World Service Office Board Report

INTRODUCTION AND OPENING COMMENTS:

Welcome, along with the Conference chair and the World Service trustees, I‟d like to welcome you to this year‟s Cocaine Anonymous World Service conference. I‟d like to personally thank each of you for your service and participation in CA‟s primary purpose-that of carrying the message of hope and recovery to the still suffering addicts. Whether you are a first-time participant or one who is returning, my prayer is that this week brings you an opportunity to fully experience God‟s presence in our process and to carry that experience back to your areas.

Composition of the WSOB and Office Staff

As I stated, I‟m Tom P. and I chair the C.A. World Service Office board of directors. This is my 6th conference as a member of the World Service Office board and my second as its Chairperson. At this time I‟d like to introduce first, the members of the C.A. World Service Office board of directors;

WSO 2010-11 Overview

Activity at the WSO since our last conference has been steady. We began the year with John B. as our consulting executive in the role of office manager. We quickly addressed unresolved issues resulting from the unexpected vacancy in the director of operations position. Additionally, we crafted a strategy to accommodate our efforts in filling the position. After an extensive search and interview process we submitted a slate of candidates to the Trustees for their review and selection. We are grateful that today Linda F. fills that role.

Operations in the area of customer service and order fulfillment have been steady and aptly handled by our experienced staff. With our consulting executive, the staff conducted an intensive review of our inventory management system, has adopted modifications which have resulted in enhanced accuracy and a reliable inventory management system utilizing existing resources.

The office has made tremendous strides in the processing of translation projects. Current projects include French, Polish, Dutch, Swedish and Iranian (Farsi) local translation committees, actively involved with the World Service Office. Five Farsi Pamphlet translations have been completed and are awaiting WSBT approval. Dutch and French are well on their way of completion of a variety of pamphlets.

Pamphlet publications have also undergone an extensive review and rework. The office now has the capability to print pamphlets on a real-time basis minimizing inventory holding costs and better allowing the office to incorporate Conference-approved changes to existing pieces. Further enhancements to the office processes are underway and we anticipate greater efficiencies and effectiveness in this area.

World Service conventions continue to be an integral and important aspect of world service activities. This year‟s convention in Arizona really set the bar for conventions to come. The event exceeded our imagination in all areas. Unity, enthusiasm and financial support of WSO activities are the purpose for our World Service convention. This convention achieved and exceeded expectations in all three areas. There were over 1600 registrants and the convention net income exceeded $129,000. At the banquet, during the sobriety countdown, over 114 copies of HFCII were handed out to newcomers as they walked across the stage and introduced themselves. Thanks to all the members who were of service or just participated. Join us in the UK in 2012 for our next party.

Concerns

All in all, the World Service Office is running smoothly and achieving its purpose. Some areas of concern do exist. Seventh Tradition continues its serious decline inhibiting the ability of this fellowship to take on very necessary projects. Our Treasurer will detail this decline in his report but I preface it here by pointing out that Seventh Tradition has declined four years in a row. The office operates with outdated servers. They run on XP and security updates for this operating system were ended this year. An investment in technology upgrades is necessary. Additionally, our new webservant has identified problem areas with our website and on-line store, which may require investments in order to enhance the role of CA.org in assisting the members in carrying the C.A. message. Finally, we continue a compensation structure for our paid employees, which barely reach the bottom rungs on compensation scales for similarly placed not-for-profit organizations. In my six years as a Director, I‟ve presented this as an issue each year in my report. This year I offer the same observation. The Seventh Tradition basket is where money and spirituality mix. My personal observation is that the mix is not right and that adjustments are necessary. Finally, the Board will have two openings at the close of this conference. Please consider if service as part of the WSOB is something that interests you and if so, contact me and I am happy to assist you in learning what the position and process entails.

I am honored to serve this fellowship as its World Service Office Board Chairperson. I am privileged to serve on this Board with hard-working members devoted to our primary purpose of carrying the C.A. message to the still-suffering addict. Thank you for my life.

This referral is a request that the WSOB take a group inventory of itself in the spirit of assessing how well the WSOB helps the Conference to fulfill its purpose and to identify what action(s) the WSOB could take to improve the WSOB‟s ability to better help the Conference fulfill its purpose.

Should the WSOB opt to take no action on this referral either at the 2010 Conference or as a post-Conference activity throughout the 2010 / 2011 year, please be kind enough to cite the WSOB‟s reason(s) for not undertaking such action in the WSOB‟s closing Conference report.

