WORLD SERVICE BOARD OF TRUSTEES REPORT

On behalf of the WSBT, I would like to thank the fellowship of Cocaine Anonymous for allowing us to be of service during the past year.

World Service Board of Trustees work over the last year.

Maintained watch on the copyrights of our fellowship.
Developed internal guidelines for the Non-addict Trustee position
Developed emergency cash handling procedures for CAWS 2012 Convention.
Ratified two new Directors At Large for the WSOB, Susan D. and Janice C.
Approved financial transfers as requested by the WSOB throughout the year
Established a process to produce a summation of the WSBT Quarterly meetings in a summary form that could be distributed to the fellowship
WSBT approval for the final version of the CA PSA for Conference Approval
Participated in all WSBT responsibilities regarding the CAWS2012 Convention in Birmingham
Completed the required annual ratification process for both the WSBT and WSOB at the May Quarterly while attending the CAWS2012 Convention in Birmingham
Reviewed our internal guidelines for Roles and Responsibilities.
Approved the Anonymity pamphlet and the revised First 30 Days pamphlet in point 7 of the pamphlet approval process.

Approved the translated Farsi pamphlets (Tips for Staying Clean and Sober, What is CA, The First 30 Days, Self Test, To The Newcomer)
Approved the approve the new French translations of the CA 12 steps and the CA 12 traditions
Reviewed and responded to correspondence from the fellowship throughout the year.
Collectively reviewed and prepared responses to all referrals (in-conference and post-conference).
Collectively reviewed and prepared responses to all incoming correspondence from the fellowship throughout the year.
Crafted articles for and approved the Newsgram’s publication throughout the year.
Addressed WSBT internal policy and issues.
The trustees remained diligent and fiscally responsible in our efforts throughout the year and completed our business well inside the budget for that effort.

The WSBT ratification process followed by the WSBT at the May Quarterly resulted in all of the trustees being ratified, with the exception of Peter D., World Service Trustee. He was immediately notified of the result and requested his 5^th Concept opportunity per our guidelines. Upon receiving that, the WSBT vote for removal passed and he was immediately notified of that as well. The WSBT wants to thank Peter for his love and devotion to this fellowship and his service as a member of the WSBT.

Regarding the outstanding minutes of the WSBT as of the last delegate mailing; we are happy to announce that all minutes are completed and approved through the May 2012 Quarterly meeting, including conference calls and all on-line business through August 2012. They will be made available to the fellowship in

the next delegate mailing.

REFERRALS THAT WERE WORKED ON DURING THE YEAR:

We worked throughout the year to craft response to the following 14 referrals.

Referral # 6395 Limit size of Trustees reports

That the Trustees limit their reports to 3 pages and CA business, not personal glad-handing.

Response: The WSBT members have a responsibility to report on their regions, committees and activities. While on occasion a long report may come up, the WSBT is always mindful of balancing our responsibility of reporting while being conscientious of our conference schedule.

Referral #6557 Dispense of Resume Submission to Conference Floor

To dispense of the rule of slate resumes from last year. The Region has already approved the slate. I think e-mail or on-screen would suffice if people want to read the resumes. Passing out paper copies is not “green.” I will try not to be out of order any more.

Response: This was addressed during the final day WSC 2011. Motion was made to reconsider and a withdrawl of the motion to provide limited or full resumes to the conference floor. Both motions passed. Currently the TEC is not required to provide either to the conference floor.

Referral # 6585 Literature Fulfillment outside the US

We understand that active investigation has been ongoing for several years looking at options for literature fulfillment outside the USA. Please would you start a process of consultation with the areas which may be serviced by such facilities? At the recent European Regional Assembly concerns over disenfranchisement were expressed.

Response: The WSBT are actively seeking information to explore the possibility of a European Supply Service. This remains on our agenda and is moving forward in its research and discussion. The WSBT will continue to report on progress in various minutes/reports and as such welcome feedback and input from our membership.

