C.A. WORLD SERVICE CONFERENCE 2017
STRUCTURE AND BYLAWS REPORT
INTRODUCTION AND OPENING COMMENTS:
During the last year we have worked on several referrals. We have also been proof reading the World Service Manual to find any housekeeping issues that have cropped up. We have had monthly conference calls

4. Trustee Negotiation: Also, as a part of this group conscience, there will be the consideration of the following:
- a) What the originating committee needs.
- b) When the originating committee needs the contract to be completed.
- c) Maintaining open communication between the originating committee, the WSOB, the TNC and the WST.
- d) Originating committee is to review the contract before it is signed.
After discussion with the Trustee negotiation committee the S &B committee has decided that the current Trustee negotiation committee’s guidelines take these concerns into consideration.
Referral S & B 2016 – 18
The current guidelines state that when an Area is created that Area is given 3 votes on the conference floor no matter how many meetings that area has. 1‐75 meetings have 3 votes. This seems out of portion to some areas. We are suggesting that an area is given 1 vote for 1‐25 meeting, and a is given an additional vote for every 25 additional meetings.
After researching the numbers, the S &B committee believes that this would have a negative impact on conference numbers. It would also more than likely result in a great change in the conference’s geographical representation. We feel the current procedure allows a more balanced representation of the world‐wide fellowship.
CLOSING COMMENTS:
This year we have begun working on the procedure necessary to make any changes to a Step, a Tradition or a Concept. There have been referrals made to change tradition 11. The Charter states “But no change in Article 10 of the Charter or in the Twelve Traditions of C.A., or in the Twelve Steps of C.A. may be made with less than the written consent of three‐quarters of the C.A. Groups.” There is exists no procedure in the World Service Manual currently to receive the consent of all C.A. groups.
We welcome anyone to join the S & B committee. Come laugh and grow with us. It is also a well‐known fact that the S & B committee has the best snacks.

I love the opportunity to serve on the S & B committee. The committee takes its service very seriously, yet we do not take ourselves to seriously. We have the opportunity to learn and apply the principles of the Steps, Traditions and Concepts as we consider changes to the World Service Manual. I know I have grown from my time on this committee.
