Sep 5, 2009 – Day 5, Daily Summary – Convention Committee Closing Report (Part 2)

Kevin Murphy: Let’s be seated and come to order.   Get ready for roll call. Are there any announcements? It’s 9:09 a.m. on Saturday.

Nick Alexander: We passed out reports yesterday, but we are passing out new S&B reports.

Kevin Murphy: We will begin roll call starting on my right. State your name, affiliation and number of votes.

There are 155 votes, the quorum is 104.

Moment of Silence followed by the “We” version of the Serenity Prayer.

Who is a Cocaine Addict – Read by Cynthia Cronkhite.

Kevin Murphy: Thank you. When we stopped last night we were halfway through the convention report.

Michael Higgins: Motion – Move Appointment section as found on page 6 of the Chairperson duties to follow the General Guidelines. This new section shall be titled “Appointment and Removal of WSC Convention Chairperson” and will be revised as follows:

“Immediately following the selection of the host area/region by the C.A. World Service Conference, nominations for candidates will be accepted from the host Area/Region for the position of chairperson of the World Service Convention. Following the area/region approval the slate must be submitted, in writing, by local delegate(s) to the World Service Conference Convention Committee Chairperson. Three (3) nominations preferred with a minimum of two (2).

At such time, <will be reviewed by> a board consisting of the Trustee of the region, the WSCCC Chairperson, Vice-Chairperson and Secretary <who> will vote and choose the chairperson by group conscience. The above-mentioned process will take place and be completed within 30-days three (3) months of host area/region selection by the WSC….” Second.

Kevin Murphy: Would you like to speak to your motion?

Michael Higgins: Not at this time.

Cynthia Cronkhite: Friendly Amendment– insert after nominations “from the host area/region.”

Michael Higgins: Yes.

Russell Sedman: I speak against this motion. 30 days is not enough. The groups have the right to know about the positions available. And district/area meetings are bi-monthly.

Nicholas Lynn: I’m against as written. 30 days is not enough for an area that has meetings bi-monthly. My experience is that it won’t work. There was trans-Atlantic communication that was problematic for us.

Trevor Scheible: Friendly Amendment – to take out 30 days and go back to 3 months.

Rob Wellhauser: No

Michael Higgins: We made this motion in the hopes that you would leave here with a candidate. In the process of the bid, you are looking at chairs. We hope when people come here they are almost in position to make that decision. The information is here, the people are here and we want to speed up the process.

Rob Wellhauser: Look at Motion 3 last night it addresses this issue. The bidding city is going to bring 3 candidates. So we are giving a year to 2 years to bring a resume for world convention while you are doing the bidding process.

Ian Young: I spoke against this motion last night and will do the same today. You want to base the winning bid based on the chair. My Area needs to present and choose candidates. I suspect in 10 years time it won’t be difficult. You are restricting small Areas to go through their own process. It’s not the inverted triangle, feels like it’s going from the bottom up. That’s a lot of information to go through our GSR’s.

Shawn Bacoccini: I speak in favor of this motion. We passed a motion last night, and 30 days has to do with the trustee and chair and secretary of this committee and not the Areas. The procedure now takes up to 6 months to select a chair. When you bring a bid, you have the ball rolling. Those applications aren’t seen by the delegates, they are seen by the selection committee. The rest of us won’t know who the candidates are.

Terry Marsden: I speak in favor of this motion. You should have Area support to bring a bid to the conference floor. If your Area wants to host, you should have people that want to step up. We are trying to expedite the process. The situation last year was different. I think this solution is going to work. And if it doesn’t,we’ll change it.

Russell Sedman: Is this for the removal of the chairperson we only have 30 days to get more resumes?

Michael Higgins: The vice-chair steps in and that process is reviewed by regional trustee, chair and secretary and the process starts again. This is just to speed things up.

Earnest Martin: I speak in favor of the motion. If you are going to host a World Convention you should have qualified people already in place.

Ian Young: I have a question. I can’t make a 5th Concept, can they amend the motion from last night?

Kevin Murphy: You are out of order.

Brian Tenebaum: What is the procedure if the chair is removed and you have to put someone else in?

Rob Wellhauser: We have not changed that in the guidelines. We are speeding up the process for the upcoming world convention.

Benjamin Lackey: Call the question.

Kevin Murphy: Motion passes with substantial unanimity.

The motion with substantial opposition the motion passes.

Ian Young – 5th concept – I want to let you know this motion and last night’s motion will affect Area bidding in the future. This will affect CA as a whole.

REFERRALS THAT RESULTED IN MOTIONS

  1. REFERRAL NUMBER 6053: Please amend the Convention Committee Guidelines to clarify the process of filling a vacant speaker slot at the convention; whatever system failed miserably in Denver.

