- Referral #14: Can the H&I can be used for both H&I and 7th Tradition, when it is stated that the can is being used for both?
- RECOMMENDATION/COMMENT: Please Refer to H&I Guidelines page 5, which state: ”All funds collected for H&I should go to H&I committee.” It suggested that the groups keep the 7th traditions & H&I contributions separate and distinct. The importance of using labeled or painted H&I Cans cannot be stressed enough; attempts to do this by just passing another basket have proved a failure.

- Referral #15: If the H&I can has more than 3 months operating money, can the excess be donated to the district without suffering financially?
- RECOMMENDATION/COMMENT: Please refer to the H&I Guidelines page 5, which state, ”the money collected in the can goes to buy chips and literature for addicts confined to hospitals and Institutions. It also states: All funds collected for H&I should go to the H&I committee.” It is suggested that the districts honor the spirit of the 7th tradition and H&I contributions remaining separate and distinct.

- The H&I committee will review the tape/film as made available for H&I use and take appropriate committee action at that time.

a) Per H&I guidelines on page 4, it is suggested that a person be a member of Cocaine Anonymous.

BASED ON THE CREATIVE TREATMENT ASSEMBLED IN SEPT. 1998
OUR OBJECTIVE: Our aim is to submit a rough cut assembly of the video, which means we need to achieve the following:
1. Establish what we want to say to prospective institutions: Who we are, how we can help, the contents/message of video.
2. Decide on images, (video raw footage)
H & I Video Sub-committee Progress Report: In response to a referral from the Public Information Committee, the H & I Video sub-committee has developed a concept for a 2 1⁄2 to 3 minute video to be used as a presentation element for the purpose of facilitating more meetings within hospitals and institutions. The video targets addiction counselors in hospitals, correctional institutions, recovery and detox centers, youth facilities, educational institutions and it acts as an introduction to Cocaine Anonymous H & I, who we are, what we do, our primary purpose and clearly refers to the Traditions in the respect that we do not endorse any facilities with the CA name and that as guests we co-operate with the facility and follow their policies and guidelines. Our narration is blended with actual CA panel discussions, addicts sharing at H & I meetings, and when combined with meaningful visual imagery results in a complete presentation product that most importantly delivers a consistent, accurate account of the role of Cocaine Anonymous at the H & I platform. Since the function of Cocaine Anonymous and the role of H & I is unlikely to change for perhaps several decades, this video will realize a significant cost savings over the years when compared to the expenses incurred by members trying to initialize a first meeting. This video will be user friendly to those members of lesser experience who wish to be involved in H & I. The raw footage and master of this video can also be used to be cut into a longer version at a later time to include CA as a whole. Upon reviewing the agenda that evolved last September, we have tried to summarize what has been

accomplished and simplify the agenda to enhance the pre-production process.
- Attached is a skeletal draft of the script, we need to:
- expand on the narration – being clear about the message we want to convey is important, keeping within the traditions
- review the sequence of action and submit ideas – as it stands now, it’s very loose, we need detail and we want to make an impact
- PROJECTED ACTIVITIES: During the upcoming year our sub-committee will be conducting a feasibility study by contacting all the H & I chairs throughout the world to determine the actual need within the fellowship for this video.
- We will present the results of this study at the 2000 WSC.

- H&I Correctional Facility Sub-Committee: We elected a new chair for this sub-committee: Rodney Davis
- This year we will be collecting H&I area contacts and phone numbers. This will be used to create a database. We have already gotten a good start by directly contacting delegates and have also contacted the WSO to enlist their assistance.
- This information is to be used by the H&I committee. Once the database is created we will be contacting area H&I people to request copies of any referral letters, methods of getting into hospitals and institutions, etc. This information will be used to help people doing H&I work in their areas. It will also help when a new area is starting H&I. We believe that improving communication and collecting resources everyone can utilize will enable us to grow and to better assist others in carrying the message to the addict who still suffers.
- We thank you in advance for your cooperation in this project. Somewhere down the road we may be able to include some of this written information in the H&I Service Manual.

- Bob Lemon: H&I Committee look into situation where members of the 12 step fellowship set up a board within the correctional facility. Joining somehow to assist in placing meetings into the facility.
- Danny Falcone:Is the budget for H&I over 20%? If so, it needs to be brought to this body.
- John Sparks: the 20% excludes the non-delegate chair. H&I did not exceed the 20%.

“The WSOB Chairperson, WSOB Treasurer and WSOB Paid Director have the responsibility of attending the CAWS Convention. They are the only WSOB members that will be reimbursed for convention expenses. Expenses will be reimbursed in the same manner as the WSBT.

MOTION: To insert an asterisk after “COCAINE ANONYMOUS” both in the text and in the box on page 1.9 of the World Service Manual. The asterisk will reference the following that will be added to the bottom of that page:
“*The “COCAINE ANONYMOUS LOGO” must be used in it’s entirety. The official logo includes: the inner circle of the logo (which contains the artistic text, “CA”), the outer circle which contains the text, “HOPE FAITH COURAGE,” and the registered trademark symbol. The block letters “C.A.,” may only be used alone when they bear no resemblance to the inner circle of the official logo.”

Schedule of Rotation—WSOB and WSBT.
a) MOTION that: On page 4.4 of the WSM, under “VACANCY, REPLACEMENT AND TERM,” strike the entire paragraph and insert the following: All Trustee positions, except that of the World Service Office Trustee, shall be selected during the regular Trustee elections at the next conference, using the existing approved slate. The term of such Trustee position shall commence immediately following the close of the WSC at which that position is filled, and shall end at the close of the fourth successive WSC.
In the event of a vacancy in any Trustee position, except that of the WSO Trustee, with one or more years remaining in the term of office, the position shall be filled by the prescribed process.
- Should the remaining term be one year, the individual elected to fill the position shall be included in the slate for the next regular term.
- In the event the remaining term is two years or more, the individual elected to fill the position will be ineligible for election for the next regular term.
With the exception already noted, no trustee shall serve two (2) consecutive terms.

Why is the WSOBT excluded.
If you look at 5.3 of WS Manual, that trustee is dependant upon the term remaining the in a WSOB Directors’. That means, there could be 1-4 years remaining. No way to predict and lock into place other than the 4 year limitation that exists.
Bob Lemmon: Point of clarification: we are talking about the existing approved slate. the people interviewed in the past year, that slate did not come to be until this conference, the existing approved slate is what you choose the existing Trustees from. We don’t have any idea where the new slate come in and the old slate end. where does one begin and the other end.

Suggestion that the conference committee work on this for next conference.
Leon Mason: Page 3, referral 7, 127. need to shine light on the shameful way this was handled. Consider no survey be put out to the floor. Result was no action. Standing Rule 14 taken care of it.
