WORLD SERVICE BOARD OF TRUSTEES REPORT

INTRODUCTION AND OPENING COMMENTS:

As with every opportunity to be of service to the fellowship of Cocaine Anonymous, this year has been full of its own challenges and successes. Being catapulted into the WSBT Chair position was a surprise and was a “what the hell were you guys thinking” moment for me. With the help of my bobble head friend Russell the Vice Chair your WSBT trudged on.

With the successful induction of what the WSBT has kindly referred to as the “6 Pack” the participation and interaction of all of the trustees that rolled in last year was impressive. I personally want to thank the “6pack” Jay, Duane, KJ, Ira with a

appreciative extra little thanks to Yves and Rob for stepping up to step in as Asst. Sec and Secretary straight out of the gate.

The WSBT has been busy all year answering referrals/correspondences and regional issues. The leadership of the already sitting elders on the WSBT Kenny, Brian and Russell enhanced the transition this year with so many new faces. I personally want to thank each of you for stepping up and taking some of the weight off my shoulders.

The WSBT attended the CAWS convention in Florida in the ASR. What a great job and beautiful place. Thanks to the all of you for your service.

OVERVIEW & INTRODUCTION

I am so honored and grateful to the fabulous fellowship of Cocaine Anonymous for allowing me to serve as your World Service Trustee. I continue to be willing to learn and grow from and into this service position.

As I am ending the first year of service in this position, I am amazed that our International Non-profit Foundation operates with just two fulltime and three part-time

paid employees. I am very grateful to them, as well as, the thousands of volunteer members who donate so much from all over the world.

CLOSING COMMENTS

I am honored and privileged to say I have completed one year as your World Service Trustee. And, I have been humbled to learn how little I truly knew about this Fellowship. If it is true that a little knowledge is a dangerous thing, then I stand before you a very dangerous man. And I have had many, outrageously “good” ideas and been advised of many other good ideas by fellow members, but my profession, probably similar to yours, encourages the use of “Best Practices” NOT “Good Practices”. Unfortunately, my good ideas are only half-baked, and need the benefit of being vetted, discussed, healthily debated and fully processed. I pray that I continue to have the patience to allow these good ideas to slowly simmer, to become better seasoned, and then allowed to fully cook into the best ideas and practices possible. When I utilize the Spiritual Principal of Patience, it allows this fellowship to obtain what it truly deserves, which is the absolute best. Thanks to all who have been patient with me during this first year as well as in the future.

Comments:

It has been my privilege to serve as your World Service Office Trustee during this past conference year. It has been an interesting first year as a member of the ‘six-pack’ and I find working with my fellow trustees both spiritually rewarding and personally challenging – which, my wise sponsor points out, is as it should be if I am to grow from this experience.

I sit on both the Board of Trustees and also on the World Service Office Board of Directors. My role on both boards is to facilitate much of the communication between the 2 boards. I also assist in coordinating Board to Board meetings and one-on-one sessions when requested. As a member of both the WSOB and WSBT I stay pretty active in World Service Convention activities throughout the year and want to give a very special shout-out to the members of the 2013 World Service Convention in Ft. Lauderdale, Florida. Thanks so much for all your hard work to put on such a terrific event for our international fellowship. Your efforts on behalf of CAWSO and our fellowship are commendable. And, I’m really excited to see all ya’all down in Long Beach for the 2014 convention – from Atlantic to Pacific, gee, this fellowship is terrific!!

During this past year I have served as an active member of the trustee’s IS&D (International Structure and Development sub-committee). This has entailed working with the European Regional Trustee, various members of the WSBT and key personnel at the WSO to further the goal of establishing a fulfillment center from which our European members can purchase chips, literature, books and miscellaneous web store items without having to incur the cost of US-to-UK shipping and the associated customs charges/fees. This work will continue throughout this conference.

I have also served as the 2nd Trustee on the LCF committee and was invited to participate in a couple rounds of the sub-committee’s review of sections of the Meditation Book. I want to deeply thank the LCF sub-committee for their openness to my limited participation. You are one remarkable group of trusted servants who serve as not

only as one well-oiled machine through-out the year, but also as several cohesive sub-committees. There is much I can learn to be useful to this group. As part of the Book Publication Process, the WSBT was entrusted with reviewing the LCF-approved version of the meditation book. WOW – the message in these pages is powerful! Once the WSC Book Publication Process is complete, I look forward to having a new C.A. publication on the WSO shelves to offer to our beloved fellowship.

