Opening Comments
Tim Andre, H & I Chairperson:
I want to thank the entire H & I committee for allowing me to be of service for the last year. This year we have been blessed with new members with ideas and enthusiasm. Our committee was very productive. We have worked on 8 referrals, resulting 5 in motions. I am proud to be part of this H & I committee. Let me introduce our committee.

- REFERRAL 4905: The initial idea of passing the H&I can seem great, but does the committee believe that any subcommittee should be fully (or partly) self supporting. A sub committee is accountable to the committee it reports to. It talks in the concepts of ‘tradition and purse’ as ultimate factors in keeping committees answerable to the committee/groups they serve.
Therefore, how and who is an H&I committee accountable to if they have funds directly donated to them??
The other issue is that if money is donated to H&I it cannot cross over to other areas of service.
Are we putting a part of CA before the greater whole?
Are we wrongly informing our members that H&I is ‘special and different’ and is more important than other areas of service??
Should we not be encouraging our members to respect our 7th tradition and learn ‘how it works’, If members don’t trust that 7*h tradition monies are being used correctly, shouldn’t we be educating them in the importance of getting involved at District, Area or World Levels?? Or are we, as a fellowship, looking for the easier softer route??
The message was carried to me in an H&I meeting, for that I thank God. I am grateful for H&I and put that gratitude into action through H&I service AND putting my money in the Tradition 7 pot, trusting that the group/district/area or world committees will use it effectively to keep the whole of CA running. I trust that no area of service wili be placed above another or shown exclusive treatment
I would therefore ask that we stop promoting H&I cans.

THE H & I CAN
The H&i Committee is a Sub-Committee of the Area and/or District Service Committee. Ait funds generated are part of the District/Area General Fund. Funds collected for H&I should go to this General Fund. In keeping with the Ninth Tradition, this committee is directly responsible to those they serve.
Some Districts/Areas have an additional collection to help offset the cost of the H & I Committee.
Regular CA Meetings that pass the H&I Can have found the following a suitable modification to the meeting format. At the point where the 7th Tradition is honored, insert:
“The 7th Tradition reminds us that we are fully self-supporting through our own contributions, The H & I Can being passed is to help support the Hospitals and institutions Committee of Cocaine Anonymous. I have asked _______________to read the 12 Traditions for us while we observe the 7th tradition. Newcomers need not feel obligated to contribute. ”
PASSING AN H&I CAN – THE HOW AND WHY OF IT
Since the founding of the fellowship, it has been customary to drop a dollar in the basket. As the cost of living increases, the cost of H&I Literature/supplies increases too , and the donations remain the same.
Many Areas/Districts compensate these high costs by increasingly becoming dependent on special fund raising events. However, as the events increase on a yearly basis, it only takes one function to fail, which may cause financial calamity for that District/Area.
Therefore, we encourage members to be mindful and kindly drop an “extra” dollar in the basket.
Passing the H&I Can helps provide bookmarkers, key-chains, and literature for those in hospitals and institutions. The H&i Can not only assists to help carry the message, but it represents a very important moral booster to those who carry it.

If you desire to start doing this in your District/Area:
- First, solicit the support and approval of your District/Area Service Committee. Each CA group is autonomous; the decision on having an H&i Can must be the result of a group conscience by the interested meeting.
- Secondly, you’ll need a can; we suggest a one- pound coffee can, preferably painted white, with the H&I label affixed on the can. The importance of using labeled and painted H&I Cans cannot be stressed enough. Attempts to pass another basket have sometimes led to limited success.
- More information on starting an H&I collection in your District or Area may be obtained from the C.A. World Service Conference H&I Committee Chairperson or the C. A. World Service Office.
A voiced concern is, “Do the funds collected actually assist H&I?” Yes. The H&I Can is simply a fund-raising tool. A few methods found to insure that the money collected is indeed going towards the needs of the H&I Committee are:
- A simple method would be for the meeting to send a representative directly to the H&1 Committee meeting, a method successfully adapted by at least one Area.
- Another method is to have the G.S.R. bring both the H&I Donation and the 7th Tradition to the Area or District Service Meeting.
The Treasurer then deposits the money in the Area or District Service Bank Account. As funds become necessary, your Treasurer will payout the amount indicated on a financial request.
At the end of the year, the amount collected is divided by twelve. This figure becomes the monthly budget for H&I. In order to maintain the integrity of this process , one district amended its by-laws to state that the monthly budget of H&I must always be equal to, or greater than, the average monthly donation from the H&I Can.
Having no income, the H&I Committee depends on the donations received from C.A. meetings.

