PUBLIC INFORMATION REPORT

INTRODUCTION AND OPENING COMMENTS

Opening Comments

First and foremost, we would like to express our gratitude to our previous chair and vice-chair, who offered their time and efforts to increase the voice of our fellowship. The committee has elected a new chair and vice-chair: I am honored to have been chosen to chair this committee. Patrick P has also graciously accepted the vice-chair position. The popularity of this committee was evident when we required additional chairs be brought to our no air-conditioned suite upstairs two times before we eventually needed to be moved to a larger meeting room. Thanks go out to the Unity Chair, Maurice S, and the Unity Committee for moving graciously.

This committee is now unified, passionate, and motivated to be of service to our local communities and the larger world community in the form of sharing the message of Cocaine Anonymous. This body had the benefit of starting with a blank canvas; we were able to bring together our unique but common goals in a way that is most effective for our functioning. Our group has been blessed with knowledgeable and skilled individuals, who are excited to work over the next year on increasing the enthusiasm, magnetism and visibility of Cocaine Anonymous.

Our group established our internal guidelines on how we will perform our business efficiently and effectively. Our committee has spent the past day and half beginning to create a systematic marketing plan that encompasses all media outlets; including print, internet, radio, television and movie outlets that can be utilized to increase awareness of CA. It is the intention of this group to include sharing our mission with Drug Courts, legal professionals, hospitals and medical professionals, rehabilitation and referral agencies, our local communities, and the World at large. This body intends to work with IT, H&I and the WSOB to achieve our goals. This committee will be reviewing conference approved print and PSA tools to ensure they are up-to-date, well known, and easily understood for use by our local CA bodies. Utilizing the combined knowledge and experience to provide mentoring contacts made of our committee to assist local PI committees with getting an action plan to effective PI work.

The PI committee recognizes that our primary purpose as a CAWS Conference committee is to guide and attract those with a substance abuse problem, and those who may be interested in their problem, to the solution that we have found in the rooms of Cocaine Anonymous. Let’s get them in the rooms, once they see that we absolutely insist on having fun and living a spiritual life, they’ll stay! But we must get them in the CA rooms.

COMMITTEE WORK THAT RESULTED IN MOTIONS

Patrick P – Motion — Place a link to our online survey on the CAWS website in a manner that will allow CA members to easily and securely respond to future surveys.

Seconded.

Tony D – This first motion is out of order due to SR13. This affects many committees such as WSBT, Webmaster, etc. This is out of order.

Susan B – Challenge the Chair on that ruling.

Seconded.

Trevor S – Before we start, I found out that the only one who can share twice in a Challenge to the Chair is the Chair. He does have first right to debate. He has waived that. When you come to the mike, please be clear.

Susan B – This is not the first time this kind of referral has been brought by the PI committee. It was discussed with the WSBT, IT Committee, etc.

Trevor S – Stay on point, please

Susan B – I don’t agree with the ruling. I agree that other entities are involved, but this motion allows for that.

Patrick P – Point of Information, this online survey was presented/approved last year. Wasn’t that enough time to review it?

Maria M – Parliamentary Inquiry – If at this moment, this is the challenge to the Chair, shouldn’t the debate only be on that?

Trevor S – Yes, that is correct. I will allow the Point of Information and let the Chair address this. Tony D – No, that will not change my decision. Approving the survey is different than actually linking it, the expense of that, etc.

Jim S – I support the Chair’s ruling. Reads the SR-13. This has not been referred to the IT Committee to look at it.

Richard L – I support the Chair’s ruling. This does affect many other committees.

Patrick P – I am in favor of Chair’s ruling.

Trevor S – Is any wishing to speak against the Chair’s ruling? None? The Chair waives last rite of debate. Please prepare to vote …….. passes with minor opposition.

Patrick P – Motions – To conduct the Fact File Survey on an annual basis.

Seconded.

Patrick P – We currently do this once every two years. The growth rate is such that we think this would provide the office with better data.

Susan D – To clarify, will you actually be running reports every year or just collecting data?

Patrick P – If we could get the on-line survey fully functioning, we would be done/reported every year.

Old paper process took too much time and was harder to do more often.

Tony D – Any debate? None, vote, motion passes with minor opposition.

Patrick P – Motions – To approve the expansion of a multi country multi lingual survey.

Seconded.