Jeanne Williams: Motion: In the WSCCC Guidelines under Speaker Chair, Page 16, insert new bullet 2 – <Responsible for proposing a slate of back-up speakers to be used in case of a vacancy. This slate has to be submitted to the WSOB for financial approval approval no later than 60-days prior to convention.>

Second.

Kevin Murphy: Would you like to speak to your motion?

Jeanne Williams: Not at this time.

Kevin Murphy: Any debate?

Susan Bredau: Last night we dealt with WSOB does not deal with the quality. This motion makes it clear the WSOB has control over the quality, doesn’t it?

Rob Wellhauser: Last night was for financial approval.

Janicde Whitted: Friendly Amendment – to add the words for “financial approval”.

Rob Wellhauser:   Yes.

Kevin Murphy: Any further debate? Seeing none prepare yourselves to vote.

The motion carries unanimously.

  1. REFERRAL NUMBER 5567 – On page 6, point 3 of WSCCC Guidelines: Add “and Steering Committee” immediately following the election of the chairperson.

Calvin Walker: Motion – Amend Pg 6, #3 under Chairperson Appointment by inserting “Steering Committee“ as follows: “Immediately following the election of the Chairperson <and Steering Committee>, the chair is encouraged to coordinate….”

Second.

Kevin Murphy: Would you like to speak to your motion?

Calvin Walker: Not at this time.

Kevin Murphy: Any debate?

Randy Groen: We have done a couple motions that put the election within a 30-day window, now does this put the steering committee within the 30-day window as well? Is that your intent?

Rob Wellhauser: The intent was once the chair was in place the committee would be in place. The site will not be picked until the steering committee is in place.

Randy Groen: It reads like the steering committee has to be in place.

Bill Burmeier: If one position were not filled no action could be taken, correct?

Rob Wellhauser: The committee is saying yes. We would like the steering committee put in place.

Kevin Murphy: Any further debate? Prepare to vote. With minor opposition the motion carries with substantial unanimity. 

  1. REFERRAL NUMBER 5631 – Page 6, point 2 WSCCC Guidelines – This time frame is not enough for Area’s with Districts. It is our experience that six (6) months is required to get resume forms out and back. Some areas meet every 2 months and districts within that area meet bi-monthly. Please extend the timeframe.

MOTION: To amend WSCCC Guidelines as follows (page 6, point 2): “…The above-mentioned process will take place and be completed within three (3) <six (6)> months of the site selection by WSC.”

Shannon Seebeck: We withdraw this motion, as it’s no longer applicable.

Kevin Murphy: Motion is withdrawn.

  1. REFERRAL NUMBER 6055 – This may have been done already, if not, please amend the WSCCC Guideline structure such that no member of any existing CAWS Steering Committee shall also serve at the same time as a Convention Committee Trusted Servant.

Joy Lawrence: Motion: Insert verbiage to page 7 WSCCC Guidelines following Regional Trustee. New verbiage to read “The Convention Steering Committee will consist of the following: Chairperson, Vice-Chairperson, Treasurer, Secretary, Program Chair, Hotel Liaison and Regional Trustee. <It is suggested that any Area/Region host Convention Steering Committee member not be considered for election for an officer position on the WSC Convention Committee.”>

Glen Tucker: Question. Why would you not want a regional/area on the convention committee?

Rob Wellhauser: That is the committee that will put in place that person. There is a little bit of conflict of interest.

Glen Tucker: Seems like the host city is more and more out of the picture.

Mark Harvey: Friendly Amendment – last part of the motion reads, “for election for an officer”, instead of “to”.

Rob Wellhauser: Yes.

Kevin Murphy: Any further debate? Prepare to vote. The motion passes with substantial unanimity.

  1. REFERRAL NUMBER 5917 – PART ONE Recommend creating an IT Chair to assist with networking requirements for registrations and memorabilia; also to have clear understanding of hotel requirements for network access.

Motion 9: Add an Information Technology Chairperson position to the WSCCC Guidelines (page 28) following ‘Closing Coordinator’:

<INFORMATION TECHNOLOGY CHAIR

Sobriety Requirement: Eighteen (18) months continuous sobriety

Past Service Work Required: Prior experience on a convention committee

Qualifications: Organizational and communication skills; Prior experience with Information Technology

INFORMATION TECHNOLOGY CHAIR DUTIES

  1. Works closely with the WSC IT committee to ensure compliance with current WSC IT guidelines.
  2. Ensure that the networking and hardwiring capability will meet the needs of the convention. E.g. registration, memorabilia, Wi-Fi for Internet needs of members who attend convention, etc.
  3. Coordinate I.T. needs with other committees
  4. Submit computer and networking costs for Registration and Memorabilia to Spending Committee and WSO
  5. Set-up the on-site convention network needs the day of the convention.
  6. Be available on-site during convention for maintaining and troubleshooting the convention networking needs.
  7. Arrange for on site safety and return of computer equipment.>

Second.