Referral #6587 Trustee Slate Ratification Process

Please review the trustee slate ratification that takes place at conference. It is not a ‘sound and appropriate method’ for choosing our service leaders (concept 9). Slate members have been voted on by their respective areas and regions. These are the fellows that know them and have served with them. The ratification at conference is an un-informed conscience. It is superfluous to the process and sets a bad precedence for the business of conference, in my opinion.

Response: While this process may seem cumbersome at times choosing the right service leaders is the responsibility of all of us including the WSC. One of the steps in the process is the conference ratification of candidates. In accordance with our manual any candidate can and could be removed by the WSC.

CONFERENCE APPROVED SLATE

The candidates nominated from each Region shall be submitted to WSC for ratification by two thirds vote of the WSC, except in the case where written notice is received from a potential Trustee candidate that the said candidate is withdrawing from the election process. Upon receiving such notice, the TEC shall remove the name of the withdrawing candidate from the slate prior to such slate being presented to the conference floor for ratification. All candidates who complete the WSC ratification process successfully shall then be considered the Conference Approved Slate of Trustee candidates. This approved slate expires when the WSC adjourns. The various Trustee Slates shall be submitted to the Conference for ratification as one of the first substantive orders of business.

Each Regional Slate, Non-Addict Trustee Slate, WSO Trustee Slate, shall be presented for approval by a single vote of the Conference. The ratification of the Regional Slate also constitutes the ratification of the Trustee-at-Large designees and the WS Trustee from the Pacific South Region. If there is an objection to the slate, or any individual on the slate, then each individual on the slate will be considered separately.

Referral #6591 Comments on all addictions

refused to treat cocaine addicts and suggested that they opened their own meetings; why do CA should accept any and every addiction?

Response: By CA’s definition and the Third Tradition – Members are defined as anyone with a desire to stop using cocaine and all other mind altering substances. Our Fifth Tradition states that each group has but one primary purpose—to carry its message to the addict who still suffers. Cocaine Anonymous goes to great lengths to ensure that all (anyone with that desire) are welcome in our fellowship. The WSBT believes that restricting attendance/participation in any meeting to a single drug specific issue negatively affects CA as a whole.

Referral # 6596 HUB set up for European Distribution of CA Literature

It is the Area conscience of CA Scotland that we would like a European Hub set up for distribution of CA literature. We understand that this is in progress and ask that the Committee continue to push on with bringing this to a timeous conclusion. Thank you all for your service.

Referral #6601 Add Trustee Position to Resume

To put which Trustee position on each person’s resume.

Response: The WSBT implemented this change on the Trustee resume forms.

The new resume forms are being used for this year’s TEC candidates.

Referral # 6617 Removal of Gay, Lesbian, Bisexual Transgender CA is for you IP

Removal the Gay, Lesbian, Bisexual Transgender CA is for you IP. It is in violation of Tradition #10 CA has no opinion on outside issues, hence the CA name ought never be drawn into public controversy. This is singling out a certain sector of our society and what your sexual preference is or orientation should not matter. In line with Tradition #3 that the only requirement for CA membership is a desire to quit using cocaine and all other mind altering substances. I honestly question how this got through the conference floor originally. I also question the precedence this IP sets if left available. Because next, we can request an IP especially for single parents. CA is for you. Victims of Incest if for you. Where do we draw the line? CA is for any and all who have a drug and alcohol problem and wish to quit. That’s what our IP should say.

Response: The 12 Concepts of World Service guide us in all efforts of service, our literature inclusive.

The final responsibility and the ultimate authority for C.A. world services should always reside in the collective conscience of our whole Fellowship.
The C.A. Groups delegate to the World Service Conference the complete authority for the active maintenance of our world services and thereby make the Conference — excepting for any change in the Twelve Traditions — the actual voice and the effective conscience for our whole Fellowship.

The pamphlets published by our fellowship have all been processed through a conference approved process that allowed for the fellowship’s review, debate and ultimately a decision of approval. The WSBT stands for the group

conscience of our fellowship and those actions represented through conference approval.

