C.A. WORLD SERVICE CONFERENCE 2012

CONFERENCE COMMITTEE REPORT

INTRODUCTION AND OPENING COMMENTS:

Welcome to the 2012 World Service Conference. The theme this year is “Though We are Different, We are the Same.” Look around: you are looking at your friends and your peers. Your areas have sent you, and have faith that you bring the group conscience and will vote well and wisely.

Conference committee has been working all year to get prepared, organized and ready for you. We want to provide the best possible service to all of the attendees of Conference as well as keeping delegates informed timely of issues affecting CA as a whole. Our Committee has been working tirelessly since Conference ended in September of 2011. We meet by phone every month, or more than once a month when necessary. We also met informally in England.

Our accomplishments this year include:

  • A review of the Evaluations of the 2011 Conference
  • Completion of the “Final Conference Report” for distribution to the delegates/fellowship and posting to website
  • Distribution of Conference minutes distributed to delegates/fellowship
  • Review of Conference transcripts
  • Review of Closing Report vs. Final Conference Report
  • Preparation and distribution of Summary of Motions
  • Committee review of responsibilities and participation of committee members
  • Approval of all Conference forms ie: registration, proxy, etc.
  • Approval of responses to Post Conference Referrals

This committee has worked hard all year; I am appreciative of my mentors and everyone who stepped up to help out from our local area.

Post-Conference Referral Responses:

Referral #6822 – Kellie F. – That opening and closing reports for the Conference include page numbers. It is difficult to reference items during debate on floor without page numbers.

Proposed Response:

We appreciate the spirit of this referral and realize that, at times on the floor, it is difficult to follow along with the discussions. However, it is not possible to number the pages of individual reports, then copy and paste the reports into the Daily Summary for display on the screen without the pages numbers being out of sync. If the Daily Summary pages were numbered on the screen, they would not coincide with the page numbers on the individual Committee reports. During the 2011 Conference, page numbers were incorporated into the Daily Summaries once approved and sent to copy for distribution.

Referral #6820 – Marjie M. – Can the Conference Committee please create a fundraising item for the CAWS that coincides with the CAWS theme for 2012 –Though we are different, we are the Same? Examples: t-shirts, coffee mugs, bumper stickers, etc.

Thank you for your referral. The Conference Committee began selling Conference t-shirts as a fundraiser a few years ago in order to help offset some costs of the Conference. We have not decided if we will continue this in the future, but if so, it will likely be on a preorder basis. As far as the theme of the t-shirt offered by the Unity Committee, we will be happy to consider the 2012 Conference Theme, but do not believe that it should be mandatory for the Committee to choose a t-shirt theme offered by another Committee. The Conference Committee appreciates the opportunity to bring the Conference members a fun, service-oriented memorabilia and hope to continue to do so in the future.

Motion from 2011 Conference:

MOTION: To ask that the Conference Committee compose a guideline defining Pre, At Conference, and Post Conference referrals and how they are dealt with under CA WSC Standing Rules 13 and 14. The guidelines to be included in our WSM following the approval at Conference.

REFERRALS:

An In-Conference referral is any referral that is handed in prior to the announced cutoff at the current WSC. It is entered on a master list for tracking purposes, and then distributed to the appropriate committee for action. Each committee deals with referrals as they see fit, however they are guided in this process by the Standing Rules. With each referral, the committee may bring a motion to the Conference floor for approval, keep in committee for further work or research, or decide that the idea presented in the referral is not something they feel is in the best interest of C.A. to pursue at the present time.

A referral that is submitted after the announced cutoff is considered a Post Conference referral. It is dealt with in much the same fashion as an In-

Conference referral; however any resulting action will take place at the next annual WSC. All WSCCC are encouraged to work throughout the year on their Post Conference referrals so they are free to handle all new In-Conference referrals, plus any Pre-Conference referrals the following year.

A Pre-Conference referral is any referral submitted after the close of the WSC, but prior to 120 days before the next WSC. These referrals are logged by the office, and then sent out to the committees.

All motions resulting from referrals are subject to the Standing Rules, particularly SR 13 & 14. It is the responsibility of all WSCCC to provide the World Service Office with all motions they intend to bring at the next WSC, at least 120 days prior to the conference. This allows the information to be distributed to the fellowship through the delegate mailings, to allow for feedback on all possible actions.

MOTION: To accept the changes to the Conference Committee Guidelines as presented, pages. Second, debate…