The H&I Can
If your district or area does, or wishes to do a separate collection to support the H&I Committee, labels for the “H&I Can” may be obtained free of charge by contacting the C.A. World Service Office. Regular C.A. Meetings which pass a collection for H&I have found the following a suitable modification of the meeting format At the point where the 7th Tradition is honored, insert:

Subsequently, all funds collected for H&I should go to the H&I Committee. H&I Committees would be well advised to allow H&I funds to be deposited in their existing area or district bank account and thus save the additional bank charges. In addition, H&I committees are always a sub-committee of the area or district service committee, and in keeping with the Ninth Tradition are directly responsible to those they serve. PASSING AN H&I CAN – THE HOW AND WHY OF IT
Ever since this fellowship was founded, it has been a custom at each meeting to drop a dollar in the basket. Unfortunately, while costs have increased in every area, the amount of this donation has remained the same. Many Areas have made up for this growing deficit by becoming increasingly dependent on special fund raising events. Consequently, the number of conventions, camp-ventions, roundups, etc. increases each year. When one of these events flops however, it may spell financial disaster for the District or Area which it was meant to support. From time to time, we ask members to drop an extra dollar in the basket when the fellowship is in need, but after a while, the donations drop off again. When the fellowship is having financial trouble, supplying regular C.A. meetings is not a problem as they buy what they need. Not so for the H&I Committee, having no

income, they depend on the donations from open C.A. meetings for all their supplies.
One lasting solution to this problem is passing an H&I Can at meetings. This helps us in two ways. First the H&I Committee becomes not only self-supporting, but also able to provide Bookmarks, Keychains, Big Books, Pamphlets and even C.A. Storybooks. Secondly, as H&I is no longer a drain on the financial resources of the fellowship as a whole, these funds are free to be used elsewhere, (n one district having 60 C.A. meetings, passing the H&I Can produced an income in 1993 of $ 6,678.93. Least we seem overly concerned with money here, let’s look at what it bought. Funds from the H&I Can were used to purchase 480 Big Books, 10,000 pamphlets, and 7,736 Keychains. In 1994, this same committee will begin distributing the C.A. Storybook at H&I meetings as well. Big books are stamped on the inside cover with the C.A. logo and the number of the local Info- line; this insures that we who pay for the books get credit for their distribution The H&I Can not only helps H&I carry the message, the support it represents is a very important moral booster to those who carry it.

World Service Office. The importance of using labeled, painted, H&I Cans cannot be stressed enough; attempts to do this by just passing another basket have proved a failure. Another important point concerns the Meeting Format. The H&I Can is usually passed at the same time the 7th Tradition is collected. The format would read something like this: “The 7th Tradition reminds us that we are fully self supporting through our own contributions. The Can being passed is to support the H&I Committee of C.A,, it goes to provide Bookmarks, Keychains, and Literature for addicts confined in Hospitals and Institutions.” If the format remains unchanged, what often happens is that the H&I Can ends up gathering dust in the bottom of the box.
One concern which may be voiced is that funds collected actually go to H&I. The simplest way would be for the meeting to send a representative directly to the H&i Committee, a method successfully adapted by at least one area. Unfortunately, it is difficult enough to get one person to show up for the District or Area Service Meeting; trying to find two reliable people each month may prove unrealistic. An alternative arrangement is to have the G.S.R. bring both the H&I Donation and the 7th Tradition to the Area or District Service Meeting, after noting the amount collected in each. The money is then deposited by the treasurer in the Area or District Service Bank Account. The funds remain separated on paper, and dispersed to H&I by the Treasurer. At the end of the

