Minutes of Day Two
THURSDAY, AUGUST 28, 1997
- Session called to order 9:07 a.m. by the Chair

- Roll Call
- Quorum is 85, we have 127 votes present
- It was brought to the attention of the Chair that there are questions regarding the procedure that was followed for elections yesterday, whether or not a motion was made. There was no need for a formal motion according to procedure, to open nominations, as long as there was an opportunity for everyone who wished to nominate a candidate to do so, and there was a motion made to close nominations which was carried unanimously. Is there anyone with a question regarding the election process that they would like to deal with now, before we go further in the conference?

- John Wishard: The Convention Committee’s last item, requesting feedback on the logo issue, is missing. It should be after item 213 in the minutes.

- ITEMS TO REFER TO COMMITTEE
- Convention Committee:
- Jim Bagnola: If within 90 days after being awarded the CA WSC the winning host city is unable to fulfill its commitment to host the awarded convention as presented the Trustee of that region along with the WSO Board and the WSC Convention Committee will immediately be notified, at that time, the runner up city if it so desires should be awarded the convention for the year involved. If there be no runner up city then the convention should be held in the most favorable location nearest the original winning bid city.
- Dan Falcone: The suggested reading time before the speaker meetings should be shortened.
- Mike Mastromonico: The Board decision not to use the CA logo on the convention memorabilia
- Chris Phillips: Guidelines stating that only conference approved materials be read at our WS Convention meetings
- Jeff Schachter: Vice Chair automatically become chair in the event the chair is unable to serve in its capacity.
- John Wishard: WSC have current and correct literature and readings.
- John Wishard: WSC speakers be more diverse in culture

- Jay Finesilver: To consider items within the report that has been submitted by CAWS 97.
- Carl Robinson: Vice Chair term be changed from one year to two years.
- Chris Phillips: Initiate the process to begin choosing a host committee or host city by a lottery system at the earliest time.
- KD Zager: To move the entire selection and bidding process up at least one year, if not two. For all world conventions.
- Joe Stevens: The production of budgetary guidelines for CAWS Convention Host city, presentations as well as working budgets.
- Chuck McCollum: To include in the hotel negotiations the use of a VCR and a monitor for continuous viewing of public service announcements.
- Finance Committee:
- Anthony Joiner: Have all the monies from Celebration Around the World stay at the area level to send delegates to the world service conference.
- Jay Finesilver: To implement the use of MasterCard and Visa at all future conventions of CAWS, for registration and memorabilia.
- Jay Finesilver: To set guidelines on the expense reimbursement and compensation by WS Committee Chairs within the WS Committee.
- Scott Stevenson: Grant the WSOB limited authority during the CAWS Fiscal year to spend relative to a specific line item, money greater than the authorized conference approved budget so long as A. specific committee office or Trustee total budget is not exceeded and B. that the total CA world Service Budget is not exceeded.
- Scott Stevenson: Increase the limit at which the spending committee of the world service office is required to request three qualified bids to $500 and change the service manual to reflect that change.
- Susan Turnbull: Review CA world service non-delegate chair cost and need.
- Structures and Bylaws:
- Peter Grant: Insert the word “additional: between the words “every” and “fifty” on page 26, Number 3, Line 5 of the World Service Manual.
- Jay Finesilver: Implement the Convention Committee’s choice to have the host chair and Celebrate Around the World to have a vote at the Conference.
- Scott Scheely: Clarification on Motion #116 in the minutes from 1996 that deals with merchandise.
- Jay Finesilver: To establish a process where all the manual changes for all manuals of the Conference are reviewed by each committee member prior to their being finalized.
- Ralph Holland: To implement for the chairpersons’ term to never exceed three years in continuance for the chairperson,
- Louis Rubio: Change the World Service Charter to reflect that only alternate delegates are eligible to run for the delegate position.
- Michael Hodges: Add a line on page Eleven of the World Service Manual to: “ a service structure connecting the World Service Office to the World Service Board of Trustees” so it would not appear to be a separate entity.

