C.A. WORLD SERVICE CONFERENCE 2013 STRUCTURES AND BYLAWS_ REPORT

Welcome to the 2013 World Service Conference. The purpose of the Structure and By-Laws Committee is to formulate by-laws, guidelines, and structures by which Cocaine Anonymous can operate, day to day, at Conference, and around the world. Our goal as a committee is to leave this Conference knowing that we have performed our duties and responsibilities with integrity. Our committee has worked diligently this off-season to answer referrals and update the World Service Manual. This year we have even started a process for revisions to the WSM as the year progresses. The WSM is in my opinion the foundation document of our Fellowship. The document should, & I believe it does, represent our commitment, as well as provide guidance for our unity in service. The conference calls were attended all year, even when some of us couldn’t be on it (me 😛 ). It has been such a privilege & honor to be a part of this team. This has been a very exciting & difficult year for me personally I am so thankful that I had this service commitment to help me get my mind off my issues at different times. I am equally thankful for the participation from the active members of this

committee. We have some really amazing members & they have really shown themselves throughout this last year. I want to say “Thank you” to all of the S&B Committee members, but I would like to give a special “Thank you” to Mr. Jon Himelblau. The work you have done for this committee has been amazing & unseen. That to me…that is true service work.

REFERRAL NUMBER 6946

I would like to see the TEC have a greater balance in their numbers. (That is, that there are not more Trustee votes then regional Delegate votes)

Response: Held in Committee

Committee Work

Much effort and discussion was put into trying to help clarify the difference between the WSCC Chairperson and the WSC Chairperson. After this effort our decision was that the current information contained within the WSM is more than adequate

We also believe that we need to do some revision on the WSM on page 42. Resulting in a motion – Motion: On page 42 of the WSM change Conference Officers to a new heading Our committee guidelines have also been updated.

We as a committee have also decided that an attempt to contact the referral maker(s) if they are not at Conference and inform them of the answer to their referral is a worthy endeavor.

CLOSING COMMENTS:

If I can say anything here… I have one word – AMAZING !!!!!!! When I was less than two years sober, I was elected as our Area Treasurer, during this time our Area decided we need

CAWSC 2013 – Day One-Approved, Page 40 of 59

to write down some financial guidelines. As the Area Treasurer I was automatically the Chair of this Committee. Thank God, there were a bunch of old timers that volunteered to help this process. It was great we were establishing new ground for our Area, doing something that hadn’t been done before. I was excited. However, I had to make decisions as the Chair & I had called a meeting for the Committee. All attended & the meeting started. I felt like everything I proposed to the committee was shot down, in fact I think it actually was. Anyways, after the meeting one of these old timers came up to me & said. “Eric, don’t take it personally. We just had to let you know your place”. I love that person. They helped me so much.  Because in all of that…. I decided that if I knew my place, if I knew what I was & wasn’t supposed to do. The fellowship myself, would always come out for the better. So… I dove into the Manual, I dove into the 12&12 & I persevered in my service commitments. Today, I am good friends with several of those old timers & today, I am a useful member to this fellowship. This all started from me getting into our WSM & finding out how our structure works. If you want to be a helpful member to your Area with respect to the service structure there in… I think that S&B might be a great way for you to achieve that. In S&B we do work. We do take the position of responsibility to the fellowship with which we have so graciously been charged. & we develop friendships. We learn how to work together as part of a team. We learn how to be of service & benefit to not only S&B, but to our respective Areas as well. We love you even if we don’t know your name. We love you & we would love for you to come be a part of our Committee.

Tony D: any questions? Seeing none…let’s thank the committee