And finally, throughout my first- year as your WSOT I have worked with an active Unity committee. I am the lead Trustee for this World Service Committee and have been greatly appreciative of the commitment of their core group of members and the pro-active nature of the committee chair. There are many great ideas coming from this small but mighty group. Speaking of Unity, as a local ‘West LA’ member of the Unity Committee member, I want to invite everyone to come to Friday’s Unity lunch at a great new, beach-side location – ALL ARE WELCOME – with or without a lunch ticket!

I work hard, but my life is simple today – I live to be of service. Thanks again for the privilege this position of World Service Office Trustee provides for me to be of maximum service.

Overview:

And the journey continues…two down and two to go. I have to say that the path so far has been most rewarding. I have been blessed to be in a region that has great people and a lot of continuity. The Midwest Region has made the first half of this ride relatively smooth…so far.

I have a continued sense of respect and gratitude for those that came before me and am honored by the privilege to serve this fellowship in any way, especially in the manner you all have allowed me to, as the MWR Trustee.

The Midwest Region hosts some of the most mature Areas in our fellowship and some of the smallest and struggling Area’s as well. Learning through experience and listening to those who have come before me has helped me in communicating and educating those Area’s who still struggle. The MW Regional yahoo group has been a wonderful tool to assist us in communicating with each other.

While there have been some spurts of growth, some newcomer kits sent to new places, the overall meetings in the region seem to be currently contracting. This is a concern and

additional arenas of public information and H&I need to be explored by the current areas for the sake of our future.

The 2012 Midwest Regional Convention and Assembly were held in Milwaukee, Wisconsin and it was a great event for me and the folks from our region. The Wisconsin Area did a great job of hosting and I look forward to this year’s convention in Columbus, Ohio.

I was able to attend two Area conventions throughout the year – one in Wisconsin and the other in Illinois. I also attended the Tri-State Convention (Indiana, Michigan, and Ohio), which was held this year in Indianapolis, Indiana. Always keeping in mind our budgets and the fellowship’s expenses, I hope to get to as many areas in my region as possible.

The World Convention in Florida rocked! It was an awesome display of the diversity and power of this fellowship. Among the meetings and workshops I attended was the Translation Forum. I came away impressed, amazed and educated about the growth and the needs of our worldwide fellowship. It was a very enlightening experience. I look forward to Long Beach, Vegas and some good ol’ fashion home cooking in Chicago in 2016!

Many thanks to my fellow Board members for making my second year a smooth and pleasant experience. It continues to be a growing experience…thanks!

In closing – with the support of the Midwest Region and the participation of our Delegates and members throughout the year – my second year has been as rewarding as the first and I look forward to the next two years of continued growth and learning!

First, I thank God for blessing me with the opportunity to serve this awesome fellowship of Cocaine Anonymous. I thank the members of prior conferences, previous committees, and former trustees. Thanks to the current conference members for all your love, service,

and devotion to our fellowship. Thank you delegates for the exceptional work you do in your respective districts and areas. A Huge thank you is in order for the World Service Office and the World Service Office Board for performing with all the attention and dedication that is sometimes not noticed. Lastly, thank you fellow Trustees for the love, patience, care, allegiance, and attentiveness you have shown. It is an honor and a high privilege to serve with each of you.

This third year has been challenging in its own right. I have been challenged emotionally, mentally, and spiritually. It has also been very rewarding and my commitment to service is strong and resolute.

I have participated in all online business and quarterly meetings. I served on the Information Technology Conference Committee (Lead Trustee), Trustee Election Committee (Chairman), World Service Convention Committee, and Finance Committee. I also served on the Orientation, and Long Term Planning Subcommittees of the World Service Board of Trustees (WSBT). I logged many hours of correspondences via conference calls, Skype, Yahoo groups, emails, and in person meetings with members, WSO, Delegates, and fellow Trustees in an effort to aid our primary purpose and thus carry the message.

A big shout goes out to CAWS 2013 Convention Committee, The Florida area fellowship, The Atlantic South Region, and Florida’s Convention & Visitors Bureau. Lastly, I would like to express a heartfelt thanks to all of the registrants, attendees, and volunteers for making CAWS 2013 truly a Splash of Serenity.