- Jay Finesilver: Procedure to remove a Conference Committee officer for failure to undertake or complete their duties.
- Kevin Murphy: Repeal standing Rule #13.
- Bill Evans: That the Delegates at the Conference be limited to voting in one committee only.
- Scott Stevenson: Determine and insert appropriate language in the service manual to reflect that determination which is to be used in calculating the WSO Trustee’s term of office.
- Scott Stevenson: Clarify the section “Vacancy replacement and term of the Trustee nominee selection and election process and Trustee term” section of the service manual to clearly indicate that the term of a serving Trustee is four conferences.
- Public Information:
- Ralph Holland: Quit relying on the Web for you’re outsourcing and Alcoholics Anonymous had it’s Rockefeller. Please divert some energy into finding CA’s Rockefeller.
- Don Rupp: Find some way to get literature to some of the high schools and junior high schools, along with speakers.
- Conference Committee:
- Chuck McCollum: To include in their hotel negotiations the use of a VCR and a monitor for continuous viewing of public service announcements.
- Ron Butcher: To provide a tape of this conference for those who cannot read.
- Jay Finesilver: For business meetings to include a portion of the airfare and only one-day lodging.
- Kevin Murphy: Consider extending the Conference by one day, beginning in 1998 or 1999.
- Mike Webb: Discuss the feasibility of having designated smoking areas of not less than 150 feet from the entrance of the meeting area.
- Chips and Literature:
- Wanda Ayers: Add an equivalent chapter, Chapter Five of the AA book to our CA book.
- George Perkins: National meeting directory for purchase.
- Jay Guzofsky: In the Eleventh Tradition we amend the reading of the Tradition to include “and the Internet” at the end.
- Tom Stokes: That an up to date list of area and district P.O. box addresses be included in all new startup kits to ease communication for those groups that may have the need in outlying areas.
- Jay Finesilver: To consider a piece on sponsorship.
- Jim Chadowsky: What is the status of the meeting reading selection: “Suggestions to the Beginners”? If this is Conference approved, consider withdrawing the approval.
- Jim Chadowsky: Change the Newcomer chips…the word Newcomer to read either “24 hours “ or “today”.

- Jim Chadowsky: Include “What is CA” from the CA book, pages 17 and 18 with formats in meeting reading package so that it can be read in addition to how it works.
- Hospitals and Institutions:
- Ron Butcher: Consider crating a video to help carry the message.
- Don Rupp: Find some way to get some CA literature to some of the high schools and junior highs, along with speakers.
- S.O.:
- Steve Amelotte: To all committees, to save the fellowship travel dollars, suggest all chairs to be delegates and that the election of the chairs, vice chairs and secretaries take place on the last day of their last conference, so it’s not necessary for them to come back the next year to elect new ones.
- Ralph Holland: To all committees, that each individual committee considers the cost to CAWS for bringing non-delegate chair people to the Conference. And to the chair people specifically, in the spirit of rotation, and also sponsorship, should be looking for someone from within that committee to help train for that position, not at the expense of CAWS, but at the expense of the individual areas.
- Lionel Key: Have WSO not order any more literature racks with only 16 slots. We need to get some racks that have more slots than sixteen for future literature.
- Charles Nelson: Make Big Books and 12 & 12’s available.
- Mike Mastromonaco: The issue of MasterCard dictating pricing to CA. We should be able to offer discount to people who pay cash.
- Kevin Murphy: Re-edit Spanish language literature, use Spanish speaking printers when printing Spanish literature.
- Kevin Murphy: Consider translations of selected literature into German, Japanese and Portuguese.
- Trustees:
- Kevin Murphy: Investigate applicable law and determine policy for online use of CA logo and copyrighted literature by third parties.
- Ron Butcher: Provide a letter stating that it is illegal to use the CA logo to make money
- Jim Chadowsky: Eliminate phone interviews of prospective Trustees as they are now done. If a phone interview is completely unavoidable, make it through a conference call with the entire Election Committee.
- Dave Kulick: Clarify the use of the CA logo by the areas.
- Ellen Sargent: Clarification on why World decided not to read “Who is a Cocaine Addict”
- Jim Chadowsky: For Trustee election process, do all voting by secret ballot, including final ratification if necessary.
- Sharon Smith, TAL: The slate presented included the candidates for Trustee at The top 2 vote getters in each region are:
Atlantic South: Walter Johnson, Susan Doch
Midwest: Jennifer Cole, Spencer Barton
Southwest: They only had 2 names on the slate
Pacific South: Leon Mason, Carrie Calderone

- When making your decision as to what committee to join, consider what Committee needs help and what skills and talents you can offer
- Tom Stokes: motion to adjourn the conference at 8:30 P.M. on Friday