Rationale (aka debate):

As individuals we undertake a personal inventory to uncover and discover things about ourselves and begin the process of growing spiritually. We continue to take personal inventories to perfect and enlarge our fit spiritual conditions.

Many C.A. Groups find that taking a regular inventory is healthy for the Spiritual well-being of the Group and to assess how well the Group is fulfilling its primary purpose. Inventory helps the Group:

  • Have a clear sense of itself and its primary purpose
  • Gauge its success in fulfilling its primary purpose
  • Evaluate its ability to successfully carry its message
  • Ponder whether it is it right sized in its perception of itself
  • Appraise its role in contributing financially
  • Consider how C.A. is improved by the group‟s existence

Extending the self-examination practice of inventory to the District and Area has also proven to be an effective means to keep these bodies focused, efficient, effective, and on track Spiritually.

“A business which takes no regular inventory usually goes broke. Taking a commercial inventory is a fact-finding and a fact-facing process. It is an effort to discover the truth about the stock-in-trade. One object is to disclose damaged or unsalable goods, to get rid of them promptly and without regret. If the owner of the business is to be successful, he cannot fool himself about values.” [Alcoholics Anonymous, pg. 64].

The Big Book uses the metaphor of a business inventory as a means to underscore its suggestion that there is value in the inventory process. Then it

applies the concept of taking an inventory to the personal L.l as a means to recover spiritually. Most C.A. members would agree the process of taking inventory has personal value. The Conference and its committees are the „business‟ of C.A. and applying inventory at the „business L.l‟ of C.A. becomes more than a simple metaphor; group inventory will help keep C.A. from going „broke‟ spiritually, financially or in other ways. Don‟t we owe the Fellowship that effort?

There are those who would argue that taking inventory at the level of Conference committees, boards, or the Conference itself is not necessary. They might argue that AA or NA don‟t do this. When faced with such flawed reasoning, it might be fair to consider the size of C.A.‟s membership relative to these other Fellowships and ask, if we are not in some need of improving ourselves, our methods, our effectiveness then why is C.A.‟s membership comparatively so much smaller? If the answer is that there are simply fewer cocaine addicts than alcoholics or addicts in general then an inventory might cause us to ask, is it really efficient, effective, and in the best interests of C.A. as a whole to support and maintain the very large infrastructure that C.A. presently has in order to sustain our much smaller Fellowship? Undeniably, these are difficult questions. No one is suggesting that the inventory process will necessarily be easy though it may be.

Some would argue the inventory process is too cumbersome to perform at the Conference committee or board level Is it too burdensome if the process helps us improve such that we reach out and save ten more lives this year than we did last year? Can this board be a small part of that improvement or is it perfect as it is? Tradition Two in Twelve Steps and Twelve Traditions offers for consideration that sometimes the good is the enemy of the best; is this committee functioning at its best? Consider Tradition Two again – “For our group purpose, there is but one ultimate authority – a loving God as He may express Himself in our group

conscience.” Does this committee specifically consider how well it functions by taking a group conscience (i.e. a group inventory)? If God expresses Him/Her Self in the group conscience then where is God in all this if there is no group conscience?

Others will point out that a referral similar to this was submitted at the 2008 Conference. They are right. The referral was submitted to a single committee for action. Effectively, no action was taken. That submission unwisely placed a very vital point of consideration in the hands of just a few people to be decided on everyone else‟s behalf. That is not stated to say those individuals did anything wrong but rather to say that you most likely did not have any voice in making that decision. Now you have a voice. It is important to note that the Conference membership changes yearly and the deliberation of any individual referral may have different outcomes in any given year as different members with different ranges of experience consider a referral‟s subject matter. Given this fact, and to account for the reality that sometimes it takes a long time to effect change, it is entirely proper to submit referrals as frequently as every year.

Response: Thank you for the referral. The WSOB has adopted this process of taking a group inventory. The WSOB will continue to take inventories to assess how well we are helping the Conference to fulfill its purpose, to identify ways in which the WSOB can improve, and to assess progress in previously identified areas.

Referral #6680 HFCII IN FRENCH

What can we tell our members about the evolution of the process of printing the French version of HFC 2?

We believe the manuscript is complete, not in typeset, completely translated and corrected.

We are waiting for office to get a printer for a few months, we can find a printing company (Quebec Area) if you have problems doing so.

What is the real reason for inaction?

