Kevin Murphy: Conference opens at 7:31 pm and we are beginning the first session of the 2010 World Service Conference.
Shannon Seebeck: Point of Order – a mock motion was supposed to take place.
Tony Drake: Due to technical difficulty, we are dispensing with the Mock motion.
Shannon Seebeck: Would we then need to amend the agenda to reflect that we are not doing the Mock Motion?
Bryan Seid: I appeal the Chair’s decision to dispense with the Mock Motion.
Chair’s opinion has been appealed.
Cynthia Cronkhite: Was there a second to the challenge?
Kevin Murphy: Apparently. At this point, I will give the Vice Chair the gavel.
Susan Bredau: Parliamentary Inquiry – is it in order to bring up a piece of business before a quorum has been established?
Kevin Murphy: We cannot vote on anything until we have taken roll call. I think this might be real good time for Elizabeth Saldebar to lead us in the Serenity Prayer.
Elizabeth Saldebar: please join me with a moment of silence followed by the “we” version of the Serenity Prayer.
Kevin Murphy: There are several things on the agenda before Roll Call and I believe I should go through them in order. I will start by asking Susan Bredau to read We Can Recover.
Earnest Martin, will you read the 12 Traditions, please.
I’ve asked Trevor Schieble to read the 12 Concepts.
Again, my name is Kevin Murphy, I’m an addict. Welcome to the 27th annual Cocaine Anonymous Conference. We run things by Robert’s Rules of Order. We are based through spiritual guidance. God works through us here.
Remember that everyone here is working to benefit Cocaine Anonymous. Please remember when the gavel falls on Sunday, the decisions should be carried back to your Areas. The other conference officers are: Tony Drake, parliamentarian
Susan Caukins, co-secretary
Anne Bouley-Meyer, co-secretary
Lori Pensrose, coordinator . Talk to Lori, she is authorized to talk to the hotel. Time for roll call. Limit side conversations. Do not approach the dais during roll call. We will be creating a seating chart. When you approach the microphone please state your name, affiliation, number of votes you carry.
Approved Page 1 of 76
We are going to begin the first row on this side of the room. If you have trouble with the steps, use the microphone in the center aisle. Would anyone else like to come up?
We have 142 votes on the floor and the quorum is 95.
Thank you all and be patient. Lori, please make your announcements.
Lori Penrose: Do not ask the hotel for ANYTHING. NOTHING. They will charge us extra.
Kevin Murphy: We are being recorded. Speak slowly and clearly. State your full name, affiliation and number of votes you carry. Materials on the dais are for the conference officers, do not use them. Only approach Tony Drake if you have a question.
Tony Drake will read page 58 from the WSM regarding parliamentary procedure.
We will review a few points of parliamentary procedure.
Next is the appeal of the decision of the chair.
Bryan Seid: I’d like to make a statement. The agenda can be changed before the meeting. The agenda is a suggested outline. I was incorrect. Your ruling should stand. I withdraw my appeal.
Kevin Murphy: Thank you. The next item is conference orientation and theme. There is a seating chart going around. Please orient it properly when putting your name on the seating chart.
The unity committee will introduce the conference theme.
Glen Tucker: The theme is “Our Common Welfare Should Come First.” New Area petition. First is Ireland.

How would the Fellowship benefit by establishing a new Area as opposed to adding more DSRs, creating a new district, or redistricting would accomplish?
This would be a new Area – no recognised service structure exists at present in the formal sense just 12 meetings who meet up most months and are considering the commencement of PI meetings and expanding outreach via more H&I meetings , a poster campaign when hopefully they become a recognised Area by Conference and fully supported by the fellowship via the Office and Regional Trustee .
The fellowship would benefit tremendously from another new Area who’s wish is to become part of the larger picture . CA Ireland could bring new perspectives , take part at Conference and bring its voice to the sub committees during the year as well helping to strengthen the newly formed European Region. They would also bring financial support to help World Services making the circle complete.
- If the proposed Area is in a State, Province, or Country which the Fellowship has not been previously established, have you investigated incorporating as a non-profit organization in order to protect the CA name?
investigation has started towards that goal
- If this Petition to Become an Area is approved, are you prepared to be responsible for all liabilities the fellowship may incur? Are you prepared to pay all applicable sales taxes and file all the necessary State and Federal tax forms as required?
Yes we are prepared to accept all liabilities and file all tax forms as required
- Note any comments or special considerations:

