Chair- It does not need a motion. It can if the committee chooses to make a motion. It isn’t out of order to make such a motion.

Referral 1600 – To establish a subcommittee specifically responsible for documentation, preservation, and organization of its conducted business.
The Internet Committee is implementing this policy to retain our records.
Referral 1804 – To create a real time CA Chat Room.
The Internet Committee does not start meetings. This type of request could be referred to the On-line Area.
Referral 2207 – To include both old and proposed language with motions or reports for easier reference.
We agree with the procedure and are following the recommendations.
Referral 2581 – To add a Spanish language version of the CA.org website.
The WSO is currently working on this feature.

We believe that this has been answered sufficiently through the approved “Help Line” handbook and we have developed a page of suggestions for addition to the PI Workbook.

Chair – It is our consensus that two years ago a motion was passed that unless a motion has an effective date all motions passed at a World Service Conference is at the end of the conference.

There is a standing rule, that all surveys to be sent out to the fellowship
Chair – that is not a point of order but real close though.
Chair – the committee should consider Standing Rule 21 whether this motion passes or not. Any survey to be distributed must come to the floor of the Conference for approval.

How can statistics be removed from the minutes regarding Hazelton Statistics and not Cocaine Anonymous?
Chair – that is not a parliamentary inquiry or point of order.
Ron Antwine – How come it’s not?
Chair – It is not in violation of any of our charters, standing rules or concepts However it may be in violation of our Tradition regarding affiliation. You may rescind or expunge- it requires 2/3rds vote or you can give notice and it would require a simple majority tomorrow.
Chair- Standing Rule 10 requires that all main motions will include an effective date. I will entertain a motion at this time to correct this problem.

Evan Anderson – Point of order
Were the previous motions withdrawn because they did not have the effective date?
Chair – No, they were passed. These are being amended to include a proposed effective date.
Evan Anderson – Can you go back and amend motions that have already been passed or do you have to withdraw and then make an amendment because you’re voting on in essence a new motion? And the reason being because they did not have an effective date they were not, by Standing Rule 10, they were not official motions. They were out of order.
Chair – They are official motions passed… however under Standing Rule 10 they would have had no power. They could not have been placed into position of being used. So your point is taken in that respect.
Evan Anderson – The point being also though aren’t these reopened, are these now reopened for debate since they were not, they had no power to begin with?
Chair – Standing Rule 10 actually does not stipulate a penalty. We could probably dig out a penalty provision somewhere else.

Evan Anderson – And the point of order is should we be allowed to re-debate these motions because they’re being re-presented to use in a different form?
Chair- There are methods of parliamentary procedures available for a member to bring a previously passed motion to the floor again if the Conference concurs. I believe that a motion to amend is in order especially when essentially correcting the motion for an error.
Tony Drake- Point of order –
Are we getting in the 2/3rds on this motion? A motion to amend something previously adopted requires 2/3rds without notice.
Chair – the last two votes were nearly the full house. I will take that into consideration on the next vote.
Chair- What we are doing is amending something previously adopted “which is a motion that can be used if it is desired to change only a part of the text or substitute a different version. “. It is the ruling of the chair that that is what we are accomplishing.

Kevin Murphy – Parliamentary inquiry – What is the proper parliamentary procedure at this point for disputing that incorrect statement?
Chair – other than a minority opinion I am not sure of any other means by which you could make such a statement.
Kevin Murphy – I would ask the chair for a ruling on whether or not the survey is subject to Standing Rule 21?
Chair – Since the committee is not, at this time planning on issuing that survey, the chair will withhold a ruling and report back to the conference tomorrow with regard to your ruling request Kevin.