Referral #6756 TAL Attendance at Canadian Association of Drug Court

That CA also attend the Canadian Association of Drug Court as it does for the U.S. Drug Court. Annually that a line item be added for TAL expenses to attend & support via books, booth, pamphlets, etc.

Response: Thank you for your referral. We have been looking into the financial feasibility of CA’s participation at this event. CA’s budget 2013-2014 will have a line item for this event and we look forward to having the ability to fund and attend this event.

Referral # 6758 European HUB set up

My visit to Holland as Scottish Delegate brought to my attention that there is a proposal for a European HUB for literature and that it is in committee. I have taken this back to my Area and it is the conscience of the Scottish area that this be speedily dealt with.

Referral #6792 Changes to Who is a Cocaine member

I would like to have “Who is a Cocaine member” removed or have the 3^rd and 5th Tradition adapted from cocaine and all other mind altering substances to cocaine or all other mind altering substances

Response: Tradition 3 – The only requirement for membership is a desire to stop using cocaine and all other mind altering substances. Tradition 5 – Each group

has but one primary purpose — to carry its message to the addict who S. suffers. These traditions play an important part in any group’s decision regarding format and structure. In cases when groups are considering attendance related restrictions, it would be important that the group consider 3 and 5 in their decision. The WSBT also believes that any group restricting attendance/participation in any meeting to a single drug specific issue would negatively affect our common welfare and promote DIS-unity among those desperate for our message of hope and recovery.

As to the word “and” found in our definition of a CA member and the possible literal implication that cocaine is a required drug for membership – according to a

dictionary definition of the conjunction “and” from http://dictionary.reference.com/browse/and – 11. (used to connect alternatives): ex. He felt that he was being forced to choose between his career and his family. This usage of “and” to connect the alternatives of one’s desire to stop using is not restrictive, but inclusive of both options presented, together OR by themselves. CA’s approved literature goes to great lengths to ensure that all are welcome. From CA’s pamphlet “And All Other Mind Altering Substances” (bottom of the pamphlet) –

SO WHAT DOES “AND ALL OTHER MIND-ALTERING SUBSTANCES” MEAN? It means that it is the collective experience of the members of Cocaine Anonymous that addiction is a problem not limited to any one substance. It means that C.A.’s Twelve Steps are not drug specific, and that Cocaine Anonymous is not a drug-specific fellowship. It means that it doesn’t matter to us if you drank or what type of drugs you used; if you have a desire to stop, you are welcome here!

We hope this information helps and that the group conscious will establish attendance guidelines in accordance with CA’s traditions – continuing to carry a CA message of recovery with Hope, Faith and Courage to all our members.

Referral #6783 Removal of Nominees from Trustee Slate

To give the TEC the ability to remove a nominee from a trustee slate only when:

Nominee notifies the trustee for the Region and/or TEC that they no longer wish to be on slate.
It is completely obvious that they no longer meet the qualifications to be a trustee.

Hopefully this will help expedite the voting on the slates during conference. Response: Our WSM addresses the suggestions in this referral, allowing for a candidate to be removed if they no longer meet these qualifications. Qualifications of Addict Trustees:

Willingness to serve.
A commitment to service as shown by experience; working as a member of other C.A. service committees; and contributions to the continuation and growth of the Fellowship.
The time and resources necessary for active trusteeship.
A minimum of eight years of continuous abstinence from cocaine and all other mind-altering substances at the time of the election to the Regional slate.
A good working knowledge of the Twelve Traditions.
Has to have served as a voting member or committee chair at a prior WSC.

Referral # 6795 Drug Specific question

This idea that we are not drug specific is misleading. Primary purpose is the one we have to help the suffering addict.