My prayer is that God continue to bless the fellowship of Cocaine Anonymous as we carry the message to the addict who still suffers. Once more, thank you for the

Comments:

First, I thank God for allowing to me to have my experiences, and live to talk about them. I thank my area, region and the TEC for allowing me the honor and privilege to serve you as you Pacific South Regional Trustee. This year has been a learning experience. It has been great being the new guy slash apprentice. It is not just learning information but actually being able to practice the principles espoused by our fellowship. For anyone that doesn’t understand, I want to be the one that proclaims that being a trustee is exciting, rewarding and challenging. I did not come into this fellowship to remain the same. I always wanted to be responsible and productive. I get to be exactly that in my life outside this fellowship and also inside this fellowship. Please, if you hear nothing else in this report, hear this; your fellowship needs you. Your fellowship, the one you love needs you to serve. We need your friends and associates who are not here to serve. To my region; the great Pacific South. Check out the office. The World Service Office is the central point for information distribution to the planet. The world of Cocaine Anonymous is waiting on you to step up and serve. Cocaine Anonymous is larger than what I can see. Let us venture out of those smaller areas of concern that may have become comfortable. The world of Cocaine Anonymous needs your skill sets, abilities and talents. I am proof that one who came to scoff can remain to pray and serve.

My initial year serving has been all learning. The days are long, reports are many and my gratitude is endless.

Overview:

Wow!! Imagine yourself driving a minivan on the on ramp of a NASCAR race. That is what my first year has been like. Just trying to get on the same pace as the other Trustees has been humbling experience. I am so grateful for the love and patience of my fellow Trustees and to fellowship that I serve. The previous SWR Trustee wrote the following on his first year opening report and I quote. “I made every mistake possible this year, from voting when I wasn’t supposed to be – to having no idea as to what was due to whom and when. I’m still making mistakes but I guess that just means I’m trying.” That sums it up.

I believe you can be proud of you current board. There have been no extreme acts of violence and no felony charges during the last 12 months of conference calls and quarterly meetings.

The Southwest Regional Convention and Assembly were in New Mexico and it was a great introduction to the folks from our region. They was a fine example of men and women carrying the message.

We had approximately 45 starter meeting requests. We have Areas that are growing, and growing while others are struggling with a shrinking fellowship. My hopes are that we to do a better job of networking with each other and sharing ideals. To share successes and challenges to help us better carry the message.

In the Southwest Region we have a couple of Areas that have not participated within the World Service structure recently. I have reached out and together we are making progress. There is still work to be done.

In closing, I have been humbled once again by the efforts and love of the CA fellowship within the Southwest Region. We represent every walk of life and we are walking with purpose.

I realize I know only a little and that more will be revealed as I trudge the road of happy destiny.

Overview:

This is my 1^st year as ANRT and what a year it is. Even though I humbly accepted the Conference decision, I found that I still have a lot to learn and even some time I have been feeling not up to the task at hand. I am honored and humbled to have the chance to work with such an inspiring group of colleagues, and I am immensely proud of our incredibly hardworking and collegial team.

The Atlantic North region through the Quebec area did put forward a wonderful bid for CAWS 2017. Translations continue on the French side of Quebec area, they are in the process of updating their current pamphlets and translation for the new ones.

Meetings continue to open around the Region, mainly in Southern Ontario (SOCA) and New York (CANY) areas and there is new activity also in the Northern New-England area, mainly in New Hampshire. The other areas are having some challenges of their own.

I visited two areas, as previously listed in this report, plus my own.

So with my newbie year over, my bearings more stable, I am looking forward to take more time to get to know my region better by visiting all of the areas and getting to know more about their reality.

WSBT Sub-Committees:

Long-term planning is the subcommittee that I chair as the Trustee at-Large. The objective of long term planning committee is to plan and guide the future of Cocaine Anonymous to ensure that addict that still suffers can receive the message of recovery. At CAWS in Florida this year, during a long-term planning committee meeting we had a great discussion on our fellowship. We looked at and compared areas that were growing and areas that are not. We found that the areas that are growing do both H & I and PI. This public information part was deemed to be extremely important for a area to be able to grow. It was also discussed that maybe some areas are not able to grow because we do not allow the spirit of rotation to occur at the area level.

Long Term Planning has commenced to explore the possibility of moving the World Service Office to another region.

This is my 3rd year as ERT and I have found it wonderfully inspiring yet at times incredibly demanding, to be thanked and criticized on such a regular basis is a wonderful opportunity for personal growth.

The CA World Service Convention in May was a wonderful experience. Thanks to all those who attended and the many members involved in service that allowed this convention to take place.