Response: Thank you for the referral. The WSOB was given a directive from the WSBT to cease publication of HFCII in French at this time. We look forward to receiving the go-ahead to move into action in order to complete this project. This item is an active item on both the WSBT and WSOB with extensive work under process to resolve issues with previous translation efforts.

Referral #6210 POLISH TRANSLATIONS

To approve the attached polish version of Who is a Cocaine Addict? We have had three different members work on this reading who all speak English and Polish. They all agree this is a good translation. It is also the intention to put Hole Faith & Courage in polish as a part of the C.A. logo. These three works are included in the attached translation. Referral #6703 DOWNLOADABLE HFC

I would like to see an application to download the HFC I and II onto my phone or computer. You could charge $2.99 just like the Big Book of A.A. and people would buy it. Let me know which committee would handle this and how L. it would take to get this going. Also, if you need to make changes such as “How it Works” you can always update the application.

Response: Thank you for the referral. This is a special project that, due to lack of resources, has been put on hold, as the DRPD position is currently suspended.

Referral #6710 BOOKKEEPING/BUDGETS

Due to many discrepancies in bookkeeping, can we make it a policy to state that accounting budgets contain 3 year comparison.

Response: Thank you for the referral. The WSO has reviewed this and is unable to provide this at this time due to the varying financial structures of the Conventions. This item will be brought up in finance committee.

Referral #6280 PETITION FOR A DISTRICT OR GROUP TO CHANGE AREA

To revisit the “Petition for an Area to change Regions” and make changes to make simpler and to ensure the necessary and important information for the delegates to make an informed and educated decision.

I had a hard time filling out the form and found the required info confusing and unnecessary.

Response: No Action taken. Each of the items requested on this form are necessary. Should you encounter problems completing the form, please contact your Regional Trustee for assistance. .

Referral #6468 thank you letters upon receiving donation

Upon receiving donations from groups, the WSO shall not send a thank you letter. An email will suffice but is also NOT necessary. Ensure that the contribution is recognized by listing it in the NewsGram. Intent: Not to waste money/manpower by sending out letters recognizing contributions but still ensure groups are thanked in the NewsGram.

Response: No Action taken. Based on good business etiquette and appreciation, the WSO has decided to continue its L.-standing thank-you letter process for all donations received.

Referral #6498 Paid C.A. webmaster

Consider having a paid C.A. webmaster or at least offer a stipend/allowance. The job is huge and requires immense amounts of time especially now that we have e-commerce and so many LCF items to add. We cannot seem to keep or find “good” webmasters who are willing to devote such an immense amount of time for free.

Suggestion to the WSOB to look into selling Hope Faith and Courage II on amazon.com or other similar online retailers. Currently as of 9-4-10 Amazon has Hope Faith and Courage I on sale. Five books as new for a cost of $5.99 and 23 books on sale in a “used” condition for $.65

Over the past year I have been in constant contact with the Chair and the Executive consultant, the NEW DOO, Bookkeeper and the WSOT regarding need of banking and financial needs of the fellowship (signing checks and going over financials, other banking, etc.)

I have been in contact with the Treasurer of the 2011 convention and gone over activities and spreadsheet/budget participated in the wonderful CAWSO World Convention in Phoenix AZ.

I, the Chair and the WSOB have been working with Wells Fargo/Wachovia UK about setting up the account in the UK. Our Chair is in process with all the paper work to complete this endeavor. We have had many challenges in this process but hope to have everything finished soon and then being able to operate in the UK. In the meantime we have set up emergency guidelines and they have been met to an exacting penny and communication between the CAWSO 2012 Convention Chair and the WSOB has been wonderful. Thank you for your patience.

I want to bring up to the fellowship the declining condition of the 7th Tradition. We all know these are trying financial times for everyone, over the past few years we have made many efforts to reduce costs in many ways at the CAWSO (the rent is lower and staff has been cut without any lack of service to our fellowship). I will be working on this with the Finance Committee during conference. Please remember that the sale of books/literature and the 7th Tradition is what fund the operation of OUR CAWSO office. We should not rely on the ability of a convention to exceed expectations to keep the office and CAWSO going.

My name is Linda F., I am not an addict, but I am the Director of Operations for Cocaine Anonymous World Service Office (CAWSO) and I have one vote.