Referral #6807 Uniting Both WSO and WSBT Boards, sent in per SR14 (this was referred to both Trustees and S&B – the S&B number of the identical referral is 6814)

To unite both the WSBT and WSOB into one Board of Trustee’s. The WSBT functions as the chief entity responsible for policy and future functioning of the Fellowship while conference is not in session. The WSOB is tasked to carry out

the directives as set forth by the WSBT. Both boards have voting members. Both Boards have Votes at Conference. The WSOB is already comprised of WST and WSOT who carry votes at WSOB, WSBT and Conference. Every member of each board has a Vote respective to their board. So why should these two board stay apart? In 1991 when the Corporations where first created it was required to have Directors as residents of the State, but those rules have L. since changed. Since there are two CAWS corporations it is just as easy to pick corporate officers from the pool of Trustee Board Members. Since there is no statutory or legal reason for the Boards to stay apart, we should consider the Spiritual reason why they should unite. Our 1St Tradition is reason one. The presently written 2011 World Service Manual is two. It already states very clearly that WSOB is responsible to the WSBT and acts upon directives from the WSBT and from the Conference. But it also states in our 10th Concept that every service responsibility should be matched by an equal service authority, the WSOB doesn’t have an equal, it’s its own self-regulating board that often times acts apart from the WSBT or in some cases against Directives set by the WSBT. Apart from Chair, Treasurer, Paid Director all other Directors are interviewed and ratified by the WSOB with minimal oversight from conference (Equal Match of Authority). WSOB Directors much like Trustees should be chosen by a DEC (Director Election Committee) qualifying Directors should be interviewed by the conference and ratified by the whole. This makes the 9th concept “Good service leaders, together with sound and appropriate methods of choosing them are at all levels indispensable for our future functioning and safety.” It is the conferences responsibility to hold all Trusted Servants accountable, unifying both boards accomplishes this.

Response: After consideration of the content and suggestions of this referral the WSBT believe no further action should be taken at this time regarding our World Service structure and the question of combining its Boards.

World Service Office Trustee At Conference Report As submitted by Richard L. August 2012

I am eternally grateful to the TEC, the WSOB, the WSBT and the fellowship of Cocaine Anonymous for giving me the opportunity to serve as your World Service Office Trustee. It has been an honor and privilege to hold this position. This position required that I attended all WSOB meetings. The World Service Office Board would meet on every 2nd and 4th Thursday of each month. We take care of and handle the day to day business of Cocaine Anonymous. I have also had the duty of being one of the signers on the business checks and participating in all online day to day business. The World Service Office is like the Grand Central Station of C.A with a loving heartbeat.

The 2nd half of my job has also required me to attend all the WSBT meetings and their teleconference meetings. We deal and participate with online business too. A requirement as WSOT is to be a liaison between both boards. I have been very busy communicating issues, motions and policy changes between the WSOB board and the WSBT board. I stay in communication with the

Chairpersons of both boards. It’s not an easy task but it’s very rewarding. I have kept in contact with all the Trustees and have developed a special love and respect for each of them and their regions. I’ve handled any request they needed or any way I could be of Service to them

I will miss you fellow Trustees, but I know this is a class that never graduates. So I’ll be seeing you all on this sobriety Campus as we continue to trudge along with you.

Overview:

So, the journey has begun. I wasn’t sure what to expect as I took on this commitment but I have to say that the path so far has been most rewarding. I have been blessed to be in a region that has great people and a lot of continuity. The Midwest Region has made my transition relatively smooth…so far. I have a continued sense of respect and gratitude for those that came before me and I am honored by the privilege to serve this fellowship in any way, especially in the manner you all have allowed me to, as the MWR Trustee.

The Midwest Region hosts some of the most mature Areas in our fellowship and some of the smallest and struggling Area’s as well. Learning through experience and listening to those who have come before me has helped me in communicating and educating those Area’s who S. struggle. The MW Regional yahoo group has been a wonderful tool to assist us in communicating with each other.

The 2011 Midwest Regional Convention and Assembly was held in Indianapolis, Indiana and it was a great introduction for me to the folks from our region. The Indiana Area did a great job of hosting the regional and the assembly. I look forward to this year’s convention in Milwaukee. Many thanks to our past Trustee, Kim S. for her help and guidance not only at the assembly but throughout the year and thanks to my fellow Board members for making my transition a smooth and pleasant experience.