Translations continue to be at the forefront of European Regional service for most Areas, Swedish, Dutch and Spanish projects are ongoing. We have a new group in Germany who have recently submitted a large number of pamphlets and meeting formats to CAWSO to begin the process of translation approval.

CA in St Petersburg have also translated HFC & HFC2, and will in the near future submit to CAWSO for approval. I have been invited to visit and am planning to travel sometime before the end of the year.

I visited several areas, as previously listed in this report, and was honored to visit the CA Groups in Switzerland. I’d been invited to facilitate a service structure workshop to coincide with their petition to this entity [conference] for recognition as an Area of CA. CA Switzerland are very excited to be part of. I attended a local PI activity that was held

at a large street festival around Lake Geneva and was inspired by such proactive community PI work.

After several dormant years within Germany I am pleased to confirm that a small CA Group is establishing itself in Frankfurt. As mentioned above, translated CA materials have been forwarded from this group to CAWSO. They are trying to rebuild the Area website and have a local helpline number up and running.

With the permission of the sender I have included in this report an email I received from one of the members in Frankfurt, I hope that during the long days ahead, and on returning to your local areas, you all realize that the work that gets done here does make a difference

Sometimes those moments when God shows up go by almost unnoticed. I like to believe that while He is all powerful, He doesn’t make any noises about His Presence during an intervention.

Do cross your fingers – I think He was quietly with us when we started ploughing the ground for German C.A. in Frankfurt. We had begun translating the literature in H, F & C II and as I myself qualify for C.A. as an addict who was never in one room with cocaine, I needed an addict with cocaine experience to check the drug-specific phrases in “Who is a cocaine addict?” I asked a former sponsee from another fellowship who had changed sponsorship to a person in the town where she lived. She said she would gladly help me if she could but I needed to know she wasn’t sober, didn’t go to meetings and was not sponsored anymore. Would I still want to meet with her? Of course I would!

She came over during a visit to Frankfurt, we had coffee, she seemed sober that day, we reconnected gloriously, we laughed and identified and we shared.

It is part of what I find so electrifying in C.A.: the literature shares with us exactly what to do and we have the Power of these God-given actions at our fingertips to pass on when we work with newcomers. Homegroup, service, sponsorship, telephone. Get involved, get out of self, take the actions, don’t drink or use no matter what and taking the steps will free you. These actions are spelled out in the literature, so they are tried and tested by our common experience. They are not just a particular lineage of sponsorship, which happens to be how I received them.

My friend sat on the sofa with me and the glory of that moment was that, unbeknownst to her, she was doing service in CA by helping me with translation, she was being useful, she was involved with another addict in recovery, she was self-less and her light came on. God showed up.

She is moving back to our neighborhood in Frankfurt in ten days and I have marked it in my calendar to go over and carry some moving boxes. It will get me out of self and … I wish I could make her decide to come back, obviously I can’t, but with the C.A. message I have a powerful solution to offer and that is the most gratifying feeling I know. Heartfelt thanks to all of you who have worked hard to build this fellowship. It is the fellowship I seek.

I have continued to work with the European Fulfillment project and have assisted the WSOB in recent months as they review and move forward with plans. I have had much discussion with local Area/District literature chairs/committees with regards many of the challenges they experience with our current system and have had full support for a CAWSO service that better allows access to CAWSO inventory. More will be revealed regarding this project during the upcoming days.

To my duties as PNR Trustee:

The Pacific North Regional Convention and Assembly this year was held in Calgary in the Southern Alberta Area. Southern Alberta did a great job of hosting the regional. I believe it was a healthy experience for all.

I was blessed this year to attend different functions within the PNR and talk with many members of the fellowship in this pass year about many concerns and challenges and most of all successes.

I love the interactions and love between all areas in the PNR. I am blessed to part of what I believe is the best region.

CORRESPONDENCE/ RESPONSES FROM/TO THE FELLOWSHIP:

Message: The K.I.S.S. group of CA in Jackson,TN has been divided over accepting donations or grant monies. Also, there is contraversy about selling food or other fund raising activies to help facilitate the needs of the group. We know about and discuss the 7th Traditions but some of the members say there are some exceptions to the rule.

First, the State of TN has a grant to be used for Alcohol and Drugs programs. After giving out several thousands to other Drug and Alcohol facilities, there is $480,000 left. These monies must be used or given back to the State. Some members of the group want to obtain some of that money to be used to buy a building to be used as our meeting place. Other members say that some of members –on their own, can receive that money and open up their own halfway house, which must be outside of the group. And still others say that we can’t accept any money from anywhere and that our group must be fully self supporting through our own contributions. Second, some groups are doing some fundraising to ease the burden of the group. Some have dances, some sell raffles ticket, or cook and sell dinners and etc. Will you please give us all the information you have about when and how to accept donations and having fundraisers? Thank you in advance for the information as we want to dispel all rumors within the group.