I would like to share a recent experience…While I was working the National Association of Drug Court Professionals (NADCP) in July; I had the opportunity to attend a C.A. meeting. It was our 2nd of 3 meetings that we hosted at the convention. We had a nice turn out of approximately 20-25 people in attendance. While the fellowship shared their stories of why they were grateful for the meeting they were attending… A young woman shared her name and that she was an addict and an alcoholic. She was grateful to be at this C.A. meeting because this was the first time she could stand up and say she was an addict. In her area there are no C.A. meetings–so she attends AA. Until this meeting she was not able to share her story about her struggle with cocaine. She shared that she had tears in her eye when “Who is a Cocaine Addict?” was read…relating to many of the points made. After sharing for a few minutes – she sat down with a huge weight lifted from her shoulders. She stopped by our booth the next day to get information about starting a C.A. Meeting in her area. This and other C.A. moments tell me each day – I am in the right place!

I am excited to be here today at my first ever CAWS Conference. It is my pleasure to have the opportunity to work with and to meet many of you for the first time. This is just one more incredible step in my journey of working with Cocaine Anonymous and the World Service Office.

It was my pleasure to attend my first CAWSO Board Meeting on March 24th and begin working as the Director of Operations on Tuesday, March 29, 2011. I had the privilege of working with John B. during my first two months to learn as much as possible up to and during the 2011 CAWS Convention in Phoenix. My primary goal is to learn (and understand) as much as I can about the

organization and the working dynamics of CAWSO, Inc., the Trustees, the World Service Office Board, the Conference and its committees, as well as the committee functions of both the odd and even year conventions. Having said this

– please know my time so far has been…John teaching – me learning…Sheila teaching – me learning…Andrew teaching – me learning…Barry teaching – me learning…Richard L. teaching – me learning…Tom teaching – me learning and so on and so on! Trust me I have been absorbing so much knowledge and yet although I have a good working understanding – I will admit – I have much more to learn. This is a challenge that I accept and look forward to as I continue to spend time with you, the Trustees, the WSOB and the staff as I converse via email, video calls and phone with all others who play an ongoing roll to this organization.

John has guided me to understanding “the mission is in the tradition” and he keeps me grounded to the 12-Steps, the 12-Traditions and 12-Concepts.

  • I have interviewed the Employees (Sheila, Andrew and Michael) to learn their responsibilities and share my management style. We have short staff meetings when needed as well as having had the opportunity to speak one-on-one to each of them.
  • Office equipment has been inventoried and evaluated:
    • Fire Extinguishers have been updated
    • A new laptop computer was purchased to replace one that was lost or stolen.
    • A new computer was purchased to replace the Office Customer Service computer (which crashed)
    • The copy machine has been updated to allow us to print the NewsGrams and C.A. pamphlets in house

  • An Epson projector has been purchased to be used at both conferences and conventions
  • We are working with trademark attorneys to continue the legal process to register C.A. in the European countries.
  • We continue to use the Volunteer Center to provide us with volunteer help for both the office and the warehouse.
  • I had the privilege of attending NADCP – working with Robert L. and Richard S..
    • NADCP – Was held July 17 – 19
      • 11 cases of HFC II were given out
      • Data is inputted into excel
        • 202 entries (70, 90 & 42)
        • 35 States plus, Cayman Islands, Trinidad and Canada
      • A follow up letter will be sent to contacts in a couple of weeks (and again in about 3 months and then before next year‟s Drug Court)
  • Regarding PSA‟s: It is my understanding that the PI Committee has a budget (pending its carryover to the new fiscal year) and a new PSA in the works.
    • I have recently joined the PI Committee and have participated on their online group
    • We are looking to complete the directive of the Conference to produce a PSA and PI video
    • The WSO looks forward to receiving the PI story board to begin in its work getting bids to complete this project.
    • Meanwhile, I have been in communication with the vendor of our current PSA
      • The vendor will provide us with a PSA in any format for $75 with the CAWSO website listed in the copy.