I attended two Area Conventions throughout the year – one in Wisconsin and the other in Illinois. I also attended the Tri-State Convention (Indiana, Michigan, and

Ohio) which was held this year in Cleveland, Ohio. Always keeping in mind our budgets and the fellowship’s expenses, I hope to get to as many areas in my region as possible.

The UK’s World Convention rocked! It was an awesome display of the diversity and power of this fellowship. I attended the Translation Forum at the Convention and came away impressed, amazed and educated about the growth and the needs of our worldwide fellowship. It was a very enlightening experience. A great big thanks to all who attended and to Elizabeth S. for her tenacious work at CAWSO on translations. I look forward to Florida in 2013 and maybe some good ol’ fashion home cooking in 2016…more to be revealed.

In closing – with the support of the Midwest Region and the participation of our Delegates and members throughout the year – my inaugural year has been rewarding and I look forward to the next three years of continued growth and learning!

First, I would like to thank God for leading me to this great fellowship; for without it, I don’t know where I would be. I’m extending a huge thanks to every world service Delegates for your devotion. Thanks to all Trustees past and present, thank you World Service Office (WSO) for the unsung work that you do, thanks to

the Conference Committee, a huge thanks to all the trusted servants that do the work not because you have to, but because of your genuine love and concern for the fellowship of Cocaine Anonymous.

I served on the Information Technology Conference Committee. I served on the Finance, Legal (Lead Trustee), and Orientation Subcommittees of the World Service Board of Trustees (WSBT). I have served as vice chair of TEC. I have participated in all online business and I participated on email as well as Yahoo group communications. I have actively responded to complaints of social media infringements and violations of the Digital Millennium Copyright Act (DMCA) against Cocaine Anonymous copyright/ trademark. I have made and received many phone calls from members, Delegates, and fellow Trustees with questions, answers, and ultimately seeking solution to issues.

Since attending NADCP, I have a totally different respect for the Drug Court system and professionals. The benefits of CA’s presence at that conference has impacted ‘Cocaine Anonymous positively. The Atlantic South Region alone, have received about 20 new meeting starts up kits. I realize that some people honestly want what we have, but they lack the resources.

The clock is ticking for CAWS 2013. Individuals and committees are working hard as the excitement grows. So, please pick up a registration and fill it out for or register online. We have raffle tickets and Tee-Shirts during breaks. The winner

of the raffle will receive full hotel accommodations, a full registration package, round trip air fare, and $200.00 (sober bucks). A personal S.O.S. has been sent for you to join us on the ocean as we take the CAWS 2013 party to the beautiful beaches of Ft. Lauderdale, FL!

Year two as a Trustee has proven to be challenging and rewarding for me. I have been moved in ways that have stirred my soul. The high point of newcomer’s inquisitiveness and zeal out weights any low points I have experienced this year. I stand totally committed to serve the fellowship that saved my life.

With my second year almost to an end, I have a deep sense of gratitude for those who have traveled this path – I am honored and humbled by the opportunity to serve this fellowship as a Trustee.

The Pacific North Region hosts some of the mature Areas in our fellowship and some of the smallest Areas as well. Leveraging that experience with the issues

of growing our smaller Areas is one of the most important challenges our Region faces.

The Pacific North Regional Convention and Assembly were in Twin Falls, Idaho. Twin Falls did a great job of hosting the regional. I was impressed as delegates from the Pacific North Region dedicated time as everyone drove to Twin Falls some up to 15 plus hours. Representation was from all active areas within the Pacific North Region.

I attended two Area Conventions throughout the year – one in Utah and the other in the Lethbridge District in the Southern Alberta Area. I also visited the Twin Falls Idaho (Traditions Workshop), Seattle/Vancouver, British Columbia for an H&I meeting in Seattle followed the next day with a Concepts Workshop in Vancouver, British Columbia. That was a very full and rewarding weekend. Mindful of the budgets and expenses for our fellowship I did my best to keep expenses down and stay under budget.