Thank you for contacting us with your concerns. Please be assured your concerns are not taken lightly. Your first question regarding groups receiving monies from the state of

Tennessee: Our 7^th Tradition tells us that every C.A. group ought to be fully self-supporting, declining outside contributions. In that, no CA group should accept monies from entities outside of Cocaine Anonymous. That eliminates potential outside control and allows the group to stay focused on its primary purpose. The grant in question is for facilities that offer in patient treatment or facilities that offer outpatient or after care. The grant is not intended for 12 step groups.

As for your second concern, Our 4^th Tradition states that each group should be anTony D:mous except in matters affecting other groups or CA as a whole. Fundraiser is held all the time throughout our fellowship. There are many different types of fundraisers.

Whether it is dances, bake sales, raffles, picnics, talent shows, or most any activities that is ethical and legal. The group conscience has the authority here. We hope that your concerns were addressed sufficiently. Feel free to contact us. We are here to serve.

East Side Early Birds Attitude Adjustment Meeting Message: It has been brought to the attention of the Long Beach Compton District Board in regards to the continued violations of the Twelve Traditions and Twelve Concepts of this meeting located at850 Atlantic Ave in Long Beach CA. This meeting is not following the CA format. They are in constant violation of Tradition 4. There is continuous cross talk and numerous fistfights have broke out during the meeting. They are demonstrating a hostile environment and should be discredited as a CA group. I feel that it is time for the area to step into this matter and visit this meeting. Dear Member, Thank you for your email in which you shared your concerns regarding a CA group in your local District. Our fellowships ‘World Service Manual’ page 14 clarifies the definition of a CA Group. A meeting is when two or more people gather together to share their experience, strength and hope with each other. A meeting may call itself a C.A. Group when:

The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances.
It is fully self-supporting.
Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
It has no outside affiliations.
It has no opinion on outside issues.
Its public relations policy is based on attraction rather than promotion.

Based upon the information given to us on the reported Tradition Four violation, we would like to refer you to that very tradition whereas it states, every group “has the right to be wrong”…”except in matters affecting other groups or CA as a whole.” Many groups around the world have adopted formats that work for that group and/or their locality, allowing healthy diversity and in keeping with our traditions.

Dark Night Message: We have regular schedule meetings @ 3801 on Sat @ 7:30 am,10:00 am And 12 noon. The 10am book study is a new addition to the facility and a couple of Saturdays Ago, the 7am and 12 noon meeting was closed due to a 3rd step feast. Being that each meeting is autonomous accept when affecting other meetings or CA why did 3801 INC give the facilitator permission to close 2 meetings for this non-approved event. 3801 INC, has no right getting involved in CA business. I have no problem with change and the 3rd step feast is new to me. I have 11yrs and this is the first time I’ve seen such a event interrupt meetings. I’m concerned that this will become a trend!!! And when does the facility have the power to dictate what and when CA meetings are being held and ran? I’ve taken this to the District and the Chair and the facilitator of the book study still believes that this is ok. Can you clarify for me so that I know what the correct way to handle this Please.

Thank you for your question and concerns. While your group’s course of action will ultimately be determined by your group, following is some information that may help. Please take a moment to read the attached NewsGram article* on page 5 titled “Clubhouses and Cocaine Anonymous.” This article will hopefully clear up the landlord tenant relationship. While clubhouses perform a necessary function for our fellowship, there is no affiliation with our fellowship. The relationship should be strictly tenant, landlord. As such, available meeting times should be negotiated between meetings and landlords. Please be mindful that the business (aka landlord) has no responsibly to C.A. as a whole but your meeting (aka tenant) does. When presenting concerns to your landlord, it may always be prudent to do so while practicing the principles of patience, kindliness, tolerance and love.

All over the country (and in other countries now), Cocaine Anonymous meetings are held in a variety of places. Some meetings are held in community rooms at local parks, some are held in meeting rooms at churches, or in hospital cafeterias. Sometimes meetings are held at clubhouses that exist specifically to provide meeting space for Twelve Step groups, and to provide clean and sober people with a place to interact socially. At last year’s C.A. World Service Conference, several referrals from the floor requested guidance and clarification about how C.A. members and groups can be involved with such clubhouses without violating our Twelve Traditions. The World Service Board of Trustees has discussed the issue at length, and this article is an attempt to explain our understanding of the proper relationship between C.A. members and any such clubhouse.