Steve Edwards – reads the motion. I will note the report contains the new language and existing guidelines they wish to delete on 5 and 6. You have read it because you were here last year or from the SR 14 materials you received in your delegate mailing. Would you like to speak to your motion?
Bill Carter – not at this time.
Steve Edwards – Is there any debate? You had time to study it. It went out under SR14.
David Crosland – I speak against the motion. I feel this whole practice is fraud and violates Traditions 3 and 9. I see you are trying to make it transparent. Do I conclude from this that the money is not earmarked? This is one particular addict deserves 2 hits at the pot, others don’t. The Districts In my Area voted to vote out cans and consequently was no longer accountable because it didn’t have a source of money. It was phased out, the money continued to flow to H&I through District. It became transparent and became improved. The whole practice let’s us down. I want to see people have the message carried to them. I don’t think this process is spiritual.
Nick Alexander – POI – as ! read what you guys would like to add to the format, says help support the committee. Why not support the committee, why “help” the committee?
Tim Andre – Sometimes some Areas, we write up a budget at the beginning of the year. The can brings in $14,000 but we only need $12,000, then the remainder goes to the genera! fund. It is like the opportunity ticket, because H&I costs a lot of money. It costs us $3,500 to bring patients to the convention. We are able to carry the message. If we don’t have that can, that extra dollar won’t go into the basket. When the can goes around there’s another dollar. We need the extra money.
Steve Edwards – the “help” in there is to qualify if the can raises more money it can be used for other purposes.
Tim Andre – Yes, we are trying to get away from earmarking.
Phillip Lindsey – I speak against the motion. I have an issue, having no income H&I relies on income from meetings. But H&I gets money from Area and Districts. They do not solely use the H&I can. So l believe that’s incorrect.
Jay Parker – we brought this to our District. And a lot of the members who were a part of the original document and the Area were clear at the time they put chips and lit in there on purpose to maintain the integrity of the can.
Russell Sedman – I speak against the motion. I’m a product of this, 3 years sober tomorrow. These suggestions are not clear enough and being misquoted, H&I is actually Tradition 7. it’s fear, because our donations haven’t gone down since stopping the H&i can. I hear your passion, but let’s not let our passion pull us away from our Traditions.

Aurora Lopez ~ I’d like to speak for the motion. Each meeting decides what to do with the can. It’s up to each meeting. But it does help support H&I because being a new Area we don’t have much money in our budget. What the can brings in oniy covers part of it. The suggestion of the can is to help the committee raise funds. The guidelines already existed in the book and the only wording we’ve changed is help support and help us to purchase other things and events.
Bryan Bell – My question is according to the new guidelines the money goes to the general fund where the money goes directly to H&I. Our H&I committee has a very large account, how should we handle the money that has already been collected under the old guideline?
Don Logan – Each group is autonomous, each District, each Area. The intention is to clear up language and allow the individual meetings, Districts and Areas to do what they like with the H&I can.
Tim Andre – Also, people with Districts and Areas with separate accounts, how are you helping the newcomer? If we can use it in other committees, use what you need, then put it in the general fund.
Wesley Blount – l speak in favor of the motion. We helped get H&I cans in the meeting. I’m not proud to say this, 1 don’t have time and I know it’s important The H&I can helps me to do my part. If you pass around an extra can ! know what I’m giving to, I’m participating and it matters. Two groups of addicts, the newcomer and H&I, are the most important. There is a lot of money and they don’t give a lot. If you send an extra can you get extra money. In NY it barely covers the costs.
Nick Alexander – I speak against the motion. I love H&I, but that’s not the debate we are talking about. If we feel we have enough, I put a dollar in the H&I, l want it to go to H&I. if there is too much then we are not spending enough. I have heard members say, yes, you can take H&I money and spend it in the general fund. When you put in the word “help” it defeats that purpose. I have stopped putting money when it doesn’t go to H&I. I put it in the 7 , The issue is the H&I guidelines are already in place.
Michael Higgins – Our Area is adamant about the way this can works. 1 wouldn’t be here if not for H&I. I speak against the motion and so does my Area.
Veronica Williams – In my Area each group is autonomous. The ones that want it, want it for a reason. I speak for the motion, I’m all for it. The ones that want the can do. I came online in Houston where we didn’t have places to have meetings. All meetings were in hospitals. I want to make sure H&I is there running and kicking.
Patrice Royal – I speak in favor of the motion. There are guidelines that are in place and this is changing the wording. We don’t pass the cans getting earmarked in H&I. We recently took an H&I commitment and they paid cash out of their pockets for CA literature. I would love to go back and share this information that you can do what you want. It’s simply suggested. Thank you. Steve Edwards – sounds like we’ve heard the arguments more than once.
Jeffrey Ushry – I speak against the motion. The cow is out of the barn, We have got to say set a deadline or draw a line in the sand. If we are not earmarking

funds there should be no can. Let’s get behind the 7th Tradition. We’ve got Districts that have more money in H&I than their coffers. There shouldn’t be a need for H&L We’re supposed to take back what this Group determines. We already determined no earmarking. 1 speak against the motion.
Brian Tenenbaum – i speak in favor of the motion. The can exists. This body said we do not earmark funds. It’s a no-no. You collect the funds and then you collect $10,000 and the committee comes and says we need the money. You want more to carry the message? You have extra funds, if the group conscience is your budget is fulfilled, maybe we should pay a bill. The can exists. If there are other problems, I guess it’s time for more referrals.
Earnest Martin – Our fellowship was down to six people. The can did what the can was supposed to do. There we got literature and did that every month with the money. We went from 4 to 20 people. That’s what the can has done is promote growth.