United Kingdom’s hosting of the World Convention for me was an eye opening and learning experience. Talking with members and hearing the struggles with translations and other issues in our worldwide fellowship. Thank you to the whole European Region for all your hard work and love for the fellowship.

In closing –

I need to humbly thank my God and Cocaine Anonymous for the opportunity of serving the fellowship that saved my life. This has been a real life-changing year for me in all areas of my life. Juggling my recovery, WSBT duties, planning a wedding in October, and a full time job while staying sane and loving.

I want to thank the outgoing trustees this year Randy, Richard S, Richard L, Robert and Joy for guidance these past 2 years. All of you have not only made

Overview:

This is my 2^nd year as ERT and I have found it wonderfully inspiring yet at times incredibly demanding.

The CA World Service Convention in May was a wonderful experience and the local fellowship stepped up to the mark and after years of hard work gave those in attendance a wonderful ‘European flavored’ experience. Attendance was good and the revenue generated far exceeded that forecast in our budget. Thanks to all those who attended and the many members involved in service that allowed this convention to take place.

Translations continue to be at the forefront of European Regional service for most Areas, Swedish, Dutch and Spanish projects are ongoing.

Meetings continue to open around the Region, a Spanish speaking meeting opened in Madrid several months ago and Spanish members have recently reached out across the Atlantic and helped support a new CA group in Peru.

I visited several areas, as previously listed in this report, and would like to mention one of our newest Areas to CA, that being CA Ireland. I attended their 1^st Area Convention in Dublin and met a small, but enthused membership who is continuing to carry the message in their community.

With CAWS2012 over I look forward to picking up on a couple of projects that lost momentum over the last few months. International Structure and Development is a Committee that I look forward to directing much more time to in my last 2 years as a Trustee.

I’d like to thank you for the opportunity to serve Cocaine Anonymous as one of your Trustees, it’s an honor. I’d also like to thank those Trustees rotating off the board and look forward to welcoming the new members.

Once again I am thankful to the Fellowship of Cocaine Anonymous for allowing me to the opportunity to be of service as the Atlantic North Regional Trustee for the past four years. And I am grateful to my higher power for giving me this gift of recovery through the 12 step recovery process. It has been very humbling to come from the Rhode Island Area which only as 3 meetings at the current time to be of service at this level. I also extend thanks to all those who are providing service to their fellow addicts, especially those here in the Atlantic North Region.

It is a very humbling to receive the trust and support of the Fellowship of Cocaine Anonymous in this area of service. It has been a very busy year as a member of the WSBT. I have participated in two of the quarterly meetings do to a work commitment I was unable to attend the fall quarterly meeting. I did participate in all the conference calls and online business of the WSBT, as well as the board to board meetings with the WSOB. I have also assisted with the numerous responses to questions from the fellowship to the WSBT.

During the past year I attended the Pennsylvania/ New Jersey/Delaware Area Convention/Regional Assembly in October. I have also attended Area functions in the New York Area, Northern New England Area, RI Area, and Ma Area. I also visited numerous meetings in the ANR.

I also served on the Conference Public Information Committee.

England’s hosting of our World Convention was a FANTASTIC time that just as our WS Convention guidelines suggest, it promoted unity and enthusiasm for our Fellowship and was a successful fundraiser.

Overview:

With my final year as a trustee coming to a close, I have spent the last month looking back on all we as a board have accomplished and me as a Regional Trustee. I have a continued sense of gratitude for those that came before us and to this day – am honored and humbled by the opportunity to serve this fellowship as a Trustee.

The Pacific South Region is a unique group of recovering addicts, not like most Regions. We have a large fellowship in a very small geographical area with Hawaii included. Over the past four years I as a Trustee have talked 2 people down from filing lawsuits against CA, dealt with members bring guns to meeting, groups being thrown out of places, by-law changes, convention issues, contract issues, corporate issues, people taking money from their areas. I have been called names I will not put in writing, been called racist, hung up on, yelled at on the phone for over thirty minutes and S. I fulfilled my term. I have watched area’s not have quorums to conduct business in their areas more than one month in a row. I have watched Areas die and then rekindle themselves and come back. I have watch Area’s fight month after month and not get any business done until everyone came back to the table and started talking again. We all need to remember we are here for Cocaine Anonymous as a whole and not just ourselves.