Let’s start by clearly stating that the C.A. group is Cocaine Anonymous. The group has been and remains the most effective vehicle for carrying out our primary purpose – to carry the message of recovery to the still-suffering addict. It is in the group that we recover through working the 12 Steps, learn to coexist in unity by applying the 12 Traditions, and continue to grow spiritually through service employing the 12 Concepts. C.A. members the globe over protect the group as it is the very core of our recovery today, the place where we get sober and grow together, ever more clear-sighted of

Tradition One: “Our common welfare should come first; personal recovery depends upon C.A. unity.” The group is the C.A. foundation, not only to its members, but to the outside community as well. So any other service entity that is created through a need to serve the C.A. group should handle its affairs in such a way (with respect to C.A.’s 12 Traditions) as to enhance the effectiveness of the group to carry its message, further allowing each member the opportunity for service that may come from any group activity. It is certainly understood that some C.A. members will have a desire to participate in activities outside the C.A. group, such as clubhouses. While there will be those of us that find the C.A. group sufficient to meet our needs, other members have a

desire to extend their fellowship beyond group meetings; some in fact seek a C.A. social life. We think it wise for those C.A. members that choose to participate in those outside activities to take extra care to respect the integrity of the C.A. group, ever mindful of the fact that affiliation, whether real or implied, misleads the public, confuses the newcomer, and violates C.A.’s 12 Traditions. What this means is that a C.A. member who might be involved in any way with the operation of a clubhouse should take every opportunity to remind himself and everyone else that he is doing so as an individual, not as a representative of Cocaine Anonymous.

With all that being said, let it be clearly stated that Cocaine Anonymous does not have clubhouses, although members of C.A. are free to engage in whatever outside activity they choose. In accordance with our preamble, C.A. is not allied with any sect, denomination, politics, organization or institution, and neither endorses nor opposes any causes. Nonetheless, when outside activity is engaged in which can easily be mistaken as C.A.-affiliated, such as clubhouses run by C.A. members, caution must be advised. Remember that not only the public, but more importantly, C.A. newcomers may get the misconception that these clubhouses are in fact owned or operated by C.A. Consequently, outside activities such as clubhouses should be designed for those individual members who wish to participate, while the C.A. group should remain unimpeded by the activities of these outside entities. Clearly stated, the C.A. group business should in no way be associated or affiliated with any outside entities, including the clubhouses in which its meetings may be held. The Sixth Tradition states, “A C.A. group ought never endorse, finance, or lend the C.A. name to any related facility or outside enterprise, lest problems of money, property and prestige divert us from our primary purpose.” The tenant/landlord relationship of the C.A. group to the clubhouse should not include the co- mingling of funds. Nor is it appropriate that the landlord dictate structural parameters for the C.A. group. An outside entity deciding operational procedures for a C.A. group or the group servants’ responsibilities would be an example of a serious Tradition violation. Of course, a landlord is free to negotiate rent with any group, or to insist that certain cleanup procedures or other restrictions be respected, but should have no input on how the meeting itself is run.

Remember that the public at large will already see C.A. members heading up these outside activities and may very well view them as C.A. clubhouses. Thus, those outside entities that are so led by and aligned with C.A. members should seriously consider being guided by the 12 Traditions as well, although it is clearly understood that C.A. has no authority to instruct them to do so.

There has been some controversy at my local DSC regarding a member of the fellowship who is hired to provide a service, that of recording shares at CAUK events. a few members have said that this is out of order and that he should not be able to record shares and make money out of CA events and specifically selling speaker CD’s. I am of the opinion that we do hire services as per tradition 8 and pay for them services when necessary. The grey area here seems to be that the service provider continues to earn profit, albeit very little, after the event. My feelings on this hot subject is that he provides a service the fellowship benefits from and as a result the message is carried through the selling of the cd’s to many still suffering addicts. I know he earns very little and doesn’t charge for hire or labour, what he has earned has covered fuel etc. I spoke with hi this evening ad he informed me he actually loses money and still does it out of his love for CA. I was just keen to hear your views in fellowship Richard newly appointed Delegate