Mona Ibrahim – I speak against this motion. We brought this last year. There was no excuse to be misinformed or not understand. If anybody was unclear what this was about. When I made a 5th concept, some of them didn’t say 5th concept. I think that swayed people and was misleading. If the people were not clear until after the 5th Concept, when the delegates saw this, there is no excuse.

Bobbie Harmon – I speak in favor of this motion because this would allow, we have some people, this is a voluminous piece of work, that have not had a chance. Where is God in all of this?

Don Logan – refer it back to the committee, I speak against the motion. The committee took the time to do this. I sat here during the debate over the video and earmarking funds. To refer back to committee, this referral, this motion came as a direct result from someone’s resentment.

John Bodkin – I speak against the motion to refer back to the committee. While I understand some have had difficulty, l think the committee did do its job. Change is hard and I don’t feel we can take a shortcut. Sometimes there is no easy way, we need to trust.
Jeffery Ushry – I speak for the motion. The committee might want to reconsider the entire motion and having heard other things, they might not have been here last year when earmarked funds was taken out of the manual.
Roy Ricord – I am speaking for the motion to send this back. I appreciate the work. However because of the narrow margin I don’t feel there is substantial unanimity. Things can be addressed to achieve substantial unanimity.
Bryan Seid – I speak in favor. I applaud your work getting this to us 120 days prior to conference. If you think by sending your things out that we will read it and it will be passed is wrong. What I heard was how things work in other Areas.

I believe there needs to be reconsideration on the way it is worded so that it is more inclusive to the entire fellowship. We shouldn’t put band-aids where we need stitches.
Wesley Blount – I speak in favor of the motion, but I’m torn. I’m not entirely convinced so that next year we will debate this again, i would rather see us table this and bring it up tomorrow. If this will stop us from doing it tonight, okay. I don’t think we need a year, I’d rather see it tomorrow. People are saying things that make sense.

CREATIVE WRITING SUBCOMMITTEE REPORT FOR H&I
- We discussed about recreating the H&I Corner of the NewsGram.
- We are going to start submitting personal stories of CA members sharing their experience, strength, and hope through their experience with Hospitals and institutions.
- Each Delegate on this subcommittee of creative writing (*which is not limited to only the Delegates to this subcommittee) will be submitting their collective stories of personal experience with H&I and also collecting from their Area’s other members stones of H&I experience.

Items to be worked on for the 2007/2008 Service Year by this committee are:
- Contact Trustees and or Delegates in areas/districts/regions that seem to be struggling with H&I and offer assistance where needed.
- Attend parolee Orientation meetings, where applicable. Utilize H & I video and CAWS approved literature.
- Contact Prisons within the district/area/region to discern need/want of C.A. meeting(s) in that particular institution

“A Message of Hope”
Our goal as an Outreach committee is to provide hope and support to the areas: by sharing successful ideas and new ideas, maintain communication between the World Service Office, Area, District, Group levels; and to educate on resources available to them.
Implementation
Sharing New & Established Ideas Through quarterly reports, Yahoo groups, & conference calls
Communication – Yahoo groups, committee contacting regions, mass emails, sending flyers to H&I Chairpersons
Resources – Videos, V*price Literature, H&I Forms, Committee would inform World Service H&I chair of suggested resource ideals

- Referral # 5204: “ that the committee have a script ready for approval by Conference 2007 updating the voice over and footage if necessary to bring the H&I Video in line and consistent with the requests of the fellowship to create material that are not drug specific to cocaine, but include “all mind-altering substances”
Thank you for your suggestion, but after consulting with the WSO and the trustee originally involved with the project it was determined that it would be cost prohibitive to attempt to update the voice over. But will include on all further endeavors.

- Referral # 5068: That the WSC H&I Committee add to it’s guidelines a suggestion that not more than 30% of an H&I budget go toward the purchase of AA literature, in support of CAWS.
In keeping with the 4th Tradition, each Group is encouraged to utilize their H&I budget on the literature that is needed. We refer you to the H&I WSC H&I Guidelines page 29, line number 10.

Serving on the H & i committee for the past 3 years has been a rewarding experience, i am excited about the new ideas to be implemented and to watch the communication grow through the Yahoo group. By going to the H & I panel meeting this year, it brought a new enthusiasm and joy to this committee and I hope/pray that this enthusiasm spreads through this fellowship like a brush fire.
Please, from the bottom of my heart, take this enthusiasm with you and pass it on to your local H & I.