As a board over the last four years, we have dealt with a few big issues. “How It Works” is S. an issue within my Region. I get emails from members asking why and we have to tell them out of respect to AA we read “How It Works” as it was originally written, but we do not include it in our meeting formats anymore. I have learned change is hard for people and it can take time for all of us to accept that change. When we suspended the DRPD’s position, the fellowship was not happy with us. That was one of the hardest things I had to go through. I was on the CAWSO board when we hired her and on the WSBT when we laid her off.

In the History of my Region there has been only three trustees’ that fulfilled their term, the very first Pacific South Regional Trustee Lee A., Carl W. and I. This is a thankless job, but I was honored to be a Regional Trustee and to have worked with the current trustee’s and the ones who have rolled off during my term.

Thank you Randy for your service and guidance to this year’s Board of Trustees. Richard S. for taking over the WST position twice in the last four years, and for negotiating the best contracts for our CAWS conventions. Robert L. for being a friend and ally. Richard L. for calling me and keeping me on track. Russell S. and Terry M. for letting me be a part of the three stooges with you. Kenny for reminding me to breath and Brain T. for reminding me “Where is God in all this.”

Overview:

Heading into the last Conference of my term as a Trustee carries many emotions. Feelings of joy, elation, sadness, sorrow, fulfillment, incompletion, etc are all mixed into one big bag of WOW – four years can go by really fast! To the role of the Southwest Regional Trustee:

The Southwest Region provided me great assistance throughout the year and over my entire term. Our areas are a mix of some of the largest and most active

– and some of the smallest as well. This mix provides us with the experience and enthusiasm to assist in the supporting of our WSO financial needs – and at

the same time – remember that we have so much more to do inside our own region to grow our fellowship.

Thanks go out to the beautiful people of the Southwest Region that I have met along the way, stayed in their homes, driven around in their vehicles and so welcomed me everywhere I went. Truly my old friends, new friends and fellow soldiers will never be forgotten.

To the role of the WSBT Chair:

The doors of Cocaine Anonymous are open for business and as you will hear later on in this Conference, CA may be as strong financially as it has ever been. We have expanded our reach into new locations around the globe. We have translated pieces of our literature into more languages and continue the effort to expand the delivery of our message through translations. We have celebrated our fellowship with the first World Convention held in the UK. We will introduce our new PSA to the public air very soon. And there are more exciting things in our future.

And yet there are also areas that are not experiencing the same growth as seen in some. Some are struggling to keep their meetings viable and carry our CA message in the manner that existed there before.

As I consider the great strides we are taking as a world-wide fellowship, I should not over look the work that is still left to be done right at my feet. The willingness to work with an area nearby to share with them the successes and encourage their diligence toward the effort. To realize the absolute importance of responsible and effective sponsorship as the foundation of our stability. That the work we do daily, one person at a time, is S. the program of recovery. So I know what I’m supposed to do at the end of this Conference.

But the never-changing thing about all four boards was they were made up of people who LOVE Cocaine Anonymous. Randy G.: There is a process in place at this conference.

Stu E.: There have been several referrals regarding changing the process; what can we do to change the process?

Randy G.: Referrals. Submit a referral of your request to S&B. The referral will be forwarded to the proper committee if necessary. If it reaches the Trustees, we generally do not work on referrals at Conference and it will be addressed in business after conference.

Appeal Letter to the World Service Conference Submitted by Peter D.

