INTRODUCTION AND OPENING COMMENTS
My name is Harrison R. J. outgoing WSC H&I Chair with one vote at this years conference. Our committee was given the task of responding to 7 referrals and 4 motions. We worked feverishly on these referrals there was a considerable amount of energy and passion for the committee work. I am very proud to have been a part of this process.

COMMITTEE WORK THAT RESULTED IN MOTIONS
2004 H&I Committee budget
The H&I committee has revised this years budget to include a line item for H&I Special Projects Funds. To be used for international outreach expenses. This new item has increased our budget for the year over 10%.

Howard J. – Point of information- I do not understand what money we are talking about, so are telling me that the H&I contributions that we send are capped at $2000.00 and go to CAWSO?

Kevin M.- Speak in favor I understand there would be a permanent cap of $2000.00 but if we spent $1000.00, it would be refilled with the H&I contributions.

In consideration of rising AA literature (Big Book) costs and the fact that some CA Area H&I’s are more supportive of AA literature. I would like to suggest that the World Service H&I Committee strongly recommended to” all Area H&I committees that little Big Books be utilized with our HFC instead of Big Books.
Action Taken: This is beyond’s the scope of our committee. We feel that this is a matter that must be addressed by the Trustee

The California department of corrections/office of substance abuse programs has expressed an interest in directly purchasing CA literature/pamphlets and the HFC book, for inclusion in an ‘inmate 12 step recovery’ packet; for distribution to all inmates in CA Prisons ñ substance abuse programs.
Is there a mechanism in place that allows other entities such as prisons, to purchase our literature?
Action Taken:
This issue has been discussed with WSO staff prior to committee breakout sessions. This was referred from the H & I: Corrections Referrals subcommittee to the WSO.

Action Taken:
We responded to and forwarded to the WSO for further review.
H&I Guidelines Sub Committee
Chair: Robert H.
The H&I Guidelines sub committee had four referrals to work on this year.
Referral # 4031:
“Can you look into adding language under open H & I that better clarifies what they are?

We have a meeting in Phoenix that does not collect a 7th tradition at a halfway house, yet the local H & I committee does not recognize” them even though they requested H & I status. What makes it an H & I or disqualifies it?
Action Taken:
An open H & I meeting is held within a facility. It must abide by the rules of that facility. The 7th tradition is not observed. The group conscience of an H & I meeting is the H & I committee itself, not its members. Free literature and books are for clients of the institution only. These guidelines are specifically outlined in the Open H & I meeting format starting on page 3 of the H&I guidelines. The individual district or area H & I committee is the group conscience of the H&I meetings and is autonomous in its decision.
Referral # 3222:
“As H & I, I feel it is very important that we be mindful of the message that we are carrying. Yes, it does make a difference, especially when we are sending it to the new man who has no idea. How this affects CA as a whole is when that new man that sees that as being ok goes another step and quotes the NA text in a CA meeting. Yes it does matter!!”
Action Taken:
We agree that the CA message is not only important, but essential. However, this is beyond the scope of the H & I guidelines sub-committee. It is up to the individual panel leader/group/district/area to educate their members on the traditions and concepts of Cocaine Anonymous.
Referral #3530
To develop protocol for responding to correctional outreach letters; which will be included with letters from institutionalized people going out to H&I contact people. Also, letter of protocol, to be included in the H&I guidelines manual.
Action Taken:
There are mechanisms currently in place for responding to correctional Outreach letters. However the breakdown seems to be the lack of a more up to date or current listing of H&I Contacts in the WSO database.

Is every state/district/country in contact with the correctional depts. in their areas?
If not, this should be an H&I committee function, as a standard function of this committee. A sub-committee?

Action Taken:
There is a mechanism currently in place to establish/maintain database of contacts. However, the forms are not being returned to WSO and/or area H&I chairpersons; as requested; for forwarding to the WSO. No sub committee is necessary as there is a procedure in place for establishing contacts with institutions. Reference P28 of the H&I Guidelines manual for more information.

CLOSING COMMENTS
I have been serving this committee since 1997. I was elected Vice- Chair in 1998 and 1999. I was elected as Chair From 2000 – 2004. I am Truly grateful to have served this committee. It has been a journey as “I trudge the Happy Road of Destiny.”

Chair – WSO receives donations, on occasion a portion of the funds will be earmarked for special projects, but it is not the norm or the rule.
Ben S. – Parliamentary inquiry- If a delegate voted the wrong way or a way in which they did not intend, what would be the procedure to undo that?
Chair – if you feel strongly about something you may use the 5th concept or you may make a motion to reconsider if you voted with the prevailing side.

Phillip L–. Since H&I gets a discount on literature, would it be a solution to add a line item?

Tad S. – Is this 2000.00 going to be used to produce the video to be available free throughout the world?
Elizabeth S. – No the Video on CD will be 10.00 to cover cost of copy. I think it may be under the starter kit package.

Ivan L. – Would it be better to not pass the H&I can now that the money is going into the general account?
Jahi B. – H&I serves the addicts who suffer and It does not make sense to me to have money in H&I without spending it on H&I.

Susan B. – Would the $2000.00 in the line item for H&I outreach go for CA Literature, or is some of this money going to purchase AA literature?
Jahi B. – We– do not purchase AA literature.
Stacey K. Will the committee be willing to raise the account for $2000.00 to $5000.00?
Elizabeth S. – No, the $2000.00 is the amount left over from the special fund. What we are doing is putting the left over money to the operating account, which includes H&I and program services. All we are talking about is funding that line item.
Stacey K. – I was under the impression that there was a cap on the amount sent to H&I, outreach?

John W. – Do– I understand that this may also set precedents for Areas?
Harrison– J. In 2002 we sent a letter regarding this to the WSO.
Jay S. – You said the no money is going to AA. So how are you buying Big Books?
Jahi B. – CAWSO does not purchase Big Books.
Matt T. – Are– we going to ask the fellowship to fill out these forms in their local areas?
Felecia A. One of our concerns is that no one is filling out these forms. If you fill them out now, I will make sure they get to right places. I am challenging you all to fill out that form.