Rob Wellhauser: Can we put the rest under housekeeping?

Kevin Murphy: No.

Pg 17 – Registration Chairperson – Modify the following bullets:

1 – <Work with Information Technology chair to> install, operate and train others on the registration committee in the computerized processing of all registration form.

2 – <Work with Information Technology chair to> coordinate on-site updated registration reports with WSO at all general convention meetings.

6 – Submit computer set up costs and needs for registration, to Spending Committee and WSO.

  1. Arrange for on site safety and return of computer equipment. Computer &Technology budgeting and networking needs fall under I.T. CHAIR

Pg 21 – Memorabilia Chairperson – Insert new bullet

<Work with Information Technology chair to provide for any computerized equipment needs.>

Kevin Murphy: One question. Is that new language under 7?

Rob Wellhauser: Yes.

Kevin Murphy: Would you like to speak to your motion?

Gary Parker: Not at this time.

Trevor Scvheible: Did you consult with the IT committee when doing the guidlines?

Gary Parker: Yes.

Mike Seden: You are forming a position on the region/area service structure to do the IT stuff?

Gary Parker: Correct.

Brian Tenebaum: What position does this fall under?

Gary Parker: Hotel Liaison.

Earl Henderson: What about upcoming conventions, would they have to create this position?

Gary Parker: It goes into effect at the end of the conference.

Tony Drake: In the past the convention is bound by the rules of the year it passed.

Randy Groen: I would like to offer a Friendly Amendment to reword number 6 – be available onsite during convention for assisting in the maintenance and troubleshooting of the convention needs.

Gary Parker: No.

Kevin Murphy: Any further debate? Prepare to vote. With minor opposition the motion passses with substantial unaimity.

REFERRAL NUMBER 5917 – PART TWO – See “Referrals That Did Not Result in a Motion” 

  1. REFERRAL NUMBER 6157 – At conventions, please address photographs posted on Facebook indicating names (first &last) and comments such as “newcomer,” “addict,” etc.

Shaw Bacoccini: Motion – Modify the Convention Anonymity Statement, Page 5, paragraph 2, to provide anonymity for convention attendees when it comes to social networking sites.

“We earnestly request that those gathered here honor this condition of anonymity. <In keeping with our traditions,> we request that no record be made of the convention either by photography, moving or still, or by videotape. <We specifically request that members refrain from posting on any social networking site any convention photos and/or videos which identify any activity, entity or person as being associated with Cocaine Anonymous.> If you should happen to recognize someone

here who identifies themselves as an addict, please keep that knowledge strictly to yourself.”

Kevin Murphy: Would you like to speak to your motion?

Shawn Bacoccini: Not at this time.

Kevin Murphy: Any debate?

Bob Lemon: I have a question. Who is going to administrate people running around with video cameras? Are the convention cops going to come up and take away your camera?

Shaw Bacoccini: It is simply the anonymity statement.

Duane Miller: There are fellowship-based social networking sites. Is this motion directed toward those type of sites? Fellowship-based sites?

Shawn Bacoccini: We ask you don’t identify anyone else on there. We ask you don’t break other’s anonymity.

Kurt Lynn: Just a point of information, is it your intent that this deals with communication within a group?

Shawn Bacoccini: It is simply a statement of anonymity.

Kelly Lynch: Having direction is important. I speak in favor.

Ian Young: I speak in favor of this motion. It is just to add more language to the anonymity statement.

Kevin Murphy: Any further debate? Prepare yourselves to vote. Motion passes unanimously.    

  1. REFERRAL NUMBER 5731 – It has come to this C.A. Member’s attention that at the World Service Convention which should be an example of what C.A. is through out the world. This should be a great opportunity in International Outreach to have the current translations of literature available in the languages that we currently have at the literature table or elsewhere the committee feels it is beneficial. The languages SHOULD include but not limited to: English, Spanish, French and Dutch.

Rick Antolovich: Motion – to insert in Source Table Chairpersons duties (pg 11):

  1. Using WSO merchandise order form, submit chips and literature request to Treasurer <to include materials in all available languages>.

Rick Antolovich: I’m cool. Not at this time.

Kevin Murphy: Any debate? Seeing no debate, motion carries unanimously.

REFERRALS OR ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR

REFERRAL NUMBER 6050 – Please develop a Pass It On page/format for Pass It Ons for each committee chair to use.

The Convention Committee concurs with the intent of this referral and will work throughout the upcoming year to draft these forms.