Dear Richard,

Thank you for contacting your WSBT and sharing your comments and questions with us regarding this issue. The hiring of an outside organization to provide specific services to our fellowship is common and often misunderstood. Our fellowship sells t-shirts at conventions, fundraising events and unity day’s and therefore requires the services of a company to supply us with such merchandise, the principle is the same with recordings and CD sales with the exception that in this case the vendor continues to sell their? merchandise as a stock item in their? stock inventory without any accountability to CA. This particular case would, in our opinion, require an agreement of such between the

fellowship and the outside company. There is an issue of allowing an outside organization to sell items and stock, for their own benefit, that carries the name of Cocaine Anonymous. We should always be mindful that our name belongs to our fellowship and should not be lent to an outside organization for its own use unless a clear agreement has been reached between the parties involved and those asked to look after our intellectual property and copyrighted materials, in this case our name and our logo. Our IP and Copyrighted materials are overseen by CAWSO Inc, the WSOB and the World Service Board of Trustees. Any outside organization wanting to sell items of stock that carries our name and/or logo would need to seek permission from CAWSO by way of a Vendor License Agreement. At our World Service Conventions we engage the professional services of an outside organization to record and sell CD?s of speakers and workshops and at our annual World Service Conference we also engage such services to record our conference business. This relationship is clearly defined in an agreement (contract) that allows Cocaine Anonymous to clarify the services required, the conditions of sales to our members, and also allows for us to agree to any requirements from the vendor. There may also be an issue of affiliation (actual, implied or perceived), when dealing with an outside organization and this could be magnified when a member is involved with the professional services of the outside organization. Care should always be taken to separate membership service and professional services in instances like this. Tradition 8 is more directed toward the fellowship directly employing or hiring members, not companies, to carry out work and getting paid by the Fellowship for the specific task at hand.

Our Area bylaws conflict with 12 Concepts and 12 Traditions. How can we as an Area conduct our business without violating 12 Concepts and 12 Traditions if our Area Service Board does not want to recognize this problem and continuously state our bylaws supersede the 12 Concepts and 12 Traditions. Some of us understand that any Area bylaws should be formed under 12 Concepts and 12 Traditions and bylaws should not conflict with such, as our ASB goes against this.

The first tradition is the foundation of our fellowship. Here the tradition speaks to unity meaning of a common mind or purpose. In the interest of the foundational principle that our fellowship stands on is the consideration that while there is autonomy it is not practiced without regard to unity. The concepts and traditions were not created capriciously but on the experience of those who came before us. It would be wise and prudent to consider that what an area does or does not do can impact other groups and the entire fellowship. You are not specific in your description as to what concepts and traditions have been violated and there cannot be a specific answer to such a general query. That being said, an idea of unity would encourage all of us to follow what has been crafted on the experience of those who came before us. Hopefully an area service committee would agree with the principle of being unified in action and thought as much as is reasonably possible. Each month, the Board of Trustees is asked to respond to questions pertaining to the propriety of using literature which has not been approved by the C.A. World Service Conference. In response, we refer members of our Fellowship to our own C.A. World Service Manual, which sets forth the following on page 14 (2013 edition):

Cocaine Anonymous groups, meetings and service committees should only use, display, distribute or sell the following literature and materials: the WSC Approved Literature set forth in the Appendix, the books “ALCOHOLICS ANONYMOUS,” “TWELVE STEPS

AND TWELVE TRADITIONS,” and “The A.A. Service Manual, combined with the 12 Concepts For World Service,” and Cocaine Anonymous World Service, Region, Area, District and group/meeting approved flyers, meeting directories and other materials …

Requests ask why groups or Fellowship members can’t use books at C.A. meetings such as The Little Red Book, any of the daily reflection/meditation books, speaker tapes from well-known A.A. speakers, even other A.A. or recovery-based materials. These requests present very powerful arguments, often referring to the “Big Book” of Alcoholics Anonymous, the 12 and 12 and even the AA Service Manual.

The World Service Conference passed the following Advisory Opinion on August 20,1989: “The books Alcoholics Anonymous and the 12 Steps and 12 Traditions of Alcoholics Anonymous are two of our most valuable tools of recovery, and as such, it is the opinion of Cocaine Anonymous that meetings should be allowed to have these books available to support members and their recovery.” On September 4, 2004, the World Service Conference passed the following Advisory Opinion: The book The A.A. Service Manual, Combined with the 12 Concepts for World Service is a valuable tool of recovery in service, and as such, it is the opinion of Cocaine Anonymous that meetings and service meetings within the Fellowship should be allowed to have this book available to support the members in their recovery.”

