requests or situations regarding cultural/language differences translation Standards and petitions or other requests from within and with out the US for new meetings in the languages other than English and to help give .Language , translation, diplomatic and or cultural support to such requests/Petitions
2195 – That interview and election procedures for the trustee election committee be placed in the WSM.
2228 – Please define special interests – meetings or groups?
2258 – That CA as a whole create its own H&I department to handle all of its H&I needs worldwide in one focused, and concentrated office for the support of the H&I efforts of CA worldwide!
2264 – In order to better inform the delegates if the WSC and therefore the fellowship as a whole, encourage a Trustee representing the minority to address the minority opinion in all trustee decisions made. It would benefit the Conference, to know ALL points of view considered and expressed during their discussions.
2271 – To change trustees guidelines to hold all quarterly meetings via telephone conference to reduce expenses.
2291 – Statement be made and placed in convention guidelines manual stating that the C.A. logo is available on World Service memorabilia.
2294 – What is a CA group policy on having a 12 step workshop using the CA logo?

1310 – Add a definition regarding delegate representation in the description of WS Delegate duties, WSM 2.12 suggested languate: “Delegates provide representation and serve as the Trusted Servatns at the WS Conference for theGroup from which they are elected despite all other groups and/or areas in which they participate”

1628 – Regarding 12th Step Calls, Because of the legal issues involved in a 12th step call on a practicing addict, a concerned member asked that a set of guidelines be established that protects a CA member if the person being 12th

Stepped is in possession of drugs or paraphernalia. What are the relevant questions to ask? How does a CA member protect themselves and CA from legal repercussions?

1701 – That committees not be allowed to respond to referrals as “no action taken” and that all committees must respond to all referrals whether some type of action or description of non-action & why the non-action was taken. And, that this requirement be added to our service manual.

1714 – To create a pamphlet on ‘the home group’ to include the spirit of group sponsoring (for the newcomer), and commitment to attend regularly in the spirit of unity, responsibility and accountability.

2023- Create and e-mail database of all conference members in order to e-mail all conference mail-outs, for the purpose of cutting costs and insurance of delegates receiving them expeditiously. (I received the last mail out August 16th, which makes it difficult to fulfill some time requirements.)

2277 – Add to the CAWS Convention Guidelines, pages 12&13, under marathons chair duties, the following: “Make available Spanish speaking marathon meetings to help carry the CA message to Spanish speaking only or limited English members. My opinion is that Spanish meetings at CAWS conventions does not violate tradition 3 because it does not fall under special interest meetings. It is just a language barrier and it would help carry the message and promote the growth of CA of the Spanish speaking addicts.