REFERRALS OR ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES

REFERRAL NUMBER 6157 – At conventions, please address photographs posted on Facebook indicating names (first &last) and comments such as “newcomer,” “addict,” etc.

  • This referral was briefly addressed in a motion to revise the Convention Anonymity Statement, however the WSCCC feels strongly that the IT committee should prepare general guidelines for social networking sites.

REFERRALS THAT DID NOT RESULT IN MOTIONS

Include all referrals by number and description. Also, there must be an explanation as to why there was no motion made with regard to the referral.

  1. REFERRAL NUMBER 6051 – Please formalize the fact that CAWS Speakers should not speak again for ten years or more under the spirit of rotation and that host cities should be encouraged to not have the same speaker each time they host.
    • It is the Host City speaker Chairperson and Steering Committee’s responsibility to choose these speakers.
  2. REFERRAL NUMBER 6027 – Regarding the motion that passed in 2007 to strike the word “picnic” from the convention committee guidelines. While I understand there is a negative connotation regarding this word, that is not the issue. IT is an outside issue. A clear violation of the 10th tradition and has nothing to do with our 5th tradition. Our trustees tell me it is in the spirit of the first tradition. If we allow outside issues into our fellowship we will not have unity. Censorship of any form is not good practice. In the H&I Committee Guidelines they talk of PeopleRaisers, and one way to do it is with a “picnic”. One committee can use it and another cannot?
    • H&I is removing “picnic” from their guidelines; therefore all will be in unity.
  1. REFERRAL NUMBER 6022 – I think the allowance given to the upcoming chair of the world convention, airfare, 2 nights, registration, banquet, is a waste of the fellowship’s money. In your own guidelines and I feel if the chair has to go the convention a year before they host the convention, you are in trouble. I think we need to stop this allowance.
    • Pg 33, #26 states that “CAWS Convention Chairperson’s expenses be budgeted so that future CAWS Chairs may attend the CAWS Convention prior to his/her hosting year. Expenses include airfare and hotel per CAWSO policy.”
    • It is the chairperson’s discretion to accept/decline. We do not wish to deny anyone the chance to be of service due to lack of funds.
  1. REFERRAL NUMBER 6054 – Please modify the Convention Guidelines so that the convention could be held in a convention-type-city even if there was no local fellowship to submit the bid. In other words, the bid could come from a group of qualified members who wanted to put together a bid in a convention-city.
    • The WSCCC Guidelines that refer to bidding do not discourage a group from forming a bid committee and submitting a bid for any viable convention city as

long as the bid meets the guidelines as outlined on page 36 of the WSCCC Guidelines. 

  1. REFERRAL NUMBER 5917 –

PART 1 – See “Referrals Resulted in a Motion

PART 2 – Moving Registration Chair up to Steering Committee worked well for this convention [Denver].

  • Organizational structure is suggested only; final organizational structure is left up the Host Area/Region. This structure is regularly revised to meet the unique needs of each Host Area/Region.
  1. REFERRAL NUMBER 5704– Please include in convention program a meeting/workshop on starting your own C.A. group-speakers-people who have started groups in undeveloped* (no CA presence/no 12-step fellowship presence) areas/countries/continents in order to share the excitement and enthusiasm as well as raising interest for international outreach.
    • Workshop topics are left to the host area/region’s discretion as per the Workshop Chairpersons duties as outlined in the WSCCC guidelines
  1. REFERRAL NUMBER 5566 – Remove archive ‘vice-chair’ from flow chart. Makes no sense as surely they will serve on a subcommittee under Archive chair.
    • This was addressed during WSCCC 2008 and did not make the final 2009 version. This is now considered housekeeping

Jay Parker: Arizona 2011. It is a beautiful hotel designed by Wright. CAArizona.Org. We are on fire with fundraising. We have not selected a theme and logo yet. We have 57 submissions. We are getting ready. Thanks!

Russell Sedman: CAUK 2012 world service convention. The steering committee is in place. Resumes are going around for positions. We are looking for venues. We have found a couple that interest us. We have opportunities to learn. We are paving the way for conventions outside the US.

Nicholas Lynn: Wanted to say God works in mysterious ways. Steven S. came here to this convention and announced there was CA in England. We have older members that have stepped forward. He came here and got the Area recognized. It’s a privilege truly to have an international across-the-shores event. There is no culture of convention of recovery there. We have extra challenges but we’re meeting them. The reality is we will probably be away from London because it’s $500 a night there. But we’re excited.

Tony Drake: Send it to the office marked CAWS 2010 convention.

Kevin Murphy: We are now on break at 10:52 a.m.

Use this digital repository site for the most up-to-date a reliable history of Cocaine Anonymous. This site is hosted by the C.A. Service Sponsorship Group, which is a member of the C.A. Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A.