When we look at the propriety of using non- Conference-approved materials, we are guided by the Steps, Traditions and Concepts as well as the writings within the Twelve Steps and Twelve Traditions. We also look to the Fourth Tradition, which provides that “Each group should be autonomous except in matters affecting other groups or C.A. as a whole.” The inquiry becomes, therefore, whether the use of and reading from these non-Conference- approved materials in meetings or groups is appropriate, or whether such action(s) affect other groups, districts, areas or C.A. as a whole.

We are further guided by the long form of the Fourth Tradition, which provides in part: “And no group, regional committee, or individual should ever take any action that might greatly affect [C.A.] as a whole without conferring with the trustees … On such issues our common welfare is paramount.” Also, in the narrative text of the Fourth Tradition (page 147), the inquiry seems to turn to whether the action taken would “greatly” injure C.A. as a whole. In that same paragraph is the notion that the group’s sole objective has to be “sobriety,” and “In all other respects there was perfect freedom of will and action. Every group had the right to be wrong.”

So we begin this analysis by referencing the language cited from our World Service Manual on page 14 which sets forth specifically which items and writings “should” be used, displayed, distributed or sold by groups, meetings and service committees. Clearly, if the reading/writing that the group/meeting/committee wants to use is not on the Conference-approved list contained in the Manual’s Appendix, and there has been no advisory opinion to date authorizing its reference and use, the subject materials should not be used. The World Service Conference recently voted to insert the language on page 14 of the WSM using the word “should.” That language as cited, therefore, is the clear conscience of our entire Fellowship regardless of whether we, as a Board, or any member of the Fellowship or group argues or decides whether the word “should” is suggestive, as some members of the Fellowship argue, or directive, as others might argue. The intent and spirit of including that paragraph was and is to set a base level of appropriate materials and readings for ALL groups of C.A. throughout our world.

Having said that, though, the inquiry for our Board is whether the use by groups of non-Conference-approved literature affects other groups, districts, areas, or C.A. as a whole. Further, we must then ask whether that use might or did serve to “greatly” affect C.A. as a whole. This inquiry then relates to the first part of our First Tradition as to whether our common welfare is impacted.

So the challenge with such literature being used by groups is two-fold: first, it is not C.A. Conference approved; and second, its use might be construed to imply affiliation between C.A. and the non-approved materials or even other related materials. We are of the view that the use of non-Conference-approved literature by groups or meetings greatly affects C.A. as a whole and that our common welfare is impacted by use of these materials at C.A. meetings and events. We also are deeply concerned about the message of any group, meeting or service body at any level using non-Conference-approved materials. If any group, member of our Fellowship, or service body desires to seek approval of any non-Conference- approved literature for use within our C.A. Fellowship, please have them bring the matter to the World Service Conference for consideration.

Thank you for your inquiry to the use of a PSA (Public Service Announcement) via the You Tube website. The first distinction we should clarify , is the PSA you are referring to in the referral a conference approved PSA (Public Service Announcement) or a non conference approved? Approved Conference PSA

The conference approved PSAs are designed and approved for Public distribution and viewing. The WSBOT see no challenges to uploading them to the You Tube website. Please take caution that the person uploading the video may be identified and precautions to ensure anonymity should be taken. There are no clear directions currently in the World Service Guidelines for the proper use of this medium. We will forward your referral to the Public Information Committee for future work.

That the Trustees consider, in the full spirit of the right of rotation, implementing a rule that rotating out Trustee take one full year off from serving as a Conference Officer or WSC Committee Chair before being allowed to serve in those capacities.

Thank you for submitting your referral to the WSBT. There are principles to consider here – Concept 9 suggests we take great care in selecting our service leaders while Tradition 2 advises that God speaks through a group’s conscience. The WSBT believes that the World Service Conference has the right to choose their trusted servants. Additionally, our World Service Manual states, “The principal of consistent rotation of responsibility is followed by all C.A. service positions. The spirit of rotation is a vital principle within our service structure which allows for non- successive terms on all service positions. This enables more members to experience the true nature of service. Positions in the Service Structure are rotated according to a vote of the Service Structure.” The main theme of this principal is on the limitation of successive terms. We consider it imprudent to make a rule or guideline to support the suggestion in this referral. The WSBT fully recognizes that, after many years of service, trustees may be hindering the opportunity for members to fully participate in our World Service Structure by not taking a year or more off at the end of their term of service.