  • An audio will cost $40 as is and will be more if we need to do a voice over to personalize it to specific regions.
  • We have applied for the Canadian Copyright with the Canadian Intellectual Property Office and have received our registration number.
    • We are working with the translation committee to make the necessary translation corrections to begin reprinting the HFC II in French.
  • I have been working with Cynthia C. on a project of getting all our pamphlets with the most current versions on file with the WSO.
    • After many years of wonderful service to the fellowship – Cynthia has recently passed the torch of NewsGram editor to Heidi J.
    • I would personally like to thank her for her continued and loving service to the fellowship…
  • I have received a correspondence from David S of Marijuana Anonymous and Cocaine Anonymous in the UK requesting to use C.A.‟s format in some materials with obvious minor adjustments to make it MA specific. Since copyrights and other intellectual properties are, owned by CAWS, Inc. – I am asking Richard L to forward this to the proper committee at the Trustees.
  • Tom, Teresa, Elizabeth and I are working on the timeline for the HFC II corrections (and typesetting bids). Once we have a final version from translations – we can move forward with this project and get it completed in a timely manner.
  • We are working with Ryan to research a new website platform that will better address our needs.
    • A program that L.rages new technology to make the membership‟s user experience more interactive and easier to use.
    • To allow committee‟s to do their own updates (once approval process has been completed)
    • Looking at Committee Communications options

  • Working with the WSOB on finding a replacement to do CAWSO IT computer and network support.
    • We are open to referrals

  • We have drafted new Royalties Agreements for Sweden, Scotland, Holland and UK
    • Working with European Trustee (Russell S) on getting new agreements signed
    • The new agreements will be for 6 cents per pamphlet – which is in line with what the pamphlets cost our fellowship in the United States and Canada.
  • We are excited to announce that 74 new meetings have been started since our report last year.
    • 61 new meetings in the United States o 8 new meetings in Canada
    • 5 new meetings in other countries (South America, Italy, Spain, Iran, and Africa)
  • The CAWS 2011 in Phoenix Arizona was a very successful convention and I would like to thank the chair, steering committee members and all those volunteers who through their continued support of the fellowship for putting together one of the most successful conventions ever.
  • I am working with the 2012 CAWS Chair and Steering Committee on planning our 2nd Convention outside of the United States and 1st overseas. They are working very hard to provide a wonderful convention experience with that European flavor!
  • The CAWS 2013 Chair and Committees are busy with their fundraising and event planning…so we are looking forward to being in Ft. Lauderdale in 2013.

The CAWS 2014 Chair and Committees are also hard at work with recruiting Committee Chairs and finalizing the perfect location.

Susan B.: Has the Office, since HD is new industry standard, has the PSA been updated in HD format?

Tom P.: No. CAWSO, Inc. does not own the PSA.

Kellie F.: 7th Tradition – 2008, 2009, 2010 – are those months or what?

Tom P.: In our papers, they were in years. 2011 is the fiscal year end of June 30.

Kellie F.: How much will the 12 Concepts cost?

Tom P.: The poster just got finished and we haven’t presented to the Board for pricing.

Russell S.: I have heard you for a number of years speak of your concern about the salaries. You speak of the “bottom rung” pay scale. Do you have a percentage of increase in mind?

Tom P.: No, we haven’t done that yet. I suggest that at some point that we start to move toward a L.l pay for our employees comparable to the other comparable non-profit companies.

Vonya Q.: We it was sited about growth and new meetings, it said are South America and Africa – they are continents. Could you please tell us the countries? Tom P.: i believe it is Peru and Kenya.

Susan B.: Could we ask whoever owns the PSA to deliver in HD format?

Tom P.: I believe it is possible.

Tom P.: That refers to the HFCII in French.

Cynthia L.: Linda mentioned about PSA that she and Elizabeth are researching. Are they going to consult the PI committee? Tom P.: Absolutely.

Kathy Jo R.: Would the lovely table skirt be available for the fellowship?

Tom P.: That was ordered previously.

Jason L.: Do we have a final cost for our attendance at the Drug Court?

Tom P.: We do but I don’t have those numbers available?

Kellie F.: In regard to Canadian book, can we only print in French? Wouldn’t it make sense that we would have the English rights as well? Did I miss something? It would certainly be more cost effective. Is it a numbers issue? Tom P.: it was intended for a very small run of 300 copies. The only change has “How It Works” removed. The HFCII in English is a separate run.

Kellie F.: Since AA has rights to “How It Works” in Canada, could we still use?

Tom P.: There is an English version available in Canada with stickers.

Tom P.: it is owned by an individual who sells it to us.

Brian T.: Contribution Programs – $13,000. Wasn’t it $26,000 last year? Tom P.: I would hope the delegates hear this message. I don’t know why it’s gone down. We can just reflect what has happened.

Kurt L.: If 7th Traditions are declining and services are continuing, that actually sounds good. I’d like to understand about what type of volunteerism takes place. Tom P.: We have had minimal volunteers. We had great participation when we needed to sticker the books. The area of volunteerism is through a group fulfilling community service hours.