Duane M – Point of Order – The ruling that was upheld on the first motion, should that be applied to the next 4 motions.

Tony D – Have any of these motions been brought to the WSO? I’ve been told, no … so this one is ruled out of order. Any motion to appeal?

John W – The current version of this motion doesn’t include anything online ….. I challenge the Chair.

Trevor S – Once again, the Chair has first option to debate. Chair has waived.

John W – Current survey is only in English, this motion only opens up the possibility to open up to other languages. I disagree with the Chair …….

Trevor S – That is out of order as it is debating the underlying motion.

Kevin M – Question for the Chair, are you ruling it out of order because it means WSO has to do a translation process or because someone else will translate and that needs to come before the body? Tony D – Called it out of order as WSO hasn’t seen it yet, unknown possible costs.

Elizabeth S – In favor of Chair’s ruling, it is important to use the communication we have in place, and the WSO hasn’t even seen this. I can find nothing in last year’s dailies to show this survey was approved.

John W – Parliamentary inquiry – May I rescind the challenge?

Trevor S – If there are no objections, I will allow the removal of the challenge to the Chair. Seeing none, this is withdrawn.

Patrick P – We are withdrawing our motions due to SR-13.

Withdrawn — To approve our annual budget to $700.00.

Request that the WSC PI Committee research and report back to the Conference the process and costs Involved in getting out PSA’s shown in the movie theatres.

Response

The committee successfully contacted corporate offices of Cinemark, a nationally operated theater. It was determined that upon their approval of our PSA it would then go into rotation. There is no cost. Currently there are no PSA in rotations.

The committee made a referral to the WSO to inquire about the status of the national Hotline of CA.

CLOSING COMMENTS

More globally, the committee will be reviewing the PI Handbook to determine the updates that we must make.

The committee recognizes that much of CA’s future lies in attracting new members to our fellowship. To do that, we must build greater awareness of CA as a whole, especially our primary purpose. We appreciate the work of the WSO and the Trustees whose participation in the National Association of Drug Court Professionals Conference is helping raise CA’s profile to hundreds of drug court coordinators – many of whom were not aware of CA. Our plan is to guide local areas to build on that work, enabling local area PI groups to reach suffering addicts and make them aware of Cocaine Anonymous. This committee will created a supportive “sponsorship” PI service subcommittee to support local PI groups in getting into action. PISSED (Public Information Sponsorship Service and Educational Development) will be a point of contact by which local groups can get in contact with members of the CAWS PI committee for action steps to begin PI practices.

I am grateful for all the new members of the PI committee. We have had a great experience in working on our tasks and working through our differences to achieve a common purpose and plan for this committee. The committee is set to continue our work throughout the coming year. We have a great committee, and it has been an honor to serve them as a member and chair. Chair – Alan S

Tony D – Question to the center mike.

Susan B – Has the committee seen the entire PSA where the person is hitting the TV? That could be very useful. Can be found in a couple places.

Ginger L – In regards to the motion that has passed, I know how hard the old process is. As the online one didn’t get approved will this motion be an issue? Patrick P – No

Cynthia C – I found info in past minutes of the survey being approved, how is what they wanted to do today different than that one?

Patrick P – My understanding is that other committee weren’t asked/involved in the development before it gets linked. Glad you have the dailys from last year.

Tony D – Last year we approved the concept of linking the online survey, but other committee haven’t seen it and don’t know about costs to do this, or other possible implications. Cynthia C – I’m still not understanding the hurdle.

Tony D – The issue is no one has seen the new survey except PI, That is the issue.

Ste E – Encouraged by the new ideas and enthusiasm. Please consider a radio PSA to be created Patrick P – Yes, we are already discussing that.

Susan B – I’m excited that PI is back on track. Question, did you research getting the PSA in a format that can be played in movie theaters?

Patrick P – We think the process to convert it will be easy. Kathy Jo R – What is the point of the ‘point of contact’ process?

Alan S – It is everyone’s responsibility to go back to your areas and let them know what we have discussed here. We want to put a link on PI so if you click on it, you are put in contact with someone who can help.

Richard L – WSO would be more than happy to help with the translation of the survey.

Maria M – Point of Information, discussed in dailies the motion was ‘place link on CAWS website so users can easily respond to future surveys.’

Tony D – Give them a big round of applause for getting this type of enthusiasm. Next up is H&I.