Dear Conference Members,

As some of you may or may not know, I was not ratified as your World Service Trustee at the World Service Board of Trustee’s Quarterly meeting at the World Service Convention. I was not in attendance at the Quarterly meeting or the Convention in May. I notified the WSBT Chairperson, Randy G. and the entire WSBT a couple of months prior to the Convention that I would not be

attending. This action was in accordance with the Conference approved WSBT Guidelines dated 2010 page 19: “If a Trustee is unable to attend, the WSBT Chair should be notified immediately.”

I was nominated and elected by the San Diego Area of Cocaine Anonymous to be put on the PS Regional Assembly slate. When I attended the Regional Assembly, I was voted to be put on the Conference slate for the World Service Trustee position. I was then ratified at the Conference by a two thirds vote and went before the Trustee Election Committee at which time I was elected by that Committee. That’s a lot of people saying yes. Now two thirds of eight WSBT members present at May’s Quarterly say no and I’m gone. Another point I would like to bring up is the fact there was not a full board present at this Quarterly, only eight members were present.

My question is, after being elected by the above process and all the people involved, how can two thirds of only eight Trustees not ratify me with no reason why or no prior warning that I was doing something wrong. I asked the Chairperson and he said “you were not ratified and there is no reason given” as per the By-Laws and I quote from page 71 of the WS Manual:

“All Director Trustees shall be ratified by secret ballot no less than once per year at a quarterly meeting of the WSBT. Such a ratification vote can be called at any of the WSBT quarterly meetings by a simple majority vote. Trustee ratification requires a 2/3-majority vote by the WSBT. If a trustee is not ratified the WSBT shall ask for the trustee‘s immediate resignation. If the trustee is not ratified and does not resign within 48 hours of such request the WSBT shall immediately vote by secret ballot on whether to remove said trustee. IT IS SUGGESTED THAT CONSIDERATION OF THE VOTE FOR REMOVAL SHALL INCLUDE THE RIGHT TO BE PRESENT AND AN OPPORTUNITY TO BE AFFORDED TRADITIONAL RIGHTS OF APPEAL. Trustee removal requires a 2/3 majority vote by the WSBT. If there is not a 2/3 majority in favor of removal, the trustee remains on the WSBT. In the event that any trustee shall resign, die, or be removed, the Trustee Election Committee shall elect a new trustee at the regular

trustee elections at the next WS conference”. Please take note of the sentence above “. Trustee ratification requires a 2/3-majority vote by the WSBT. The WSBT consists of ten members, only eight were present.

I agree with the procedure except for one very important issue. I was never warned of any ‘misconduct or misbehavior’ in my almost two years as a Trustee and I was not given a ‘reason’ for not being ratified. The above section of the By-Laws does not state that I should not be given a reason nor does it state that I should be given a reason. So it seems that the WSBT has taken it upon them-selves not to tell a fellow Trustee why he has not been ratified. Why would they do this? Where is “principles before personalities” in this spiritual decision?

I was told it was a ‘secret ballot’ and I have no problem with that, I don’t want to know ‘who’ voted for or against me, I want to know why. When I was interviewed by the TEC, I was asked why I wanted to be a Trustee and I told them why. Now I am asking the question why I can no longer be a Trustee. I think in the spirit of the Fellowship where we don’t ‘punish’ people for making a mistake, any person in service to the Fellowship should be given warning if they are not doing their job.

I think the WSBT is taking the term ‘secret ballot’ to a different level than what it should be. Since I have been your WST, I have heard the word ‘transparent’ a thousand times when it comes to reports, meeting minutes and anything that might affect C.A. as a whole. Where is the transparency in a decision where no one is told why, not even the members of C.A. who voted for that person.

I am bringing my appeal to the people who trusted me enough to vote me in as your WST. I trust you to take a look at this very flawed process in the hopes that you might make some changes on how people are removed. I want nothing else but to serve the Fellowship that gave me a second chance in life. If you all don’t think I should be the WST, then I will bow out gracefully. If I have done anything wrong that might have affected C.A. negatively then I will humbly apologize. First and foremost, I would like to know the reason for my non-

ratification. I hope an explanation will not only help me to examine my behavior but would also be an aid the person who will fill my vacated position.