To whom it may concern,
This is our story…
In December 2006 after attending a convention in the U.K, it was suggested to us that we should start the fellowship of Cocaine Anonymous in Ireland. After our return back home we immediately applied for a starter pack, then the five of us got together another seven and this became the first twelve members of Cocaine Anonymous in Ireland.
We then began to meet at a members house every Wednesday night, there we each took up a service position, discussed the format and decided a suitable location for our first meeting. After a short time we found a premises in the Carmalite Community Centre in Dublin, where on the 7th of March 2007 we held the first meeting of Cocaine Anonymous in Ireland. We each got great hope that night because fifty-five addicts attended the meeting.
We then set out to open a second meeting, on a Thursday night, which we decided through our group conscience, should be a step meeting, this was to happen a month later. We then started an area committee meeting, which would be held on first Tuesday of every month, after this the fellowship grew and it wasn’t long before we had a meeting every night of the week in various locations around the Dublin area. Next we formed an H&I committee and from there we opened four meetings in a number of different detox centers around Dublin.
To this day we have thirteen closed meetings, with one of them an open meeting once a month. We have four meetings in Dublin detox centers through our H&I committee, we have Public Information and a 24-hour helpline number in operation.
We of Cocaine Anonymous Ireland wish to become part of the worldwide fellowship to enable us to carry the message more affectively to fellow drug addicts that have not reached the rooms of Cocaine Anonymous yet.
Love & Service,
C/A Ireland.

Nicholas Lynn: Motion: For Ireland to become an Area. Second.
Kevin Murphy: Would you like to speak to your motion?
Nicholas Lynn: I speak in favor of the motion. They wish to become a part of.
Kevin Murphy: Any debate? The motion carries unanimously.
Are there any representatives from Ireland?
Nicholas Lynn: Not at this time.
Kevin Murphy: The quorum remains the same.
BREAK
Kevin Murphy: It’s 9:01 pm and we are reconvening after our break. Robert.
Approved Page 7 of 76
Robert Lyle: Motion: to accept the petition for the Northern New England Area, which encompasses Maine, New Hampshire and Vermont. Kevin Murphy: Would you like to speak to your motion?
Robert Lyle: We have tried to locate the members of the original Area and there are a group of new young addicts and they are very enthusiastic and they are encouraged to work together. One Area with three districts.
Kevin Murphy: Is there anyone who would like to speak to this motion? Susan Bredau: Speaks against the motion. A little shocked as to how this petition was filled out. They don’t know what their CA population is and their comments are not good. This petition is supposed to be evidence that they are ready to assume the responsibilities of an Area and to me, these have not been met.
Jennifer Searl: Is this to accept the petition for an Area?
Kevin Murphy: Yes.
Mike Seden: My understanding is that this is already an Area and they are breaking into 3 districts. Would they have to become an Area again?
Kevin Murphy: Robert stated in his statement that the original Area is no longer.
Prepare yourselves to vote.
Motion passes with minor opposition.
Is there any member of that Area here?
Robert Lyle: No, there is not.
Kevin Murphy: There is no change to the quorum which remains at 95. I believe there is a motion to suspend the rules.
Joy Hutcheson: Motion: to suspend the rules to consider of convention
business out of order.
Second.
Kevin Murphy: This requires 2/3 vote. Motion carries with 2/3 majority.
Do you have an item of convention business that you would like to bring and I
believe this involves a presentation?
Joy Hutcheson: Yes.
Motion: To have the Pacific South Region host the 2014 CAWS Convention.
Second.
Presentation Shown.
Joy Hutcheson: We would like to host the 30th Annual Convention.
Kevin Murphy: Any other debate?
Rob Wellhauser: Historically, the bid will come to the Convention Committee and we will not vote on this until it has been presented to the Convention Committee first.
Bryan Seid: Point of Order – I believe we have a standing rule for this type of issue.
Kevin Murphy: I don’t see anything that says that the bid has to be submitted to the committee. Unless there is a motion to refer to committee, we will vote on
Approved Page 8 of 76
the motion to accept the bid for the 2014 CAWS convention in Long Beach.
Prepare yourselves to vote.
Motion clearly passes.
We are now back to our regular order of business and the next item is the World Service Board of Trustees report. But first, we have a 5th concept statement. Jenn Scheible: I have no idea what just happened.
Kevin Murphy: There were no more than 15-20 votes again. Are you making a
point of order requesting a vote count?
Jenn Scheible: Yes.
Kevin Murphy: Prepare yourselves to vote on the motion for Long Beach to host the 2014 CAWS Convention. The motion passes 87-39 which is clearly a substantial majority.
Russell Sedman: I don’t really like what just happened here and feel a little steamrolled. I believe that we have procedure here that typically happens and the convention committee has not had an opportunity to review the material and I don’t believe that we have had the opportunity to follow procedure.
Rob Wellhauser: I was told about an hour ago that the bid was going to be presented and then committee would review the information and we would bring the bid to a vote in our committee report. In my mind, the vote would go to the Pacific South Region but we have not had a chance to do our jobs and review the bid.
Kevin Murphy: I was under the impression that the bid was to be presented and I offered to have it referred to committee and it was not.
Bryan Seid: Standing Rule 13 – was the motion to suspend the rules to present the bid or what?
Kevin Murphy: The rules were suspended to hear convention committee business out of order.
Joy Hutcheson: Motion: to rescind the vote to give the Pacific South Region the 2014 CAWS Convention? Second.
Kevin Murphy: Motion to rescind the motion passes. The bid will be presented to the Convention Committee. The Trustee Report shall be presented at this time.
